1 PROJECT DESCRIPTION
PT. Smart, Tbk will compose of a Biogas Processing to produce Bio-CNG along with a range of
support facilities.

This technical requisition covers the project scope of work required to do complete engineering
design, supply equipment and services, delivery and pre-assembly, supervision, setting, start-up,
commissioning, testing, inspection, training and documentation for Bio-CNG Package with design
capacity of 600 Nm3/h.

2 OBJECTIVE OF THE DOCUMENT


The main objective of the document is to define the scope of work included under the
responsibilities of the VENDOR. This technical requisition shall form part of the contract and the
VENDOR shall follow all the procedures and guidelines sets by the COMPANY / PURCHASER.

3 TERMINOLOGY
Company / Purchaser : Company / Purchaser is defined as PT. Smart, Tbk
Vendor : Vendor is defined as Technology provider, Fabricator, Seller or
Supplier selected by Company to supply equipment, materials or
services for the Project. This is the entity having unit responsibility
as defined in the industry codes and standards.
Sub-Vendor : Sub-Vendor is defined as a party that has, or may have, an order
to provide goods or services or both to a Vendor.

4 SCOPE OF SUPPLY

4.1 Performance of the WORK

- The WORK to be performed by Vendor is more particularly defined in section “SCOPE OF


SUPPLY”
- Vendor shall provide all materials, supplies and equipment, management, engineering, design,
supervision, personnel, consumables, facilities and all other things whether of a temporary or
permanent nature, necessary for the proper performance of the WORK.
- Vendor has been selected for the performance of the WORK on the basis that it is an expert
and professional in the class and type of works and services involved and undertakes to
perform and complete the WORK in accordance with the requirements, standards and
specifications.
- Vendor shall take full responsibility for the adequacy, stability and safety of all its operations
and methods necessary for the performance of the WORK.
- All Deliverables to be prepared and/or supplied by Vendor

Requisition

- Except to the extent that it may be illegal or physically impossible or create a hazard to safety,
Vendor shall comply with Company's instructions and directions on all matters relating to the
WORK.
- Approval from Company is required for all documents specified.
- Approval from Company is required for all exceptions and deviations against the specifications
provided by Company to Vendor.
- Vendor shall be responsible for the timely performance and completion of the WORK.

4.2 General Description

Company is undertaking the development of Biogas to Bio-CNG Project to support domestic gas
demand growth especially in downstream refinery crude palm oil. To support these efforts Vendor
shall execute the Work to supply, built, modify (if any) and expand (if any) Bio-CNG Plant Facility
located in South Kalimantan Indonesia, to fulfill the following requirements:
a. Vendor shall supply, built, expand (if any) and modify (if any) Bio-CNG Plant Facility and
associated supporting facilities to provide a safe, operable, and reliable facilities. Upon
completion of the Work, bio-CNG plant facilities shall have proven/tested capability to deliver :
- 600 NM3/hour of biogas to Bio-CNG at inlet header pressure and 250 barg compressor

discharge pressure.
b. Vendor shall Handover all Contract Objects by no later than the agreed date.
c. Vendor shall design new bio-CNG facility to meet at design capacity.
d. The design and operation of facilities shall maintain compliance with all applicable Government
of Indonesia regulations, including environmental regulations.
e. Vendor shall strive to execute the Work with zero recordable safety or environmental incidents.
f. Vendor shall maintain high health, safety, environment, and quality standards and performance
by taking positive and measurable actions.
g. Design and construction activities shall accommodate Operation’s involvement at every stage in
order to achieve a seamless handover from Company project team to Operation team at
completion of Commissioning.

In fulfilling the above stated requirements, Vendor shall provide to Company that are:
a. designed to the appropriate specifications, international codes and standards for all aspects of
the development,
b. designed so that they can be operated and maintained safely and efficiently,
c. designed with consideration of optimal OPEX,
d. installed/constructed, and able to be operated in a manner that reduces to a minimum, any
detrimental effects to the environment.

WORK of a general nature shall include project management and administration, engineering,
procurement, construction, pre-commissioning, support for commissioning, start up and
performance test, and provision of all necessary temporary site facilities and services during
execution of the WORK.

WORK shall include, but not limited to:


a. Engineering
b. Procurement, including all required transportation to Work Sites and custom clearance
c. Fabrication and construction
d. Supervision, expediting, inspection, and testing
e. Site receiving and preservation of Vendor’s Supply up to Handover to Company
f. Pre-commissioning testing and activities
g. Assistance during commissioning and start-up as requested by Company, including provision of
vendor assistance
h. All work necessary to incorporate Company Furnished Material into the Work
i. Performance test support and witness

j. General services to Company including sufficient meeting room for offline meeting.
k. Obtainment of all required permits
l. Provisional work, which shall be subject to authorization from Company

In performing the WORK, Vendor shall follow the following principles:


• Vendor shall provide all resources required to execute all Work/activities necessary to perform
and complete the WORK to the full satisfaction of Company.
• Vendor shall, for the duration of the WORK, provide qualified and experienced personnel,
supervision, necessary procedures, tools, softwares, systems and other resources to perform the
engineering and procurement, necessary tools, equipment, consumables and other to perform
fabrication and construction of the Contract Object as defined in this Contract.
• Vendor shall complete the WORK in accordance with Company’s requirements as set out in this
Contract including Company Supplied Data and Vendor’s issued drawings, specifications,
datasheets, reports, calculations, and procedures approved by Company. No deviations from the
Contract requirements or Vendor issued documents/data approved by Company are to be made by
Vendor without prior written approval from Company.
• All construction equipment and materials shall be in good condition and, as applicable, have valid
certification and calibration.
• Vendor shall obtain all necessary permits prior to executing the WORK.
• The existing Biogas Plant will be in operating condition during execution of the WORK, hence all
Work performed by Vendor will be controlled by Company. Vendor shall execute the WORK with
good planning and adopting Company’s high standards of safety to prevent disruption to existing
operation.
• Vendor shall be responsible for all requirements stated herein, or that can reasonably be inferred
as being necessary for completing the project management, engineering, procurement, fabrication,
construction, pre-commissioning, commissioning support, and start-up support of the Project,
unless specifically stated as provided by Company.
• Vendor shall be entirely self-sufficient during all phases of the WORK and shall supply all
materials for the WORK including consumables, fuels, lubricants, coatings, preservatives, utilities,
first fill chemicals.
• Vendor shall provide sufficient Vendor temporary facilities to support continuous execution of the
WORK, including camp facilities, warehouse, fabrication shop, laydown, etc.
• Vendor shall provide temporary facilities and services to Company, including provison of
Company camp and its auxiliaries, office supplies and items required by Company pertaining to the
WORK

