1. INTRODUCTION
The livestock sector is a major contributor to agricultural output, contributing
42% of agricultural value added in 2022. The sector is also a major contributor
to agricultural exports, especially the beef sector. The livestock sector provides
both backward and forward linkages to the rest of the economy. Despite numerous
programmes and initiatives to support the development of the livestock industry,
its performance has been unsatisfactory. It is against this background that a new
livestock support programme namely THUO LETLOTLO has been developed.
The programme is transformational and was developed through a wide range of
stakeholders’ consultation as well as using lessons learnt from previous programmes.

Thuo Letlotlo Programme is an inclusive livestock support programme as it covers


all livestock subsectors unlike previous programmes. The programme covers: beef
cattle and stud breeding; dairy (cattle and goats), small stock and stud breeding,
poultry, piggery, ostrich, rabbits, apiculture, aquaculture, equine, hides and skins
(leather collection and tanning), game farming, irrigated fodder and livestock feed
processing, Assisted Reproductive Technologies (ARTs), rangeland management,
water development, dog breeding, multiplication of Tswana and Mosi cattle breeds
and provision of extension services, livestock digitisation, agribusiness planning
and training, Sanitary and Phytosanitary (SPS) management system and farm waste

management (collection and disposal). Thuo Letlotlo also differs from the previous
programmes in that it is output based rather than input based, and hence offers
rewards for those who reach the set productivity targets.
The main objective of Thuo Letlotlo programme is to develop sustainable, inclusive,
and diversified livestock sector. One of the key principles of the programme is
sustainable use and conservation of natural resources, which is critical in the face
of changing climate.

The programme has two components:

Component 1 is for Household Food and Nutrition Security. This covers micro
scale farmers and new entrants whose monthly earnings are below P4,000.00
or owning livestock as prescribed under each package. The household food and
nutrition security component provides 100% grant to micro scale farmers.

Component 2 of the programme is for National Food and Nutrition Security. These
covers small, medium and large-scale famers whose monthly income is above
P4,000.00 or owning livestock as prescribed in each package. This component
supports farmers with partial grants (with farmer’s contribution) and large-scale
farmers with subsidised loans.

The programme has a total of 29 packages covering all livestock subsectors, with the

amount of grant and subsidised loans varying with farm categories and subsectors.
In addition, the programme includes enhancers to support packages under each
subsector.

A key feature of the programme is the Botswana Animal Information Traceability


System (BAITS) which will provide registry of livestock keepers as well as enhance
data collection and dissemination to assist in programme monitoring and evaluation
during implementation. Another key feature of the programme is privatisation of
the extension services for effective and efficient delivery as these are critical for the
success of the programme.

2. GUIDING PRINCIPLES
The programme is guided by the following principles

Competitiveness - improved husbandry practices and adoption of appropriate


technologies to improve both technical and economic efficiency, leading to improved
input use and increased profitability. Thus, improvement in productivity is key to
competitiveness in the livestock sector.

Commercialisation – increased market participation of livestock keepers, hence


increased income and wealth as well as job creation.

Sustainable use and conservation of natural resources – managing livestock
enterprises in a way that they conserve the rangelands while at the same time
promoting economic viability enterprise. The programme will ensure production
processes do not degrade the rangelands and promote conservation of biodiversity
as well as minimising the greenhouse gas emission.

Economic Diversification – production of a variety of livestock products for both


the local and export markets. Promotion of value addition to the raw livestock
products
Inclusivity – promote equal access to opportunities and resources by special
populations which include destitute persons, people with disabilities, youth, women
and remote area communities.

3. OBJECTIVES OF THUO LETLOTLO PROGRAMME


The objectives of Thuo Letlotlo programme are;

i) Commercialisation of the livestock sector


ii) Grow the sector in numbers and quality
iii) Promote food security through improved livestock productivity

iv) Improve livestock management practices
v) Improve range resource utilisation and conservation
vi) Provide infrastructure for safe and hygienic processing of livestock products
vii) Unlock opportunities for private sector participation and value chains

viii) Restructure the governance and operations of the livestock sector

4. PROGRAMME OUTCOMES

When fully implemented the programme should lead to the following outcomes:

• Uplifting the livelihoods of the rural populace


• Increased competitiveness of livestock products
• Job creation
• Commercialisation
• Sustainable use of and conservation of natural resources
• Economic diversification

