1. Background

The Ministry of Micro, Small and Medium Enterprises issued a notification dated 26th
June 2020 regarding revision of definition of Micro, Small and Medium Enterprises
(MSMEs) and process of registration.
registration. Apart from the old criteria of categorization of
MSMEs on the basis of investment in Plant and Machinery/Equipment, an additional
criterion of turnover has been included included. Moreover,, the difference between
manufacturing and services sector has been removed and now both are at the same
level of treatment. This revision is pav
paving the way for strengthening of Atmanirbhar
Atma
Bharat Abhiyan and growth of the MSMEs.
MSMEs Particularly, the provision of excluding the
exports from counting of turnover is encouraging the MSMEs to export more and more
without fearing to forego
go the benefits of being an MSME.
As a result of change in classification criteria w.e.f. 1st July 2020, an Enterprises is
being classified as a Micro, Small or Medium Enterprises on the basis of the following
criteria, namely:-
a) Micro Enterprises: where the investment in plant and machinery or equipment
does not exceed one crore rupees and turnover does not exceed five crore
rupees;

b) Small Enterprises: where the investment in plant and machinery or equipment


does not exceed ten crore rupees and turnover does not exceed fifty crore
rupees; and
c) Medium Enterprises:: where the investment in plant and machinery or
equipment does not exceed fifty crore rupees and turnover does not exceed
two hundred and fifty crore rupees

Udyam Registration Portal

Key features of the portal are as under: -

 It is a unified portal with registration process free of cost, paperless and digital.
 The portal is aimed at redu
reducing transaction time and cost for entrepreneurs and
promotes Ease of Doing Business.
 The new MSME registration
egistration process is simple, seamless and entrepreneur
friendly.
 All the relevant data is being fetched from Income Tax and GST Networks at
the backend.
 Udyam Registration is mandatory to avail benefits under most of the schemes
of Ministry of MSME and availing credit from financial institutions as per RBI
RBI/2020-2021/26 dated 21st August, 2020.

 M/o MSME has also commenced API integration of Udyam Registration portal
with GeM so that MSEs can participate in Government procurement easily.

M/o MSME issued a notification on 5th March, 2021 for certain


amendments in the earlier notification dated 26th June, 2020. The
amendments made are as follows:-

1. The exemption from the requirement of having GSTIN shall be as per the
provisions of the Central Goods and Services Tax Act, 2017 (12 of
2017).
2. In case of any proprietorship Enterprises not registered under any Act or
rules of the Central Government or the State Government, the proprietor
may use his or her PAN for registration of the Enterprises in the Udyam
Registration portal and for all other types of Enterprises PAN shall be
mandatory.
Addition of Activities (NIC code) under MSMED Act, 2006 for Udyam
Registration - Retail and Wholesale Trade

Now, Retail and wholesale trades are allowed to be registered on Udyam


Registration Portal as MSMEs. However, benefits to Retail and Wholesale
trade MSMEs are to be restricted to Priority Sector Lending only.

The list of eligible additional activities is as under:

46 Wholesale trade except of motor vehicles and motor cycles
47 Retail Trade Except of Motor Vehicles and motor cycles

Highlights
ighlights of the Udyam Registration process are as under:

 Aadhaar/PAN is required for registration;


 After completion of the process of registration, an Udyam Registration
Certificate will be issued;
 This certificate will have a dynamic QR Code from which the web page on
Udyam Registration Portal and details about the Enterprises can be accessed;
 There will be no need for renewal of Registration;
 PAN & GST linked details on investment and turnover of Enterprises
nterprises will be
taken automatically from the respective Government databases;
 No Enterprises is supposed to file more than one Udyam Registration.
However, any number of activities including manufacturing or services, or both,
both
may be specified or added in one Registration.

M/o MSME issued a clarification on 28th September, 2021 regarding Financial


Year in respect of the data of Investment, Turnover and Export from the IT
Department and GSTN for effecting the Classification of MSMEs.

