To participate in the contest you must pay the corresponding registration fee:
a) 15 $ USD (NATIONAL applicant) and 60 $ USD (FOREIGN applicant) NON-REFUNDABLE.
b) THE PAYMENT OF THE TARIFFS WILL BE MADE IN BOLÍVARES, TAKING AS A REFERENCE THE
VALUE OF THE AMERICAN DOLLAR ACCORDING TO THE DAILY EXCHANGE RATE OF THE
CENTRAL BANK OF VENEZUELA (BCV) http://www.bcv.org.ve/ . BEFORE 9PM. TRANSFERS ARE
NOT ALLOWED ON HOLIDAYS OR WEEKENDS. ONLY PROVINCIAL BANK TRANSFER IS
ACCEPTED. PAYMENTS ARE NOT ACCEPTED THROUGH FAST MONEY (MOBILE PAYMENT), OR
TRANSFERS FROM OTHER BANKS.

FOREIGN APPLICANTS : (All documents must be apostilled and include the original of the apostille)
As established in the COMPETITION SCHEDULE, you must submit all original documents in person.
After you submit the documents, they will be reviewed, as well as your proof of payment, by the staff of the
DCS-UCLA Postgraduate Studies Coordination, and a checklist will be given to you (competition registration
application form). ) with the documents contained in the folder, they will subsequently be evaluated by the
Selection Commission.
The information regarding the LIST OF PARTICIPANTS WITH THE OPTION TO TAKE THE KNOWLEDGE
TEST will be published on the postgraduate bulletin board , so you must pay attention to the dates published in
the COMPETITION SCHEDULE. That same day of the publication of the list, the indications and guidelines to
follow for the presentation of the test will be published, which will be IN-PERSON, and the distribution of
participants by area will be published, according to the specialty for which they participate and the time at which
they participate. will present.
In this way, at the time of obtaining the PRELIMINARY RESULTS OF THE KNOWLEDGE TEST , they will be
published on the postgraduate bulletin board . It is your sole responsibility to be attentive to each of the
publications that will be made after the presentation of the test, following the order set forth in the
COMPETITION SCHEDULE.
OTHER INDICATIONS:
1. Documents will be received at the Postgraduate Coordination Office from 8:00 a.m. to 12:00 p.m. , during the
indicated periods ( working days, without exception ). It is not received on Fridays.
2. The medical examination will be performed by those who appear on the List of Final Results as Selected.
You must perform the laboratory tests specified in the scale and present it with the medical reference to a
private Internist Doctor, duly certified (without any link of consanguinity), from October 24 to 26, 2023
(necessary procedure to formalize registration in postgraduate). Without exception. Registration of the

SELECTION COMMITTEE
The choice between the applicants to take the Postgraduate University Residencies will be made by a
Selection Commission made up of five (5) members, namely:
1. A representative member of the Postgraduate Studies Commission of the Dean's Office of Health
Sciences, who will act as Coordinator.
2. The Residence or Course Coordinator or a representative.
3. A representative of the Ministry of Popular Power for Health to which the hospital headquarters is
attached
4. A representative of the Governing Body of the Hospital or Institution where the Residency will be held,
designated from among its members.
5. A representative of the Lara State College of Physicians
No member of the Selection Commission is authorized to give partial information about the results of the
Contest.
Read the scale carefully to avoid confusion and errors both in the delivery of documents and in the
interpretation of the procedures used.
You must deliver only the strictly requested documents, making sure that none of the mandatory
documents are missing and that you do not include documents or credentials that are not required,
repeated and not valid for the contest.
The scale specifies the mandatory documents and requirements to have the right to participate in the
contest. Applicants who do not meet these conditions will be rejected.

AND ENT, with locations at Hospital Central Universitario Dr. “Antonio María Pineda” (HCUAMP), Hospital
Universitario Dr. “Luis Gómez López” (HULGL); The positions will be offered jointly for the two locations;
Once the sum of the final score of the contest is published, the applicant will select the venue of his or her
preference in descending order, as long as there are places left, otherwise it will be assigned to the venue
that has free places. The date for the selection of the venue will be published on the billboard.