4.3 Spesial Requirement

During the execution of the WORK, Vendor shall comply to the following requirements:
• Any exception or deviation from Company’s technical requirements and specifications shall have
prior written approval from Company.
• In the event the technical requirements outlined in this exhibit conflict with the Applicable Codes
and Standards, the conflict shall be brought up immediately by Vendor to Company’s attention for
resolution and approval. In general, the most stringent requirements shall apply.
• Vendor shall be responsible to verify and validate Company Supplied Design Basis and any other
previous engineering deliverables contained which are preliminary in nature. Any changes required
during detail engineering and all of its impact shall be the sole responsibility of Vendor and shall not
be used as a basis for a Change to the Contract Value or the Contract Schedule.
• During the execution of the WORK, the presence or absence of Company comments and/or
approvals in all cases and/or any aspects of the WORK shall not in anyway release Vendor from its
obligations, liabilities, or responsibilities under this Contract.
• Vendor shall correct any defects or deficiencies in all aspects of the WORK at its own cost.

4.4 Priority of Work

This Project is a schedule driven project, therefore as part of the execution plan, Vendor shall
prioritize the below identified major scopes at early stage of execution:
1. Verification and validation of Company Supplied Design Basis and any other previous
engineering deliverables.
2. Early issuance and finalization of key engineering documents that will impact the critical
procurement and construction sequence, including but not limited to:
• Basis Of Design (BOD), Process Simulation, Heat Mass Balance (HMB), Process Flow Diagram
(PFD), Piping & Instrument Diagram (P&ID), Electrical Load List Study, Plot Plan and Material
Selection study
3. HAZOP/HAZID/SIL and constructability reviews shall be conducted to ensure the alignment of
detail engineering, procurement, and construction sequence.
4. Placement of purchase orders for long lead and critical items Schedule, including but not limited
to membrane adsorbtion / PSA, Compressor, H2S Scrubber including Regeneration, piping
material including CS (NACE), SS, and valves.
5. Completion of temporary site facilities including Vendor construction office and other items that
will impact the readiness of mobilization of construction personnel to start foundation activities
within the period stated in Contract Schedule. These shall include the provision of the utilities, such
as utility water and distribution pump, grey water, black water, bio tank, water well and submersible
pump, power system, telecommunication system, HVAC system, etc. The design and preparation
of temporary facility work shall commence in parallel with the commencement of the detail
engineering work.
6. Early engagement with Company’s other vendor for the purpose of alignment of Company
Furnished Material with the Work being executed by Vendor.

4.5 Optional Work

Company shall have the option to request Vendor to carry out miscellaneous engineering,
procurement, construction of any goods or services. Such works may include, but not limited to:
1. Improvement of operational safety, flexibility, reliability and maintainability;
2. Optimization required to improve the facilities performance or reduce the optional and
maintenance cost or others for Company’s benefits;
3. Modification to the Work as a result of new information emerged and clarified throughout the
Project execution;
4. Work required as a consequence of performance of Company’s other vendor;
5. Additional/supplementary service and support for Company at Vendor's Central Location and at
the Installation Site as required by Company.

5 WORK TO BE PERFORMED BY VENDOR

5.1 General

Vendor shall complete all WORK required to design, procure, construct and handover to Company
all Contract Objects that meet the requirements. Vendor shall ensure that Contract Objects meet
design and performance requirements and are complete, safe and operable.
WORK shall include, but not limited to:
1. Provision of all project management, engineering, procurement, fabrication and construction of
Contract Objects and other activities necessary to safely and efficiently execute the Work.
2. Mobilization and demobilization of all Vendor Group Personnel, construction equipment, tools
and other supplies necessary to complete the Work.
3. Validation and acceptance of Company’s Supplied Data.
4. Provision of full procurement services necessary to supply all equipment and material to support
completion of the Work. Services shall include Purchase Order placement, all required expediting,
inspection and testing, certification, logistics, transportation; and importation.
5. All clearance, certification, tax, and permitting for manpower, construction equipment, and any
tools required by Contractor to complete the Work.
6.Provision of all facilities and supporting services to execute the project including
camp/accommodation, utilities, power, potable water, safety equipments, PPE, catering, temporary
office, communication network, security and necessary field transportation for Contractor Group
Personnel.
7. Provision of temporary facilities and services at the Installation Site area for Company Group
Personnel, including services for Company Group Personnel.
8. Provision of labor, consumables, materials (unless specifically described as material or
equipment supplied by Company), spares, supervision, equipment, tools (including testing
equipment), preservation, preservation maintenance, logistical support services, and any other
items mentioned, shown, stated as required or reasonably implied to safely and efficiently execute
the Work.
9. Fabrication of all piping spools, supports, structures, equipment and materials required to
complete the Work.

