I. RATIONALE:
As stipulated in DepEd Order No.22 s. 2023, there shall be an annual five-day
break that shall be spent for the conduct of the Mid-Year Performance Review and
Evaluation and the School-Based In-service Training (INSET) for teachers. DO 22
s.2023 furthers that the first two days shall be spent on evaluating the school’s
progress in implementing the educational programs, projects and activities, as well as
reviewing the performance of teachers and the school staff to address concerns
through cooperative effort. While the last three days shall be devoted to the conduct of
school-based INSET activities for the teachers and the preparation of instructional
materials.
Guillermo S. Sanchez Memorial Elementary School developed a training matrix
that would ensure that the five-day training would be utilized to review the
implementation and progress of school’s Programs, Projects and Activities (PPA) based
on the targets contained in the School Implementation Plan (SIP) and reflect on
learners and teachers performance according to the available school data. This would
also be used as venue to prepare the teachers for the implementation of MATATAG
Curriculum which will commence beginning SY 2024-2025 through a series of
discussion on recently introduced DepEd Programs.

A.5. Activity Rationale:
With the implementation of MATATAG Curriculum, the school need to reflect
on its performance in terms of program implementation in the last quarter. In
this regard, the five-day INSET would be utilized to prepare the school for the
mandates that are being currently introduced by the DepEd. All the topics
included in the INSET are well-crafted and are supportive of the BEDP
Intermediate Outcomes (Access, Equity, Quality Resiliency & Well-Being and
the enabling Mechanism which is Governance). In terms of learning needs,
the review of PPA’s and presentation of school data based on assessments
and learners’ performance will be used in planning for the next steps in the
coming quarters for intervention and enhancement as well as in giving
recommendation to ensure the sustainability of the projects based on SIP.

To ensure that the activity will be consistent with the mandates of HGDG, the
school conducted a meeting with all the participants to identify specific
gender needs as part of consideration in the preparation of program matrix.
All teaching and non-teaching personnel will be involved so in terms of
gender equality, the activity is all participatory. Some topics included in the
training will tap gender issues such as gender rights and gender sensitivity in
the workplace. Among the GAD elements highly emphasized in the
development of the project are Participation of women and men in project
identification (1.0), Gender equality goals, outcomes and outputs (4.0),
Matching strategies with gender issues (5.0), Resources (9.0) and
Relationship with the agency’s GAD efforts (10.0). A total of 15.54 was the
activity’s score based on GAD Checklist for designing and Evaluating
Education Project which means that the proposed project is gender-
responsive based on the Interpretation of GAD Score.

A.6. Objective:
Terminal Objective:

Ensure that all teaching and non-teaching personnel have fully realized their
role in the implementation of school’s programs and projects and that a gradual
increase of at least 1% in learners’ performance be evident in the next quarter.

Enabling Objectives:
The activity aims to
 Identify the gaps in the teaching-learning process/ learners’ performance
and PPA’s based on the result of Q1 M&E.
 Discuss DepEd mandates relevant to teaching learning process
 Craft a plan/ proposal to address gaps in the PPA’s and learners/ teachers
performance in the past quarter.

 List of intervention activities and learning materials for low performing


subject areas
 Project proposals for the PPA’s based on SIP.
 Mid-Year Evaluation for Individual Performance Commitment and Review
Form (IPCRF)

Output Performance Indicators: 8 project proposal based on SIP and 2024 AIP,
Mid-Year Evaluation of IPCRF for 10 female and 1 male teachers; 3 female and 1
male non-teaching personnel.

A.8. Methodology:
 The five-day INSET will run from January 24-26 and 29-30, 2024 through
face to face modality. It will be participated by 15 teaching and non-
teaching personnel.

 Workforce needed:
Facilitators- 8 teachers, assigned in different PPA’s and learning areas/ 3 teachers
per day who will serve as members of TWG

1. Come prepared to engage in the learning.

3. Bring an open mind.
4. If you bring a laptop or tablet, don’t cause a distraction to others by
keyboarding or checking your email or Facebook.
5. Leave your cell phone on vibrate or off and in your pocket or handbag.
6. Participate; ask questions, speak so everyone in the room can hear you.

a. Meals:

-Snacks in the five-day trainings for the morning session will be shouldered by
Canteen Fund @ P50/pax/day.