The documents will be delivered in person. Its receipt does not imply acceptance of registration in the
chosen Postgraduate Program, nor that they are in order, which is the exclusive responsibility of the
participant . Registration in the Postgraduate competition will only be accepted once the evaluation
commission designated for this purpose carries out a review of the credentials submitted and determines
compliance with the required requirements and the veracity of the documents.
Incomplete applications are not accepted. The lack of a mandatory document will be grounds for exclusion
from the contest. Documents not included in the evaluation of credentials do not generate any score.
The documents submitted will be considered valid when they are issued on letterhead, include the start
and completion date of the activity(s) , the date of issue of the document, the signature of the competent
authority and the seal of the office or office. respective body.
Documents with deletions, amendments, blots, stains or with added information that is not part of the
original design of the document will not be valid.
2. Legible enlarged photocopy of the identity card or passport, for foreign quotas: identification card from
the country of origin, passport.
3. Medical Degree issued, revalidated or validated by a Venezuelan University. ( Original Black Fund
certified by the University that issued it.
4. Certified undergraduate grades issued by the General Secretariat of the University and their absolute
grade average or degree academic index (scale from 1 to 20) ( Original ). In case of a different scale it
will not be accepted.
In the case of participants with revalidation, two academic indexes must be recorded from the university
where they studied medicine (country of origin) and from the Venezuelan university where they received
their revalidation. Both indices must be expressed on a scale from 1 to 20, issued by the General
Secretary of the University of origin.

5. ARTICLE 8 OF THE LAW ON THE PRACTICE OF MEDICINE: At the time of delivery of the credentials
to the competition, you must demonstrate that you have complied with Article 8 or have a completion date
before 12-31-2023. Consequently, it must, as the case may be, comply with ONE of the following
conditions:
a. If you completed Article 8 before 2023, you must submit an original DEFINITIVE PROOF of having
completed Article 8 of the Law on the Practice of Medicine issued by the Regional Health Directorate
or the sole health authority of the state, which specifies the exact date of completion. beginning and
culmination of Article 8.
b. If you are carrying out article 8 and it ends before and including 12/31/2023, you must send a
Certificate issued by the Regional Health Directorate or the sole health authority of the state, which
specifies the DEFINITIVE and EXACT start and end date of Article 8. . Likewise, they must attach a
LETTER OF COMPLETION OF THE STUDY OF THE MEDICINE COURSE issued by the university
of origin.
Those who participate under this condition and are winners in the contest must submit proof of
completion of article 8 issued by the Regional Health Directorate or the sole health authority of the
state, at the time of formalizing registration in the respective postgraduate program according to the
presented schedule. Otherwise, the administrative act will be annulled immediately and the participant
will lose his or her status as a postgraduate student.
THE ENDING DATE OF ARTICLE 8 SHOULD NOT BE LATER THAN 12-31-2023.
6. In the case of differentiated specialties, you must send the Certificate of professional medical practice
that is required as priority (Original Certificate)
In the case of differentiated Specialties, they must attach the Proof of the Requirement required as priority
or Original Black Fund certified by the University that issued it. If the applicant is meeting this requirement
at the time of registration in the contest, they must attach a valid certificate signed by the corresponding
authorities: Residence Coordinator , Head of the Department and Director of the host Hospital , indicating
the exact start date and completion of the requirement.
This requirement must be met by 12/31/2023. The Credential for compliance with the required priority
must be submitted at the beginning of the postgraduate course ; otherwise, the administrative act will be
annulled immediately and the participant will lose his or her status as a postgraduate student.
9. Curriculum Summary.
It refers to those documents that give points in the evaluation of credentials. They will be verified only by the
Selection Commission, for which you must deliver in person and in original on the day of delivery of
documents, taking into account the instructions given.
Proof of professional medical practice: medical practice that exceeds the time necessary to comply with article
8. It can be rural exercise or rotating internship or postgraduate residency, signed and endorsed by the
management of the institution where it is carried out.
The evaluation of the credentials will be carried out by the Selection Commission and published ON THE
COORDINATION BOARD DESIGNED FOR SUCH PURPOSE.