10. All site activities necessary to complete fabrication, construction, installation (including tie-in to
the existing facilities), inspection, testing and other activities to achieve Mechanical Completion and
Handover.
11. Provision of all necessary support to Company on its commissioning and startup activities
required.
12. Provision of all necessary support and witness of performance testing.
13. All closeout activities, including completion of Final documentation, per company requirement
to achieve the Final Acceptance.
To complete the Work, Vendor shall develop and implement all necessary plan and procedures in
relation to the following aspects of the Work.
1) Project Management and Administration
2) Project Control
3) Engineering
4) Procurement
5) Fabrication
6) Transportation
7) Equipment and material preservation and preservation maintenance
8) Construction and Installation
9) Mechanical Completion, Pre-Commissioning, Handover and Acceptance
10) Quality Assurance and Quality Control
11) HSE
12) Interface management
13) Information management
14) Community Relations
15) Security

5.2 Project Management and Administration

5.2.1. General Management & Administration

Vendor shall prepare its own Project Execution Plan (PEP), Engineering Execution Plan,
Procurement Plan, Construction Execution Plan, Project Control Procedure, Baseline Schedule,
Project Quality Plan, HSE Management Plan and Operability Assurance Plan for the WORK and
shall submit such documents to Company within the period agreed stated.
In performing and completing the Work, Vendor shall diligently implement Engineering Execution
Plan, Procurement Plan and Construction Execution Plan, Project HSE Plan, Project Quality Plan
and other plans which have been approved by Company. This shall include the progressive
development, for Company’s acceptance, of the various lower-level plans and other documents
that are described in the execution plan and which address specific topics in greater detail. Such
plans and other documents shall cumulatively set out all Vendor’s management, planning and
scheduling, internal control, reporting, quality, safety, interface, community relations, and other
systems and processes required to ensure the proper performance and completion of the Work.
Any deviation to the approved documents as mentioned above shall be subject to Company’s
approval.

Vendor shall have an effective and efficient management organization, fully supported by effective
systems and procedures to ensure that all Work is performed to meet the quality, schedule, safety,
environmental, budget and other requirements of this Contract.
Vendor shall locate all of its personnel, including engineering drafters, engineering designers,
buyers, expediters, construction engineers, etc. in one location (Vendor’s Central Location)
together with Company personnel.

5.2.2. Project Controls and Reporting

Vendor shall comply with the project control and reporting requirements.
Vendor shall provide effective project management, which shall include, as a minimum, the
followings:
1) Control, allocation and scheduling of all resources required to successfully execute the WORK
2) Project planning/scheduling for all aspects of the WORK.
3) Preparation, evaluation and update of Project schedule.
Administration and General Requirements at a sufficient level of detail to allow accurate planning,
monitoring and control of the Work, which shall include as a minimum details for the Work phases
described below:
a) Engineering
b) Procurement
c) Fabrication
d) Construction
e) Mechanical Completion
f) Pre-commissioning
g) Handover
h) Commissioning
i) Start-up
j) Close out (final documentation)
4) Provision of timely responses to queries and requests for information from Company Group
Personnel
5) Provision of quantity survey activities in order to verify all installed quantities and actual
progress.
6) Provision of expediting and progress reporting functions for all activities related to the Work,
including all engineering, procurement, fabrication, and construction.
7) Vendor shall be responsible for managing all project activities related to document management
system, including but not limited to receiving, sending, distributing, and filing, in accordance with
Company’s requirements.
8) Vendor shall be responsible to prepare, maintain and monitor cost baseline and cost forecast
and shall provide accurate cost report.

5.3 HSE Management

Due to the critical nature of the WORK, which will be performed within close proximity to
Company’s existing Bio-CNG Plant, safety is a prime importance to Company and will be rigorously
enforced and audited.

Safety shall be Vendor priority during the performance of the WORK. Vendor shall manage and
perform all Work in a safe and environmentally prudent manner.
Vendor shall implement industry/construction HSE best practices while performing the Work.
Vendor shall be responsible to submit all HSE deliverables as part of the Work.

5.4 Engineering

5.4.1. General Requirements


Vendor shall provide all necessary resources to complete the Work, including manpower, tools and
software.
Vendor shall ensure that Vendor’s Central Location, including offices, network, software and
telecommunication system, is available in a timely manner in order to allow commencement of the
engineering work.
Vendor shall provide all necessary engineering management and supervision to ensure quality and
alignment of engineering deliverables.
Vendor shall provide dedicated qualified personnel for engineering team covering engineering
management, discipline engineering, design and drafting.
Vendor shall perform all necessary effort to ensure alignment between engineering, procurement
and construction. As part of the effort, vendor shall prioritize engineering deliverables for alignment
with procurement plan and construction sequences.
Vendor shall provide sufficient engineering support to procurement, fabrication and construction
and perform site engineering to support construction work.
Vendor shall assign dedicated personnel to handle all engineering interfaces with Company
Furnished Material.
Vendor shall not subcontract any of engineering work except for special studies. Prior to
subcontracting any of the special studies to any Third Party, Contractor shall obtain Company’s
written approval.
Special studies shall include, but not limited to:
1. Hazard and Operability HAZOPs
2. PSA and Membran adsorbtion selected study
3. Material selection study
4. Reliability, Availability, and Maintainability RAM
5. Facility siting
All costs required for performing the above mentioned studies shall be part of the turnkey project.
Vendor shall provide access to Company for all Applicable Codes and Standards, including
industrial codes and standards, government regulations and other specifications required to
complete the Work. Such access shall cover a set of hardcopy located at engineering work space
or an access to vendor’s network/intranet.
Vendor shall design new facilities and ensure that the design can be implemented at site, installed
and constructed with minimum disruption to operations of existing facilities.
Vendor shall provide safety in design manual adopted by all disciplines in designing the facilities so
that engineering, fabrication, construction, erection, installation, mechanical handling, mechanical
completion, pre-commissioning, commissioning, start up and operation can be executed safely.