5. CATEGORIES AND CHARACTERISTICS OF FARMERS
Thuo Letlotlo programme has the following farmer categories;
i) Micro Scale Farmer
Under this category there are 2 farmer levels
Level 1 (Registered Destitute Persons)
Level 2 (individuals with monthly income up to P4,000.00)
• Subsistence farmers
• Keep up to a prescribed number per livestock subsector

ii) Small Scale Farmer


This category has entities/individuals with monthly income of more than
P4,000.00.
• Member of Commodity Cooperative
• Productivity level is prescribed per subsector
• Produce for the market
• Work full time on the farm

• Livestock must be registered with BAITS
• Promote good livestock management practices

iii) Medium Scale Farmer


These are entities/individuals involved in agribusiness
• Productivity level is as prescribed per subsector
• Member of Commodity Cooperatives
• Produce for the market
• Work full time on the farm and have employees
• Promote good livestock management practices

iv) Large Scale Farmer


• Practice contract based production
• Productivity level is as prescribed per subsector
• Member of Commodity Cooperatives
• Produce for the different markets
• Employ skilled workers and work full time
• Adhere to good livestock management practices

v) Agricultural Management Association (AMA)/Cooperatives /
Companies
These are various commodity service providers or outgrower scheme located at
strategic locations
• Registered entities under Companies and Intellectual Property Authority
(CIPA), AMA and Cooperative Act
• Offer livestock support services to members
• Facilitate farmers access markets and production inputs
• Provide extension services to their members
• Support farmers with livestock value addition services

vi) Feedlotters
Entities or individuals involved in finishing beef cattle for the market/abattoirs
• Work full time and employ full time employees
• Practice contract based production
• Keep a minimum of 400 cattle per production cycle
• Finish beef cattle for the various markets
• Keep livestock in fully fenced farms
• Adhere to good livestock management practices

vii) Community farms

These are community farms located in various districts

• Registered as business/ AMA/ cooperatives


• Adhere to good livestock management practices
• Keep different types of livestock in fully fenced farms
• Work full time and employ other members
• Members of Commodity Cooperatives
• Own land and have boreholes
• Produce for the market

viii) Unemployed Youth, Women, PWD, RADS

These are special groups that support unemployed women, youth, people
with disabilities and remote area dwellers.
• Have access to water and land
• Meets requirements small scale as prescribed per subsector
• Work full time on the farm
• Adhere to good livestock management practices

6. OPERATIONAL GUIDELINES
• Thuo Letlotlo programme provides a once off package for the beneficiaries.
• An applicant who has benefitted as a member of a group, Director of a Company,
Cluster, Cooperatives or AMA will not be considered for any other package within
the programme except for rangeland management package.
• Applicants shall not source stock (i.e. animals, equipment etc.) from their parents
and siblings and cannot buy from their own companies or companies to which
they are shareholders or Directors.
• Training of beneficiaries on livestock production and management per sub sector
prior to implementation is a requirement.

7. APPLICATION REQUIREMENTS
a. Applicants shall be a Motswana of 18 years and above.
b. Applicants should have a valid Omang card.
c. Businesses, Companies and Agricultural Management Association (AMA) shall
be citizen owned only, and duly registered with relevant bodies.

d. People with disability should provide disability card.
e. For Special groups (Remote Area Dwellers-RADS/Trusts), the Ministry of Local
Government and Rural Development (MLGRD) and or Bogosi will confirm their
origins.
f. Applicants should be registered in Botswana Animal Identification and
Traceability System (BAITS).
g. Livestock holding must be registered.
h. Suppliers of livestock and inputs should be registered in BAITS.
i. All applicants should have prescribed toilets in their farms/projects is a
mandatory requirement including at micro level.
j. Records keeping is compulsory for all packages.
k. Applicants should buy locally produced goods and services: “Buy Botswana,
Built in Botswana”
l. Leased livestock land period should be at least 10 years for the purpose of the
programme.
m. Where applicable Strategic Environmental Assessment (SEA), Environmental Impact
Assessment (EIA) and Environmental Management Plan (EMP) must be done.

n. No subsidy will be provided for working capital, personal vehicle, purchase of
farm land, leasing or rental.
o. Where applicable insurance will be a requirement.

8. THUO LETLOTLO PACKAGE FUNDING MODELS


i) Provision of 100% Subsidy - Micro Scale Farmers
Thuo Letlotlo programme will enable Micro Scale farmers to purchase stock,
inputs, equipment and other structures as prescribed per subsector. The funds
for 100% subsidy will be approved through Thuo Letlotlo Livestock Management
System.

The funds will be disbursed through an electronic voucher that will be managed
by MoA, Botswana Savings Bank (BSB) and Botswana Building Society Bank
(BBS). This facility will enable farmers under this category to transact with BAMB
to package inputs. MoA will play a major role in the assessment and approval of
livestock procured in terms of quality before suppliers are paid.

