RCHS helps 335 young pupils practise oral hygiene, prevent tooth decay

RCHS conducted a fluoride application and dental care education project for preparatory school pupils of Dona Juana Elementary School in Barangay Holy Spirit on November 9, 2011. The team led by Rtn Dr Marylene Martinez applied fluoride agents to the teeth of 335 kindergarten pupils, done in two (2) batches, one in the morning and another in the afternoon. Due to limited space in the school, the procedure was done per class of about 25 children. There were eight (8) classes in the morning, and another eight in the afternoon. Before the fluoride application, the children listened to a short lecture by Rtn Marlene on the proper way of brushing their teeth. The children were also given toothbrush and toothpaste packages, generously provided by Colgate-Palmolive Philippines Inc. The team was prepared to cater to 400 kids; however, some were absent for one reason or another. The topical fluorides were applied to the enamel surface of the teeth of the pupils to reduce the incidence of dental decay. Not all the children were happy about the procedure; some cried, while some simply did not want to open their mouths. Dr Marlene prescribed medication for a child found to have swollen gums. Assisting Rtn Dr Marlene in the fluoridization were President Ped, Treasurer Marcia, Rotarian Peth, associate members Malou, Liza and Neng as well as Rotaractors and Interactors led by PE Kevin and Pres Harold, respectively. Thanks to all those who lent their time and effort in this worthy project. Thanks to Mrs Emely Pelobello, principal of Dona Juana Elementary School, for providing morning and afternoon snacks to all the volunteers, and to the kindergarten teachers for their assistance. RCHS especially thanks Colgate-Palmolive for providing the toothbrushes and toothpastes for the children. Thirteen Rotaractors and Interactors of Holy Spirit cheerfully prepared the 400 dental packs on Saturday night at the Salvador residence, before the Wednesday event with the tots in school.

Rotarians can be confident that their contributions to The Rotary Foundation are being well spent. The Foundation has earned a grade of A+ from the American Institute of Philanthropy, a top rating of four stars from Charity Navigator, and full accreditation from the Wise Giving Alliance of the Better Business Bureau. Only 2.3 percent of Foundation funding goes to administrative expenses, and 7.3 percent goes to fundraising. The Foundation focuses more than 90 percent of its spending on programs, far exceeding the threshold of 75 percent that independent charity-rating services view as a measure of high efficiency. That comes as no surprise to Foundation Trustee Steve Brown, who says the organizations grant application and review process contains the safeguards necessary to ensure that funds are used wisely. Typically, Brown explains, international projects funded by the Foundation involve a sponsor club or district, which partners with an on-site host club or district. Funding may go through the sponsor or host. To implement a project, clubs must spell out what they plan on doing, how they plan on doing it, and what Rotarians involvement will be. All projects require a detailed budget and often additional supporting documentation before receiving Foundation approval. Once an approved project is funded, Brown says, a detailed progress report must be presented within one year. The reporting includes verification of what has happened (usually with photos) and requires copies of bank statements showing the flow of funds. The presidents of either the host or sponsor club must sign off on the report. The Foundation has a stewardship committee that can review a project and impose a resolution if issues occur. If money was improperly spent, a club can be asked to return funds or even have its membership in Rotary International terminated.

You dont want to have everything controlled from Evanston, Brown says. We probably have more complaints about our rigorous stewardship than applause for it. But 99 percent of the time, things go the way we expect.