Note: Those winning candidates of the contest who, at the time of formalizing registration in the postgraduate
program according to the schedule, do not have the documents specified in the Requirements to register in
the Postgraduate Program, will lose their place to take the postgraduate program and the following person will
be called on the list.
SELECTION OF APPLICANTS :
The final score in the contest will be made up of the following percentages :
1. Undergraduate GPA 25%
2. Knowledge test 50%
3. Credentials note 25%
UNDERGRADUATE NOTES :
a) Expressed through the Academic Grade Index or Absolute Average. The range must be between 0 and
20 points. Original document or certified copy . (They must be certified by the respective University).
b) All grades must be expressed on a scale from 0 to 20, in a Certificate of Certified Grades issued by the
General Secretary of the University of origin. Notes will not be received on any other scale.
c) In those certificates that reflect weighted average, absolute average, degree index or academic index, the
absolute average or academic index of degree will be considered.
POSTGRADUATE NOTES:
In cases in which an applicant competes for a specialty that warrants having another specialty as a
prerequisite, the grades of the specialty that is a prerequisite will be taken into account, as follows:
1.- Average Undergraduate Grades 20%
2.- Average Graduate Grades 80%
In order to carry out this calculation, the applicant must have the UNIVERSITY DEGREE of the specialty that
is a prerequisite, otherwise only those obtained during the undergraduate degree will be counted for the
purposes of the average grade.
KNOWLEDGE TEST:
It is the result of a written test presented on a previously established date and expressed in a grade in the
range of 0 to 20 points. Their presentation is a mandatory requirement to qualify for the corresponding
postgraduate degree and they must achieve a minimum grade of 10 or more points, otherwise they will be
excluded from it. Participants who do not present said proof are automatically excluded from the contest.
CREDENTIALS:
It is the sum of the points according to the following table and the total range must be between 0 and 20
points.
THOSE PARTICIPANTS WHO OBTAIN A GRADE LESS THAN 10 POINTS IN THEIR FINAL SCORE WILL
BE EXCLUDED FROM THE COMPETITION.

1. Preparer for competition in Medical Sciences . Attach proof that indicates having won the position
through the competition. And it can be issued by:
The Head of Section, Head of Department and with the endorsement of the Dean. The document
must include all 3 signatures to be considered valid.
Or, failing that, signed by the Teaching Secretary of the Dean's Office.
2. University Teaching Positions . When the teacher belongs to the regular staff, he/she will be assigned
double points from the date of having won the competitive examination and when he/she is hired, single
points will be assigned. You must attach and present proof from the Directorate of Teaching and
Research Personnel (DPDI) or its equivalent.
3. The Credential of Article 8 of the Medical Practice Law will not give points because it is a mandatory
entry requirement. The rural exercise that exceeds the time used to comply with article 8 will have the
score established in the table above.
4. When a participant has obtained the Article 8 credential by completing a 2-year rotating internship, no
points will be given to said internship, as it represents compliance with the mandatory requirement. If you
complete another internship that exceeds the requirement, you will be graded according to the table.
5. In the case of participants who opt for residences without priority, the residences will have a score
according to the previous table, being counted according to the total time spent as a resident.
6. The priorities to opt for the Differentiated Specialties do not have a score because they are mandatory
Entry Requirements. Professional medical practice that exceeds the minimum time established as a
requirement and/or priority, or other residencies, will have the score established in the credential
evaluation table, as appropriate.
7. In the case of being the author or co-author of books or book chapters, you must attach the internal
cover, the index where the written chapter appears and a copy of the chapter of the published book, if it
is the complete book, a copy of the page where the authorship appears . If accepted for publication, you
must present the original proof signed by the Editor (no more than 24 months of issue at the time of the
contest).
8. Scientific articles published or accepted for publication as author or co-author in a refereed, physical or
electronic and/or accredited journal that appears in international indexes (Medical Index or similar)
submitted in the last 5 years. You must attach and bring a copy of the magazine article or print of the
cover of the digital magazine where the indexing is evidenced. If accepted for publication, you must
attach and present the original proof signed by the Editor (no more than 24 months of issue at the time of
the contest).
