BLACK HIGH DENSITY POLYETHYLENE FOR PRESSURE PIPE
DESCRIPTION
BorSafe HE3490-LS is a black, bimodal, high density polyethylene classified as a MRS
10.0 material (PE100) produced by the advanced Borstar technology. Well dispersed
carbon black gives outstanding UV resistance. Long term stability is ensured by an
optimised stabilisation system.
APPLICATIONS
BorSafe HE3490-LS is recommended for pressure pipe systems in the applications field
of drinking water and natural gas, pressure sewerage, relining, sea outfall and industrial.
It is especially designed for the production of larger diameter, thick wall pipe, but can be
processed for the whole range of diameters. It also shows excellent resistance to rapid
crack propagation and slow crack growth.
PROCESSING GUIDELINES
The actual extrusion conditions will depend on the type of equipment used. They will also
depend on size and wall thickness of the pipe produced. The following conditions may be
used as a guideline when starting up the extruder:
For normal extrusion conditions and applications we suggest preheating and drying with a
maximum preheating temperature of 90°C.
Specific recommendations for processing conditions can be determined only when the
application and type of equipment are known. Please contact your local Borouge
representative for such particulars.
Improper storage can initiate degradation, which results in odour generation and can have
negative effects on the physical properties of the product.
SAFETY
BorSafe HE3490-LS is not classified as dangerous preparation.
Dust and fines from the product carry a risk of dust explosion. All equipment should be
properly earthed. Inhalation of dust should be avoided as it may cause irritation of the
respiratory system. Small amounts of fumes are generated during processing of the
product. Proper ventilation is therefore required.
RECYCLING
The product is suitable for recycling using modern methods of shredding and cleaning.
In-house production waste should be kept clean to facilitate direct recycling.

1. CONDITIONING: Unless otherwise specified in the applicable test method, the test pieces shall be condiitoned at (25 +/- 2) deg C prior to testing.
2. All pipes shall be permanently and legibly marked in such a way that the marking does not initiate craks or other types of failure and such that normal storage, weathering, handling, installation and use does not affect the legibility of the marking. If printing is used, the colour of the printed information shall differ from the basic colour of the
product. The marking shall be such that it is legible without magnification.

Title: SPECIFICATION FOR WATER SERVICE CONNECTION MATERIALS & INSTALLATION
This specification covers the general requirements for the water service connections including
material specification and installation. This specification sets the minimum acceptable
requirements. In case of difference between this specification and the specified international
standards, then the most stringent requirements shall prevail. All material shall be inspected
and tested in accordance with codes and standards.
Water service connections including polyethylene pipes, valves, water meters, fittings, meter
boxes, covers, etc shall comply with the latest issue of the following standards and any other
relevant standards noted elsewhere in this specifications.
ISO 887 Plain washers for metric bolts, screws and nuts – general
plan.
ISO 4633 Rubber Seals – Joint rings for water supply, drainage and
sewerage pipelines – specification for materials.

3. GENERAL
All materials for service connections shall be subject to ADWEA / ENGINEER approval.
Prior to the complete ordering of the required service connection materials, certain lengths of
sample polyethylene pipes and a number of sample saddle straps, ferrules (combined with
stopcock), gate valves, lockable valves, water meters, non return valves and fittings such as;
elbows, tees, reducers, couplings, adapters, connectors, etc. (all of different sizes) shall be
assembled at site and be subject to a test pressure of 14 bar (nominal working pressure 9
bar), all in the presence and to the approval of the ADWEA/ENGINEER.
4. POLYETHYLENE PIPES
Polyethylene service connection pipes shall be medium density polyethylene pipes (MDPE)
and shall comply with the requirements of ISO 4427 type PE 80 SDR 11 (standard dimension
ratio) or BS 6730.
The pipes shall be suitable for use above ground and underground installation for drinking
water at a working pressure up to 12 bar at 20ºC or 9 bars at 35ºC.

The minimum required strength (MRS) of the polyethylene pipe shall be 8 MPa at 20ºC and
50 years life time. The design stress shall be 6.3 MPa.

