ABSTRACT/EXECUTIVESUMMARY

 Internshipisatemporarypositionwithemphasisonthejobtrainingratherthanmere
lyemployment.Itisaformaltrainingwithorganizationswhoseprimarypurposeist
oofferpracticalworkexperienceinaparticularoccupationtothepeoplewhoarene
winthatfield.Thepurposeofindustrialtrainingistoenableteachers,instructorsorl
ecturersassessformallyeducationalattainments,intelligence,personalityandcha
racteroftheirlearnersdevelopedduringthetrainingperiod.Inaddition,italsofacilit
atesintegrationofknowledgeandskillsfromschool,andcreateslinkagesbetweent
heindustryandthetraininginstitutions.
Inparticular,thisinternshipwasconductedatBudakaDistrictLocalGovernment.

1.2OBJECTIVESANDJUSTIFICATIONOFINTERNSHIPTRAINING.

Justificationofinternshiptraining.
Thepurposeofindustrialtrainingistoenableteachers,instructorsorlecturersassessforma

llyeducationalattainments,intelligence,aptitude,personalityandcharacteroftheirlearn

ersdevelopedduringthetrainingperiod.

Inaddition,italsofacilitatesintegrationofknowledgeandskillsfromschool.Itcreateslink

agesbetweentheindustry,oranyotherorganizationandthetraininginstitutions.

1.3THELOCATIONOFTHEORGANISATION
 BudakadistrictislocatedintheEasternRegionofUganda.Itfallswithinthecurrent
greaterBukedisub-region.Bukedisub-
regioncomprisesofthedistrictsofBudaka,Butaleja,Busia,Tororo,KibukuandPal
lisa.BudakadistrictisborderedbyPallisadistrictintheNorth,Kibukudistrictinthe
West,MbaledistrictintheEastandButalejadistrictintheSouth.RiverNamatalafor
msanaturalboundarybetweenBudakaandMbaledistricts.Thedistricthasalandar
eaofapproximately410sqkmwithopenwaterandswampcoveringanareaofabout
132sqkm.
 Thedistrictcomprisesoftwo(2)Countiesnamely;BudakaandIki-
IkiCounties,five(5)TownCouncilsnamely;Budaka,Naboa,Kachomo,Kamonk
oliandIki-
IkiTownCouncilsandfifteen(15)Subcountiesnamely;Budaka,Lyama,Tademer

i,Nansanga,Kamonkoli,Kachomo,Kadimukoli,Kaderuna,Iki-
Iki,Mugiti,Kakule,Kameruka,Kabuna,KakoliandKatiirasubcounties.Thelarge
stsubcountyisBudakaTownCouncil,whilethesmallestsubcountyisIki-
Iki.BudakadistrictheadquartersaresituatedatNakibuluWardinBudakaTownCo
uncil.
 TheDistrictwascreatedbyanActofParliamentin2005asaLocalGovernmentServ
iceCentre.Budakadistrictwascurvedfromthe“mother”Pallisadistrict.Themand
ateandthelegalframeworkforitsexistencearederivedfromtheNationalConstituti
onoftheRepublicofUgandaandtheLocalGovernmentAct(CAP243)asaGovern
mentServiceEntity.Budakadistrictstarteditsoperationson1stJuly2006forFY200

ocalneedsandpriorities.Thiscanpromotethemobilizationoflocalresourcesonas
ustainablebasisandtoengagebeneficiariesinimplementationofgovernmentprog
rams.Thebeneficiariesthemselveshavetheopportunitytoinfluenceandownthed
evelopmentprogramstheirlocalgovernmentsimplementandtoholdlocalofficial
saccountablefortheiractionsthroughgoodgovernance.
 It’sonthebasisoftheforegoingthatthelocalcommunityrequestedforthetransform
ationofBudakaCountyintoaDistrictstatus.
 ConstitutionoftheRepublicofUgandaandtheLocalGovernmentAct(CAP243)a
saGovernmentServiceEntity.Budakadistrictstarteditsoperationson1 stJuly2006
forFY2006/2007anditsheadquartersaresituatedatNakibuluCell,BwaseWardin
BudakaTownCouncil.Budakadistrict,whichwasoneofthecountiesofthe“mothe
r”Pallisadistrict,wasformedontheprincipleofdecentralizationpolicyoflocalgov
ernance.Thecurrentdevelopmentthinkingapproachisthatdevelopmentprogram
sthatimpactonpeoplearebetterimplementedthroughdecentralizationoffunction
s,powersandresponsibilitiesfromthecentralgovernmenttohigherandlowerlocal
levelsofservicedelivery.

 TodeliverservicestothepeopleofBudakaDistrictinacoordinatedmannerfocusin
ginNationalandlocalprioritiesforsustainabledevelopment.

