Methodology of Optical Fiber Cable Laying


1 INTRODUCTION
Purposes/ Objectives
This method of statement covers the minimum requirements for the laying, jointing and testing of HDPE
(High Density Polyethylene) Duct for Optical Fiber Cable (OFC) by trenchless techniques. The method
statement also covers installation of Hand holes (HH) and PIT to assist blowing of OFC through ducts
and jointing different segments of the OFC and OFC blowing to the Ducts etc.
This method statement shall be read in conjunctions with scope of works, requirements of the contract
document and schedule of rates. Unless agreed specifically, scope covered under these documents shall
be supplementary and complementary to each other.

2 Activity of Pre-Construction
Mobilization of Manpower and Materials
Contractor shall mobilize the required number of manpower and materials prior to the commencement of
the site works.

Notify authority before commencement of Work


Before execution of works, agreement will be reached between LOT1 and LOT2 contractors regarding
the area LOT1 can conduct their work. Bangladesh Railway as well as the Engineer shall be
informed about the work area, upon agreement with LOT2.
Before to start the works, a Request for Inspection (RFI) shall be sent to the Engineer for approval.

Inspection of HDPE laying Route and Marking of Hand hole (HH) Installation location
Contractor shall inspect the whole construction area to check the route of HDPE laying and marking the
Hand hole (HH) installation location prior to commence of the works

3. Activity of Construction

3.1 Installation of HDPE duct for OFC by Trench-less and Trench Techniques.
HDD works shall be carried out section by section after agreement with other disciplines working in the
line Dohazari Cox’s Bazar. Installation of HDPE duct shall follow the document Optical Fiber Cable
Route Plan drawing, as well as Employers Requirements Clause F 42 where applicable.
During marking of Entry and Exit pits, for HDD work, cleaning of bushes and ballast if required shall be
performed. Soil and ballast shall be stored separately while making Entry and Exit Pits.
The Contractor will issue a RFI for inspection before starting in a new section and when completing a
section. RFI shall be issued after agreement with the Engineers staff on site.
Horizontal Directional Drilling method will be used for laying of HDPE Duct. In locations where Boring is
impossibly or to difficult, Open Trench Method can be used in accordance with Clause F 42.8 A1 and
after agreement with the Engineers staff on site.

Also for Open Cut Method, bushes shall be removed and Ballast / Soil stored separately. After
completion of an Open Cut part, the soil shall be backfilled and compacted before Ballast is put back.
The Contractor shall prepare a new working section by marking Duct route and Entry and Exit Pits.
In order to straighten the HDPE Duct a bit, it shall be rolled out before the boring starts, and tighten in both
ends to two plugs or spikes.
Hand holes shall be installed according to the Optical Fiber Cable Route Plan drawing.
Handholes are normally separated approx. 500 m. In between two handholes a Pit shall be located.

Pits contains HDPE duct couplers, a device that joints two HDPE ducts together. The HDPE ducts that
enters the pit shall be levelled and Straight in order to create a coupler joint. See drawing 3/9.
Handholes are normally constructed in Entry Pits, Couplers are normally installed in Exit pits.
After drilling has been completed between an Entry Pit and an Exit Pit, the HDPE duct shall be pulled into
the bored hole. Suitable swivel joint shall be used during duct pulling, in order to prevent the duct from
twisting.
After completion of duct pulling the Boring Machine can be relocated to its next location.
In the Entry Pits where boring/pulling has been completed a handholes can be constructed.
In the Exit Pits where boring has been completed and HDPE ducts installed, a “Coupler” can be
installed, joining the two HDPE ducts together.

3.2 OF Cable Crossing Railway Bridges


A Railway bridge is a crossing over another transport media. To distinguish bridges from other crossings,
bridges are named “bridge” in the tender documents.
OFC and HDPE Ducts are routed over Railway Bridges, inside the bridge. The principles are shown in
drawing No, 8/9 and briefly described below.
A RCC structure 300 x 300 mm are installed inside the bridge as boxes in each side. Inside the RCC
structure a GI pipe shall be installed, running from site to site.
Inside the GI pipe the HDPE duct will be installed.
The RCC structure shall be installed before ballast is placed on the bridge.
At each side of the railway bridge 2 handholes shall be constructed. Handholes are necessary in order to
protect the incoming HDPE duct while bridge work are in progress.
For protection of HDPE duct, from the bridge to the embankment, the GI pipes shall enter the handholes
and preferable in the upper part of the handholes.
In each handhole spare OFC shall be stored 15 m.

