Main idea of the LTE2585 feature and advantages it brings

The LTE2585: MDT inter-frequency UE periodic measurement feature provides support


for inter-frequency UE periodic measurements for Minimization of Drive Tests (MDT).
MDT enables operators to utilize UEs to collect radio measurements and associated
location information.
The LTE2585 feature provides the operator better radio coverage analysis capabilities
for multiple frequency layers network environments.

Background information
Get familiar with the following terms:
Automatic Neighbor An eNB function for identifying the neighboring eNBs, in which
Relation (ANR) an eNB asks the user equipment (UE) to read the global cell
identities from the broadcast information of other eNBs.
Cell trace Features that make it possible to follow the connections
ongoing in a cell, verify the intended functionalities within a
cell and provide very detailed information at call level on one
or more specific UEs. This data is an additional source of
information to performance measurements and allows going
further in monitoring and optimization operations.
MDT Inter-frequency Measurements performed by a UE on other LTE radio
measurements frequency (RF) carriers than the one in which the UE is
activated.

Minimization of Drive A feature introduced in 3GPP Release 10 that enables


Tests (MDT) operators to utilize UEs to collect radio measurements and
associated location.
Received Signal The total received power including interference from all
Strength Indicator sources (serving and non-serving cells) and thermal noise. For
(RSSI) more details, see 3GPP TS 36.214.
Reference Signal The ratio of RSRP to RSSI. Due to the consideration of
Received Quality interference and noise in RSRQ measurement, a UE may
(RSRQ) experience different received signal qualities at different
locations. The reference point for the RSRQ shall be the
antenna connector of the UE. For more details, see 3GPP TS
36.214.
Reference Signal Reference signal received power (RSRP), is defined as the
Received Power linear average over the power contributions (in [W]) of the
(RSRP) resource elements that carry cell-specific reference signals
(CRSs) within the considered measurement frequency
bandwidth. The interference and noise components are not
considered in the computation of RSRP. RSRP is used to
estimate the ability of a receiver to obtain and decode
information signals that a carrier signal transports. For more
details, see 3GPP TS 36.214.
Round-robin A method / mechanism of choosing all elements in a group
equally in some rational order, usually from the top to the
bottom of a list and then starting again at the top of the list.
Strongest Cell The cell on a carrier that is considered strongest according to
the physical layer (Layer 1, L1) cell search procedure. L1
provides measurement capabilities for the UE and E-UTRAN.
These measurements can be classified in different reported
measurement types: intra-frequency, inter-frequency, inter-
system, traffic volume, quality and UE internal measurements.

The LTE953: MDT feature introduces the Minimization of Drive Tests (MDT). MDT is
a functionality that enables operators to utilize UEs to collect radio measurements
and associated location information and reporting the measurements to the eNB.
• LTE1308: MDT cell trace enhancements
The LTE1308: MDT Cell Trace Enhancements feature supports the following
functions: GPS location report, Maximum number of UEs used in MDT, selection of
UEs with dedicated capabilities for MDT, user consent for MDT, anonymization of
MDT data.

The LTE2585 feature impacts the management tools of the system

Impact on interfaces
The LTE2585: MDT inter-frequency UE periodic measurements feature has no impact on
interfaces.

Impact on network management tools


The LTE2585: MDT inter-frequency UE periodic measurements feature impacts network
management tools as follows:
• NetAct / Trace Viewer
– Trace Viewer allows the operator to configure percentage of MDT inter-
frequency. If this percentage is larger than 0, operator can add MDT inter-
frequency list with maximum 16 frequencies and their bandwidth.

Impact on system performance and capacity


The LTE2585: MDT inter-frequency UE periodic measurements feature has no impact on
system performance or capacity.

LTE2585 impact on other features

The following features must be activated before activating the LTE2585: MDT inter-
frequency UE periodic measurement feature:

The LTE2585: MDT inter-frequency UE periodic measurement feature is able to
coexist with the LTE1501 and LTE2084 features. The report interval is correlated.