 Empoweredpeopleinabeautifulcondusiveenvironmentforthefullrealizationoft
heirdevelopmentpotentials.

1.7GOALS/OBJECTIVESOFTHEORGANISATION

 Toensurethatinfrastructuralfacilitiesincludingfeederroads,watersuppliesandp
ublicbuildingsareavailableinallpartsofthedistrictatleastuptominimumNational
standards.
 Topromoteadequateandaccessiblehealthservicestopeopleofthedistrictreducin
gchildmortalityrates,improvingmaternalhealthandcombatingHIV/AIDS.
 Toensurethatfinancialmanagementperformanceissuesraisedbyresponsibleorg
ansareadequatelyaddressedintherequiredtimeframe.
 Toidentifyandcollectsufficientrevenuetoensurethatservicedeliverystandardsar
emetasperarticles191,192and193ofthe1995ConstitutionoftheRepublicofUgan
da.

 Toensurethateffectiveandefficientplanningcapacityofallstakeholdersisstrengt
hened.
 Toincreasethelevelofeducationandliteracyinthedistrictbyincreasingthenetenro
llmentratiointheprimaryeducationto82%andliteracyrateto62%forbothmalesan
dfemales.
 Toensurethatlawandorderiskeptatalltimesbygazettegovernmentagenciesandfu
nctionalities.
 Toavailcommunitybasedservicestoallpeopleofthedistrictaccordingtotheirneed
sandasprovidedforunderarticles32,33,34,35and36ofthe1995Constitutionofthe
RepublicofUganda.

 BDLGimprovesonthewelfareofthepeopleofBudakabyprovidingthemwithagri
culturalinputslikeseeds,fertilizers,pesticides,insecticidesamongothers.Italsos
upportstheNAADSprogramthataimsatimprovingthelifeoffarmersaswellaspro
vidingemploymenttothepeopleofBudaka.
 BDLGimplementsandinterpretsadministrativepoliciesonbehalfofthecentralgo
vernmentbycommunicatingtoitssubordinates.

 ThisfieldreportisaboutaninternshipIattainedfromBudakaDistrictlocalgovernm
entforaperiodofsixweeksintheplanningunit.It’soneoftheinstituterequirements
bythelearnerswhogoforindustrialtrainingatanyplaceofattachmentpurposelytoa
ctasasnapshotabouttheparticularactivities,observations,newknowledgeandex
perienceattainedduringtheexercise.itthereforeshowsthetruepictureofthepracti
calapproachrelatingtoeachcourseperusedbylearnersatanyinstitute.
 Thischapterconsistsoftheactivitiesdone,dutiesorresponsibilities,newknowled
geandskills,relationshipwithinstructorsandchallengesfacedduringtheindustria
ltraining.

sotakingphotosofthewholeorganisationforotheruse.
 Iwasassignedtomakesomepostersofthedistrictandsomeposterofwarningpeople
againstthecovid19pandemicanditwasreallyinteresting.
 IwasassignedtocollectdatafortheseparishmodelprogramsinmyinternshipandIe
xactlydiditbecausewewastrainedhowtodoit.

 Alsoduringtheinternship,theRDCofBudakadistrictlocalgovernmentvisitedthe
districtheadquartersandnoticedthatsomeworkerswerecominglateandotherswe
redodgingworkhedecidedtosendbackthoseworkerswhohadcomelatethatday.

 Theinstructorswereveryfriendlywhichcreatedaninterestingatmosphereforme.
Wewereabletogetalltheinformationwewantedaswellasinthecaseofsituationsw
hereiwasstuck.

 InasummaryBudakadistrictlocalgovernmenthasagoodhardworkingstaffandex
periencedstaffthatthemembershavethespiritofworkingtogetherasateam.Respe
ctforoneanotherishighlyobservedamongstthestaffandeveryonevalueseachothe
r’stribe,culture,normsanddignitywiththevirtueofbeinghumanandbelievinginth
efactthatwithdisciplineeverythingispossible.

yamongthestaffatthedistrict.Inaddition,IsuggestthattheAdministrationofthepr
oductiondepartmentshouldinstallofficecomputers,printersandfurnituresoastoe
aseandimproveonefficiencyoftheworkers.
Notably,thereisalsoneedforfurthertrainingofstaffinordertoenhanceperformanc
eininformationtechnology;thiswillinturnenabletheproperrunningofITwork.
Onthesamenote,thereisalsoneedformotivationofthestaff,likeintermsofallowan
ces,lunchandotherbenefits.Consequently,workerswillbeinspiredbyself-
drivedemandtoproducetheirbestresultsfortheorganisation.

 Theinstituteshouldfacilitatestudentswithfinancialsupporttocaterfortransportfa
reandfeeding.
