MEMORANDUM ORDER NO. 09 s. 2020
MAY 12, 2020
WHEREAS, President Rodrigo Roa Duterte issued Proclamation No. 929 series of
2020, wherein in Local Government Units are enjoined to render full assistance and
cooperation and mobilize necessary resources to undertake critical, urgent,
appropriate response and measures in a timely manner to curtail and eliminate the
threat of COVID-19.
WHEREAS, the Province of Ifugao was included in Proclamation No. 929 (s. 2020)
declaring a State of Calamity throughout the whole country due to COVID-19
pandemic. A Memorandum from Executive Secretary Salvador C. Medialdea
imposed an Enhanced Community Quarantine (ECQ) in the entire Luzon starting
12:00 o’clock AM of March 17, 2020 until 12:00 o’clock of April 13, 2020. Another
Memorandum on April 7, 2020 from the Executive Secretary extended the ECQ until
April 30, 2020.
WHEREAS, Under IATF Resolution Nos. 29 and 30 and pursuant to the declaration
of President Rodrigo Roa Duterte, the Province of Ifugao was classified as a low risk
area from COVID-19 infection and further placed the province under General
Community Quarantine (GCQ) after the expiration of the Enhanced Community
Quarantine (ECQ) on April 30, 2020.
WHEREAS, said Resolution Nos. 30 and 30A, dated April 29, 2020 and April
30,2020, respectively, provided the Omnibus Guidelines on the Implementation of
Community Quarantine in the Philippines:
WHEREAS, Section 16 of Republic Act 7160 also known as the Local Government
code provides that within their respective territorial jurisdictions, local government
units shall ensure and promote health and safety, and preserve the comfort and
convenience of their inhabitants;

WHEREAS, the ADVISORY dated April 30, 2020 from the Office of the Provincial
Governor of Ifugao, Governor Jerry U. Dalipog, placed Ifugao under a Province-Wide
General Community Quarantine (GCQ), except the Municipalities of Lamut, Lagawe,
and parts of Tinoc who requested and was granted by the RIATF for extended ECQ
status after the advisory.
1. Face Masks- use of fresh and clean face masks daily before leaving their
respective residences.
7. Proper hygiene- regular hand washing and daily bathing shall be observed.
Section 4. Liquor Ban- No person shall be allowed to take, sell, furnish, offer, buy,
serve, or drink any liquor or intoxicating beverage.

Section 5. Curfew Hours- No movement outside of the existence shall be allowed
from 08:00 P.M to 05:00 A.M within the municipality within barangays, except for
Authorized Persons Outside of Residence (APOR) on official duty and medical
emergency situations.
1. Classes and other school activities in both public and private primary and
secondary schools;
2. Tourism activities;
3. Religious gatherings;
4. Leisure and amusement;
5. Mass gatherings and community assemblies;
6. Meetings, conferences exceeding thirty (30) persons except for those
authorized by the provincial task force.
B. The following sectors shall be allowed to operate provided only half of its
workforce, crew or employees shall initially report for work and gradual
workforce integration or work-in phase shall be done after every two (2)
weeks:

C. The following sectors shall be allowed to operate provided that half of its
workforce, crew, employees shall report for on-site operations or
skeleton workforce and other half under work-from-home arrangement;
1. Operations of banks and other financial institutions;
2. Non-leisure wholesale trade and retail i.e. hardware stores, construction
supply shops;
3. Other non-leisure services i.e. laundry services.
A. Medical Service
a. All Department of Health (DOH) officials and staff;
b. All health and services personnel of the Municipal Health Office, Mayoyao
District Hospitals, and Barangay Rural Health Units;
c. All Philippine Red Cross (PRC) vehicles bearing the Red Cross logo and
staff with Red Cross Identification Cards (IDs);
d. Doctors and their drivers;
e. Hospital staff and employees including janitors;
f. Medical professionals and other employees; and
g. Private Care Givers
B. Emergency Responders
a. DILG 911 and DILG Emergency Operations Center (EOC) Personnel
b. Bureau of Fire and Protection (BFP);
c. Disaster Risk and Reduction Management Council (MDRRMC);
d. Department of social Welfare and Development (DSWD)
e. Barangay Health Emergency Response Team (BHERT); and
f. Local Government Unit (LGU) Officials.
I. Members of the Incident Command System (ICS)
II. Members of the Corona Virus (Covid-19) Task Force (provincial and
municipal)
C. Security Services
a. AFP, PNP, BJMP, Ifugao Provincial Jail, NBI, NICA, PDEA, BOC, BI and
other Law enforcement Agency Personnel;
b. Community Security Officers and Security Guards; and
c. Force Multipliers (Brgy. Officials and Brgy. Tanods)
D. Funeral Services
a. Employees;
b. Immediate family of the deceases (parents, siblings, children only)
c. Official priests, Pastors and other Religious Ministers.

