I.

Introduction

Background of the Study

The basic governmental unit in the Philippines is the barangay. The lowest tier of
political and governmental subdivision in the Philippines is a barangay, which is governed
and overseen by a city or municipality. It has been mentioned as the cornerstone of law
enforcement. (Chen 2017). The core of policing is marked police patrols (Ratcliffe 2017).
Reducing drug use and criminal behavior may not be possible with subpar treatment or
treatment that is not tailored to the requirements of offenders (Nida 2019). Every barangay
has a Tanod brigade, which is crucial to the growth and development of the barangay
(Caliguid 2019).

According to section 384 of the local government code, the barangay is the
fundamental political unit and is responsible for planning and implementing government
policies, plans, programs, projects, and activities in the community. It also serves as a forum
for the expression, clarification, and consideration of the collective opinions of the people
and for the peaceful resolution of disputes. The punong barangay, seven members of the
sangguniang barangay, one member of the kabataan, a treasurer, a secretary, and other
appointed officials make up the barangay, (Sirot, 2014).

There are a lot of problems that the barangay officials may encounter within their
community. Some problems they faced might include: social and environmental problems.
General elements that impact and harm society are known as social problems. Real-world
issues can often be a part of social problems. Crime, destitution, drug and alcohol misuse,
and unemployment are a few examples. It is commonly recognized that environmental
issues have a detrimental impact on the sustainability of the environmental quality required
for the survival of the living things that inhabit it. In every barangay in the Philippines,
improper trash segregation is one of the main issues.

This paper aims to study the history, the barangay officials, and problems
encountered by the Barangay Cabuco in Trece Martires City.
II. History of Barangay Cabuco

Barrio Kanggahan was the previous name for Barangay Cabuco. The name came from
the traditional kanga method of delivering products and commodities to the neighboring
cities of Tanza and Indang. With Barangay San Agustin and Barangay de Ocampo to the
northeast, Barangay Aguado to the south, Barangay Lapidario to the east, the Municipality of
Naic to the west, and the Municipality of Tanza to the northwest, its total land area is 596
hectares.

The Soriano and Valencia families of Tanza possess a portion of the friar land that
includes Kanggahan. The government separated the land prior to World War II and sold it to
the area's first occupants on an installment basis.

The naming of Barangay Cabuco coincided with the naming of the other barangays in
the city of Trece Martires. It came from the name of one of the thirteen Cavite martyrs,
Feliciano Cabuco.

Physical Characteristics

Three (3) kilometers separate Barangay Cabuco from the center of the city. Barangay
San Agustin and Barangay De Ocampo border Barangay Cabuco from the northeast,
Barangay Aguado from the south, Barangay Lapidario from the east, the Municipality of Naic
from the west, and the Municipality of Tanza from the northwest.

With a total land area of 596 hectares, the barangay is categorized as an urban community
and is primarily plain land, with 70% of its land used for residential purposes, 10% going
toward agriculture, and the remaining 10% going toward commercial use.

Mode of Public Transportation

Tricycles, jeepneys, and multicabs are the mode of public transportation in the
barangay.
Water & Electric Supply

Electricity of the barangay is provided by Meralco. Water supply of the barangay is


provided by TMC Water District, and Kanggahan Water Supply Association (KAWASA) but
there are still those who use the deepwells.

Peace and Order

The barangay has its Peace and Order Committee headed by Kagawad Arnold F. Calle.
The barangay has nineteen (19) Bantay Bayan, headed by Pedro Sierra as the Chief Bantay
Bayan. They are in constant contact with the police authorities in sustaining peace and order
in the barangay.

III. Statement of the Problem

The study's goal was to identify the most prevalent issues that barangays faced in
2022–2023 as reported by officials and residents of the barangay.

1. According to both officials and locals, which social and environmental issues are the
most urgent ones in the barangay?

Based on our survey from the Barangay Cabuco have only two major problems:

1.1 Lack of income


1.2 Waste Management

Their problem about the waste management caused them irritability because the garbage
collector did not collect their garbage every week. These are the problems encountered by
the barangay officials and their community.

2. What steps are barangay officials taking to address these issues?

2.1 The barangay officials addressed this issue by having this fair called job fair wherein
residents from Cabuco will have the chance to apply for their desired job. This fair is made
by Mayor Gemma Lubigan, barangay officials handle this fair orderly.

2.2 The barangay officials addressed this issue by collecting their garbage every week to
maintain the cleanliness of their community.

3. To what extent have the barangay officials addressed and/or failed to address these
kinds of issues?
Barangay officials make sure that their community's problems are periodically
resolved. They must include the community in decision-making processes to ensure that
projects represent the needs and preferences of the locals. To further help identify areas
that require improvement and assess the effectiveness of these actions, ongoing monitoring
and assessment is recommended.

IV. Conclusion

In summary, barangay is where individuals and communities are the place where
they can be able to develop their potentials fully, attain progress and freely exercise their
communication to each other to maintain peace and order. The researchers deemed it
necessary to conduct a study for the benefits of the community in conducting crisis
management, disaster mitigation, search, rescue, and relief operations.

The study highlights the necessity of constant community involvement and


monitoring in order to guarantee the long-term efficacy of the implemented solutions, even
in the face of ongoing efforts. Barangay officials can stay aware of changing needs and
challenges by involving residents in decision-making processes and conducting regular
assessments of initiatives. This can help to create a more resilient and responsive
community. In order to accomplish sustainable development and raise Barangay Cabuco's
general standard of living, the study ultimately emphasizes the value of neighborhood
projects, community involvement, and cooperative efforts with higher levels of government.
