CHAPTER I. BACKGROUND

A. Introduction

MIBANTANG is one of the barangays of the municipality of QUEZON. Its household


population in 2015 census was 2,475 broken down into 548 households or an average of 4.52
members per household. Furthermore, Mibantang Elementary School is located in purok 1,
Mibantang Quezon Bukidnon. It has sixteen (16) teaching and non-teaching staff of which one
(1) Master Teacher I, one (1) Master Teacher II, eight (8) Teacher III, four (4) Teacher I, one (1)
Administrative Officer II and a Principal.
Mibantang Elementary School was established in 1970 and has a total land area of five
(5) hectares. The school caters for kindergarten up to Grade VIII learners. It is a small school
located eight and half (8.5) kilometers away from the highway of Barangay Poblacion, Quezon,
Bukidnon. It is accessible by any form of transportation. Motorcycle is the main transportation of
teachers and pupils.

Roles and Responsibilities:


1. Track and report health and safety status of DepEd, and private schools’ personnel and
learners;
2. Ensure deployment of safety education during health disasters by providing teachers,
personnel and learners appropriate PPEs;
3. Provide basic first aid and health services to learners and personnel through
mobilization of health personnel in schools, DRRM coordinators, and other health allied
professionals;
4. Provide MHPSS including Psychological First Aid (PFA) through prompt coordination
with DOH and PFA providers from other agencies and partners;
5. Continue and reinforce feeding programs and as well as home gardening;
6. Augment teacher-support services from other schools’ offices not yet or not
really affected by the epidemic/natural calamity;
7. Provide real-time information dissemination through provision of situation reports and
text or use of social media platforms;
8. Coordinate with the other clusters for the resource needs of the education sector;
9. Consolidate all the activities made by the response teams and personnel of education
sector (both public and private) into one cluster report.

CHAPTER II. GOALS AND OBJECTIVES

A. Goal

The goal of this Contingency Plan is to establish a comprehensive, efficient, and


coordinated mechanism in response to the unprecedented occurrence of disasters and
calamities both natural and man-made, like typhoon, earthquakes and fire of barangay
MIBANTANG. These established mechanisms, therefore, are expected to save lives, properties
and the environment and provide resilient response to the immediate needs of affected people,
places, and structures.

B. General Objective(s)

1. To ensure the protection of lives and proprieties in the event of Earthquake of


barangay MIBANTANG;
2. To determine the immediate needs and the resources that will meet the needs in the
event of Earthquake;
3. To establish coordination and linkages that will meet the stakeholders in Municipality
of QUEZON and barangay MIBANTANG in the event of the Earthquake.

Specific Objectives

1. To ensure continuity and accessibility of quality education across all levels and sectors
of education through different learning modalities;
2. To ensure provision of temporary learning spaces and teaching-learning materials;
3. To safeguard and ensure the general safety and health of all learners and personnel in
all schools;
4. To facilitate assistance on the use of school facilities as temporary isolation or
containment facilities;
5. To ensure timely provision of mental health and psycho-social support services
(MHPSS) to affected learners and personnel;
6. To facilitate provision of health and nutrition support and education to learners and
personnel;
7. To reinforce provision of relevant assistance to affected individuals in the learning
communities.

Protocols:

1. Upon activation of the contingency plan, all key representatives of the SRR cluster
headed by the MDRRMO-ERT will have to convene at the EOC to undertake coordination
work.

2. The SRR cluster shall organize 10-man teams composed of a leader, 5 rescue specialists
and a logistics officer:

3. Each response team shall:


a. Check in to the established ICP and receive instructions under the supervision of
the IMT
b. Observe 12 hours shift to prevent premature exhaustion.
c. Ensure proper wearing of Personal Protective Equipment/Cloth.
d. Utilize the principle of triage to determine the order of priority to respond to
casualties.
e. Shall work in pairs. There shall always be a second rescuer to stand behind to
provide physical support and monitor safety. Working in pairs also provides the
opportunity for rotations and rest
f. Account all treated/responded victims by recording important details such as name,
age, gender, and address.
g. Transport victims who do not need hospitalization to the nearest evacuation area
as instructed by the IMT.
h. Retrieve and endorse human remains to Municipal Health Office for proper
documentation and disposal (burial). Only a doctor can officially declare a victim
dead.
i. Report all actions taken to the IMT for subsequent reporting to the EOC.

4. The SRR cluster shall provide additional SRR resource augmentation to the IMT upon
request of the IC. The principle of efficiency and effectiveness shall always be observed.

5. Priority shall be given to the very young (0-7 y/o), old (60 y/o above), pregnant and PWDs.
The severely injured with life threatening condition but with a high chance of survival are
to be responded first, followed by the less severely injured. Next will be the walking
wounded and the last will be those with remote survival.

RESPONSE CLUSTER EDUCATION

Scenario:

Cluster Scenario:
The Barangay Disaster Risk Reduction and Management Council of MIBANTANG will
prepare in the event of earthquake.

Of the two hundred thirty-eight (238) families, nine hundred twenty-three (923) individuals
have identified as affected incase earthquake will happen. Ninety-nine (99) are school children
from Elementary level and a resident of Barangay MIBANTANG.

Municipal Incident Management Team (MIT) will have to be activated with few response
groups from BDRRMC.

All affected individuals and families are advised to be transported at the designated
evacuation centers assigned by the Local Government Unit. Schools and their classes as well as
employees at work are then deliberately advised per local chief executive order for suspension.
All learners affected by the natural disaster (Earthquake) should be given an Alternative Delivery
Mode (ADM) or through the use of learning modules.

CHAPTER IV. ACTIVATION

The MDRRMO of QUEZON will conduct the Pre-Disaster Risk Assessment, activated the
Contingency Plan, Emergency Operation. The responsible official, the Local Chief Executive will
convene the Cluster at the EOC and mobilizes and deploys Incident Management Team, Cluster
and IMT operated based on the Contingency Plan.

The education cluster on the other hand, operates on the basis of the Contingency Plan.
The Incident Commander will activate the ICP. The School Incident Commander convenes with
the Command Staff and the general staff will give instruction.

In order to continually give the quality basic education, the IC will instruct to the safety
protocols.
