THE PROBLEM AND ITS BACKGROUD

Introduction

Good health enables us to live life to the fullest, pursue our passions, and achieve our

goals. It allows us to have the physical and mental energy needed to perform daily tasks and

engage in social activities. Life is important as it was given to us as a gift, being a human is very

crucial that sometimes tends to the unforeseen and unexpected occurrence such accidents,

illnesses, injury, loss or harm.

Certain situations in life require immediate medical responses and a fraction of a delay

can drastically worsen a person’s condition. The provision of immediate and effective medical

care can save a life and prevent serious medical complications particularly in rural or remote

communities. This is where ambulance services become immensely important (newsletter of

The history of the ambulance begins in ancient times, with the use of carts to transport

patients. Ambulance were first used for emergency transport in 1487 by the Spanish forces

during the siege of Malaga by the Catholic Monarchs against the Emirate of Granada and civilian

variants were put into operation in the 1830s. Advances In technology throughout the 19 th and

20th centuries led to the modern self-powered ambulances.

Ambulance provides patients with life support during emergencies, transferring patients,

and providing back up emergency. The term ambulance comes from the Latin word “ambulare”

which means “to walk”. It ensures that the patients can receive immediate attention and care by

providing first aid and stabilizing the patient’s conditions. It is expected that we can see this in an

urban or rural area, whether in cities or towns. It has a big role to the life of every human being,
it can take sick or injured persons who need immediate medical attention and bring them to a

hospital. Accidents may be inevitable but illness can be prevented, ambulance is one of the key

especially when time of emergency.

Ambulance play a vital role in saving lives and ensuring the well-being of individuals in

distress. According to Administrative order no. 2018-0001 of the Department of Health (DOH)

The term “Ambulance” is a vehicle designed and equipped for transporting sick or injured

patients to, from, and between places of treatment by land, water or air, affording safety and

comfort to the patients and avoiding aggravation of illness or injury.

It is important to remember that the ambulance is strictly for the transport of patients.

Ambulance services are the primary providers of a 24/7 response to medical and trauma related

emergencies.

During the administration of President Fidel V. Ramos, PCSO Ambulance donation

Program was institutionalized. The program was a direct intervention of the government in

responding to the need of health facilities such medical centers, regional, provincial, district, city,

municipal hospitals, local government units and other government and private agencies

performing health functions. PCSO aims to donate ambulances to all local government units

(LGUs), provinces, municipalities and cities all over the Philippines. Ambulance units are

equipped with basic equipment like monitors, ventilators, medication and stretchers.

DILG: 84 new ambulances distributed to cities and municipalities to boost emergency

response services DILG secretary Benjamin “Benhur” C. Abalos, Jr.,2022 said that the

distribution of new ambulance unit is a testament to the government’s commitment to public

safety. “These emergency vehicles will further empower our personnel as we remain committed
providing high-level emergency response and rescue services and improve our agency’s health

services”. Region V and VII obtained seven units each, while regions I, VIII, IX, and CARAGA

got six units each. On the other hand, Regions II, VI, IX, CALABARZON, MIMAROPA, and

Cordillera Autonomous Region III, X, XII and Bangsamoro Autonomous Region each received

four units.

DOH Cagayan Valley, The Department of health, through the health facility

Enhancement Program, gave the Cagayan Valley Center for Health Development an allocation

of Ambulance of be given to local government units that have the most necessity for the use of

the ambulance units. The hand-over ambulance units was led by DOH CV CHD Regional

Director, Dr. Rio L. Magpantay, LSHD, Dr. Leticia Cabrera, RLED Chief, Mr. Domingo

Lavadia and Regional Staff of the Health Facility Enhancement Program, 2021.

Dr. Leonardo Reynoso receives three units of ambulances, complete with equipment and

accessories, for each of Department of Social Welfare and Development DSWD FO2’s Centers

and Residential care facilities: Haven for Women and girls, Reception and study center for

children, and regional rehabilitation for youth. The rescue 29 is an ambulance station in

Tuguegarao City is situated nearby to the government offices Office of the Provincial

Agriculturist and Commission on Election.