5.4.2. Company Supplied Data


Engineering documents and/or information within the Company Supplied Data are classified to
categories Company Supplied Information.
Vendor shall submit a request to Company for any document necessary for Vendor to clarify the
requirements.
Vendor shall review, verify, and update all applicable Company Supplied Data to be utilized for
procurement, fabrication and construction of the facilities. Vendor shall develop any additional
deliverables, such as plans, procedures, guidelines, drawings, specifications, datasheets,
calculations and others as necessary to complete the Work.

5.4.3. Verification and Validation of Company Supplied Data


Engineering deliverables provided by Company is preliminary in nature and subject to further
development and detailing by Contractor. Any discrepancies, deviations and inconsistencies
between deliverables including discrepancies to existing actual conditions are Contractor’s
responsibility to rectify during detail engineering. Any change required during detail engineering
and all of its impact shall be the sole responsibility of Contractor and shall not be a basis for a
Change to the Contract Value and/or Contract Schedule.
Contractor shall be responsible for verification and validation of the engineering deliverables
included in the Company Supplied Data and shall notify Company within sixty (60) days after
Effective Date if any major change to the design is required. Notification from Contractor shall not
relieve Contractor from its obligations under this Contract. Shall there be no notification from
Contractor within such time frame, Company Supplied Data shall be deemed correct by Contractor.
Any required change to the design after such time frame shall be the sole responsibility of
Contractor and shall not be used a basis for a Change to the Contract Value and/or Contract
Schedule.

5.4.4. Engineering Management

In performing the Work, Vendor shall adhere to the following requirements:


a. Vendor shall complete detailed engineering to the extent necessary to fully support procurement,
fabrication/ testing, construction, testing of the Work in accordance with Applicable Codes and
Standards, specifications, and regulatory requirements. Detailed engineering work shall include
process, process safety, mechanical, piping, instrumentation and controls, telecommunication
system, electrical, civil, and structural engineering.
b. Any approval of documents and deliverables from Company shall not relieve Vendor from its
obligation under this Contract.
c. Vendor shall perform all engineering activities required for the facilities. In performing the detail
engineering and development of engineering deliverables,
d. Vendor shall be responsible to review the data, documents and drawings provided by
Suppliers/Manufacturers, including those provided by Company’s other Vendor for Company
Furnished Materials, and responsible for its incorporation into the engineering design being
performed by Vendor.
e. Engineering Execution Plan
Vendor shall develop and implement an effective Engineering Execution Plan, which shall cover,
but not limited to, the following aspects of the Work:
1. Location for execution of the engineering works;

17. Interfaces with Company Furnished Material;
18. Action log and tracking system;
19. Document and information management system;
20. Engineering support to procurement;
21. Engineering support to construction;
22. Engineering KPI and audit plan;
23. Engineering quality plan.
Vendor shall submit such execution plan for Company approval within thirty (30) days after
the Effective Date.
f. Location of the engineering work
Contractor shall locate all of its engineering personnel, including drafters and designers in one
location together with Company personnel.
g. Vendor shall be responsible for the quality of the engineering work by implementing an effective
engineering quality management plan which shall include provision of all required qualified
personnel, adequate resources and implementation of quality procedures. Company shall have the
right to reject poor quality deliverables. In the event that Vendor fails to ensure quality of its
engineering works, Vendor shall provide mitigation actions including provision of additional
resources, such as all required manpower, software, tools, procedures and any other actions until
quality has been achieved to Company’s satisfaction. Any rejection of deliverables by Company
and subsequently the mitigation actions shall be the sole responsibility of Vendor and shall not be a
basis for a Change to the Contract Value and/or Contract Schedule.
h. Any and all exceptions or deviations to Company’s technical requirements and specifications
shall be through prior written approval from Company.
i. Other subsequent visits shall be conducted as engineering progresses to verify the process,
safety, mechanical, piping, instrumentation and controls, electrical, civil, and structural, and other
related design aspects to confirm that the design is fully constructible, operable, maintainable, and
free from clashes with the existing facilities. A detailed site survey report, complete with photos and
video footage shall be submitted to Company for each visit.

J. Contractor shall be responsible to verify the actual condition of existing facilities which may
impact the detail engineering of new facilities. Any existing drawings, including as-built drawings of
existing facilities, from Company are references only. Any discrepancies between Company
provided as-built drawings and the actual condition shall not be used as a basis for a Change to the
Contract Value and/or the Contract Schedule.
k. During the detailed engineering phase, Vendor shall provide and regularly update the master
document register (MDR) to record all engineering deliverables and their status.
l. Vendor shall provide construction drawings, supporting and clarifying all aspects of fabrication,
handling, transportation and construction activities.
m. Contractor shall develop and provide 3D model for Company’s review and approval. Review of
3D Model shall follow Company’s requirements. Such Model shall be updated to as-built when
construction is completed.
n. The 2D detail design drawings shall be produced by utilizing the latest version of AutoCAD.
o. Verification of soil data
Vendor shall be responsible for verification of soil data in Company Supplied Data. Any
discrepancies between soil data supplied by Company and the actual soil conditions shall not be
used as a basis of a Change to the Contract Value and/or Contract Schedule. The verification work
to be performed by Vendor shall include, but not limited to:
• Review and verify soil report supplied by Company;
• detail soil investigation and provide soil report as necessary to provide proper foundation design.
The location and number of soil tests, including boreholes, DCPTs, Test Pits, etc. shall be
submitted to Company for approval.

