Component 1 is for Household Food and Nutrition Security. This covers micro
scale farmers and new entrants whose monthly earnings are below P4,000.00
or owning livestock as prescribed under each package. The household food and
nutrition security component provides 100% grant to micro scale farmers.
Component 2 of the programme is for National Food and Nutrition Security. These
covers small, medium and large-scale famers whose monthly income is above
P4,000.00 or owning livestock as prescribed in each package. This component
supports farmers with partial grants (with farmer’s contribution) and large-scale
farmers with subsidised loans.
The programme has a total of 29 packages covering all livestock subsectors, with the

amount of grant and subsidised loans varying with farm categories and subsectors.
In addition, the programme includes enhancers to support packages under each
subsector.
2. GUIDING PRINCIPLES
The programme is guided by the following principles

When fully implemented the programme should lead to the following outcomes:
vi) Feedlotters
Entities or individuals involved in finishing beef cattle for the market/abattoirs
• Work full time and employ full time employees
• Practice contract based production
• Keep a minimum of 400 cattle per production cycle
• Finish beef cattle for the various markets
• Keep livestock in fully fenced farms
• Adhere to good livestock management practices

vii) Community farms
These are special groups that support unemployed women, youth, people
with disabilities and remote area dwellers.
• Have access to water and land
• Meets requirements small scale as prescribed per subsector
• Work full time on the farm
• Adhere to good livestock management practices
7. APPLICATION REQUIREMENTS
a. Applicants shall be a Motswana of 18 years and above.
b. Applicants should have a valid Omang card.
c. Businesses, Companies and Agricultural Management Association (AMA) shall
be citizen owned only, and duly registered with relevant bodies.
The funds will be disbursed through an electronic voucher that will be managed
by MoA, Botswana Savings Bank (BSB) and Botswana Building Society Bank
(BBS). This facility will enable farmers under this category to transact with BAMB
to package inputs. MoA will play a major role in the assessment and approval of
livestock procured in terms of quality before suppliers are paid.
• All micro scale farmers will be required to register on the Thuo Letlotlo
programme system.
• Level 1 Beneficiaries will be assessed and identified through the Ministry of
Local Government and Rural Development (MLGRD).
• Level 2 Beneficiaries will be required to apply on the system and assessed
by MoA extension officers.
• Farmers under this category will be allowed to use traditional water sources
as certified by Village Leadership or Dikgosi.
• All micro scale farmers will be required to participate in the Mafisa initiative
as prescribed per subsector.
Thuo Letlotlo programme will provide grants for small scale, medium scale farmers and
special groups with varying grants as dictated by the livestock subsector categories.
This facility will be managed by MoA, BSB and BBS to ensure that farmers access
After assessment and approval on the system, the applicant will be required
to avail the contribution to BSB and or BBS within 30 days. After approval, the
funds will be disbursed through an electronic voucher that will be managed by
MoA, BSB and or BBS.This facility will enable farmers under this category to
transact with various suppliers. MoA will play a major role in the assessment and
approval of livestock procured in terms of quality before suppliers are paid.
The subsidized loan facility will support a range of large scale farmers and other
categories as stated above that will benefit from the programme. This facility is
for citizens and citizen owned companies only involved in commercial livestock
farming. The facility will be managed by National Development Bank (NDB) after
assessment and recommendation by MoA.

b) Water source (borehole, well, dam, river) should not be more than three (3)
kilometres away from the project where applicable.
d) Breeding stock purchased for the programme should be aged 1-2 years.
e) Prices of ewe/doe should not exceed P1,000.00 and P2,500.00 for buck/
ram.
f) Mafisa: A once off 50% of the first female offspring after weaning towards
the programme is mandatory. If the first batch of offspring are males,
subsequent breeding cycles will be considered.

f. Funds will be used for purchase of pullet stock, poultry house, veterinary
requisites, and cages.
e. Funds will be used for construction of poultry house, purchase of parent stock,
feeds, veterinary requisites, brooder house, incubator and solar equipment,
etc.
f. Priority will be given to those who can provide forward and backward linkages.
g. Mafisa: A once off 50% contribution of the original stock offspring towards
the programme after 4 months of age.
d. The funds will be used for various farm activities such as expansion of the
enterprises, purchase of breeding stock and handling facilities

improved technologies and purchase of breeding stock.

• Project records are a requirement.
• Citizens and citizen owned companies can benefit.
Conditions
• Micro and large scale are excluded from enhancers.
• Equipment purchased through the programme cannot be sold within the
first five years.
• Beneficiary can only qualify for an enhancer related to the package
approved for.
• Beneficiaries can only benefit once for enhancers classified as others.

This package that is pinned on the productivity indicators on yearly basis, will be given
to farmers for attaining the productivity targets and quality standards. For sectors with
short production cycle, they should provide records that prove they have maintained
the set standards and targets for the whole year. The assessment of these productivity
standards will be done in conjunction with extension staff who will be monitoring
the beneficiary’s projects. The farmers who meet the set standards and targets as
prescribed, will be rewarded with a set percentage of their annual cost of production.
The rewards will increase gradually on annual basis for the next five years as prescribed
in all livestock subsectors.
It is important to note that the rewards will be awarded to small scale farmer up to
the large scale only and they will be in the form of electronic voucher to enable the
beneficiaries to procure their production inputs.