Minimum density measured according to ISO 1872 = 949 Kg/m .
• Melt flow rate measured according to ISO 1133 - at 2.16 kg load = 0.18 g / 10 min.
- at 5 kg load = 0.8 g / 10 min.
• Tensile strength at yield = 18 MPa.
• Elongation at break > 600%.
• Thermal conductivity = 0.32 W/mº K.
• Vicat softening point at 1 kg load = 122ºC.
The pipes shall be manufactured from polyethylene containing only those antioxidants, UV
stabilisers and pigments necessary for the manufacturing of the pipes and confirming to the
requirements of ADWEA and the specification.
Polyethylene pipes shall be black colour. The carbon black content in the compound shall be
2.25 + 0.25 % by mass when measured in accordance with ISO 6964. The dispersion of
carbon black when determined in accordance with ISO 11420 shall be equal to or less than
grade 3.
The thermal stability of polyethylene material shall meet the requirements of ISO 4427.
If rework material is added or used, it shall be clean, derived from the same resin and
reground under the supervision of the same manufacturer and shall be compatible with the
material to which it is added.

The concentration of substances, chemical and biological agents leached from materials in
contact with drinking water, and measurement of the relevant organoletpic / physical
parameters, shall not exceed the maximum values recommended by the World Health
Organisation in its "Guidelines for Drinking Water Quality" or the EEC Council Directive on the
"Quality of Water Intended for Human Consumption", whichever is more stringent in each
case.
Polyethylene pipes shall be clearly marked at intervals of one meter indicating the
manufacturer name, nominal diameter, standard number, pipe class, pressure rating and date
of pipe manufacturing. The word "WATER" shall also be marked every one meter. The
marking shall be by means of paint or engraved marks. All markings shall be in blue colour.
The pipes shall be supplied in coils of 150 m and shall be kept shaded at all times. The coils
shall be wrapped and shall not be exposed to direct sunlight.
5. SADDLE STRAPS
Saddle straps for service connections shall be flat boss type suitable for tapping upto 2"
diameter ferrule. The strap shall be suitable for making service connections under pressure or
dry using approved tapping machine into DI, AC, Steel or PVC pipes. The saddle shall be of
two parts fitted with EPDM sealing gasket in a groove on the underside of the flat boss.
The flat boss shall be cast with a hole or marking through the boss to facilitate the drilling and
tapping process. The straps shall be supplied undrilled. If required by the ADWEA the saddle
strap may be used as blanking straps to seal existing holes in the water pipelines after
removal of existing service connections.
The saddle strap shall be of gunmetal to BS 1400-LG2 with stainless steel nuts, bolts and
washer to ISO 3506 and shall be suitable for a working pressure of up to 16 bar.
The name of manufacturer, patent number, pipe diameter to which the strap is suitable, and
pipe material shall be engraved on the saddle strap.
6. FERRULES
Ferrules shall be the screwdown valve type allowing for the shut off of the flow by means of
½" square head spindle extending from the top cap for opening and closing. The valve shall
close clockwise.
The ferrule outlet shall be push fit type or compression type to fit polyethylene service
connection pipes.

The ferrule shall be designed as a main stem with a 360º swivel outlet at 90º with control of
water flow via the threaded inner plug. The inlet shall be male taper thread to BS 21.
The ferrule shall be suitable for drinking water at a temperature of up to 35º C and capable to
sustain a working pressure of up to 16 bar without leakage.
The ferrule shall permit the installation of service connection using under pressure tapping
through flat boss saddle straps.
The name of the manufacturer, standard number and patent number shall be engraved on the
body.
Fittings for polyethylene service connection pipes such as tees, connectors, adapters, elbows,
couplings etc. shall be compression type or push fit type as per the particular specifications.
Compression fittings shall be made from gunmetal to BS 1400-LG2. The fittings shall be
suitable for direct connection to polyethylene pipes. The compression ring shall be of EPDM
suitable for drinking water.
The thread shall be BSP to BS 21. The inserts shall be of copper and male / female fittings
shall be chamfered to suite assembling and to avoid crossing of threads.
The fittings shall be capable of sustaining a working pressure of upto 16 bar without leakage.
The rubber compression rings shall be capable of reuse for at least 10 times.
The fittings shall be resistant to pull out. No solvent welding shall be used in assembly.
Push fit fittings shall be suitable for use underground and above ground installation suitable
for polyethylene pipes. The fitting shall consists of body with internal taper, grip ring for end
load resistance, 'O' ring for water tightness seal and liner. The fittings shall be suitable for
working pressure up to 16 bar without leakage.
The fittings shall be of acetal or polypropylene material supplied complete with pre assembled
and captivated grip ring and 'O' ring. The grip ring shall be of acetal and the 'O' ring of EPDM.
The seal of the joint shall be obtained using water pressure as a thrust medium and no other
tools or nuts shall be used to obtain a watertight joint.