Requirements:

• All micro scale farmers will be required to register on the Thuo Letlotlo
programme system.
• Level 1 Beneficiaries will be assessed and identified through the Ministry of
Local Government and Rural Development (MLGRD).
• Level 2 Beneficiaries will be required to apply on the system and assessed
by MoA extension officers.
• Farmers under this category will be allowed to use traditional water sources
as certified by Village Leadership or Dikgosi.
• All micro scale farmers will be required to participate in the Mafisa initiative
as prescribed per subsector.

ii) PROVISION OF GRANTS FOR SMALL SCALE, SPECIAL GROUPS AND


MEDIUM SCALE FARMERS

Thuo Letlotlo programme will provide grants for small scale, medium scale farmers and
special groups with varying grants as dictated by the livestock subsector categories.
This facility will be managed by MoA, BSB and BBS to ensure that farmers access

stock, livestock inputs, equipment, and other structures in the system.

After assessment and approval on the system, the applicant will be required
to avail the contribution to BSB and or BBS within 30 days. After approval, the
funds will be disbursed through an electronic voucher that will be managed by
MoA, BSB and or BBS.This facility will enable farmers under this category to
transact with various suppliers. MoA will play a major role in the assessment and
approval of livestock procured in terms of quality before suppliers are paid.

Small scale, Special Groups and Medium scale Requirements:

• Citizen and citizens owned companies


• Registration on Thuo Letlotlo system
• Proof of land availability
• Borehole and water rights certificates
• Proof of availability of contribution
• Subsector specific requirements

iii) SUBSIDIZED LOAN FACILITY- LARGE SCALE FARMERS/COMMUNITY
FARMS/AGRICULTURAL MANAGEMENT ASSOCIATIONS (AMAs)

The subsidized loan facility will support a range of large scale farmers and other
categories as stated above that will benefit from the programme. This facility is
for citizens and citizen owned companies only involved in commercial livestock
farming. The facility will be managed by National Development Bank (NDB) after
assessment and recommendation by MoA.

Loan facility tenure


The subsidized loan under this facility shall be granted for a period to be
determined by NDB as per type of subsector.

Eligibility

• Only citizens and citizen owned companies


• Entity/individual must be a registered in Thuo Letlotlo Management System
• Normal NDB Credit Requirements Apply
• Submit business proposal

9.0 PACKAGE REQUIREMENTS
Package 1 - Beef Cattle

a. Access to adequate water and land.


b. Animal handling facilities must be available prior to project implementation.
c. Breeding stock to be purchased for the programme should be aged 18-24
months.
d. Price of a cow/heifer should not exceed P5,000.00
e. Assisted Reproductive Technologies (ART) support will be provided for micro
scale farmers once off.
f. Mafisa: A once off of 2 offsprings (female or male) after weaning will be
donated towards the programme as mandatory for micro scale farmers.

Package 2- Beef Cattle Stud Breeding

a. Beef cattle stud breeders should be registered with Livestock Breeders


Society and must maintain performance records as per Livestock
Improvement Act of 2009.
b. Applicant should have access to adequate water and land.
c. Animal handling facilities must be available prior to project implementation.

Package 3 - Multiplication of Mosi and Tswana Breeds

a. Applicant should have access to adequate water and land.


b. Animal handling facilities is required.
c. Mosi breeders must be registered with Mosi Cattle Breed Society.
d. Infrastructure for controlled breeding (Fenced or enclosed farms) is a
requirement.
e. Loan (3 years)
• Only farmers in cattle farming who meet selection criteria will qualify for the
loan scheme
• Loan scheme will offer 20 breeding cows and 1 bull per selected farmer.
• During the loan period farmer will keep 60% of offspring and 40% returned
to government in every breeding cycle.
• After loan period of 3 years, the farmer will return 50% of the initial stock to
government and the farmer keeps 50%.

Package 4 - Small Stock (Sheep and Goats)

a) Applicant should have access to adequate water and land.

b) Water source (borehole, well, dam, river) should not be more than three (3)
kilometres away from the project where applicable.

c) Animal handling facilities must be available prior to project implementation.

d) Breeding stock purchased for the programme should be aged 1-2 years.

e) Prices of ewe/doe should not exceed P1,000.00 and P2,500.00 for buck/
ram.

f) Mafisa: A once off 50% of the first female offspring after weaning towards
the programme is mandatory. If the first batch of offspring are males,
subsequent breeding cycles will be considered.

Package 5 –Smallstock Stud Breeding

a. Smallstock stud breeders should be registered with Livestock Breeders


Society and must maintain performance records as per Livestock
Improvement Act of 2009.
b. Applicant should have access to adequate water and land.
c. Animal handling facilities must be available prior to project implementation.

