Medicines under the Maximum Retail Price (MRP) and Frequently Asked Questions
Base sa Executive Order No. 104. "Improving Access to Healthcare through Regulation of Prices in the Retail of Drugs and Medicines."

Mga Kababayan:
Under the Executive Order No. 104, "Improving Access to Healthcare through Regulation of Prices in the Retail of Drugs and Medicines", the following
medicines are under Maximum Retail Price (MRP).
NO medicine under the MRP shall be sold at prices HIGHER than those reflected herein. Senior Citizen, (SC) and Persons with Disability (PWD) discounts shall continue to be given.

What is MRP?
MRP refers to ceiling price (maximum amount a
seller is allowed to charge for a product or service)
at which a retailer may sell a medicine under price
regulation to patients/customers.

MRP is inclusive of value-added tax (VAT) except


for those currently VAT-exempted products which
have asterisk (*) affixed in the Executive Order No.
104.

No medicine under the RMP shall be sold to a


patient/customer at a price higher than the RMP.

What is Executive Order No. 104 Series of


2020?
Through Executive Order No. 104
"Improving Access to Healthcare Through
Regulation of prices in the Retail of Drugs
and Medicines", the President of the
Philippines imposed price regulation
through Maximum Retail Price (MRP) and/or
Maximum Wholesale Price (MWP) on 87
drug molecules (133 drug formulas).

What are the medicines included in MRP?


Medicines included are those for the
treatment of hypertension, diabetes, chronic
pain, asthma, chronic obstructive pulmonary
disease, atherosclerotic cardiovascular
diseases (CVDs) and breast, lung and
colorectal cancers. Sone medicines
recommended by patient groups and
medical societies were also included such as
those for chronic kidney diseases (CKD),
psoriasis and depression.

How much will be the prices of these


medicines be reduced?
Medicine prices will be reduced by as much
as 50%.

What is Maximum Wholesale Price


(MWP)?
MWP refers to ceiling price (maximum
amount a seller is allowed to charge for a
product or service) at which a wholesaler,
distributor, or trader shall sell a medicine
under price regulation to retailers. It is still
exclusive of VAT.

No manufacturer, wholesaler, distributor, or


trader shall sell MRP medicines to retailers
at prices above the MWP.

Can I still avail of Senior Citizen (SC) and


Persons with Disability (PWD) Discount?
Yes, SC and PWD discounts shall continue
to be given.

When will MRP be effective?


The MRP and MWP shall be strictly
implemented by 02 June 2020.

What shall I do if I spotted a violation of


the MRP or MWP?
Violations may be reportedto the Regional
Drug Price Monitoring Officers(RDPMO) of
your respective region.The directory of
RDPMOs and complaints form are available
at https://pharma.doh.gov.ph/maximum-
drug-retail-price/.

How will MRP violations be dealt with?


Violations of EO 104 and 155 are punishable
under the law as stipulated in the Cheaper
Medicines Act (Republic Act 9502).
Administrative fines not less than Fifty
thousand pesos (Php 50,000.00) and not
more than Five million pesos (Php
5,000,000.00) shall be given for proven
violations of the Executive Orders104 and
155.

Is the ExecutiveOrder 821, s. 2009 still


effective?
No,EO 821 s. 2009 which prescribed MRP
on five (5) molecules: amlodipine,
atorvastatin, azithromycin, cytarabine, and
doxorubin has been repealed by EO 155 s.
2021. Generic brands are already available
which make these medicines affordable to
consumers.

What can I do if my medicine is not on


the MRP list? How can I access more
affordable medicines?
Ask the pharmacist/pharmacy assistant at
your local pharmacy to present all available
brands for a particular generic drug. It is
your right to choose and buy which
medicines are affordable to you. Generic
medicines are similar to branded ones in
terms of safety, efficacy, and quality.

Where is the "generic name" located in


the label?
The generic name (usually thee chemical
name of the drug) is written on the
medicine's foil, blisters, bottle or box. It is
written in a large, uppercase font and
enclosed in a box.

the prescription?
In the prescription, the generic name of the
drug is written first beside the brand name.
Example:

Paracetamol. (Viogesic). 500mg. tablet

How will I find if the medicines I am using


is under MRP?
Navigate your medicine from the list
according to its generic name (not brand
name). These are grouped according to its
therapeutic classification (i.e., anti-
hypertensive, anti-asthma, etc.)

You may also seek assistance from the


pharmacy attendant to determine if your
medicine is covered by MRP.