E. Daily Essential services
a. Banks;
I. Bank officials and employees
II. Technical Service Support Crew; and
III. ATM Service Provider Crew.
b. Money transfer Services Employees;
c. Groceries/ Convenience Stores and Supermarkets employees;
d. Sari-Sari store staff;
e. Public market Vendors;
f. Slaughter house workers and crews;
g. Pharmacies/Drugstores/Karinderia engaged in delivery and take-out Staff
and Crew.
F. Essential Goods
a. Delivery personnel of cargoes-with or without load (maximum of 3 including
the driver);
b. Delivery services personnel of food, water, medicine and other basic
necessities.
G. Utilities
a. Energy Companies
I. Electric Power generation, transmission and Distribution employees,
i.e. IFELCO, NGCP
II. Third Party Contractors
III. Petroleum tanker drivers; and
IV. Gasoline Attendants

Section 9. Quarantine Control Points (QCP)- all other access points to the
municipality shall be closed. The following entry and exit points shall remain as
quarantine control points (QCP) and shall be manned by uniformed and health
personnel only:
1. Mayoyao-Banaue Boundary
2. Mayoyao-Aguinaldo Boundary
Provided that the above Quarantine Control Points shall open from 4:00 a.m. to 8:00
p.m. daily to allow passage of goods and cargo.
Provided finally, that a strict monitoring and recording of all inbound and outbound
individuals and vehicles shall be conducted and proper coordination with the
Municipal Inter-Agency Task Force is done.
Section 10. QCP Pass- all sectors allowed to operate and whose business involves
inter-movement or whose supplies are from neighboring provinces shall, prior to their
operation and after obtaining the required documents, secure their appropriate QCP
Pass or Travel Pass from the Municipal Hall.
Provided that all hauling and trucking services shall be allowed a maximum of three
(3) passengers including the driver.
Section 11. Home Quarantine Pass (HQP)- a standard Home Quarantine Pass
(HQP) shall be issued to one (1) authorized per household. The QCP shall be
used as permit to leave the house only for the following:
a. To access basic commodities;
b. To access essential services; and
c. To work in the farm or garden (as validated by the Brgy. Captain)
Provided, that should the individual leave the barangay of residence, the following
shall be presented at each quarantine control points with the HQP:
a. One (1) government issued I.D.; and
b. Barangay residency certificate
Provided finally, that senior citizens (60 years old and above), pregnant, new born to
young adults (0-20 years old), individuals with existing medical conditions or are
immune compromised shall not be allowed to get out of their residences except
under medical or emergency cases.
Section 12. Cargo- all movement of cargoes of food, essential goods, basic
commodities, essential agricultural and fishery input, and products, in any forms of
conveyance shall be continuous, unimpeded and unhampered. Provided, that proper
documentation shall be presented to the authorities.

a. Public Utility Jeepneys (PUJs) shall limit their passenger to not more than half
of their seat capacity including driver and conductor to properly implement
physical distancing;
b. Tricycle- shall be limited to two (2) passengers including the driver;
c. Motorcycle- one (1) rider only.
DOTr set guidelines for public transport in GCQ areas, in as far as applicable,
shall be strictly observed
Section 15. Home Quarantine- all individuals shall continue to observe strict home
quarantine if not on official duty or required to work. Provided, that any individual who
will manifest any signs and symptoms of Covid-19 shall immediately report to the
nearest health facility or to any barangay official for proper referral and management.
Section 16. Alternative Working Arrangement- all departments and offices of the
Municipal Local Government of Mayoyao are directed to establish an alternative
working arrangement with their respective staff such as but not limited to the
following:
1. Work-from-home (WFH) arrangements;
2. Compressed work week;
3. Shifting;
Provided, that skeleton workforce shall be maintained in their offices during week
days. The private sectors and other offices in the province permitted to operate are
hereby encouraged to implement the same. The DTI-DOLE guidelines on GCQ list of
minimum health protocols, in as much as applicable shall be observed. The DTI and
DOLE INTERIM GUIDELINES ON WORKPLACE PREVENTION AND CONTROL
OF COVID-19 (ANNEX “B”) shall be followed.
Section 17. Isolation Units- all repatriated OFWs and Seafarers, upon completion
of the required documents to enter the municipality, shall be coordinated with the
Municipal Health Office for proper management and referral to the appropriate
isolation unit, as follows:
a. Barangay Quarantine Units- for asymptomatic suspected individuals;
b. Municipal isolation Unit- for suspected individuals with mild to moderate
symptoms.
Section 18. Coordination- all members of the Municipal Task Force shall establish
an open line communication with each BLGU, check points, and rural health units.
The Municipal Disaster Risk Reduction Management Office and incident command
Officer (MHO) are hereby directed to facilitate the flow of communication between all
concerned stakeholders.
Provided, that all medical concerns and information regarding inbound individuals
must be reported to the Municipal health Office to assist in contact tracing.
Section 19. Funeral Services- all funeral service provider and family of the
deceased shall observe the following:

a. All deaths with unknown cause or related to respiratory disease shall be
treated as Covid-19 case and shall be buried or cremated immediately;
b. All deaths with known causes and unrelated to respiratory disease shall
be allowed a maximum of three to five (3 to 5) days prayer vigil or wake;
c. Prayer vigils shall be limited to immediate family members.
Section 21. Local Lockdown- no LGU within the province can declare lockdown of
their municipalities or barangays without recommendation of the Provincial Task
Force and approval of the RIATF.
Section 22. LGU Clustering- all barangays per municipality shall be clustered as
one and shall, as much as possible, follow the schedule for market days in the capital
towns.
All LGUs shall localize this scheme in their respective municipalities during their
scheduled market days.
Section 23. Price Range and Commodity Purchase Monitoring and Control- the
Municipal Price Coordinating Council shall release advisories regarding prices for
basic necessities and prime commodities. DTI guidelines shall be applicable and
supplementary.
Section 24. Violations- any violation of this order shall be dealt with in accordance
with the law.
Section 26. Separability- In any event that provision of this Order or any part thereof
is declared invalid, contrary to law, or unconstitutional, the provisions not thereby
affected shall remain in force and in-effect.
Section 27. Repeal- all other previous issuances or parts thereof inconsistent with
the provisions of this Memorandum Order are hereby repealed or amended.
Section 28. Effectivity- This Order shall take effect immediately. Failure to comply
shall be dealt with accordingly.
