“AN ORDER ORGANIZING THE EVACUATION MANAGEMENT COMMITTEE AND ITS TEAM
FOR THE MUNICIPAL GOVERNMENT OF LINAMON, LANAO DEL NORTE. ITS COMPOSITION
AND DEFINING ITS FUNCTIONS”

WHEREAS, RA 10121 expressly provides the needs to secure lives of the people by
implementing pre-emptive and forced evacuation whenever necessary by their respective
Local Disaster Risk Reduction and Management Council.

WHEREAS, the Municipality of Linamon has recorded narration of hazards both of man-
made and natural disaster which required a collaborative effort of other Local Government
Units (LGUs), National Line Agencies (NGAs), Non-Government Organization (NGOs) and
among effected populace.

WHEREAS, Evacuation Center plays a vital role in managing the impacts of a natural disaster
and in protecting the lives of vulnerable communities at risk before, during post disasters.

WHEREAS, it provides emergency shelter from the worst impacts of the disasters as well
essential data to emergency planners with regards to Internally Displaced Persons (IDPs),

WHEREAS, fully occupied evacuation center at municipal level is hereby foreseen during
worst case scenarios of which activation of an alternate Evacuation Center at the barangay
level is deemed important to ensure efficient and effective evacuation center management.

Now Therefore, I, RANDY J. MACAPIL, by virtue of the power’s vested in me as Municipal


Mayor of Linamon, Lanao del Norte, do hereby order the organization of the evacuation
management committee and its team in the Municipal Government of Linamon, Lanao del
Norte.
Section 1 Composition and Functions of Evacuation Management Personnel

A. Evacuation and Management Committee. It is organized to coordinate, supervise and


manage the delivery of assistance and services for the internally displaced persons.

2. Functions
a) Activate the Evacuation Management and hold a pre-evacuation
conference and planning.
b) Deploy Evacuation Management Team when evacuation center is opened
by the LDRRMC/Local Chief Executive.
c) Coordinate and monitor service delivery, needs assessment, and identify
gaps in the evacuation center.
d) Coordinate the mobilization of local resources or request for
augmentation from PDRRMC, other national government agencies or
external donors as required.
e) Identify and map the agencies and groups providing assistance for the
IDPs including type of assistance being provided.
f) Ensure that agencies, groups and organizations providing assistance are
aware of the guidelines and standards set forth hereto.
g) Conduct capacity-building activities to designated Evacuation
managers/team and volunteers.
h) Request for the conduct of MHPSS for members evacuation management
team

B. Evacuation Management Team. It shall be activated and deployed to the identified


evacuation center of LGU Linamon during the disasters.

2. Functions
a. Organize and ensure the participation of IDPs in managing the EC.
b. Register IDPs and ensure regular updating on the statue of displaced families
and individuals including their movements and displacement.
c. Conduct regular monitoring on the functionality of basic evacuation center
facilities (e.g. electricity, water, toilets, bathrooms, laundry area, and kitchen
area).
d. Ensure that the required assistance, services and protection of IDPs are
provided in a timely manner and are based on minimum standards.
e. Coordinate, monitor, and report the status of delivery of services.
f. Establish participative and transparent governance and management system,
including the IDP-led formulation of house rules.
g. Ensure the inclusion of the IDPS, especially women, children, PWDS older
persons and persons with special needs in the management activities and
decision-making processes.
h. Establish a mechanism/system to address complaints and grievances.
i. Report to the Evacuation Management Committee if there are orphaned,
unaccompanied, and the separated children inside the evacuation center.
j. Coordinate with law enforcement agencies in the maintenance of peace and
order inside the evacuation center.

Section 2. Support all departments, offices and divisions of the Municipal Government of
Linamon, Lanao del Norte in coordination with the Evacuation Management Committee are
directed to support and provide necessary assistance for an effective delivery of its
functions and purposes.

Section 3. Repealing Clause. All orders, issuances and memoranda issued inconsistent
herewith are deemed supersede, cancelled and/or rebuked.

Section 4. Effectivity. This order shall take effect upon approval.
