ALAMINOS MUNICIPAL POLICE STATION CONTINGENCY PLAN DURING


EARTHQUAKE

I. REFERENCES:

a. Radio message from Laguna PPO with subjects Contingency Plans on


Disaster Preparedness;
b. IMPLAN 01/2014 to NHQ CMC 2013-021 PNP Critical Incident Management
Operational Procedures;
c. LOI 35/10 “SAKLOLO REVISED” (PNP Disaster Risk Reduction and
Management Plan” dated August 20, 2010;
d. Republic Act 10121 dated May 27, 2010- an Act Strengthening the Philippine
Disaster Risk Reduction and Management System, providing for the National
Disaster Risk Reduction and Management Framework and Institutionalizing
the National Disaster Risk Reduction and Management Plan, Appropriating
funds and for other purpose;
e. LOI32/07 (NHQ PNP Disaster Incident Management Task Group);
f. LOI 53/05 (SAKLOLO-UPDATED);
g. DILG Memo Nr 2003-144 dated July 19, 2003- “Zero Casualty” in Times of
Calamity;
h. SOP No. ODO-2008-03 (Procedures in the Organization of Critical Incident
Management Committee (CIMC) and the Critical Incident Management Task
Group (CIMTG); and
i. Presidential Decree No. 1566 dated June 1978-Strengthening the Philippine
Disaster Control Capability and Establishing the National Program on
Community Disaster Preparedness.

II. SITUATION:

A. General

Alaminos, Laguna is susceptible to natural calamities particularly typhoons.


However, no flashfloods and flooding have ever recorded in the history of Alaminos.
Hence, in anticipation of any calamities, like the 100 kilometers West Valley Fault Line
that runs through different cities of Bulacan, Quezon City, Marikina, Pasig, Makati,
Taguig, Muntinlupa, Rizal, Cavite and Laguna particularly areas of San Pedro City,
Binan City, Sta. Rosa City, Cabuyao City and Calamba City. This valley fault can
generate which poses threat to people’s lives, buildings, infrastructures and livelihood
as per information of our some of our experts and Alaminos will likewise affected
although it will not directly hit in our AOR. In anticipation of such scenario, this station
with the Municipal Risk Reduction Management Office (MDRRMO) is now planning a
more potent action that can effectively applied when such “BIG ONE”, arise. The
program thrusts shall be pursue thru the implementation of keeping the government
units and personnel, ready to serve and provide support to community development.

B. Areas of concern

This contingency plan shall be applicable to in case of EARTHQUAKE incident. This


station thru MDRRMO want to make sure that such incident will properly manage to
prevent further damage to properties and casualties.

C. Risk

Since the town is mountainous place and a lot of high rises buildings are
established and valley fault lines are near Laguna, there is a big possibility that
EARTHQUAKE incident WILL occurred and may happened anytime now. This will
definitely cause a big destruction not only for our lives but as well as properties. On
the other hand, all people who will be involved in rescue operation like the PNP & BFP
personnel, SAR team, Philippine Red Cross, & other volunteers are always at risk.
The Alaminos Police force, in cooperation w/ the local government unit, shall conduct
security, search, rescue and recovery operations within the territorial jurisdictions of
the municipality with the end view of achieving a zero-casualty rate during the
disaster.

D. Threat

The following are some of threats the Alaminos Police Station had identified
and will be addressed in this plan:

(1) Threat from loss of life


(2) Destruction of Property
(3) Destruction of Government Institutions & Property
(4) Loss of communication

E. Agencies

The Alaminos Police Office had prepared Contingency Plan to be supervised


and headed by PMAJ GABRIEL A UNAY in cooperation of the MDRRMO, BFP,
REDCROSS, LGU, NGOs/NGAs, AFP, MTMO, Communication Group other
volunteers:

F. Assumption

The ALME is mandated to ensure that the safety of PNP & BFP personnel, SAR team,
and other people involved while manning the incident will be prioritize and make sure
we will not allowed such things to happen.