5.4.5. Detail Engineering Activities

Vendor shall perform engineering works adhering to the following requirements:


a) Vendor shall perform all analyses, studies, calculations and other engineering activities
necessary to completely design the facilities;
b) Such engineering work shall include but not limited to:
1) Soil Investigation works, report and review at Proposed Location 1

2) Site familiarization;
3) Verification and validation of Company Supplied Data;
4) Detailed multi discipline engineering works, including:
a. Development of Basis of Design;
b. Perform simulation, studies, analysis and calculations
c. Multi discipline engineering to develop engineering deliverables such as reports,
specifications, datasheets and drawings;
d. Develop 3D Model;
e. Tie-in study;
f. Safe operating limit study;
g. Alarm management/categorization study;
h. Perform special safety studies;
i. Perform Reliability, Availability and Maintainability (RAM) study, if required. RAM study
shall be conducted whenever there is a change in equipment configuration that may
decrease the RAM values.
5) Preparation of Material Take-Offs (MTO);

6) Preparation of Request for Proposal(RFP)/Request for Quotation (RFQ);


7) Incorporation of Suppliers/Manufacturers into overall facilities design;
8) Conduct multi discipline site surveys for design validation and verification;
9) Prepare Technical Bid Evaluation (TBE);
10) Develop equipment preservation study/procedure;
11) Constructability Reviews;
12) Develop material take-offs/ bills of materials;
13) Provide procurement and construction support, including field engineering;
14) Develop Tie-ins, Pre-commissioning and Commissioning procedure;
15) Develop equipment and plant operating manuals;
16) Develop start-up and shutdown procedures;
17) As built documentation;
18) Conversion of as-built documentation into asset documents ready for handover to Company
operations;
19) Develop handover and performance test procedure;
20) Develop operation and maintenance procedures;
21) Any other engineering works necessary to design the facilities.
c) During detailed design, Vendor shall be responsible for reviewing, selecting, and providing the
correct type of equipment, materials and items required for the facilities.
d) Vendor shall consider the commonality, similarity and interchangeability with existing equipment
/item during selection of new equipment/item. Such selection of equipment/item shall be subject to
Company approval.
e) During procurement phase, Vendor shall perform technical bid evaluation for all equipment and
materials for the facilities, to ensure technical compliance to the requirements, Technical Bid
Evaluation documents shall be submitted to Company for approval. Such TBE documents shall
contain all clarified technical information from Suppliers.
f) Vendor shall be responsible for the design of all interfaces between the new and existing facilities
as necessary for the integration of the new facilities into existing
g) As the design progresses, Vendor shall perform multi discipline site surveys for design
verification to avoid clashes and other problems during construction or during integration process.
h) Vendor shall be responsible for development of tie-in drawings, procedures, and schedules
necessary for integration of new facilities to the existing facilities.

5.4.6. Process Engineering


General
Vendor shall perform process detailed engineering for the new facilities. Detailed engineering work
shall produce deliverables meeting Company requirements, to the extent required for procurement,
fabrication, construction and installation of equipment and materials required for the new facilities.
Vendor shall perform the detail engineering of all process and utilities systems to meet the
performance and functional requirements. Engineering deliverables shall include philosophies,
calculations, studies, specifications, data sheets, drawings and others necessary to complete
WORK.
Vendor shall be responsible to gather, verify and update any documentation of existing facilities
having design interface with new facilities, to ensure integration of new facilities to the existing
facilities. Verification of such documents to the actual condition is sole responsibility of Vendor.

Detail Activities
Process detailed engineering activities shall include but not limited to:
a) Development of Project Design Basis.
b) Development of process design philosophies and design criteria, including:
• Process Design Criteria
• Operating and Control Philosophy
• Shutdown Philosophy
• Flare, Relief and Blowdown Philosophy
• Isolation Philosophy
c) Perform the Process Simulations
Process simulation shall be performed.
Simulation runs shall be performed every time there is updated data or change during the detailed
engineering that may affect the process or utility systems. Updated results from simulations shall
be applied to all impacted deliverables.
d) Perform Process Calculations and Studies
Vendor shall perform the following process calculations and studies:
1) Equipment Sizing
All equipment shall be sized to meet the equipment performance and functional requirements
and shall consider “vessel internal” data from Supplier.
Sizing of heat exchanger shall be performed utilizing licenced software and shall consider
process design cases.
2) Line sizing and hydraulic calculation
Line sizing shall be performed for all lines in the project scope. Hydraulic study shall be
performed covering the whole system hydraulics, originated from Bio-CNG plant. Piping and
equipment hydraulics evaluation shall be part of detailed design and shall be based on final pipe
routing (isometric) and anticipated pressure drop at the equipment. The hydraulic calculations
shall have sufficient accuracy to determine range of operating pressure drop across the
whole inlet compression facilities.
3) Compressor Settle Out Calculation
Compressor settle out calculation shall be based on compressor performance curve and
inventory volume. Vendor shall select and validate the selected design pressure and design
temperature of inlet compression train to accommodate the anticipated settle out pressure and
temperature.
4) Adequacy check of existing equipment
Vendor shall perform adequacy checks for existing equipment when required. Any change to
the preliminary design as a result of such adequacy checks that is necessary for fulfilment of
performance and functional requirements, and all of its impact shall be the sole responsibility of
Vendor at no additional cost to Company.
5) Utility Demand Calculation
Utility demand calculation shall be performed and shall consider utility requirement stipulated by
manufacturers/Suppliers of equipment.
7) Flare, relief and blowdown study
Flare, relief and blowdown studies shall be performed taking into account the inventory volume,
process data and Manufacturers/Suppliers data.
8) Process calculations for process data required for Instrument selection