On February 03, 2015, the Philippine Charity Sweeptakes Office (PCSO) has turned over

a brand new ambulance to the Municipality of Lal-lo, Cagayan Valley particularly to its Rescue

35 unit.

Lal-lo Rescue 35 received a certificate of commendation from Philippine Red Cross Last

June 17, 2016 at Tuguegarao City, Cagayan Valley, Philippines for having been a dynamic and
credible partner of Red cross Cagayan chapter in standard first aid and basic life support-

cardiopulmonary resuscitation with automated external defibrillator training that created a

positive image of the institution and help us pave a way in attaining the organization’s goals and

objectives.

Within the Municipality of Lal-lo with 35 barangays namely, Abagao, Alaguia,

Bagumbayan, Bangag, Bical, Bicud, Binag, Cabayabasan (Capacuan), Cagoran, Cambong,

Catayauan, Catugan, Centro (Poblacion), Cullit, Dagupan, Dalaya, Fabrica, Fusina, Jurisdiction,

Lalafugan, Logac, Magallungon (Santa Teresa), Magapit, Malanao, Maxingal, Naguilian,

Paranum, Rosario, San Antonio (Lafu), San Jose, San Juan, San Lorenzo, San Mariano, Santa

Maria, and Tucalana. Some of them are far from hospitals or centers. The far-flung barangay

residence faced the challenge of reaching out to health care service due to distance, and is

considered as a barrier for consultation to their health. Transportation is one of the major

problems that they are confronted with, even how much they would like their illness to be treated

as well, it’s very hard for them to reach hospitals due to transportation problem.

The Local Government Unit of Lal-lo (LGU) enacted an ordinance no. 23 series of 2020

that has been launched with the We Care Program on the year 2014 with the overarching theme,

“SERBISYONG TAPAT KALINGANG TAPAT”.

Section 3. a.) “WeCare Program” a holistic approach that provides a quick response

system involving the convergence of service providers, barangay leaders, and volunteers in times

of emergency situations, accidents and natural calamities like earthquake, typhoon and flood.

WeCare shall be regarded as one word and shall be written following this manner in all

utilization. RESCUE 35 ambulance is a 24 hour’s active rescuer to every Lallo-queños who seek
for help of transportation problem, on emergency time or even sudden accident within the

municipality. It helps Lallo-queños to solve unforeseen problems and needs an immediate

response to reach hospitals. The establishment of this RESCUE 35 has a big impact and of great

help to the life of every Lallo-queños, it helps everyone to ease unforeseen and unexpected

accidents, injury or illnesses and solve health problems allowing for longer life span in order to

give more time for families.

Patient satisfaction is an important indicator of the quality of health care. It has also been

proven that waiting times not only affect general satisfaction levels, but also affect perceptions of

information provided, instructions and every other aspect of the patient’s experience.

The Purpose of this study is to give an awareness to the Local Government Unit (LGU)

of Lal-lo with regards to the ordinance that was establish for Barangay residence of Lal-lo. Also,

the performance of the ambulance crew to respond the needs of Lalloquenos in terms of health

Emergency.
STATEMENT OF THE PROBLEM

The research generally aims to assess the level of satisfaction of Lal-loquenos to


Emergency Medical Services of Rescue 35 Ambulance.
Specifically, it answers the following questions:
1. What is the demographic profile of the respondents in terms of:

a. Address

b. Age

c. Sex

d. Educational attainment

e. Occupation

f. Average monthly income

2. What are the health issues/concerns of Lal-loquenos in availing the Rescue 35

Ambulance?

3. How many times of the barangay residents avail the rescue 35 Ambulance?

4. What is the level of satisfaction of Lal-loquenos with regards of the Emergency Medical

Services of Rescue 35 Ambulance in terms of:

a. Communication Protocol

b. Pick-up and transportation

c. Professional Execution (Driver, Nurse and Medical Staff)

d. Code of Conduct

e. Triage upon arrival


5. Is there a significant relationship between the demographic profile of the respondents and

their satisfaction to the Emergency Medical Services of Rescue 35 Ambulance?

Conceptual Framework
Emergencies from the unexpected accidents, injury or illnesses, patients or whoever Lallo-

queños is in need of emergency medical services to prolonged life and to give an immediate

response healthcare can avail the rescue 35- Ambulance. Those community members who are

unable to travel to hospitals and other institutions because of their location can all receive

medical health care and services until it will reach the destination which is the hospital.

