 MESSAGE FROM THE CHAIRMAN WRSSSA
On behalf of WRSSSA Executive and the entire schools fraternity in Western Region,
have the pleasure to welcome you all our distinguished guests, officials, players,
members of the media and sports fans to our 2023 Term 2 Western Region schools
Championship at Kakamega, being hosted by Bukhungu Stadium, Mukumu boys,
Masinde Muliro University of Science and Technology, approved school, Bull Ring,
among others.
Kakamega County is well endowed with the best facilities and hospitable schools
who have always given accommodation to our students. We greatly appreciate this
commitment of every Principal, Education office and other stakeholders, to our
learners endeavor to behave responsibly while at the villages where we are hosted.

Ladies and gentlemen, joint me in officially welcoming our R.D.E Mr. Jared Obiero
and R.D Q.A.S.O Madam Songwa to preside over our Term 2 Games. Western Region
has had great talent as witnessed during the 2022 FEASSSA games in Arusha,
Tanzania. The following teams from western did Kenya proud by excelling in those
games, Koyonzo and Butula Rugby 7’s teams, Namwela volleyball team, Moi Girls
Kamusinga Handball, Bumala AC in Netball and a number of athletes in composite
teams of Athletics, Swimming and Racquet Games.

It’s important to note, during term 1 national games at Eldoret , five teams already
qualified for FEASSSA games in Huye , Rwanda. The teams are, Butere Girls
Basketball 5/5, Musingu Hockey, Tigoi Girls Hockey, Butula Boys Rugby 15’s and
Moi Girls Kamusinga in Handball. Term 2 games are here with Us, Western
historically performs well in the games, and my expectation is the number of teams to
FEASSSA will increase to the advantage of western Region.

May I reiterate ladies and gentlemen that WRSSSA do appreciated the financial and
moral support provided by MOE through the RDE and KESSHA to enable Us
implement this great co-curricular event despite the many challenges. WRSSSA will
always strive to execute this noble duty with diligence and professionalism for the
benefit of the school youth. We believe we have assembled the best referees from
various counties to man our games with the desired professionalism. Kindly be at
your best, be Fair and Firm

Colleagues it is good to advice you that be are handling games at time when M.O.E
and T.S.C are working together. Team managers and chaperons have to ensure that
students are at their village not later than 6:00p.m. Currently T.S.C will sit in the jury
and culpable teachers who cheat on matters of students documentation will carry
their own cross. Therefore play safe.

RULES FOR THE CHAMPIONSHIP
GENERAL RULES
1. Observe 90 days rule should have joined school earlier than 15 th
November 2023
2. All student participants MUST have ALL documents of identification as
per the KSSSA regulations. Team list and letter of introduction MUST
also have the year the student sat for K.C.P.E

3. Eligibility concerning age. Only students born on or after 1ST September
2004 are eligible to play.

5. Any team violating rules No. 1 to 3 is liable to an automatic ban of one
year and the coaches face disciplinary action as per the KSSSA.
6. All players, fans, coaches and officials MUST observe good discipline
both on the field and in areas of stay during the championship.

7. Punctuality MUST be strictly observed. Lateness between 5 to 15 minutes
Is punishable by a fine of Ksh.l,000/=. After 15 minutes, the match is
awarded to the team present, in addition to a fine of Ksh. l000/= before the
next match is played.
8. Referees and umpires are expected to show a high level of competence,
Integrity and fairness to all teams and competitors. They should be in their
proper attire,
9. Any appeal should be made within 30 minutes after the end of the match
in question and should be presented to the commissar of the game and
endorsed by an Executive Committee member of the District appealing, a
copy served to the opposing team, and accompanied by an appeal fee of
Kshs. 5000/= (Five Thousand), The decision of the jury may be contested
to the supreme jury within 30 minutes of the decision of the jury. The re-
appeal fee shall be Kshs. 10,000/= (Ten Thousand),

WESTERN REGION BADMINTON RULES:

1. The Laws of Badminton shall apply.
2. Players must have correct attire before starting a match. Correct
attire includes jersey, a pair of shorts and sports shoes.
3. In case of a tie involving two individuals, the one who won the
duel between the two will be ranked SCHer.
4. In case of a tie involving more than two individuals, first use the
quotient of sets for divide by sets against.
5. In case they tie in the sets quotient, use scores quotient of scores
for divide by scores against.
6. If there will still be a tie, use sets for. If they still tie in the sets for,
use scores for.
7. A match shall be rolled ten minutes after calling and a player is not
present. A rolled match carries two points.
RUGBY 7’S
Duration of play
1. The duration of all matches will be 7 mins each half with 2 mins
half break.
2. In case of a tie 5 mins sudden death will be applied and incase
sudden death cannot break a tie penalty kicks are applied.
3. If Penalty Kicks can't break the tie Toss of coin will is applied

BASKETBALL 3/3
1. Each team will have 5 players - 3 on the court and 2 subs
2. Playing time will be 10 minutes stopping both in group stages and
knockouts, with each team having 1 time-out
3. The first team to score 21 points within the regular playing time
the game ends(sudden death)
4. In case of a tie in the normal playing time, the game will go into an
overtime, and the first team to score 2pts marks the end of the
match
RULES FOR SOCCER U20 CHAMPIONSHIP
1. Duration of play will be 35 minutes each half with a 10 minutes interval
time for Girls Preliminaries up to and including semi finals.
2. Duration of play will be 35 minutes each half with a 10 minutes interval
time for Boys preliminaries up to and including semi finals

3. Duration of play for Play-Offs and finals for both boys and girls will be 45
minutes each half with a 10 minute interval time.
4. Incase of a pool tie after the preliminary stage, goal difference (positively)
shall be considered first there after goals for and then goals against. Incase
the tie is still not broken, the winner shall be the one who won between
their match, otherwise a toss of a coin shall be taken.
5. Incase of a tie at Semis & Play-Offs, teams proceed to penalty shootouts
straight.
6. Incase of a tie at Finals, there shall be an extra time of 15 minutes each
half, with penalty shootouts thereafter.
NETBALL
Preliminaries: the game shall be played for 2 halfs of 20mins each and rest
of 3mins
In the pool games incase of a tie :
i. We shall go goals for 1st.
ii. Incase not broken then Goals against
iii. Incase tie persists then Goal difference
iv. Incase tie is not broken then we look at the Winner in the match
between the two teams
v. If not broken then the two teams Must replay
vi. During Quarters, Semis and Finals in case of a tie the International
Netball Rules No.4.2 Shall be applied

VOLLEYBALL
Volleyball will be best of five. The winner must win 3 sets out of 5.
Incase of a tie in the preliminaries the following shall be considered in
order i. Sets quotient (sets for / sets against) ii. Scores ration (scores for
/ scores against). (Libero player must be declared before each match and
must be in a different uniform

TABLE TENNIS
All the matches will be played best of three. The first to get two. To break
Ties: if two players tie, you consider how they played against each other. If
more than two players tie, isolate them and tabulate how they played
against one another bearing in mind sets for over sets against. The SCHest
ratio takes top position.
LAWN TENNIS RULES
1. A player/team has to win 4 games with a two-game difference (in a
best-of-seven game) to win a match.
2. Players will change ends after the end of the first, third and every
subsequent odd game.
3. At deuce, there will be No Advantage play to all players.

4. Tie breaker: If both players win 4 games each in a play, then the set
moves to a tie breaker.
5. A win will consist of 2 points and a lose will be 1 point to break ties at
a pool draw. (Ratios calculation will come in Incase of a tie in
everything amongst players).