3.3 OF Cable crossing, Culverts, Roads and Road bridges

Infrastructure for crossings water bodies such as nalas /streams / rivers / canals, etc. shall be used
wherever possible and permission to use the bridge or culvert is available. Ducts shall be installed inside
GI/DWC pipes (of diameter suitable for specified number of ducts) when duct are laid on/along
bridge/culverts at locations approved by authorities. DWC pipe shall be used when the location is not
exposed to direct sunlight. For locations exposed to direct sunlight, high winds or heavy rains GI pipes
shall be used as protective measure. In exceptional cases, where authority does not permit use of GI
pipe, DWC pipe shall be covered with a GI sheet to prevent direct sunlight and rain falling on DWC
pipe. As far as practical GI sheet should not touch the DWC pipe. Wooden/other low thermal
conductivity material spacers can be used to maintain gap between DWC pipe and GI sheet. GI Pipe/DWC
duct shall extend at least for 10 meter beyond the banks/limits of water body / embankment of bridge on
both sides of crossing. Bridges where it is not possible to make trench, GI pipe / DWC pipe (selected as
per criteria at given above) shall be installed at safe available place on the bridge designated for the utilities.
The pipe shall be fixed in place firmly using clamps and/or encasing in M15 concrete. HDPE ducts then
shall be pulled into this pipe. When GI pipe/duct is installed on the underside of bridge or culverts, additional
measures shall be taken to prevent it getting washed out during flooding. The ducts laid on adjacent areas
(banks of water body) shall also be protected against washout or settlement of backfilled area.

Where there is no bridge or culvert on water body and/or open cut method is not feasible due to continuous
presence of water that cannot be diverted, crossing of water body can be made by HDD (if crossing length
is more than 20m) or by moiling if length is less than to 20m. The ducts shall be installed inside GI pipe
installed by HDD. The size of GI pipe shall be suitable for the number of HDPE ducts to be installed. HDPE
ducts can be pre-installed in GI pipe before it is installed. The ducts shall be terminated inside hand-hole
located on both sides of crossing. Depth of ducts within water crossing (bank to bank shall be min 3.0 m).
Entry and exit pits shall be at least 10 m away from banks.

3.4 OFC Blowing Method

Cable installation by using high speed air flow combined with additional mechanical pushing force is called
as “blowing or jetting”. Cable blowing is the process of installation of optical fiber cable into a pre-installed
duct. Compressed air is injected in the duct inlet after few hundred meters of cable is pushed into the duct.
Compressed air flows at high speed through the duct and along the cable. The pushing force is applied
mainly near the cable inlet by a pushing device. Standard optical fiber cables (like uni-tube, multi-tube,
unarmored & armored), micro-duct cables, and micro-ducts can be installed by using this method. It is
possible to install micro- duct cable using blowing method in continuous lengths of more than 1000 meters
depending upon the duct route. There are two methods for blowing which are discussed below.

Method 1: preferred method

This method requires pushing the cable with tractor mechanism by traction rollers in blowing device for a
few hundred meters and then introducing compressed air to make the cable inside the ducts remain in

floating condition, which reduces friction between the cable outer surface and duct inner wall by reducing
area of contact as shown below in Figures 1 and 2.

Method 2: a method that can be used in case of difficulties blowing the OF cable by method 1.
In this type of blowing unit, an air-tight piston is attached to the front of the cable. The air pushes this piston,
and the piston “pulls” the cable as shown in Figure 3. Installers should be aware that a pulling force exists
in piston blowing, and the pulling force shouldn’t cross the maximum cable tension. This method is
preferred for larger size ducts (32/40mm and 42/50mm) and in “straight” trajectories to achieve longer
cable blowing distance.

Key Parameters of Blowing Method


The following three major parameters and their combined effects control how far a cable can be blown in
a duct.