III. STRATEGY:

A. Strategic Objectives
The principle of “Whole of Government Approach” and Security Management
Framework shall be applied in the conduct of Alaminos MPS security operations
during EARTHQUAKE INCIDENT. It should be taken into consideration that
EARTHQUAKE INCIDENT shall properly manage and ensure further damage to the
victims and properties government institutions & properties.

B. Concept of Operations

1. Commanders Intent

This commander intent of this Contingency Plan is to make sure that all people
involved particularly SAR Team, PNP & BFP personnel, Communication Group, other
volunteers will participate in the incident will be safe. Likewise, those individuals who
took advantage of the situation will be prosecuted. With these intentions, the following
are the objectives of this plan:

(a) Ensure maximize the presence of all PNP personnel to assist SAR Team,
BFP, other volunteers and will do everything to properly manned the
situation;
(b) Provide clear and safe alternate routes for any emergency incident thru
MTMO;
(c) Ensure the smooth flow of traffic flow in coordination with MTMO; and
(d) Ensure that all perpetrators will be neutralized and prosecuted; and

3. Tasks

a. COP

- Direct & act as the on-scene commander and shall ensure to secure the
area & prevent the occurrence of looting.

- Shall immediately coordinate with the MDRRMO about the situation and
relay to CTOC, then report immediately to provincial office.

b. Intelligence section

- Conduct intensified intelligence and make background check on all


possible suspected personalities/terrorist.

c. Investigation section

- Conduct investigation on the scene & filed appropriate charges on the


people involved.

d. Operation section
- Monitor the progress of this Contingency Plan & provide timely report to
HQ.

e. Beat & mobile patrol Supervisor

- Maximized road security & immediately conduct checkpoint.

4. Coordinating Instruction

a. Police Operational Procedures and other applicable SOPs on the conduct of


operations shall be strictly observed at all times. It is to be strictly emphasized that all
personnel involved are required to know, understand, and apply the operational
procedures in the performance of their respective duties.

b. Lateral and vertical coordination with concerned government and designated


AFP Units and other agencies are authorized and highly encouraged. Police
Operational Procedures (POP) and respect for human rights must be strictly observed;

c. All security commanders will ensure that all personnel are in their proper
placement and know their role during occurrence of incidents;

d. All other component should be advised to stay alert and focus on their
respective security tasks;

f. The SPCPS shall adhere to the protocol on resources sharing among


agencies to be established by MDRRMO.;

g. Utilization of all available existing and operational PNP resources shall be


optimized to ensure that the personnel to be deployed have sufficient equipment to
perform their assigned tasks;

5. Concept of Sustainment

a. Finance & Logistics

All financial and logistical resources shall be sourced from funds


provided by MDRRMO.

b. Personnel

The Alaminos Police station shall be composed of selected officers and


PNCOs to be utilized in this Contingency Plan.

III. COMMAND & SIGNAL:

A. command Relationship
The Alaminos Police Station command shall manage the incident from an
operational level. However, ALME command will manage the incident from a strategic
perspective in relation with Contingency/Emergency Response Group who shall
manage the incident from an operational perspective with other attached agencies
resources/personnel as its tactical units. The response management team shall be
pre-designated as well as other agencies.

B. Command Center
The advance command post shall be pre-identified in some areas within the
proximity of the route. However, for all intent and purposes, the incident commander
shall establish its command post wherever it is applicable and safe for the
participating agencies representatives.

C. Succession of Command
The Chief of Police will act as the Over-All Ground Commander of under the
direct supervision of the Local chief Executive as head of MDRRMO.

D. Interagency Communication System Support


All partner agencies are requested to designate an action officer at the Joint
Tactical Operation Center facilitate the inter-agency communication. In any incident,
all agency involve shall switch their communication equipment to pre-designated
emergency frequencies.