Extractor tools for the dismantling of the push fit fittings shall be supplied with the fittings, 5
sets of metal extractor tools shall be supplied with each consignment. The tools shall be
suitable for the diameter and type of push fit fittings supplied.
The push fit fittings shall have the name of manufacturer, size and standard number marked
on the fittings.
The stopvalve shall be of the medium pattern type with female ends, manufactured and tested
in accordance with the requirements of BS 5433. The spindle shall be fitted with a brass
crutch head. The valve shall be manufactured according to the following specifications:
• The body, valve head and spindle head shall be manufactured from gunmetal to BS
1400-LG2
• The headwork's, consisting of the spindle, gland nut and washer plate shall be
manufactured from brass to BS EN 12165 and the washer plate nut in gunmetal.
• The sealing between the valve body and head shall be achieved by the provision of
EPDM rubber head seal.
• The packing between the spindle and the valve head shall consist of one piece PTFE
impregnated graphite aramid fibre valve packer.
The name of the manufacturer, patent number and flow direction shall be engraved on the
body.
9. GATE VALVE
The gate valve shall be of the non rising stem type with female ends, manufactured and
tested in accordance with the requirements of BS 5154. The spindle shall be fitted with a
handwheel. The valve shall be manufactured according to the following specifications:
• The body and valve gate/wedge shall be manufactured from gunmetal to BS 1400-LG2.
• The gate valve shall withstand a working pressure of 16 bar without leakage.

The service water meter where installed in wall mounted GRP meter box shall be isolated by
a lockable ball valve. The valve body shall be brass and suitable for working pressure up to16
bar without leakage. Valve materials shall be as follows:
Sealing - PTFE
The valve shall be suitable for water temperature up to 35º C. The valve ends shall be female
threaded ends BSP to BS 21. All valves shall be supplied with the lock and a master key. One
key shall be provided for every 20 No. valves supplied.
The name of the manufacturer, patent number and flow direction arrow shall be engraved on
the body.
Non return valves shall be of gunmetal to BS 1400- LG2. The valves shall be suitable for a
working pressure up to 16 bar without leakage.
The valve end shall be female threaded ends BSP to BS 21. The valves shall be suitable for
horizontal and vertical upward flow installation.
The name of manufacturer, patent number and flow direction arrow shall be engrave on the
body.
12.1 Application
Volumetric rotary piston type water meters shall be installed for the measurement of water
supplied to residential, commercial and industrial plots having a service connection of ½" up
to 2" diameter.

2. Counter shall be of wet type, and the construction of register assembly shall meet the
following requirements :
3. Counter shall have one row of in-line consecutive digits in one aperture, number of digits
being seven or more. Four (4) black digits (left hand set) and three (3) red digits (right
hand set). Meters shall be calibrated to read in cubic meters. The height of the digits
shall not be less than 4 mm. The verification scale interval shall be located on the
lowest decade and its scale shall be formed from division of the decade into 20 or 50 or
100 equal parts, without any numbering.
5. Body of meter shall be of robust construction, able to withstand rough handling. It shall
be adequately protected against the hostile environment: humidity up to 100% with
condensation, ambient temperature up to 50º C, dust and sand, salt in the air, occasional
flooding with brackish water. The body shall be made of brass with copper contents not
less than 57%. Tightening of any part of meter body must not distort the measuring
mechanism or affect the read-out.
7. Each meter shall be supplied with a device that would allow the meter to be connected to
the remote read-out probe system of any kind. The device shall be such that connection
could be made without any interruption of meter operation.
8. The water meter shall be of the type that can be installed in any position without
detrimental effect to the meter performance and accuracy.

Both items shall form an integral part of the meter and shall be of corrosion resistance
material capable of withstanding the special working and shock pressure.
11. The meter shall have a device that allows for sealing in such a way that any dismantling
or tempering with meter mechanisms will result in visible and permanent break of the
seal.
12. The meter shall be clearly marked with at least following data:
This information can be either grouped together or distributed on the casing and dial, and it
must be permanent and easily legible.
12.3 Performance

12.4 Miscellaneous

production, specification. Each meter shall also be supplied with manufacture test certificate
for meter accuracy, approval of quality control and a guarantee for a period of 3 years from
the date of installation.