Ambulance can offer services in small towns without access to healthcare facilities or in

geographically remote locations because they are self-contained units. The mobile units offer a

wide range of services, such as first aid treatment, oxygen, screening and others.

(IPO).
The Input column includes Profile of the Respondents, Health issues/concerns of

respondents, Frequency of Availing Rescue 35, Level of Satisfaction of Respondents and the

Significant Relationship of demographic profile of respondents and their satisfaction to the

Emergency Medical Services of Rescue 35 ambulance. The process will be the data collection

which includes floating a Survey Questionnaire and an Interview. In addition, the result of the

study or the output will be submitted to Local Government Unit (LGU) of Lal-lo for further

improvements program

Scope and Delimitation

This study will look into the Satisfaction regarding to the Emergency Medical Services

of Rescue 35 Ambulance. It addresses the frequency of the Emergency Medical Services of

Rescue 35 Ambulance in reaching out the residence of Lal-lo. It is also concerned about the

satisfaction of the residence in terms of accessibility of the Rescue 35 ambulance. The barangays

involved in the study are the 35 barangay’s in the Municipality of Lal-lo namely:

Abagao, Alaguia, Bagumbayan, Bangag, Bical, Bicud, Binag, Cabayabasan (Capacuan),

Cagoran, Cambong, Catayauan, Catugan, Centro (Poblacion), Cullit, Dagupan, Dalaya, Fabrica,

Fusina, Jurisdiction, Lalafugan, Logac, Magallungon (Santa Teresa), Magapit, Malanao,

Maxingal, Naguilian, Paranum, Rosario, San Antonio (Lafu), San Jose, San Juan, San Lorenzo,

San Mariano, Santa Maria, and Tucalana. This are all the barangay’s in the Municipality of Lal-

lo that is involve to the study.


The limitation of this study are those patients who availed last year- 2022 in Rescue 35

up to this current year-2023. The hospital/clinic from the other municipality who requested for

transportation of the patients are also included to limitation of this study.

Significance of Study

The findings of this study will provide an information’s and it will be serve as resource

data for Local Government unit (LGU) of Lal-lo with regards to the performance of the

ambulance crew and the satisfaction of the barangay residence to the equipment of the rescue 35

ambulance.

Specifically, this research will benefit the following:

Administrators and Staffs will help them organize procedure and different transactions made in

their respective areas.

Future Researchers will be useful reference for the researchers who would plan to make any

related study precisely the standard underlying the Bachelor of Secondary Education major in

Social Science.

Health Advocates will provide valuable information for the advocates to further their campaign

on spreading awareness on the “Serbisyong Tapat Kalingang Sapat” program.

Lallo-queños will be aware and informed the performance of the employee of the rescue 35

Ambulance.

Local Government Unit (LGU) will help the Local Government unit of Lal-lo to improve their

services to the Lallo-queños to emergency medical Services of the Rescue 35 Ambulance.

Students- may serve as a guide and reference for the students undertaking similar studies.
Definition of Terms

Ambulance is a mobile health clinic designed to transport a sick or injured person who need

immediately medical attention and bring them to a hospital.

Emergency Medical Services refers to the first aid and assisting services of the Rescue 35

ambulance

Lallo-queños refers to the people who are citizen in the Municipality of Lal-lo.

Local Government Unit of Lal-lo (LGU) refers to the political subdivisions which has the

authority to implement a law, ordinance, and even resolution to a town or small area.

Ordinance no. 23 series of 2020 an ordinance institutionalizing the We Care Program of the

Municipality of Lal-lo, Province of Cagayan and Appropriating funds therefore.

Rescue 35 ambulance refers to an enclose vehicle that is 24 hour’s active rescuer to every Lal-

loquenos who seek for help on emergency time or even sudden accident which they apply first

aid.

Satisfaction refers to how satisfied the patients on the service provided by Rescue 35

We Care Program refers to program of Local Government Unit of Lal-lo (LGU) that provides

quick response system to all emergency situations such as sudden accident, natural calamities

disasters, and even medical services until they reached the hospitals.
