Organization Roles and Responsibilities:

Project Manager:
The Project manager has the overall responsibility to implement safe working
procedures and monitor safety aspects for execution of the project, determine the
blasting priority, and review and approve the blasting notification. He is responsible
to ensure pre-blast requirements including permits and checklist available and filled
and make sure and confirm area clear after blast.

Construction Manager
The construction manager is responsible for implementation of activity procedures
for basting. He is also responsible for ensuring that all activities will be done safely,
properly, accurately and completely and aside from making sure corrective action is
taken in case the work is not done correctly. Construction Manager is responsible to
ensure that all safety issues are promptly addressed and remedied in accordance with
will be- established practice and procedures.
The construction manager report to the project manager to overall status of the site
execution of the work including the relocation of the equipment’s.

Health and Safety Manager


The HSE Manager is responsible for reviewing this procedure to ensure system of
work are in place/ considered in each phase/area of the activities. He also has overall
responsibility of ensuring, through the safety supervisors/officers, that work in the
field are perform safely and in compliance with all safety standards, stipulation, and
procedures of SAJCO and NEOM. The HSE Manager reports to the corporate HSE
manager and coordinates HSE matter with the NEOM/PMC. HSE team along with the
functional responsibilities to the project manager. HSE manger has the responsibility
to keep record of all personnel, blasting crew, drivers and blasting management in
and out on the day of blasting. He has the responsibility to make sure all personnel
involved in blasting should inducted and have proper PPEs

Environmental Manager
 Advice to Project Manager on measures required to comply with the requirements of applicable
environmental legislation, and environmental authorities including the specific requirements of
the project approvals and supporting documentation.
 Develop, review, implement, and update this Construction environmental management plan
(CEMP) in accordance with the requirements of NEOM and CEMP.
 Monitor, and report on the implementation of this CEMP, and environmental performance.
 Set, monitor, and review environmental objectives and, targets.
 Identify areas requiring improvement and develop action plans, communicate compliance
requirements and, ensure all environmental obligations including legislative requirements and,
approvals are complied with.
 Set, monitor and, review environmental objectives and, targets.
 Conduct environmental site inspections, auditing, monitoring and, training, identify improvement
actions and track implementation of actions.
 Ensure relevant statutory legislation is monitored and, the requirements followed.
 Maintain adequate environmental records.
 Liaise with stakeholders as required.
 Ensure environmental issues are considered by all staffs and are applied to their work.
 Identify, investigate and, report on actual potential environmental incidents and, Non-
conformances.
 Develop and, implement corrective and, preventive actions to prevent recurrence of
misunderstanding, non-conformances.
 Attend HSE committee meetings as required.
 Should have pre and post blast inspection with blasting team

Safety Supervisor/Safety officer

 Responsible to ensuring that all safety requirements necessary to start these activities is provided
by the construction group as per HSE manual and specification. Conduct inspection
 to ensure that all safety requirements are being maintained up to the completion of this activity.
 He will coordinate directly with project /site engineer to discuss the safety issues and problems.
 To report any safety violation to HSE Manager in order to take the corrective action.

Drilling and Blasting Engineer/Manager


 Develop and implement a plan for blasting operations, including the selection and purchasing of
necessary materials, tools and equipment
 Ensure that all material, manpower, equipment is required to carry out this activity available and
proper distributed at site. Supervises the execution of the work and ensure that is being done as
per approved project specifications, drawings, material technical data sheets, and work procedure.
 Develop and maintain project-specific safety plans and conduct or coordinate regularly scheduled
assessments of blasting activities.
 Select appropriate blasting techniques and materials that best meet job requirements and
combination of explosives to be used.
 Train and supervise crew members in safety protocols and procedures.
 Prepare or review blast designs to ensure accuracy and completeness of plans and instructions.
 To take the corrective action required if any work has not been performed correctly. Prepare and
submit input to daily report. Report directly to CM.
 Prepare Drilling and Blasting design
 Make sure proper communication and coordination between blasting management and
construction management and PMC
 Notify any possible change in the blast design or change in date and time of the blast
 Make 48hrs prior blast notification and send it to PMC
Blaster
 He is the certified and authorized person from Ministry of Interior (MOI), KSA.
 Deliver the information to work force according to job safety analysis (JSA) and conduct toolbox
meeting to ensure that each member of the crew is aware of his task, recognize the hazards and all
the control measures to arrest the hazards are done prior to start the work.
 Ensure that all members of the crew are familiar with performance of the work they are tasked to
perform and that they perform it properly and on timely basis.
 Before prior to start of the blasting activity, the blaster will coordinate with safety officer to
ensure the area is barricaded and clear from other activities.
 The blaster is responsible for all explosives handling activities, including the destruction of
misfired explosive products according to approved procedures.
 Responsible of blasting area.
 Collect the material of blasting.
 Clean of area after blasting.
 Responsible to take back any leftover explosive or accessories to magazine
 Should keep record of inventory of explosive
 Meeting with MOI/ police and deliver message to Blasting engineer on site

Drilling and Blasting Foreman


 Monitor and direct the work of drilling crews on a daily basis and ensure that safety, efficiency
and quality standards are met.
 Inspect drilling sites, equipment and tools to identify potential hazards, and take the necessary
corrective measures
 Responsible for arrangement of magazine.
 Supervise the activities of drillers, assistants and other personnel and provide technical guidance.
 Supervise the loading / unloading explosive material.
 Responsible for the supervision, training, and development of the drilling and blasting team.
 Review daily reports and drilling data and adjust the crew’s work in order to optimize
productivity and meet or exceed contractual requirements.

MOI/ police
 Transportation of explosive from magazine to site
 Escorting of explosive and blasting activities
 Supervise loading and unloading of explosive
 Supervise charging and distribution of explosive
 Verify inventory of explosive received, consumed and leftover
 Returning of leftover explosive and accessories safe back to magazine
Procedure and system
Procedure and system for drilling and blasting explained in method statement for controlled blasting.
Additionally, to improve the blasting activities and site clearance after blast a supervisor level team is
created. The team member will visit the site again after blasting clearance to identify any hazard or to
find any leftover component from the blast. After their walkdown they will give area clear signal to
project manager. This team will be trained and will attend the pre-blast meeting to be aware of areas to
be blast and procedures of waste management after blast.
 All site rules will be implemented and enforced in this regard all exclusion zones and Safety
control procedures still on place till final walkdown clearance.
 All authority’s approval will be followed
 Keep record of post blast documents and separate file already in place and will be shared along
the Post Blasting Report.

Pre-blast meeting

 Perform a thorough inspection of the drilled area and surrounding structures, boundaries,
limits, and markings before each blast. Look for any changes or potential risks that may
arise since the initial survey or from drilling operators. Address any concern or issue
identified during the inspection
 Make a plan of drilled areas to be blast and confirm the quantities of explosive and
accessories. Blaster will do meeting with MOI/ police and will confirm the areas/ zones
and quantities after meeting. Blaster or blasting management will inform blasting
engineer on site in case of any possible change in quantities or date and time or
cancellation or postponement of the blast.
