Sub.: New Contract for enlarged CUG mobile scheme for Indian Railways

Vide Board’s letter of even number dated 29.07.2022, North Western Railway (NWR)
was entrusted with selection of Telecom Service Providers (TSPs) for the enlarged CUG
scheme of Indian Railways covering all serving employees (policy issued vide reference (iii)).
It has been intimated by NWR that M/s Reliance Jio Infocomm Ltd. and M/s Bharti Airtel
Ltd. have been selected as the two TSPs(Telecom Service Providers) for serving the enlarged
CUG scheme with 60% and 40% share respectively. In this regard a JWO signed by North
Western Railway, M/s Reliance Jio Infocomm Ltd. and M/s Bharti Airtel Ltd. received vide
ref (iv) is enclosed for Implementation by all Railways.

2. The enlarged CUG scheme managed by NWR shall come into effect from 13.04.2023
and shall replace the existing CUG scheme managed by RCIL, advised vide ref (ii). The
numbering plan as per the existing CUG scheme shall continue. Modalities for
implementation of the enlarged CUG scheme including new CUG numbers to cover all
Railway employees, are detailed in the enclosed JWO.

3. Financial limits for individual users shall be as advised vide Board’s letter under ref (i)
or as amended. As the service provided by the TSPs is on LTE/4G bands, mobile handsets
with 4G/VoLTE facility only will be supported. There will be 3 CUG plans viz. ‘A’, ‘B’ and
‘C’ for use by individual users. Plans ‘D’ and M2M SIMs are to be used departmentally for
Bulk SMS and with IoT devices requiring internet connection respectively. The entitlement of
CUG plans for Railway Employees shall be as under:

Plan ‘A’ – SAG & above, Plan ‘B’ – SG/JAG/SS/JS, Plan ‘C’ – for Group C staff
4. All Zonal Railways, Production Units, Centralized Training Institutes etc. are hereby
advised to make use of this scheme for CUG connections in accordance with extant CUG
policy guidelines as revised from time to time. The JWO along with LOAs and Tender
Document are also available on http://telerb.railnet.gov.in/wiki/policy for download.
5. This has the concurrence of Finance Directorate of the Ministry of Railways.