The underpressure tapping machines shall be suitable for making ½" dia. through 2" dia.
service connections to D.I. waterlines.
The tapping machines shall be designed for the insertion under pressure of swivel ferrules in
D.I. watermains. There shall be no spindles to change, slides to move, valves or stuffing
boxes to leak. Supply shall be complete with two spanners, chain, ratchet, ferrules key, drift,
felt and leather pad, with suitable adapters and drill taps in lock-up box.
The tapping machine shall be fitted with two chains to tap from ½" dia. to 2" dia. service
connection, but accessories shall be supplied for all sizes of connections. A drill spindle to
permit ½", ¾", 1", 1½ "and 2" dia. tappings shall be included. The machine shall be supplied
with the following spare parts:
a) Three (3) drill taps each for ½", ¾" and 1" dia. tapings.
b) Two (2) cup drills and tap each for 1½" and 2" dia. tapings.
The machine shall be supplied with all necessary tools and fittings and shall be complete in all
respect.
Detectable warning tape shall be installed 250mm above the top of polyethylene pipes over
entire length of the house connection in green and unpaved areas.
The tape shall be 250mm wide, blue coloured, plastic and aluminium coated with the
detection strip sealed at the edge. The tape shall have the warning "CAUTION – WATER
MAIN BELOW" in Arabic and English printed on it.
Wall mounted lockable watermeter boxes shall be installed on or inset the building wall or villa
boundary wall at such a height that the centre of the reading window is approximately up to
1.4m above the finished ground or sidewalk level. However, the installation height of each box
depends on the site conditions and has to be approved by ADWEA/ENGINEER prior to
installation.
The water meter box shall be of robust construction of GRP with UV stabiliser gelcoat.
The box shall have lockable main door and a water meter reading / inspection lockable door
to enable meter reading without opening the main door. One set of master keys shall be
provided for every 20 meter box supplied with a minimum of one set.
The box shall be fixed to the wall using stainless steel expansion bolts minimum 10mm
diameter.

The CONTRACTOR shall make the under pressure tapping for the connection to the main
water pipeline, install the polyethylene service connection pipe including all auxiliary fittings
from the tapping point up to the consumer water entry point.
Saddle straps with flat boss shall be installed on to the main water pipeline. The tapping to the
pipeline shall be done though the saddle strap using tapping machine approved by the
ADWEA/ENGINEER. Screw down ferrule shall be fitted to the saddle straps. The ferrule valve
shall be closed till the service connection work is completed and tested.
The polyethylene pipe shall be laid from the ferrule upto the consumer entry point.
Connectors, bends, adapters shall be provided as necessary. The polyethylene pipe shall be
installed in uPVC protection pipe class 10 for protection and ease of maintenance. The uPVC
pipe shall be 110 mm diameter for ½ " and ¾ " polyethylene pipes and 160 mm diameter for
1", 1 ½ " and 2" polyethylene pipes. The uPVC protection pipe shall be provided at all green

Gate valves shall be provide for service connection to allow for the isolation of the consumer
connection. The valve shall be installed at a point as near as possible to the tapping point. For
½ ", ¾ " & 1" service connections the gate valve shall be installed in concrete stop valve
chamber. For 1 ½ " & 2" connections the gate valve shall be installed in the concrete meter
chamber.
For ½ ", ¾ " & 1 service connections, GRP water meter boxes fixed on the boundary wall of
the consumer plot/premises shall be provided. The box shall contain non-return valve,
lockable valve, water meter and the remote read out unit. The portion of the polyethylene
service connection pipe between the finished surface level and the GRP box shall be
protected with 1½ " polyethylene protection tube fixed to the wall using 2 No. brass clamps.
For 1 ½ " and 2" service connection the water meter, gate valve and non return valve shall be
installed in the concrete water meter chamber.
Concrete pulling boxes shall be provided at locations where the polyethylene service
connection pipe change direction at 90º angle or as instructed by the ADWEA/ENGINEER.
All concrete chambers for service connection shall have D.I. or aluminium cover as specified.
The top level of the chambers shall be raised or lowered according to the level of the nearest
sidewalk or road kerbstone.
For future consumers the polyethylene service connection pipe shall be terminated within the
chamber or meter box and no meter will be installed for later connection to the ground water
tank by the ADWEA Consumer Section.
For existing consumers the CONTRACTOR shall connect the existing pipe directly onto the
meter with the appropriate connector.
The location of the meter box for each plot shall generally be positioned outside the plot
boundary or mounted on the boundary wall at standardised height.