Process calculations, necessary to develop process data for control valves, choke valves,
pressure regulator valves, blowdown valves; restriction orifice; pressure safety valves and
others shall be performed.
Volume calculation of inventory for the design of anti-surge and hot bypass valves for each
compression train shall be part of detailed engineering by Vendor.
e) Development of PFDs and HMBs
Vendor shall develop PFDs and HMBs. Such documents shall be updated based on the results of
the process simulation, process design and data from equipment manufacturers/Supplier. PFDs
and HMBs shall cover all equipment in new facilities and affected equipment in the existing
facilities.
The PFD's from the proposal design shall be updated as required to incorporate any changes
during the detailed engineering and to include all systems in the detailed engineering.
HMB shall be developed for all design and operating cases.
f) Development of P&IDs and Demolition P&IDs
Vendor shall develop P&IDs required for the facilities. Such P&IDs will be utilized as the basis for
subsequent engineering activities. Prior to any P&IDs submission, Vendor shall have substantially
completed the process design and studies. P&IDs shall subsequently be revised to incorporate any
update on manufacturer/Supplier data, changes in tie-in points, changes as recommended by any
safety studies including HAZOP, etc.
Any vent, drain and purge valves required for pre-commissioning, commissioning and start-up
purpose shall be shown in P&ID.
Vendor shall verify, design and provide adequate and safe isolation valve at tie-in points for
commissioning and start-up flexibility and they shall be shown in P&ID.
Line numbering, instrument tag numbering, specialty item numbering, manual valve numbering and
equipment numbering shall be shown in P&ID in accordance with Company specification for
Project Tag Coding and Equipment Numbering system.
Numbering of the P&IDs in the preliminary design deliverables as supplied by Company are not
reflecting process flow sequences. Vendor shall re-number P&IDs for alignment with process flow
sequence. All deliverables affected by this new numbering shall be updated for consistency. Such
deliverables shall include line list, tie-in list, equipment list, specialty item list, instrument index, data
sheets, cause and effect chart, calculation documents, reports, discipline drawings and others as
necessary.
g) Development of Shutdown Hierarchy and Cause & Effect Diagram
Vendor shall develop Shutdown Hierarchy. This Shutdown Hierarchy shall incorporate data from
equipment manufacturer/Supplier.
Vendor shall develop Cause and Effect diagrams for new facility and related existing facility. These
diagrams shall incorporate data from equipment manufacturer/Supplier.
h) Update and develop Process Data Sheets
Vendor shall develop process data sheets for all equipment and instruments required for the
facilities. Vendor’s responsibility shall include, but not limited to:
• Confirm and determine the size of all equipment.
• Confirm final vessel internals and filters elements designed for the services.
• List the process conditions, range of operations (minimum, normal, maximum) and connections,
and define the design case for each item.
• Sizing calculations for all in-line instruments such as pressure relief valves, control valves,
pressure regulator valves, restriction orifice and flow elements.

• Particular note must be taken of relief valve sizing requirements, which shall determine the
governing case from blocked discharge, fire, gas expansion etc. as applicable.
i) Develop Line List and Tie-in List
Vendor shall develop Line List and Tie-in List for the facilities.
j) Develop List of Critical Valves
Vendor shall develop list of critical valves. These critical valves shall be re-tested in Indonesia prior
to delivery to the Installation Site. In this context, critical valves shall mean:
• Isolation valves that are utilized to automatically isolate and depressurize the system such as
ESDV, and BDV.
• Tie-In valves that are provided at tie in points to isolate new facilities from existing facilities,
excluding those for utility air, utility nitrogen, instrument air, utility water and low pressure drain
system.
k) Provide data for Mechanical equipment list
l) Support the development of Engineering Data Registers
m) Support the development of Core Database
n) Participate in process safety studies.
o) Develop close out reports
Close out reports shall be provided to Company addressing each finding/recommendation from
HAZOP, workshops. Close out report shall consist of close out sheets, with each close out sheet,
complete with evidence and shall be signed by Vendor authorized personnel and submitted to
Company for approval.
Vendor shall provide close out report for HAZOP with evidence signed by Vendor and Company
authorized personnel.
p) Develop Instrument set point list
q) Create Process Description
Vendor shall develop process descriptions for Bio-CNG and related existing facilities that include
overview of the process, normal, minimum and maximum operating conditions, safe operating
limits and incorporate new process description into existing Biogas Plant.
r) Support the development of Operating and Maintenance Manual
Process Engineering team shall support development of operation and maintenance manual for
new facilities installed as part of Bio-CNG Project
s) Support Material Selection Study

Deliverables
Contractor shall develop all process deliverables required to complete the facilities, including but
not limited to:

5.4.7. Instrument / Controls Engineering


General
Vendor shall perform instrument detailed engineering for the new facilities. Detailed engineering
work shall produce deliverables meeting Company requirements, to the extent required for
procurement, fabrication, construction and installation of equipment and materials required for the
new facilities.
Vendor shall perform the detail engineering of all instrumentation systems to meet the
performance and functional requirements. Engineering deliverables shall include philosophies,
calculations, studies, specifications, data sheets, drawings and others necessary to complete
Work.
Vendor shall be responsible to gather, verify and update any documentation of existing facilities
having design interface with new facilities, to ensure integration of new facilities to the existing 1

facilities.
Vendor shall be responsible for detailed engineering required to support Control System
Suppliers engineering,
Detail Activities
Instrument detailed engineering activities shall include but not limited to:
a) Control system design:
Vendor shall perform detailed engineering activities including those required to support Control
System of systems supplier engineering new system. In performing the detailed engineering,
Vendor shall to the following requirements:
i. Vendor shall manage the design activities performed by Control System suppliers to interface
the overall instrumentation and controls system necessary to complete the Work.

