Commodore Dr. M.S. Raghunathan took over as the Registrar, Vignan's University, Guntur on 02 July,
2014, after 34 years of Commissioned service in the Indian Navy.
Educational Qualifications :
Post graduate in Mathematics from the University of Madras.
Post graduate in Defence& Strategic Studies from the University of Madras.
Master of Philosophy in Defence& Strategic Studies from the University of Mumbai.
MBA with specialization in HRD from IGNOU, New Delhi.
Ph.D. in Management from Andhra University, Visakhapatnam
Experience:
The officer has more than three decades of experience in Operations, Training, Teaching, Management
of Educational Institutions and Administration besides Research experience.
He has 10 years of experience in teaching alone having taught in Training Establishments and
Professional schools in the Indian Navy on both Academics & Service subjects.
He is a specialist in Meteorology from the India Meteorological Department, Pune and
Oceanography from IIT, Delhi.
He was instrumental in setting up a Centre for Techno Strategic Studies (CTESS) in Cochin
University of Science & Technology (CUSAT) Kochi in 2005 while holding the post of Director,
Naval Operations Data Processing & Analysis Center at Kochi.
He had represented the Ministry of Defence, Govt. of India as an observer in the International
Indian Ocean Experiment conducted at Maldives during Feb-Mar 1999 and presented a paper on
Security of Oceanographic Data in the Inter-Governmental Oceanographic Commission (IOC)
Meeting at UNESCO, Paris in June 2002.
He was also instrumental in publishing classified publications for use by the operational staff of
the Indian Navy.
The Officer has been commended for meritorious work by the Flag officer Commanding-in-
Chief, Southern Naval Command, Kochi in 1993 and the Chief of the Naval staff in 1999.
Prior to his retirement on 30 April 2014, the officer was the Commandant of Embarkation
Headquarters, Chennai (a tri-service organization) under the Ministry of Defence, Govt. of India,
coordinating the strategic movement of resources in South India including Andaman & Nicobar Islands.
Awards:
He was awarded the prestigious award of "Vishisht Seva Medal (VSM)" for distinguished service
of high order by the President of India in 2012.
He was given a cash award by the Chief Minister of Tamil Nadu for distinguished service on the
occasion of Armed Forces Flag day in 2012