9. Scientific works presented in the last 5 years at National or International Congresses, National or
International Symposiums, National or International Conferences or Conventions must attach and
present where the Reports of the event appear. It is mandatory to present the Original of the Certificate
and a printed copy of the summary of the published Reports (Videos-Posters, Movies). The Reports must
come printed or, failing that, letters of acceptance and/or presentation, at the time of registration in the
respective Postgraduate Program.
10. In relation to scientific works published and/or presented at scientific events, only one line will be graded,
the one that most benefits the participant.
11. In the case of approved courses that do not lead to an academic degree related to health sciences, they
must attach and present a copy of the certificate from the University Institute or the Scientific Society that
endorses it. The certificate must indicate the programming completed and the evaluation obtained.
12. In the case of postgraduate courses leading to an academic degree (Only Masters and Doctorates in the
area of Health Sciences), they must have a black background of the Degree obtained, certified by the
university that issued it or, failing that, original University Degree and black background, in order to verify
that it is a faithful and exact copy of the original.
13. Verdict of Approval of the Degree Work in the case of postgraduate studies, you must submit a copy of
the verdict signed by the evaluating jury and present the original record for verification.
14. The final grade obtained in each line of the credentials will be expressed in whole numbers with two
decimal places. If the third decimal:
a. It is equal to or greater than 5: one will be increased to the second decimal place. Ex: 2.835 = 2.84
b. It is less than 5: the second decimal remains the same. Ex: 2.834 = 2.83
Once the percentages corresponding to the grades obtained in the Undergraduate Notes, Knowledge
Test and Credentials have been totaled, they will be published according to the established schedule.
15. When 2 or more applicants have the same final score , the Selection Commission will choose the applicant
who meets the following characteristics according to the order below:

Results of the Competition with official validity will be published by the Postgraduate Coordination of the

POSTGRADUATE DESIGNED FOR SUCH PURPOSE, ACCORDING TO THE SCHEDULE.
ADDITIONAL INFORMATION
1. By registering to participate in the contest, the applicant fully accepts the conditions established here.
2. You will compete only for a Postgraduate Program in the Deanery of Health Sciences of the Universidad
Centro Occidental “Lisandro Alvarado”.
3. The Postgraduate University Residences include academic and healthcare work; Therefore, the loss of the
postgraduate course entails the loss of the Scholarship or Contract with the MPPPS and vice versa.
4. They will only be able to compete in a single Residence, which cannot be changed after the credentials are
sent.
5. The following will not be eligible for the Postgraduate University Residency competition:
a) Applicants who already have a University degree or recognition as a Specialist by a Medical
College, in the corresponding Specialty.
b) Applicants who have completed and approved a previous Clinical University Residency, unless
it is a requirement for entry (priority) or four (4) or more years have passed since said approval.
c) Those who have dropped out of the same or any other Postgraduate Course of the Dean's
Office of Health Sciences at UCLA, without having notified and complied with the procedures
required for withdrawal by the Institution.
d) Those who have lost the status of Postgraduate participant as provided for in Article 70 of the
UCLA General Postgraduate Regulations (annex) in a Postgraduate University Residence
other than the one they aspire to, until 4 years have passed since their graduation.
e) Those who have lost the status of Postgraduate participant as provided for in Article 70 of the
UCLA General Postgraduate Regulations (annex) in a Postgraduate University Residence in
the same Specialty to which they aspire ( THERE IS NO REPEAT ).
6. Certificates or documents with amendments, doubtful or without the required signatures and seals are not
valid.
7. The Selection Commission, the Postgraduate Coordination and the competent Authorities of the institution
reserve the right to carry out the steps they deem appropriate, to corroborate the veracity of the documentation
presented. If a document is proven false or non-compliance with any of the required requirements, the
participant is automatically EXCLUDED from the postgraduate admission process.
8. Once the required documents have been delivered, new requirements cannot be changed or incorporated.
9. The Academic Registry staff will only be limited to receiving the original documents submitted by the
applicants; but they are not responsible for verifying their validity or sufficiency, which is the exclusive
responsibility of the interested party.