The LTE2585: MDT inter-frequency UE periodic measurement feature is impacted by the


following features:
• LTE1308: MDT Cell Trace Enhancements
The following rules of LTE1308 applies to the LTE2585: MDT inter-frequency UE
periodic measurement feature: report of GPS, maximum amount of UEs used in
MDT, select for MDT UEs with dedicated capabilities, usage of the consent
parameters (for example immedMDTForceUEConsent MTRACE), and
anonymization of MDT data.
• LTE1441: Enhanced CS fallback to CDMA/1xRTT (e1xCSFB)
The circuit-switched fallback (CSFB) function activates RCS for 1xRTT, and B1 for
WCDMA and deactivates all other measurements for UE. The MDT inter-frequency
UE periodic measurement is stopped.
• LTE738: SRVCC to 1xRTT/CDMA, LTE3127: SRVCC to GSM measurement
optimization
The single radio voice call continuity (SRVCC) function deactivates all other
measurements for UE. The MDT inter-frequency UE periodic measurement is
stopped.
• LTE2388: VoLTE call steering enhancement
If QCI1 is in initial call segment (ICS), A4 measurement is prepared for redirection.
The MDT inter-frequency UE periodic measurement is stopped.
• LTE2276: Measurement based SCell selection
The activation of inter-frequency A3 Scell discovery measurements may block the
activation of the inter-frequency periodical measurements if the minimum number of
carrier frequencies that the UE guarantees to measure would be exceeded. This
happens because inter-frequency A3 SCell discovery measurements have higher
priority than the MDT inter-frequency UE periodic measurement.
• LTE3857: Combined Trace and PCMD reporting
The following parameters introduced by the LTE3757 feature also applies to the
LTE2585 feature:
– interfaceSelection MTRACE
– forceUeIdsRepetition MTRACE

g Note: If third party Trace Collection Entity (TCE) is Measurement Report (MR)
collector, it is recommended to set theforceUeIdsRepetition MTRACE
value to true to retrieve inter-frequency information from measurement report via
MR collector.

The LTE2585 feature provides the operator additional UE measurement information

4 LTE2585 description
The LTE2585: MDT inter-frequency UE periodic measurement feature provides support
for inter-frequency UE periodic measurements for Minimization of Drive Tests (MDT).

The type of the inter-frequency measurements provided by this feature is Report


Strongest Cell (RSC).
The measurement configuration set up by the eNB is applied to the UEs changing their
state to RRC connected.
A dedicated list with frequencies for MDT inter-frequency measurements is created in the
eNB under the MTRACE object. If it does not exist, frequencies from LNHOIF object are
used instead. Only one frequency layer from this list is assigned to one UE for periodic
inter-frequency measurement task. The frequencies assigned to the UE are selected
from the list using a round-robin mechanism.

functionality presents an overview of the following process:
• Using element manager (EM) or NetAct, the operator activates in an eNB the MDT
inter-frequency measurements for UEs activated in a cell of that eNB.
• The UEs perform MDT inter-frequency measurements on other frequencies than that
in which they are activated.
• The UEs send the result to the eNB.
• The eNB send the measurement report either to NetAct Trace Viewer or to L3DC.

frequency MDT versus total MDT UEs
• MDT inter-frequency list

g Note: If the report interval is equal or longer than 5120 ms, the report amount can be
set as infinity.

g Note:
• CAT-M UEs are not selected for MDT inter-frequency task.
• Inter-RAT (iRAT) MDT UE measurement is not supported.
• One UE can only take one type of MDT UE Periodical Measurement (either inter-
frequency or intra-frequency) for one carrier at the same time.
• If an UE which does not support MDT inter-frequency measurement is selected for
MDT inter-frequency measurement, then it is not selected for MDT intra-frequency
measurements neither.

