Function/Purpose:
The Fleet Technologist will be responsible for providing technical and quantitative analysis for a variety
of projects, programs and assets types within assigned areas of Fleet and Materiel Management
operations.

Duties, Responsibilities Specific Demands of the Job


1. Project Management
a. In relation to asset management, receive project scope, general definition, and parameters from
the Fleet Superintendent and discuss as required. This position has the responsibility to
assemble relevant information regarding the project and work with stakeholder (internal and
external) to develop functional requirements and a path that will ensure successful delivery of
the project. This position will coordinate, evaluate and approve scope changes to the project in
consultation with the Fleet Superintendent and/or stakeholders.
b. Coordinate and monitor all aspects of assigned projects through meetings, inspections, and
correspondence with all involved. Clear written and verbal communication with consultants,
contractors, city departments, and stakeholders is required to ensure success of assigned
projects. Communication could be challenging in nature that will require the necessary follow up
action to ensure resolution.
c. Prepare cost estimates, project cost forecasts and monitors project budgets.
d. Prepare as required or review and comment upon engineering drawings and contract
documents submitted by others to ensure they conform to City standards and meet the intent of
the project scope. Recommend changes as required. Identify requirements and anticipate
problems/issues with respect to construction and public/worker safety as they pertain to the
project design.
e. Monitor and inspect the project at various phases to confirm compliance to project scope, city
standards, and ensure deficiencies are corrected. Responsible for some onsite decisions with
respect to design changes. Conduct worksite inspections, evaluate work safety, evaluate test
results and ensure objectives and specified quality is met.
f. Prepares, evaluate and makes recommendations for awarding of tender and change orders for
assigned projects. Follows up on deficient items to ensure completion of project.

2. Asset Management
a. Assists in the budget monitoring and forecasting, coordination of upgrades or repairs.
b. Develops and monitors performance bench marks
c. Performs lifecycle studies and make recommendation of operational changes to Fleet
Superintendent
d. Evaluate emerging trends, technologies, legislation or policies that affect assigned assets
operation or lifecycle.
e. Undertake failure analysis studies, evaluating current practices, and industry procedures and
recommend changes. The will require strong communication skills as it may result changes to
others work practices. Accuracy of work is crucial as summary of findings as opposed to details
may be presented to decision makers.
3. Preventative Maintenance Program
a. Conducts in-depth studies on preventative maintenance programs. This includes analysis of
existing programs, research alternatives, review procedures and identify opportunities to
improve efficiencies and effectiveness. Evaluate and recommend programs for new and
existing operations, and follow through with the implementation and tracking of changes.
b. Evaluates the impact and recommend changes to procedures as a result of external factors
such as, changing market place, new technology, legislation, or obsolescence.
c. Compiles and maintains an appropriate reference library for future use.
4. Program Coordination
a. Prepares cost estimates, analyzes technical information and historical costs and drafts reports
in preparation for the development and implementation of various new and on-going programs
and projects. Coordinates activities and information with Garage Supervisor and Fleet
Superintendents.
b. Undertakes technical reviews of new or emerging initiatives for the Fleet section. This requires
accuracy of work, good understanding of accepted work procedures, and clear communication
skills. The outcome may affect budgets or result in change of procedures or policy through out
the organization.
5. Administrative Responsibilities
a. Establishes updates and maintains a variety of records, files and statistical information.
b. Assists in budget preparation by reviewing work programs, asset needs, estimating costs and
developing a procurement schedule.
c. Undertakes technical reviews of new or emerging initiatives for Fleet issues.
d. Review and recommend revisions and updates section policies and procedures. Monitors the
application of policy and procedures. This will include but not be limited to safe work practices,
work procedures and equipment operational procedures.
e. Participates in studies and steering committees as required.
f. Provides technical recommendations to other staff on technical practices
g. Participates in the information sharing meetings (ie Central Alberta Idea Group). Staffs public
displays and makes public presentations. This may require occasional work outside normal
work hours.
h. Performs other related duties as required such as back-up support to the Administrative
Assistant or Superintendents on an as needed basis.

Minimum Requirements
1. Education:
• Diploma in Mechanical Engineering Technology or similar program in field related to Fleet
section.
• Registered as a Certified Engineering Technologist with the Alberta Society of Engineering
Technologists.
2. Experience:
• Three years experience in a fleet environment.
• Must have at minimum a valid class 5 driver’s license
3. Competencies:
In addition to the 9 Core Competencies *(Ethics & Values, Service Focus, Thinking, Planning &
Organizing, Leadership, Development, Communication & Interaction, Adaptability & Change
Management, Understanding the Municipal Political Environment) identified for all employees of the
City of Red Deer – the following are specific to this position:
• Strong technical knowledge and understanding of accepted work procedures of Fleet section
• Good written and verbal communication skills
• Good presentation skills with working knowledge of Microsoft PowerPoint
• Good computer skills, with a working knowledge of Microsoft Word and Excel.
• Ability to work independently.
• Must have good time management skills.
• Ability to manage multiple projects simultaneously.
• Good supervisory skills.
• Must have a good working knowledge of safe work procedures.

Specific Demands of the Job

• Occasional exposure to risk during on site inspections
• Attendance at public and internal meetings