 Duct Fill Ratio (cable to duct size ratio)


 Coefficient of Friction (between cable outer surface and duct inner wall)
 Cable Stiffness (related to cable flexibility & undulations in duct route)

Duct Fill Ratio (DFR)


The ratio between cable and duct size is known as ‘Duct Fill Ratio’ or ‘Fill Ratio’. There are two methods
to calculate DFR.
a) The ratio between cross sectional area of
cable and inner space of the duct.

For optimum blowing performance DFR to be
kept between 35 to 65%.

b) The ratio between cable diameter and duct


inner diameter.

of diameter ≥10 mm: 30 to 50%
For micro cable of diameter 1-9 mm: 30 to 80%

Higher DFR helps to achieve longer blowing distance particularly in straight route. Higher DFR also
prevents cable buckling effect (cable forming a helix inside the duct) particularly for cables with low
stiffness. However, high DFR may result in shorter blowing distance in the route having multiple bends.
Therefore, an optimized DFR needs to be maintained to achieve best blowing performance.
Coefficient of Friction (CoF)

Coefficient of Friction can be termed as the drag force (sliding friction) generated during cable blowing
due to area of contact between cable and duct inner wall because of mass of the cable and gravity. CoF
mainly depends on elevation, bending in duct route, undulations in duct and properties of cable outer
jacket materials. Generally stiffer materials like Polymide, high density polyethylene (HDPE) give better
blowing results as compare to low density polyethylene (LDPE) and flame retardant material like low
smoke zero halogen (LSZH). CoF can be reduced by using lubricants during blowing of cable. Blowing
with lubricants increases efficiency approximately by 50 %. CoF is also influenced by quality of ducts i.e.
inner wall material of duct (smooth & ribbed). Generally blowing distance in ribbed inner wall duct will be
more as compared to smooth inner wall due to less area of contact between cable outer surface & duct
inner wall. Various factors that influence CoF, is summarized in Table 2.

3.5 Duct Integrity Test (DIT)

The purpose of DIT is to prove that the installed ducts are ready to use for blowing from one manhole to
the other. DIT should be performed before blowing to avoid sudden surprises like missing section of
ducts, improper coupling, and kink and blockage in ducts. The DIT is carried out with the help of
Compressed air and a suitable go-gauge sponge and mandrel of appropriate size, which is pushed inside
from one end with pneumatic pressure and is thrown outside from the other end. The three steps outlined
below should be performed to conduct integrity.
DIT shall be carried out by the following steps which is as follows,

a) Air pressure Test/ Air Blowing Test:


Duct continuity is verified by introducing compressed air from one end of the duct, and checking if
air comes out from the other end of the duct. If no air emerges then fault point has to be identified
and corrected before proceeding further. Duct leakage is verified with compressed air by attaching
the compressed air unit head to one end of the duct, and attaching the pressure gauge to the other
end of the duct. Compressed air at pressure of 10 bar is applied at the first end for 10 - 15 minutes
and air pressure drop at the other end of the duct is measured. If the pressure reading remains the
same (not reducing to zero) at other end for 5-10 minutes, then there is no leakage in the duct. If
the pressure reading drops to zero then there is leakage in coupler (that join two ducts), and duct
is punctured.

b) Shuttle Test:
The kink in the installed ducts is located by shuttle test. A suitable shuttle of size 70-80% of duct
inner diameter is passed through the duct with the help of compressed air. If the shuttle comes out
from the other end, then the duct has no blockage and it is considered ready for cable blowing. If
the shuttle does not come from the other end, then the duct is either kinked or blocked. To identify
the blockage or kinked location, a transmitter is passed through the duct which will get stuck behind
the shuttle and then the blockage point in the duct is tracked with the help of receiver. The blocked
portion of the duct is dug out and replaced.

c) Sponge Test:
Very often mud and water are found inside an underground duct. In this test a sponge double the
size of duct inner diameter is passed through by compressed air to clean the duct.

d) Cable Cap:
A metal cap is fixed at the head of cable to seal the cable end so that jelly or other elements of the
cable will not damage the duct inner wall and cable blowing will be smooth.

3.6 Construction of Hand hole

 Hand holes to be constructed either as per approved drawings or contract specification.


 hand-holes shall be installed over well compacted ground and over a layer of concrete base as
shown in drawing to avoid their tilting under their own weight and external loading.
 Ducts shall enter the hand-hole in a single layer.