Because of its criticality, Vendor shall prepare a detail Scope of Work for the Control System
(completed set) subcontract or purchase order and closely monitor the execution of such work.
This shall include providing project direction, milestones, all necessary data, and engineering
support to the Control System supplier in order to ensure delivery of full functional system in a
timely manner.
ii. The Control System Supplier scope of work/supply shall include provision of all hardware and
software documentation, detailed engineering work including logic configuration,FAT & SAT
procedures completed with documentation.. Work shall include completely integrated new
Control systems,.
iii. In performing the instrumentation and control system design, Vendor shall follow a 'safety life-
cycle' approach as per IEC-61508/61511 Standard, ensuring the satisfactory reliability and
availability of the systems for the full operating life of the Contract Object.
iv. Vendor shall ensure that support services from ControlSystem supplier are available during
detailed engineering, construction, Pre-commissioning, Commissioning and Start-up.
v. Vendor in conjunction with the Control Systemsupplier shall develop a detailed Execution Plan
for Control System to be implemented in the work, for Company's approval. Such execution
plan shall be developed immediately after commencement of the work.
vi. Vendor shall be responsible for coordination and management of the integration of new
Control system
vii. Vendor shall ensure that control system interfaces between Control Systems and equipment
packages unit control panels, are properly managed throughout detailed engineering,
construction, pre-commissioning, commissioning and start up.
viii. Vendor shall be responsible for coordination, management and arrangement of integration
testing between Control System and other package control equipment.

b) Instrumentation design:
Vendor shall provide all required design philosophies, specifications, studies, reports, datasheets
and calculations, including those as described below. Vendor shall also identify other studies,

reports or documentation necessary to complete the Work.
Vendor's activities shall include, but not be limited to, the following:
i. Develop Instrumentation and Controls equipment list, material take-off, and including
accessories as per required
ii. Develop Application Control Requirements for each process/ utility system in the format and to
the extent required by the Control System supplier for detail logic configuration and control
design including documentation narrative version or flowchart. This document shall describe
all facilities operating modes and/or transition between operating modes.
iii. Develop functional design specifications, calculations, drawings and datasheets for each type
(group) of tagged Instrument (includes transmitters, control valves, fire and gas detectors,
etc.), Instrumentation package and mechanical equipment package (If any)).
iv. Update all instrumentation specifications provided in Company Supplied Data and develop
additional Instrumentation design specification as necessary to complete the Work.
v. Develop Instrument and controls functional design specifications and drawings for each
mechanical package.
vi. Develop Cause and Effect Diagrams for new facility
vii. Support the development of shutdown philosophy.
viii. Develop Alarm Categorization Report/List.

5.4.8. Electrical Engineering

General
Vendor shall perform electrical detailed engineering for the new facilities. Detailed engineering
work shall produce deliverables meeting Company requirements, to the extent required for
procurement, fabrication, construction and installation of equipment and materials required for the
new facilities.
Vendor shall perform the detail engineering of all electrical systems to meet the performance and
functional requirements (electrical system must be support Bio CNG optimum produced) .
Engineering deliverables shall include philosophies, calculations, studies, specifications, data
sheets, drawings and others necessary to complete Work.
Vendor shall be responsible to gather, verify and update any documentation of existing facilities
having design interface with new facilities, to ensure integration of new facilities to the existing

facilities. Verification of such documents to the actual condition is sole responsibility of the
Vendor.

Detail Activities
In performing the electrical detailed engineering, Vendor shall adhere to the following
requirements:
a) Vendor shall be responsible for reviewing the electrical documents from Suppliers including
those from Company’s other vendor and responsible for their incorporation into the design
being developed by Vendor
b) Vendor shall perform the following electrical studies:
Power system study/analysis, including load flow and voltage drop, short circuit, , lighting,
lightning protection and grounding system. The studies can be be perform utilizing with
software such as : the latest version of ETAP software. Both Suppliers data and
actual/existing data shall be considered as the input for the studies.
c) Vendor shall perform for the following electrical scope of work :
Amongst other relevant works, the Supplier shall provide labor, materials, tools, equipment,
supervision and other essential fittings and accessories to complete the following electrical
installations works :
1. Design, fabricate, supply, deliver and install free standing compartmentalized type (One
compartment for One Motor Starter) Motor Control Panel (MCP) for the control, operations
and monitoring of all electrical apparatus and control devices.
2. Supply, install and connect 4 core NYY (Cu/PVC/PVC) copper cables from the proposed
Bio CNG Motor Control Panels to all electric motors provide by the supplier.
3. Supply and install local Emergency Stop / Start push-buttons to be mounted in a metal box
for safe operations and maintenance.
4. Supply and install 4 core NYY (Cu/PVC/PVC) copper cables for connections to all local
control stations (push-buttons) to be located beside the electric motors.
5. Supply and install all cable supports which include cable trays, cable trunkings, GI conduit
pipes and angle iron.
6. Supply and install lighting and socket outlet at Bio CNG area c/w cable, cable trunkings, GI
Conduit pipes and other essential materials.

MOTOR CONTROL PANEL


The onus is solely on the Supplier to ensure that the design shall comply with the local 1

electrical regulations stipulated in “Persyaratan Umum Instalasi Listrik 2011” so as to fully


meet all the operational, safety features and requirements.

Motor Control Panel shall consist of :


1. Free-standing Motor Control Panel 380 / 400V,3 Phase,4 wire,50Hz .
2. 3P MCCB 18 ~ 50 kA for main switch
3. Digital Power Meter 96 x 96 mmsq with feature mandatory read Voltmeter, Ammeter &
kW Meter.
4. Current Transformer for Metering, Class 1.0.
5. Current Transfor for Protection, Class 10P10.
6. Extended round type phase indicating lights (Red, Yellow, Blue phases)

7. Rectangular copper bus-bar for Phase (R-S-T) , Neutral (N) & Earth (PE), full length of

3. Auto-transformer ( ≥ 30 kW ). Auto-transformer rating shall be 1 (one) step higher than

Requisition

The proposed Motor Control Panel shall be self ventilated, dust and vermin proof, free standing
type with front flush mounting to be installed on a concrete plinth. Construction of concrete plinth
shall be excluded from this contract.
The proposed Motor Control Panel shall be constructed from sheet metal of minimum 1.8 mm
thickness for top, sides, back. Minimum 2.0mm thick for frame, front & door.
Provide bottom plate cover to prevent vermin go through motor control panel, and contractor shall
be prepare holes at bottom plate for cable entry. Bottom Plate material is aluminum 5 mm
thickness. Entry cable must be use metal cable gland.
The finishing paint of proposed Motor Control Panel shall be light grey color paint (RAL 7035) on
the outside and the inside of the board. Vendor shall use the powder coating method in applying
the paint inside and outside the sheet metals.

