    REORGANIZATION OF THE BARANGAY PEACE AND ORDER COMMITTEE


    (BPOC)

    WHEREAS, the Constitution mandates that the government shall promote the quality of
    life of the people, likewise, Section 16 or the General Welfare Clause of the Local Government
    Code of 1991 (RA 7160) provides that local government units shall, within their territorial
    jurisdictions, promote health and safety, improve public morals, maintain peace and order and
    preserve the comfort and convenience of their inhabitant;

    WHEREAS, Executive Order No. 366 dated September 5, 1996 further amending
    Executive Order No. 309 s. 1987 entitled “Reorganizing the POC” as amended by Executive
    Order No. 320 s. 1988, and Executive Order No. 20 s. 1992, requires all barangays to organize
    the Barangay Peace and Order Committee (BPOC) as the implementing arm of the
    city/municipal in the implementation of the Integrated Area/Community Public Safety Plan
    (IA/CPSP);

    WHEREAS, Sec 116 of RA 7160, also known as the Local Government Code of 1991,
    also provides for the organization of the province, city/municipal, and barangay peace and order
    councils, and DILG Memorandum Circular No. 2008-114 issued on July 17, 2008 strengthens
    and operationalizes the Peace and Order Councils reiterating its composition, functions and
    duties;

    NOW, THEREFORE, I, Rigoberto O. Isip Jr., Punong Barangay of Comunal, Liloy,


    Zamboanga del Norte, by virtue of the powers vested in me by law, do hereby order the
    reconstitution of the Barangay Peace and Order Council (BPOC), its functions and duties, to wit:

    SECTION 1. COMPOSITION.
    Chairman - Hon. Rigoberto O. Isip Jr., Punong Barangay
    Vice-Chairman - Hon. Albert G. Arboiz, Barangay Kagawad (Chairman,
    Committee on Peace and Order)
    Members - Juluis C. Naong, Public School Teacher
    Jhoniel P. Gomez, SK Chairperson
    PMAJ Ronald Allan E. Tingas, PNP Officer
    Benmarknel Esturco, Lupong Tagapamayapa Member
    Nicolas G. Turtal, Barangay Tanod
    Raul D. Lubrido, Senior Citizen
    Darwin Navarro, Religious Org Representative
    Dominador K. Abule, NGO/Civic Society

    SECTION 2. FUNCTIONS.

    1. Initiate, monitor and coordinate the implementation of peace and order programs and
    projects at the barangay level.
    2. Serves as an information-gathering mechanism.
    3. Monitor and check the nefarious activities of criminal elements.
    4. Supervise barangay tanods in identifying barangay constituents with strong deviant
    behavior for referral to appropriate authorities.
    5. Formulate plans and recommend such measure which will improve or enhance peace
    and order and public safety in the area of responsibility.
    6. Maintain continuing dialogue, close coordination and rapport with the higher levels of
    the peace and order and public safety councils in their area of responsibility.
    7. Monitor, coordinate and supervise the operation of all community-based anti-crime
    movements within the barangay.
    8. Undertake periodic assessment of the prevailing peace and order situation in their
    respective areas of responsibility and submit report with appropriate
    recommendations to the higher-level Peace and Order Council.
    9. Perform such other functions, which may be assigned by the higher-level peace and
    order councils.

    SECTION 3. MEETINGS. The council shall convene at least once a month. Minutes of the
    meetings shall be documented and recorded and duly signed by the Barangay Secretary as
    BPOC Secretary and to be certified as correct by the BPOC Chair.

    SECTION 4. REPEALING CLAUSE. All orders, issuances and memoranda issued inconsistent
    herewith are deemed superseded, cancelled and/or revoked.

    SECTION 5. EFFECTIVITY. This Executive Order shall take effect immediately.

    Done this 23rd day of November, 2023 in the Barangay Comunal, Municipality of Liloy,
    Zamboanga del Norte.