 All openings after installation of ducts shall be closed with cement grout or equivalent method to
prevent entry of rodents, snakes, insects etc.
Spacing of Hand Hole:
 First of all, the works shall be carried out based on the following BR regular practice.

 Hand holes should be placed 300 mm below the EGL it should not be visible anyway.
 The normal distance between two Hand holes will be 500 meters. In extreme condition, the spacing
can be up to 1200 m.
 For >= 150 M bridge we should place 2 hand holes both end of the bridge.
 For >= 70 M bridge we should place 1 hand holes at any end of the bridge.
 For less than 70 M bridge no hand hole required.
 In case of using HDD two handholes at each side of any Railway Bridge. The reason for this is to
get the Boring Machine free and transport it to the other side of the river AFAP otherwise considering
normal process, different hand hole for fiber of different link in case of common point but if space
constraint there will be single common hand hole with consent of the Engineer.

Duct Entry at Hand Hole:


 The work shall be carried out based on the following BR standards and regular practices.
 Duct Entry inside Hand Hole should be 100 mm to 300 mm from the side wall and 50 mm to 100
mm above the floor of the Hand Hole.
 Duct length inside hand hole should be 100 mm to 200 mm and
 In special case duct entry through the bottom of hand hole is permissible (hand hole adjacent to

Marker post at Hand Hole:
 The work shall be carried out based on the following BR standards and regular practices.
 Construction of marker post as per approved drawing.
 Casting ratio 1:1.5:3 (Local cement: Sylhet sand Stone chips).
 Hand hole number shall be provided with more details about the content of the labeling will be
finalized by the consent of Employer.
 Marker post need not to plaster finishing of casting should be aesthetically well and
 Use paint to write on marker.

3.7 Fiber Jointing (Closure) Kits

Optical Fiber closure-complaint shall be followed as per standard specification.

a) Fiber Jointing (Closure) Kit


 Applications: closures to be used in hand holes or direct buried.
 Type: dome type universal optical fiber closures.
 Organizer tray capacity: the closure must be capable of holding the required splices. Multiple tray
mounting provision, individual tray access provision, minimum fiber bending control must be
available.

 Sealing: Each cable entry port must have heat shrinkable sealing and
 Blocking type: The Closure must of pressurized type (it shall always be under certain pressure to
block foreign particles).
b) Slice Protector
 Type: Heat shrinkable splice protector for single fiber.
 Low temperature hot melt adhesive to encapsulate the splices.
 Stainless steel rod pin rounded at both ends to eliminate risk of fiber damage and
 Heat shrinkable tube with preshrunk ends.
c) Slicing Tray/ Splicing Cassette
Splicing tray or splicing cassette should be single circuit management i.e each splice can be
managed independently.
It should have the following features:
 Fusion splicing provision.
 Two separate fiber storage areas.
 Splice protectors should be heat shrink or sandwich.
 Large range of entry possibilities for multi-fiber loose tubes.
 Proper security between two cassettes.
 Cable delivery entries from all four sides.
 Proper and complete labeling provision and
 Proper handling option for each tray/cassette.
d) Optical Fiber Marking

The following works shall be carried out as follows;


 Marker post present at all hand holes.
 Marking of fiber inside jointing (closure) kit tray.
 Entrance and exit fiber of jointing kit is properly marked.
 Fiber marking at FMS/OD.
 One FMS/ODF marking sheet and
 Fiber should be numbered and put color code accordingly on patch shelf.
e) Principle for design of OFC Spare Length (Loop)
 Extra OFC spare length (loop) shall be kept In each equipment room (20 meters minimum); and
 Spare OFC loop in each hand hole, obstacles crossing/splice pits shall be based on the following
it has been decided to keep this 4*20 m of OF cables in their respective OF Hand holes just
outside the Equipment rooms. Other Hand holes shall have spare length of OF cable.
Hand hole with Jointing kit: 2 x 25 m of OF spare cable. (25 m from each side)
Hand holes without Jointing kit: 50 m of OF spare cable.
These numbers may change a bit, depending on the cable length on each drum and the exact 11
distance between Hand holes.