18.1 General
Palaces and large commercial and industrial consumers shall be provided with a bulk
consumer measuring point.
The water meter shall be installed in the service line, connecting the distribution main and the
consumer water tank.
1. Application
Flow meters are to operate with potable water of maximum temperature of 50ºC and
working pressure up to 16 bar, however, due to occasional surges the maximum
pressure may be 20 bar.
The flow measuring mechanism shall be helical vane (Woltmann type). Axis of vane shall
be parallel to the axis of the pipe. Measuring mechanism shall be removable from the
meter body with the body remaining mounted in the pipeline.
The counter (register) shall be dry, sealed against ingress of water and dust, with
dehumidifying capsule to prevent condensation, and flap (cover) to protect against
mechanical damage. It should be possible to rotate the counter against the meter body
into at least two different positions to facilitate read-out.
The drive between the measuring mechanism and the counter shall be by a magnetic
coupling. Construction of this magnetic drive shall allow for ancillary equipment (e.g.
pulser or dial extension piece) to be sandwiched between the body and counter without
stopping the flow or depressurizing the pipeline.
The read-out shall be one centre sweep pointer and at least seven (7) digits counter, four
(4) black figures (left hand set) and three (3) red figures (right hand set). Meters shall be
calibrated to read in cubic metres.
All wetted body parts shall be made of materials resistant to corrosion. The body shall be
made of D.I. GGG40 to DIN 1693 or 420/12 to BSEN 1563. The measuring mechanism
shall be of 316 stainless steel and high grade plastics.

The body of the meter shall be externally coated with approved blue fusion bonded
epoxy to minimum dry film thickness of 300 microns and internally coated with approved
non toxic fusion bonded epoxy to minimum dry film thickness of 300 microns.
d) Units of registration.
This data can be either grouped together or distributed on body and dial, and they must
be easily legible.
Each flow meter shall be subject to pressure/leakage test of 1.5 times the nominal
pressure before leaving the manufacturer's works. Each meter shall be accompanied by
a manufacturer's test certificates. The TPIA and/or ADWEA/ENGINEER shall be entitled
to inspect, examine and witness tests on meters.
3. Performance
Nominal flow rates shall at least meet the requirements of ISO 4064-1, Table 2.
Accuracy of meter and its metrological characteristics shall at least meet the
requirements of Class B, ISO 4064-1, Table 5. Preference will be given to the meters
which present better accuracy and better metrological characteristics than those required
by the standard.
Each meter shall have a manufacturer's guarantee certificate giving date of manufacture,
specification, quality control approval (in accordance with ISO 9000) and a three (3)
years guarantee from the date of installation.
4. Installation
The flanged connection shall be drilled according to ISO 7005-2 raised face. The flange
pressure rating shall be as given in the particular specification or data sheet.

The installation of the flow mater shall be such that it is possible to remove the meter at

5. Miscellaneous
One copy of the meter technical manual shall accompany every twenty pieces of each
type of meter, with a minimum of one copy.
The flow meter shall be supplied complete with bolts, nuts, washers and gaskets.
The nuts, bolts, washers shall be of steel having minimum tensile strength of 800 N/mm2
hot dipped galvanised or cadmium plated. Nuts and bolts shall be suitable for the
specified pressure rating. Nuts and bolts shall be to ISO 4014 and 4032 and washer to
ISO 887.
The following parts shall be delivered with the meters, taking into account that if the
number of meters is not a multiple of ten the quantity of parts shall be rounded off
upwards.
a) One counter (register) for every ten pieces of the same counters with a minimum of
one for the same counters.
b) One pulse unit for every meter supplied. The unit shall have an output of
voltage- free reed or change-over contacts.
The upstream side of the water meter shall also be equipped with ½" dia. brass ball valve,
brass connector and brass plug to take small amounts of water samples.
