1. Introduction
The purpose of this document is to comply with MMRDA & Approved Project HSE Plan
for Mandale Depot by implementing a visible management commitment and support in
preventing all accidents.
The primary intent of this document is to effectively respond to emergency situations and to
minimize consequential losses.
This document describes the structure of contractor’s emergency response management
system and the various consisting elements. It provides the strategy to be adopted to combat
any emergency that may arise at ACIL Construction site at MMRDA/MMRP/L2B-C103,
Mandale Depot.
2. Scope
To ensure all the workmen are familiar with the emergency evacuation procedure to follow
in the event of any emergency in the project site “CONSTRUCTION OF (BALANCE CIVIL
WORKS OF MMRDA/MMRP/L2B-C103) MANDALE DEPOT”.
To protect all workmen from the event of any emergency
To trained all the workmen to understand the emergency evacuation procedure
This Emergency Response Plan covers:
Nomination of persons responsible for managing an emergency;
Definition of roles in the event of an emergency;
Development of procedures for declaring, communicating and controlling during
an emergency;
Designation of site emergency teams and the definition of duties of other key
personnel;
Training and realistic exercises for emergencies;
Searching and effecting rescues and treatment of casualties.
It is the responsibility of the Site Manager to ensure that all personnel, including visitors,
are made fully aware of the contents, of the emergency response procedures at site and
that they receive information and training as necessary. The induction and the training
shall be documented. This Emergency Response Plan (ERP) for early works shall apply to
worker’s camp, all working site of the Mandale Depot and shall be followed by all
Contractor and Subcontractors personnel and visitors.
3. Purpose
This plan has been prepared to ensure orderly, complete and smooth evacuation of Site
whenever an emergency occurs and also to handle other emergencies.
An emergency in the construction site has potential to cause serious injuries or loss of live
or extensive damage to the property and / or environment and serious disruption both
inside and / or outside the works. In such cases sometimes outside agencies are required

to call for help in handling the situation. The causative factors like equipment failure,
human error, earthquake, sabotage etc. will normally manifest in various forms viz. Fire,
Explosion, Toxic and Structure collapse etc.
In spite of best design and layout, safe operating procedures and various preventive
measures the possibility of a disaster cannot be totally ruled out. During this event timely
and organized action has to be taken to control the situation and to minimize the damage
or loss to the construction site, human beings and environment. Hence there becomes a
need of proper Emergency Preparedness and Response Plan (EPRP). Such plan gives
the guidelines for employees, contractors, workers and Visitors etc. for actions to be taken
during emergency. The EPRP not only defines the responsibilities but also inform about
prompt rescue / evacuation / co-ordination operations and some more.
Following can be the various types of hazards which can result as an emergency at site
for which a total or partial evacuation of a site may deemed to be necessary: -
Fire/Smoke/Explosion.
Collapse of constructing temporary structure or lifting equipment.
Collapse of excavation and scaffolding.
Fall from height.
Bomb Threat.
Terrorist Attack.
Earthquake.
Other Emergencies
Personnel getting trapped in a Tower crane & Passenger/Material lift.
Personnel confinement in Toilets, site offices/rooms
Possible types of failures viz. power failure, communication system failure etc. may also
occur during emergency, actions for which should also be taken.

5. DEFINITIONS
1. Emergency - An emergency is an event at the site which may affect several other
work areas within and may cause serious injuries, loss of life, serious affliction to
health or serious damage to property. This may demand the rescue and relief
measures on a short notice. External resources may also be required to handle the
situation. Emergencies as their name suggests, relate to serious situations – Fires,
2. Explosions, collapse of structures, spillage of chemicals, natural calamities Etc. are
all examples of emergency situation.
3. Emergency Situation - A serious situation or occurrence that happens
unexpectedly & demands immediate action .

7. “RISK” means possibility of loss or injury.
8. “HAZARD” means danger or potential danger.
9. “ASSEMBLY POINT” means a meeting point, meeting place, or assembly point is a
geographically defined place where people meet.
10. “DANGEROUS OCCURRENCE” certain unintended, specified events, which
may not result in a reportable injury, but which do have the potential to cause
significant harm
11. “NEAR MISS” means A Near Miss as an incident in which there was no injury or
property damage but where the potential for serious consequences existed
12. “INCIDENT” means as "an unplanned, undesired event that adversely affects
completion of a task."

7. OBJECTIVE
The objective of the Emergency Response Plan is to set down the proper response
procedures to be followed in the event that an unexpected accident or incident occurs at
site to effectively deal with and to control the emergency situation arising from those
occurrences. Ultimately, the emergency situation shall be abated and the situation
returned to normal to minimize risks and inconvenience.
It describes the safety measures that have to be implemented in order to minimize the
likelihood for occurrence of accidents as well as the particular emergency procedures that
have to be executed considering main hazards such as fire/explosion, flooding at site that
may occur during execution of the work
8. DESCRIPTION OF PROJECT
9. CONCEPT
The Emergency Response Plan will complement of the safety management system by
specifying in greater detail the specific response procedures to be followed after the
occurrence of any unexecuted emergency situation. By implementing the Emergency
Response Plan , the in-charge person will be able to effectively handle and control the
emergency situation and return it to normal in the shortest possible time.
The Emergency Response Plan is formulated based on three simple and direct
approaches. They are:
Identify or predict all the possible emergency situations that could occur during the
construction period, which could affect the workers, put them at risk of injury or
cause inconvenience to them.
Formulate specific response procedures to counter the adverse effects that could
rise from the occurrence of such emergency situations and manage the situation
effectively. Return the emergency situation to normal in the shortest possible time.
The Emergency Response plan consists of the following elements. There are:

Possible scenarios and specific emergency response procedures

Any Act & Regulation of Govt. Of India, Govt of Maharashtra together with the relevent
amendments and revision there, “ACIL” shall comply with all legal obligations and the
requirements of Mumbai Metro Rail Project Line-2B within the Employers Requirements to
include.

A.Medical / Injuries:
A person (First Responder) becoming aware of a medical emergency situation shall:
Initiate a medical alert by reporting the emergency directly to the immediate
Supervisor
The immediate Supervisor shall report directly to the Site Emergency controller
by Mobile phone and provide as clearly as possible the following details:
Exact location of the incident
Nature of the incident
Number of persons involved
Short description of their condition
If there may be need for special medical equipment;

ACTION
On being alerted to a medical emergency, the personnel shall:
keep clear the zone affected by the emergency and remove any vehicles that
could cause restriction to the emergency response team (follow the instruction
of the ERT) or of the ambulance services;
Not disturb the accident scene;
Not block the emergency operations & exit routes;
Return to work if safe to do so is announced by Emergency Controller or Site

B. Fire Incident
A person (First Responder) becoming aware of a fire emergency situation shall:
Initiate a fire alert by reporting the emergency directly to the Site engineer or Supervisor
and inform people around him
CLASSFICATION OF FIRE
No fire extinguisher is effective on all types of fire, depending upon the source and nature
of contents that are under fire a quick decision to be taken for selecting the right type of
fire extinguisher for the right type of fire. To understand the type of fire and the required
fire extinguisher to be used, fires are grouped under four (4) types, these are:
Class A fires — Fires involving solid combustible materials of organic nature such as
wood, paper, rubber, plastics, etc., where the cooling effect of water is essential for the
extinction of fires.
Class B fires — Fires involving flammable liquids or liquefiable solids or the like where a
blanketing effect is essential.
Class C fires — Fires involving flammable gases under pressure including liquefied gases,
where it is necessary to inhibit the burning gas at a fast rate with inert gas, powder or
vaporizing liquid for extinguishment.
Class D fires — Fires involving combustible metals, such as magnesium, aluminium, zinc,

sodium, potassium, etc., when the burring metals are reactive to water and water
containing agents and in certain cases carbon dioxide, halogenated hydrocarbons and
ordinary dry powders. These fires require special media and techniques to extinguish

electrical equipment is involved in a fire, the electric equipment to be de-energized, then
only the extinguishers suitable for the class of fire risk involved can be used safely only
after confirming the non-conductivity of the extinguishing media

A person (First Responder) becoming aware of a Major Incidences like crane Failure,
incidents while material handling and major bodily injury shall initiate an alert by reporting
the emergency directly to the immediate Supervisor
The Supervisor Shall Report directly to the EC by Mobile phone and provide information
as soon as possible:
Nature of the incident
Location of the incident
Caller's name, Sub-contractor
Caller's location
The EC shall contact ACIL emergency Vehicles Driver and provide the following details:
His identification by name and Sub contractor name.
Exact location of emergency.
Type of emergency.
Details of casualties (if any)
ACTION
On being alerted to a medical emergency, the personnel shall:

while material Handling & major bodily injury and remove any vehicles that
could cause restriction to the emergency response team (follow the instruction
of the ERT) or of the ambulance services

In event of any Rescue from Tower Cranes, following procedure must be sincerely
adhered: -

