Clause No. REQUIREMENT

1. GENERAL REQUIREMENTS:

a) This specification covers general requirements of VFD

control panel for gravimetric feeder control system.
b) Bill of Materials shall be as per annexure 1.

2. SCOPE OF WORK:

2.1 Manufacture and supply of EMC VFD panel to BHEL (T) works,
after inspection at vendor works.

2.2 On receipt of panels at BHEL (T) works, vendor to mount and

wire BHEL’s free issue components as per annexure-2 (BHEL
free issue items to be mounted by vendor at BHEL works).

For mounting of BHEL (T) supplied free issue items, panel

assembly & wiring works at BHEL (T) premises by vendor,
separate price shall be indicated by vendor in the main offer.

3. CONTROL PANEL FABRICATION & CONSTRUCTION DETAILS:

3.1 All Electrical & Electronic components are to be mounted and

wired inside a weatherproof EMC cabinet as per schematic
diagram and annexure BOM.

3.2 The cabinet shall be of professional quality welded / modular

construction made from CRCA Grade-D sheet steel (branded
make) as per IS-513 (or) GI Sheet steel 2mm (min.) thick for
door, 2mm (min.) thick for sides and shall be rigid freestanding,
neat in appearance. Component mounting plate shall be rigidly
fixed and made from 3mm thick GI sheet steel (branded make) or
Zinc passivated to 15-20 microns. Necessary stiffeners /
supports shall be provided to avoid bowing and bending.
Component mounting plate shall not be fixed directly on to the
cabinet enclosure.

3.3 The cabinet construction shall have adequate strength to support

mounted components during shipment.

3.4 For routing the cables coming from outside, the cabinet shall
have bottom removable cable gland plate of 3mm thick GI (or)

CRCA Grade-D sheet steel fixed with conductive gasket. The

mating surface shall be made conductive surface first and then
conductive gasket shall be fixed using conductive glue.

3.5 GI strip of 1mm thick shall be welded to inner side of door that is
mating with the conductive gasket. Enclosure doors should be
connected to inside of the side panels at regular intervals using
thick braid or metal strips.

3.6 Two numbers brass bolt size M8x25mm / M6x20mm with nut
for connecting customer’s GI earth flat shall be provided on back
side of the panel.

3.7 SS wiring accessories such as plate screws, washer, spring

washer and serrated washers as required shall be used for fixing
of all components.

3.8 Self-adhesive poly-carbonate nomenclature labels of thickness

175 microns are provided for both front & rear sides of cabinet.
For inscription details and name plate specification, refer
annexure-3 (Name plates with inscription to be fixed / supplied
by vendor) & annexure-4 (VFD panel Name Plate details) .

3.9 The terminals shall be identified with number strip with legible
numbering as per schematics.

3.10 Wire dressing spiral of polyethylene material of adequate size

shall be used for neat dressing of door-mounted components
wiring.

3.11 Painting: The finished cabinet surfaces shall be free from all
waves, bellies and other imperfections. All cabinet exterior steel
surfaces shall be pre-treated by 7-tank process (or) pre-
treatment (Spray line) & Primer (Dip coat). Surface preparation
shall be done by power tool cleaning after degreasing and
rinsing. Powder coating (Epoxy based powder) shall be done for
both exterior and interior of the control panel. Thickness of
painting for exterior, interior shall be 75 microns.

3.12 All the mating surfaces including cable gland plates etc. shall be
made electrically conductive surface and conductive gaskets
shall be fixed using conductive glue.

3.13 Power/control/signal cables used in the cabinet shall be as per

annexure BOM.

3.14 Vendor has to mount and wire the components supplied by BHEL
at BHEL’s works. Annexure-2 (BHEL free issue item to be
mounted by vendor at BHEL works) to this specification gives
the list of wiring to be done. Vendor shall arrange required cable
for carrying out this wiring.

All the required accessories for mounting the BHEL free issue
items shall be in vendor scope and shall be dispatched along with
panel to BHEL works.

The plug-in connectors at module/electronic card (arranged by

BHEL) shall be connected to one end of the shielded cable and
the other end shall be neatly dressed, ferruled, lugged and
terminated in the terminal blocks.

3.15 All exposed conductive parts like door frame shall be connected
to ground through low impedance conductor.

3.16 Shielded type cables for interconnecting the electronic module

up to the terminal block shall be neatly dressed, ferruled and
lugged at both sides.

3.17 One document pocket at suitable location shall be provided.

Preferably at back side of the door.

3.18 A caution sticker of anodized aluminium for handling electronic

cards shall be fixed at back side of the door at suitable location.

3.19 OGA, IGA & wiring Schematics will be furnished after PO

placement.

4. VFD CONTROL PANEL SPECIFIC POINTS

4.1 Panel dimension: {2000+15+50(H)x750(W)x750(D)}mm

4.2 The cabinet shall be with single door type.

4.3 The cabinet shall be mounted on anti-vibration pad, 15 mm thick

suitable for fixing to the ISMC channel/plinth of 50mm height

with self-drilling anchor bolts together with all required

accessories.

4.4 Flush type ergo form lock shall be provided for door locking.

4.5 The cabinet enclosure shall be suitable for IP-32 degree of

protection as per IEC 60529.

4.6 Removable screw type canopy shall be provided on top to

prevent ingress dripping of water.

5. DOCUMENTATION:

5.1 Documents to be submitted along with the offer:

Signed No deviation this specification. No deviation format shall

address this specification reference, Quality Plan reference and
packing procedure reference.

5.2 Documents to be submitted for BHEL’s approval within 15

days from PO.

Bill of material with makes and model number of components,

vendor OGA & internal arrangement drawings.

6. INSPECTION:

6.1 Applicable quality plan: QA:CI:STD:QP: 71 /Rev.00

6.2 Inspection will be carried out by BHEL (T) at vendor works.

Advance information of one week shall be given to BHEL for
arranging inspection.

7. PACKING: As per Packing procedure QA:CI:STD:PR:02 /Rev 03

8. SPECIAL INSTRUCTION TO VENDOR:

Nothing in this specification shall be construed to relieve the

vendor from their responsibility. This specification covers briefly
the requirements of the system. It is the responsibility of the
vendor to take care of other basic and essential requirement, to
make the system a complete one.