Impact of changing the feature flag Activate MDT inter-frequency


periodic measurement (actInterFreqMDTCellTrace) LNBTS value
• If the feature flag Activate MDT inter-frequency periodic
measurement (actInterFreqMDTCellTrace) LNBTS is changed from true
to false, then all running trace sessions that need this flag are stopped. For example,
a running trace session with both intra-frequency MDT and inter-frequency MDT
stops if Activate MDT inter-frequency periodic measurement
(actInterFreqMDTCellTrace) LNBTS is changed from true to false.
• If an intra-frequency MDT trace session is already running, changing the feature flag
Activate MDT inter-frequency periodic measurement
(actInterFreqMDTCellTrace) LNBTS from false to true does not add inter-
frequency MDT into that trace session. The operator needs to stop this running trace
session first, and then start a new trace session with both intra-frequency MDT and
inter-frequency MDT.

Intra-frequency / inter-frequency MDT UE selection mechanism

• Cumulative UE number is used to calculate the percentage and converge to


operator-defined parameter Percentage of MDT interfrequency
(iFMDTPercentage) MTRACE. As a result, it may happen that percentage of
inter-frequency MDT UE for active MDT UE is not aligned with Percentage of
MDT interfrequency (iFMDTPercentage) MTRACE, because the MDT
procedure may be interrupted by a UE release or other high priority mobility event.
Therefore, the Percentage of MDT interfrequency
(iFMDTPercentage) MTRACE parameter does not reflect the total amount of
RSC measurement report received in cell for intra-frequency / inter-frequency MDT.
• If an UE is selected for inter-frequency MDT, but it does not support inter-frequency
MDT measurement due to unsupported UE capacity, then this UE is not selected for
intra-frequency MDT either. Otherwise, the target Percentage of MDT
interfrequency (iFMDTPercentage) MTRACE is not reached. But as a side
effect, it may happen that the total number of UEs selected for MDT is decreased
because lack of inter-frequency MDT capable UEs may also block UEs to be
selected for intra-frequency MDT.

4.1 Interworking with other measurements


How MDT inter-frequency periodic measurement interworks with other measurements.

4.1.1 Interworking with intra-frequency UE periodic


measurement
• Inter-frequency UE periodic measurement can be activated on cell basis in parallel
with intra-frequency UE periodic measurement.
• Different MDT UEs perform different measurements.
• There is only one MDT trace session per cell.
• Each UE performs only one type of MDT periodic measurement (either intra-
frequency or inter-frequency).
• The maximum number of MDT UEs is configurable.
• The percentage of the UEs that perform inter-frequency MDT versus total MDT UEs
is operator configurable.
• The frequencies are selected using a round-robin mechanism.

d) Go to the E-UTRAN trace identifier (eutranTraceId) structure.

c) Set the Immediate MDT force UE consent

(for example: false).

d) Set the Immediate MDT obtain location


(immedMDTObtainLocation) parameter value to the corresponding value
(for example: true).

e) Set the Immediate MDT positioning method


(immedMDTPosMethod) parameter value to the corresponding value (for
example: GNSS).

f) Set the Immediate MDT select only GNSS UEs


(immedMDTSelectOnlyGNSSUes) parameter value to the corresponding
value (for example: true).

g) Set the Percentage of MDT inter-frequency (iFMDTPercentage)


parameter value to the corresponding value (for example: 65).

under MTRACE object.

Sub-steps

a) Set the Frequency (iFFreqEARFCN) parameter value to the corresponding


value (for example: 150000).

b) Set the Measurement BW (measBW) parameter value to the corresponding


value (for example: mbw75).

10 Go to the MTRACE object.

11 Set the Job type (jobType) parameter value to ImmediateMDTOnly or

Before you start


The LTE2585: MDT inter-frequency UE periodic measurement feature is activated. The
completion of Activating LTE2585 is required.

Procedure

1 Start configuring the parameters.