Emergency services will take over once the casualty has reached the ground.
One Man lifter is on stand by for any emergency rescue from height working areas
like tower crane, Edges area of building, Stabling yard Slab area.
E. Fall of a worker from height working at the edges of beam or slab area
Anyone spotting such an incident occurrence shall inform to the Site engineer and SHE
Officer immediately
Site engineer shall inform the site emergency controller
Chief SHE Manager will inform to the GC Site Safety Engineer.
site emergency controller calls for first aider and ambulance facility.
Give First Aid and CPR to casualty if necessary.
Evacuation of casualty.
Safety Personnel will cordon off affected area.
Place temporary traffic and warning signs.
Project Management will adhere to directions/instruction from Incident Controller, Police
/ Traffic Police.
All the workers should assemble in the assembly point
Incident should be Briefed in assembly point
Head count procedure should be done by Administrative Response Coordinator after
completion should give clear instruction to Restart work.
Anyone spotting such an incident occurrence shall inform to the Site engineer and SHE
Officer immediately
Site engineer shall inform the site emergency controller.
Observe from safe distance, is any workmen trapped inside.
If trapped, Rescue team search for live persons after taking enough precaution.
Don’t allow public to assemble near the incident location.
Allow only authorized & trained persons nearer to that location.
There is a possibility other workers may become violent keep an eye on the
surroundings.
Inform Site In-charge about situation.
Mean time information shall be passed to site in-charge for initiation of necessary
rescue arrangement.
In case of any collapse of Excavation or scaffolding the following action should be taken
immediately
Anyone spotting such an incident occurrence shall inform to the Site engineer and SHE
Officer immediately
Site engineer shall inform the site emergency controller.
Assess the situation quickly.
Arrange to collect all the persons at the Assembly point and made a head count.
Find out the number of persons missing.
Call should be made to First aider and male nurse at the site along with first aid
boxes and ambulance vehicles.
Ascertain if any workmen are completely trapped under the collapsed earth or
inside or in between scaffolding materials.
Place barricading and caution tape around the accident area.
Prevent any equipment or personnel movement near the accident site.
If any workmen is completely trapped inside, take following steps:
Carefully remove the material around the trapped person and if necessary
use hand shovel with utmost care.
Try to help of guide the trapped to come out. Never try to pull out the trapped
person by forceful means.
Give first aid
Arrange for shifting the injured personnel to the first aid center/empanelled
hospital for further treatment.
When a live bomb is found / seen on any floor or a place at site, the very first thing which
is required to be done by an individual is as follows:-
No person shall peep through the door / window at any time and neither shall they
try to evacuate the construction site on their own until told to do so.
All the doors (outer as well as inner) shall immediately be closed to avoid the entry of the
terrorist on their respective locations.
In case of an Earthquake
This building has been designed adequately as per applicable codes. However, in case of
exigency on the issue, following need to be adhered to:-

Do not panic.
Do not ignore alarm.
Leave the work areas immediately and proceed towards emergency assembly
area.
Follow predetermined evacuation route from where you are located
Do not go back to site area for any reason.
Return to the site only after emergency officials give the all clear signal.
Don’t leave the assembly area uninformed.
Proper training shall be given to all the personnel assigned duties in emergency
evacuation.
The entrances to the work areas must be monitored during Site evacuation to maximize
building security, limit access to emergency personnel, and ensure unsuspecting persons
do not enter the building, until the all clear signal is given.
When the evacuation is announced, all occupants at construction site must evacuate
immediately in an orderly manner as per evacuation plan and report to an assigned

Key Personnel & essential employees are identified and assigned for emergency

Procedure
1. Inform Emergency controller & Safety Officer. They will notify in turn each other and all
other ERT members through phone / intercom or through messenger according to the
situation.

2. Emergency Controller will declare the Emergency through the available media may be
a siren.
3. Damage control Team will act swiftly to take out the victims and control further
damage
4. For Minor Injuries First-Aid is given at the FAC, in the site itself. First-aid Box is
available in the First-aid Center.
5. If it is major the First Aider Rushes to the location by the Ambulance with medical aid
or on foot. If the First-aider finds that the injured can be attended in the First-aid Center
itself, he will bring the injured to the First-Aid Center and treat there. If treatment in
First-Aid Center is not advisable, he will rush the injured to hospital.
6. Remaining work force will be directed to Emergency Assembly Point by Evacuation
team
7. Emergency escape instruction will be given at EAP by HSE team
8. Shifting of Construction Equipment/Material to an identified location will be done by
Property Safe Guard team
9. Administrative team provides all administrative aid to ERT
10. Fire Brigade of the State Govt will be informed by ERT, if the fire is getting out of
control.
11. In case of short notice, all the identified persons to contact themselves and act as
mentioned above.
12. HSE team will investigate.
13. Entire site team will take remedial measures.
14. It will be ensured that the damage / fire is stopped and the environment will be
assessed, whether safe to work.
15. After the emergency is over, the normal situation is to be declared by the EC. Staff,
Workmen to be rehabilitated
An electrical siren (1 KM range) or whistle will be made available for the emergency call
and control of the same provided to access controller. Assembly point will at made at site
near office area, main entrance gate area.

First aid box will be provided at site on various locations. The first aid box will sufficient to
cater the number of workers in each location. The first aid box and stretcher will be under
the charge of qualified First Aid Personnel.
One Ambulance van will be available at site for conveying injured workman to Hospital /
Clinics.(Hospital Tie Up)

ACIL has created the site Emergency team to respond in emergency situation( ) This team
is comprised of personnel from various departments and personnel are assigned
emergency task that coincide as much as possible with their normal day - to-day functions.
The following is a listing of emergency assignments and a description of their primary
responsibilities before and during an Emergency situation.

ERT members shall be identified who undergone the Emergency response plan. We will
provide the stickers as ERT members in their Helmets to identify the person.
The following topics should be part of metro construction employee training programme:
Fire prevention, protection and extinguisher methods.
Illumination
Communication
Flood contorl
Personal protective equipment
Emergency procedures, including evacuation plan
Mechanical equipments etc.
All staff & workers shall be trained SHE as part of new emplyee orientation and training
should be given Quartely. Records are to be kept on site and made available upon
request.
Mock Drill will be conducted on monthly basis and report of mock drill will be prepared and evaluation will
be done for safety lapses and for response time of emergency facilities during mock drill.