Upto 30th September,, 50,79,017 number of MSMEs were registered


on Udyam Registration portal, comprising of 47,73,266 Micro
(93.98%); 2,74,009 Small (5.39%) and 31,742 Medium Enterprises
(0.65%).

3. Distribution of MSMEs

Maharashtra has the highestst number of MSMEs with a share of 21.1% %, followed by
Tamil Nadu (10.8%),
), Gujarat ((8.6%), Rajasthan (8.3%),

Thee graph below shows top 10 states/UTs having Udyam registration as Micro
Enterprises. It can be observed that Maharashtra has the highest number of Micro
Enterprises with a share of 21.4%, followed by Tamil Nadu (10.9%), %), Rajasthan
(8.4%), Gujarat (8.3%) and Uttar Pradesh (7.8%).

that Maharashtra has the highest number of Small Enterprises with a share of
16.1%. The rest

Figure 5 highlights the distribution of Medium Enterprises in the top 10 States/UTs.


These are Maharashtra (18.6%),

Region. Bihar has the highest number of Micro enterprises in the Eastern
region, while in West Bengal there are highest no. of Medium Enterprises. Eastern
region contributes ~10% of the total MSMEs.

Region. According to the data, Tamil Nadu dominates the southern region,

Registration portal. It can be seen among the top 10 districts, Pune has the
maximum no. of MSMEs.. In the top 10 districts list, four districts are from
Maharashtra, two

In the country, the highest registrations of Micro Enterprises are from Pune (3.2%),
Thane (2.5%), Bengaluru (urban) (2.0%), Jaipur (2.0%) followed by Ahmedabad
(2.0%) etc.

The highest number of Small Enterprises registrations are from Mumbai district
(3.3%) followed by Bengaluru (Urban) (3.2%), Surat (3.1%),, Ahmedabad (3.1%), Pune
(2.6%), followed by Chennai (2.3%),

The top 10 districts having Medium Enterprise registrations are indicated in the
above graph. It can be observed that the highest number of Medium enterprises are
registered in Mumbai district (5.7%), followed by Bengalauru (Urban) (3.8%),
Ahmedabad (3.5%), Kolkata (3.1%),
( Mumbai Suburban (2.9%) and Pune (2.8%)etc.

the average employment per MSMEs. It can be seen that even though Maharashtra
has highest employment among MSMEs, but the average employment per firm is 6,
however in case of West Bengal and Telanagana, the average employment

Above graph showcases top 10 States/UTs with highest number of employment and
the average employment per Micro Enterprise. It can be seen that Maharashtra has
highest employment among Micro enterprises, the average

5, however in Telangana and West Bengal,

States/UTs are highlighted above with Maharashtra generating the highest
employment and the average employment per Small enterprise is varying from 21 to
42 persons. The average employment per Small enterprise in top 10 states/UT is
34.

The above graph (figure 20)) indicates the state wise distribution of employment in
Medium Enterprises among the top 10 States/UTs.. It can be observed that
Maharashtra, Tamil Nadu and Gujarat have the highest employment in Medium
Enterprises. The average employment per Medium enterprise in top 10 states/UT
is 163.
8. Gender wise distribution

The graph below highlights the percentage distribution of MSMEs on the basis of
Gender ownership. Male owned MSMEs constitute 82%, whereas 17% of MSMEs
are owned by female. The rest share (~1% each) is constituted by other and
unidentified firms.

9. Social
cial Category wise distribution

Figure 22 shows (below) percentage distribution of MSMEs owned by various Social


categories. General owned enterprises constitutes
constitute 62%, OBCs own 29%,
followed by SCs with 7% ownership and
a STs with 2%.

10. MSMEs owned by Divyangjan

A total of 78417 MSMEs are owned by Divyangjan entrepreneurs.. The graph below
highlights the distribution of MSMEs among them.

11. Distribution of MSMEs by Nature of Business

It can be seen that, out of total MSMEs registered on Udyam Registration portal,