Package 6 - Dairy cattle

a. Access to adequate water and land.


b. Animal handling facilities and necessary equipment must be available prior
to project implementation.
c. Waste management plan must be provided.
d. Breeding stock purchased for the programme should be aged 18-24 months.
e. Dairy cow breeders must be registered with Breeders Society
f. Assisted Reproductive Technologies (ART) support will be provided for micro
scale farmers.
g. The funds will be used for various farm activities such as expansion of the
enterprises, purchase of farm machinery and equipment and adoption of
improved technologies.
h. Micro scale farmers are required to affiliate as AMA.
i. Mafisa: A once off 2 of the first female offspring after weaning towards the
programme is mandatory for micro scale farmers.

Package 7 - Dairy Goats

a. Animal handling facilities and necessary equipment must be available prior


to project implementation.
b. Waste management plan must be provided.
c. Breeding stock purchased for the programme should be aged 12-18 months.
d. Assisted Reproductive Technologies (ART) support will be provided for micro
scale farmers.
e. Price for doe should not exceed P5,000 and for buck should not exceed
P6,000.
f. For Micro scale Level 1(individual), applicants will be funded with 5 does and
1 buck.
g. For Micro scale Level 2 (cluster model), applicants will be funded with 10
does and 1 buck.
h. 12 ha of land with adequate water is mandatory.

Package 8: Poultry- Broilers

a. Projects should be located outside urban areas.

Agricultural Management Associations (AMA)/ Cooperatives/Individual/
Companies

a. Strategically located service centres (processing plants, abattoirs, extension


service) for clusters.

b. The Cooperative/ AMA/Individuals/company shall slaughter a minimum of


100,000 birds per month.

c. Waste management plan must be provided.

d. Waste water treatment is mandatory.

e. Breeding rights must be obtained for breeder farms and hatchery.

f. Adhere to biosecurity measures.

g. Proof of forward and backward linkages.

h. AMA should have a minimum of 15 members.

f. Funds will be used for purchase of pullet stock, poultry house, veterinary
requisites, and cages.

g. Mafisa: A once off 5% contribution in kind (spent hens) to government


institutions.

Package 29 – Farm Waste Management (Collection and Disposal)

a. Infrastructure assessment report must be provided.

d. Licensing from Ministry of Environment and Tourism (MET), Ministry of


Lands and Water Affairs (MLWS) and MLGRD

e. All applicants are required to provide proof of vehicles road worthiness


and suitability from authorized Ministry of Transport and Public works and
MLGRD

f. The funds will be used for procurement of mobile farm waste collection
vehicles, expansion of the enterprises, purchasing of waste equipment and
construction of farm waste management facilities.

10 PROGRAMME ENHANCERS
Enhancers under this package are meant to assist beneficiaries to increase
production efficiency. The beneficiary will be required to avail production records
indicating satisfactory performance to qualify for the enhancers. After application by
the beneficiary MoA will assess the projects and make a decision. If approved, the
beneficiary will avail 50% contribution to NDB to allow for procurement of enhancer.

Requirements
• Beneficiary must be registered in Thuo Letlotlo Management System.
• Beneficiaries under the programme will qualify for enhancer.
• Project records are a requirement.
• Citizens and citizen owned companies can benefit.

Conditions
• Micro and large scale are excluded from enhancers.
• Equipment purchased through the programme cannot be sold within the
first five years.
• Beneficiary can only qualify for an enhancer related to the package
approved for.
• Beneficiaries can only benefit once for enhancers classified as others.

9. REWARD SYSTEM
Productivity based Reward Package

This package that is pinned on the productivity indicators on yearly basis, will be given
to farmers for attaining the productivity targets and quality standards. For sectors with
short production cycle, they should provide records that prove they have maintained
the set standards and targets for the whole year. The assessment of these productivity
standards will be done in conjunction with extension staff who will be monitoring
the beneficiary’s projects. The farmers who meet the set standards and targets as
prescribed, will be rewarded with a set percentage of their annual cost of production.
The rewards will increase gradually on annual basis for the next five years as prescribed
in all livestock subsectors.

It is important to note that the rewards will be awarded to small scale farmer up to
the large scale only and they will be in the form of electronic voucher to enable the
beneficiaries to procure their production inputs.

• Registration in Thuo Letlotlo management system.

• Citizen and citizen owned companies.

• Beneficiaries will be required to upload livestock production parameters into


the programme system.

• Performance targets will be monitored by Extension Officer on quarterly basis.

• Regular audits of the projects will be conducted.
