Ls: Why do we need a Parliament?

Complete the following in the workbook.

Ans 1: In the Parliamentary form of government, the Prime Minister is


the leader of the majority party and follows the decision taken by the
Parliament. Main features of this type of government are:
a. Parliament is the voice of the people.
b. Parliament is the reflection of the will of the people.
c. All bills introduced by the ministry need to be passed by the
Parliament and signed by the President to become the law.
d. The PM and the council exercise authority with support of the
Parliament that is the elected
house.

Ans 2: Main Features of the Indian Parliamentary system are:


a. The President, the Lok Sabha and the Rajya Sabha form the
Parliament.
b. Laws are made at both union and state levels on the subjects
provided in the three lists included in the constitution- the state list, the
union list and the concurrent list.
c. It is a system in which the government depends on public opinion
and above all also responds to changes in the public opinion.

Ans3 : The separation of power between organs ensures that no


single organ of government can exercise undue power in relation to
the others.
Ans 4: The Indian Parliament is the expression of the desire of the
people of India to participate in the decision making process of the
government. As the parliamentary system is both responsive and
responsible, it became the best option for the Indian system. It is
where all laws are formed and the working of the country takes place.
It is the platform which raises the opinion and desire of the people.

Ans 5: The three organs of the Parliament are:


● Legislature -The legislative body of the country has the power to
make laws related to the tax, public finance, polity, etc.

● Executive-The body which enforces the laws.

● Judiciary - The body which interprets the constitution and laws.


The other two organs cannot interfere in The working of the
judiciary.

Ans 6: The Lok Sabha- The Lok Sabha is the house of people
because the people choose their representatives on the basis of
universal adult franchise. The maximum strength is not more than
552.It can be dissolved. Normal term of office is 5 years.

The Rajya Sabha- It consists of not more than 250 members. It


consists of representation of States and Union Territories, roughly in
proportion to their population. Each state is represented by at least
one member. It is a permanent house and cannot be dissolved.
Normal term of office is 6 years
Lok Sabha is more powerful as the representatives are elected by the
people so more power is vested in the Lok Sabha. The authority to
commence a financial bill is held exclusively by the Lok Sabha.

Ans 7: The government is accountable to the Parliament in the


following ways:

By moving in Calling Attention Notices and Adjournment Motions


where all the matters of public importance can be discussed.

• By the Question Hour where questions can be asked to the ministers


about their respective
Departments.

Ans 9: Rajya Sabha is called the Council of States because it consists
of representation of States and Union Territories, roughly in proportion
to the population; each state is, however, represented by at least one
member. Besides these, 12 members are nominated by the President
for their contribution in the fields of literature, science, art and social
service.

Ans 10. India chose the Parliamentary form of government because


with Independence, the country desired a government that was
sensitive to the needs and demands of the people. They wanted a
form of government which represented its people. People also wanted
to participate in controlling the government through approval or
rejection.