10. If the Selection Commission, at the time of reviewing the credentials or registration in the Postgraduate
University Residence, verifies the invalidity of any document sent or the non-compliance with the requirements
demanded in this scale, it will proceed to exclude the participant from the contest.
11. To compete, register as soon as possible. Don't leave it until the last minute . It may take some time to
complete or correct your paperwork.
12. If in doubt, consult the Postgraduate Coordination in person , according to the schedule, before submitting
your application.
13. Reception of credentials for registration is in person according to the published schedule from Monday to
Thursday from 8am to 12 noon. It is not made on Fridays.
14. In July 2023, the syllabus for the knowledge test will be published.
15. On Tuesday, July 25, 2023, the LIST OF PARTICIPANTS WITH THE OPTION TO TAKE THE KNOWLEDGE
TEST will be published, which will be available on the postgraduate commission bulletin board. It is your
absolute responsibility to be aware of said publication , Wednesday, July 26, appeal of the list of participants,
Thursday, July 27, publication of the final list.
16. The knowledge test will be administered on Saturday, September 30, 2023. It is important that you comply
with the instructions when attending the facilities of the DEAN OF HEALTH SCIENCES – UCLA on the day of
the knowledge test. You must present your identity card (for national quotas) or Passport (for foreign quotas).
17. On Thursday , October 5, 2023 , the list with the results of the knowledge test will be published on the billboard.
18. The review of the Knowledge Test will be on October 9 and 10, 2023.
19. Once the preliminary results of the knowledge test and the review of credentials have been obtained, the
names of the contestants will be placed on a list, according to the score obtained by each one. They will be
published on the postgraduate commission's bulletin board on Wednesday, October 11, 2022 .
21. The final lists will be published on Thursday, October 19, 2023 . In which the results will be presented , and the
final score must be greater than and equal to 10 points, following the descending order (highest to lowest score) and the
winners will be indicated in each Specialty separately.
22. Those participants who obtain a grade of less than 10 points in their final score will be excluded from the contest.
23. The winners must complete a personal interview with the Coordinator of the respective specialty or a
representative of the Department to which the respective Residence is attached (according to the schedule
established from October 27 to November 30, 2023 .
24. In addition, they must undergo a comprehensive medical examination, carried out by a private, certified
Internist doctor and bring it on the day of registration in the respective Postgraduate Program (with a date as
established in the Contest Schedule) and must record the results of: X-ray Chest (with report), Glycemia,
Creatinine, VDRL, Urine, Complete Hematology and Surface Antigen and Anticore.
25. The winners of the contest will formalize their registration in the respective specialty before the Postgraduate
Coordination in January 2024 from 9 am to 11 am, on the days indicated in the schedule by specialty (No
Exception). The start date of academic-care activities will be Monday, 01/01/2024 .
26. After this period, those winners who have not formalized their registration will lose the right to do so and then
the opportunity will be given to the following on the aforementioned list, in strictly descending order. Starting on
01-31-2024, the opportunity will be given to the first of the contestants who requests it, (and who had not
previously had the opportunity) if there is still a vacant place, in the same descending order, if there is more
than 1 applicant. Those interested should be aware of the day that corresponds to them .
27. Those who decide not to use any slot won in the Contest must submit it in writing to the Coordination as soon
as possible , in order to facilitate the inclusion of the participant who follows them in the order of the list of
winners.
28. The credentials of non-winning applicants in the Contest may be withdrawn after five (5) days of the written
withdrawal request. With the withdrawal of credentials you lose all rights in the Contest. Those that are not
removed before 03-31-2024 will be incinerated.
29. If a registered postgraduate student withdraws, after 30 calendar days from the start date of classes, the
space will be considered void and will not be filled by any other participant.
Once the process is completed, the selected applicants must formalize their definitive registration at UCLA,
becoming, from then on, graduate students and being obliged from that moment to comply with the provisions of the
University Law, Graduate Regulations of UCLA, Postgraduate Regulations of the Dean of Health Sciences and
current regulations of the healthcare institutions to which they are attached.

13. Original and Copy of the Insurance policies for: Life, Personal Accidents, Medical Malpractice and HCM
