    OFFICE OF THE PUNONG BARANGAY

    EXECUTIVE ORDER NO. 08-2020

    Organizing the Barangay Rabies Prevention and Control Committee and Program of
    Barangay Poblacion, Burgos, Ilocos Norte

    WHEREAS, rabies has remained the to be deadly threat in the barangay and to the whole
    municipality;

    WHEREAS, there is an increasing cases of biting as well as positive human rabies cases;

    WHEREAS, the diseases being of public health importance, could effect the public safety of the
    town folks, especially the children aged 5-10 years old;

    NOW THEREFORE, by virtue of the powers vested in me by law, I, JOEGIE B. JIMENEZ,


    do hereby order;

    Section 1. THE PROGRAM. There shall be established Barangay Rabies Prevention and Control
    program

    Section 2. PROGRAM GOAL. The goal of the program is to make Poblacion a Rabies Free
    Barangay.

    Section 3. OBJECTIVES. The Program shall aim to control the spread of rabies as well as help
    minimize the presence of stray dogs within the barangay premises. Specifically:
    a. Eliminate the incidence of positive human rabies in the locality;
    b. To have all households with pets to practice responsible pet ownership such as but not
    limited to immunization, and leashing of dogs within the yard;
    c. Reduce if not to eliminate the presence of stray dogs whether on public or private lots;
    d. Reduce if not to eliminate the incidence of dog bites, and
    e. To zero out the incidence of vehicular accident due to stray dogs.

    Section 4. THRUSTS The main thrust of the program is to promote the concept of responsible
    pet ownership in the prevention and control of rabies. The Public must be made to understand the
    importance of having their dogs prevented from roaming around and leashing them whenever they
    bring them outside their residence. Knowing that rabies is primarily transmitted through bites of
    rabid dogs, reducing contact among dog will limit risk of exposure to the disease.

    Section 5. STRATEGIES OF IMPLEMENTATION. The Program shall have the following


    strategies for implementation:

    Development of Program Implementing Guidelines To ensure the sustainability of the program


    implementation, there shall be a guideline to be followed and to be inclined with the program of
    the LGU/Municipal Agriculture Office.

    Institutionalize Responsible Pet Ownership- This is to ensure that pet owners shall understand
    the responsibility of being a pet owner, whereby they will be provided with proper food, shelter,
    vaccination against rabies, regular health consultation with Veterinarians/livestock technicians
    and keeping them with their own backyard.

    Disease Surveillance and Quarantine- Canine and Human rabies incidence and animal bite
    cases shall be regularly monitored.
    Dog Population Control. Shall ensure to minimize stray dogs and require compulsory
    registration of dogs. Assist in the initiation of free dog vaccination , sterilization and castration of
    dogs through the MAO/PVET.

    Conduct Vaccination. Vaccination shall be conducted in all purok dap-ayan.

    Section 6. The Barangay Poblacion Rabies Prevention and Control Committee shall be
    composed of the following:

    Members- JENNY B. CALAPINI, Kagawad, Committee on Health
    MAURICIO M. CLEMENTE, Kagawad, Comm. On Peace and Order
    KAREN B. CAGAOAN, Agricultural Technologist/ MAO
    RECHSON M. MAGAOAY, Chief Tanod
    MYLENE MAGAOAY, Barangay Nutrition Scholar
    MARYLOU S. ABIS, BHW
    CRESCENCIO F. DE LUNA, NGO Representative
    SUSANAH P. ALETA, Principal, Burgos Central E/S
    JOSEPHINE A. PASCUAL; Principal, Burgos Agro-Ind’l School

    Section 7. RULES AND FUNCTIONS


    a. To oversee the implementation of the program
    b. To formulate proposals thrusts and strategies that would ensure sustainability of the rabies
    control program.
    c. To provide periodic report to the Municipal Agriculture Office
    d. To recommend measures in the enactment of policies in the prevention and control of
    rabies cases.

    Section 8. RABIES PREVENTION AND CONTROL TASK FORCE. There shall be


    established Rabies Prevention Control Task Force which shall handle the administrative,
    operational and technical activities of the Committee whose membership shall be recommended
    by the committee.

    Dog Population Control Team. Shall ensure the implementation of dog control measures such as
    elimination of stray dogs, leashing of dogs castration, vaccination, sterilization, and registration of
    dogs.

    Animal Vaccination Team. Shall inform proper conduct of vaccination, collation and
    consolidation of reports.

    Quick Response Team. Shall respond to the need of the community in cases of biting and or
    rabies infection.

    Section 9. PUBLIC PARTICIPATION. The Barangay Rabies Prevention and Control


    Committee shall solicit the full participation of the community and the general public for the
    implementation of the program.

    Section 10. FUNDING. The Barangay Government of Poblacion shall provide funds for the
    implementation of Rabies Prevention and Control Program.

    Section 11. REPEALING CLAUSE. All previous executive issuance's, orders and memoranda
    inconsistent herewith are hereby repealed ,modified or amended accordingly.

    Section 12. EFFECTIVITY. This Order shall take effect immediately
