Preliminaly Engineering Studies Stage

Collect and review all relevant existing data relating to the project, i.e ToRs, Summary Report, MLGRD
documents. Preparation of the EIA ToRs and Scoping Exercise

Approval of D-1
D-1 Submission of Inception Report, EIA ToR Report and Quality Asssuarance Plan

Environmental Scoping Report review and EIA ToR, Conducting needs analysis for either EIA or EPB,Conducting
of the Environmental Impact Assessmemt Survey Reports, Preparation of the EIA/ESIA

Submission of the Environmental Impact Brief and/or Impact Assessment Report as per ZEMA Guidelines Approval of D-2
D-2
and requirements

Control(Reference) Surveys-Establish a reference traverse along the selected route,Marking the location of the
benchmarks

Carry out DCP tests at predetermined intervals

Assesses environmental factors related to the site:

Surface water quality: Upstream, downstream, and within the site during dry and wet seasons.
Groundwater quality: Monitoring wells provide data on groundwater quality.Presence of landfill gases and
odor.Ecological conditions.

End of Feasibility Study

Approval of D-3
D-3 Submission of Preliminary Feasibility study Report and Power Point Presentation

Detailed Engineering Feasibility study Requirement Stage

A topographic survey involves mapping the land’s surface features, including elevation, contours, and drainage
patterns. It provides essential data for site planning and design.
The survey includes ground control points, leveling, and the creation of accurate topographic maps, cross-sections,
and longitudinal profiles. National grid coordinates and elevation referenced to mean sea level are used. Permanent
benchmarks are established for future reference

Field reconnaissance: Visually assesses the site, identifies soil profiles, and gathers preliminary data.
Intrusive site investigations: Involves borehole drilling to recover soil samples. Laboratory testing: Analyzes soil
samples for properties like grain size, permeability, and shear strength. Installation of groundwater monitoring
wells.

This survey focuses on understanding the geological and soil conditions at the site.
Based on the collected data, a conceptual design for the new landfill is prepared. Cost estimation includes
development costs, infrastructure, and operational expenses.
The feasibility study will consider economic viability and sustainability
D-4 Submission of Draft Feasibility Report
Approval of D-4

1. Formulate an Integrated Solid Waste Management (ISWM) Program (Duration: 1 month): This includes a
sanitary landfill component in addition to waste reduction, segregation, recycling, and improved collection.
2. Calculation of Landfill Acreage (Duration: 1 month): Determine the size of the landfill needed based on the
volume of waste generated.
3. Review of Local Conditions (Duration: 1 month): Assess the local environmental and social conditions that
might affect the landfill.
4. Review of Regulations (Duration: 1 month): Understand the legislative Act, and local regulations that apply to
landfill construction and operation.