CABLING
Motor Cabling
1. The cables leading to the motor points shall be installed on perforated JIS G – 3131
(SPHC), 2 mm thickness hot rolled mild steel sheet, finishing hot dip galvanized BS EN ISO
1461 cable trays installed on the structures of the boiler house or buried in ready prepared
trenches. These cable trays not less than 2.0 mm in thickness and the selection shall be of
such dimension to achieve proper spacing of the cables. The cables shall have a spacing
of at least one diameter between them to allow for ventilation. The cable trays shall be
supported at 2 meter intervals by suitably sized angle iron supports and shall have a
clearance of 25 mm from the wall. Metal cable glands and adaptors shall be provided for
terminations at the motor cable box and switchboards.
2. The cable tray joint must be complete with cable joint for every jointing of cable tray. The 1
cable joint can be supply and install with 25 sqmm NYA (Cu/PVC). The end of cable tray
must be connect with earthing with NYA cable.
3. The tender price shall include all cable trays, cable trunking, GI conduits, cable straps,
angle iron supports, cable lugs, metal cable glands and adaptors and other essential
fittings and accessories to ensure the installations are compliant with any electrical
standard and for safe operations.
4. The cables to be used for the connections from the proposed Motor Control Panel to the
various electric motors are to be of 3 core (for 1P Electric Motor) or 4 core (for 3P Electric
motor) 0.6/1.0 kV NYY type (PVC insulated, PVC sheathed).
5. All cables shall be taken from the bottom of the MCP through the prepared cable trenches.
From the cable trench the cable shall either be taken to the nearest column where it shall
be run on cable trunking. These cables shall then be laid on cable trays mounted
horizontally and installed a safe distance away below the platform or at building structures.
The cable trays shall be provided with metallic cover for the full length. The cables shall
then run downward inside cable trunking along building columns or connected to the
various electric motors mounted away from finish floor level. For those electric motors
mounted at finish floor level the cables shall be supported and protected by GI pipe before
ending at the motor terminal box.

building structures and underneath the platforms. The control wires shall be draw inside GI
flexible conduit before terminating at the control devices. The heat resistant type screen cable
shall be earthed at one and only.
The control wirings shall be separated from the power cables to avoid induction. Therefore,
separate cable trays shall be provided for both the control wirings and power cables.

EARTHING point for MCP


Earthing point for MCP Bio CNG refer to use armored of 4 core NYF/RGbY NYFGbY
(Cu/PVC/SFWA/PVC) armored copper cables. The armored connect from earth bar on Panel
Source and earth bar in Motor Control Panel. The earthing must be separated between power 1

earthing and instrument earthing.

d) Vendor shall develop all layout/drawings related to electrical detail engineering necessary to
complete the facilities.
e) Vendor shall be responsible for power generation system design, including but not limited to:
i. Vendor shall design and supply additional power generator if required.
ii. iIntegration of new electrical facilities into existing power restore system and modification
of the existing power restore sequence panel to accommodate the sequence control.
iii. Study of protective device coordination system. Such study shall include requirement for
setting of new protection relays, and identification of existing protection relays require re-
setting as a result of additional load from new equipment.
f) Contractor shall be responsible for integration of electrical system and control system of the
packaged equipment such as Gas Engine, Gas Compressors, HVAC, Instrument Air
Compressor, etc. into the design being developed by Vendor
g) Detailed electrical engineering activities shall include the support for development of Operating
and Maintenance Manuals, engineering registers and core data bases.

5.4.9. Mechanical Engineering


General
Contractor shall perform mechanical detailed engineering for the new facilities. Detailed
engineering work shall produce deliverables meeting Company requirements, to the extent
required for procurement, fabrication, construction and installation of equipment and materials
required for the new facilities.
Contractor shall perform the detail engineering of all mechanical equipment to meet the
performance and functional requirements. Engineering deliverables shall include philosophies,
calculations, studies, specifications, data sheets, drawings and others necessary to complete
Work.
Contractor shall be responsible to gather, verify and update any documentation of existing
facilities having design interface with new facilities, to ensure integration of new facilities to the
existing facilities. Verification of such documents to the actual condition is sole responsibility of
the Vendor.

Detail Activities
In performing the mechanical detailed engineering, Contractor shall adhere to the following
requirements:
a) Heat Exchanger
Vendor shall be responsible for the detailed engineering of heat exchanger in accordance with the
relevant Company supplied specifications and document. The works to be performed by Vendor
shall include but not limited to the following:
i. Verify and confirm the size, power rating and heat duty of the Heat Exchanger.
ii. Confirm materials of construction are suitable for its service.
iii. Provide detailed heat and mechanical design calculations.
iv. Provide detailed Heat Exchanger drawings and data sheets.
v. Perform Transportation and Site Assembly study.
The detailed heat and mechanical design calculations and drawings shall be submitted for
Company review and approval prior to fabrication.
The Heat Exchanger shall be in accordance with API code and ASME VIII Div.1.

b) Pressure Vessels and Tank


Vendor shall be responsible for the detailed engineering of all pressure vessels and tanks in
accordance with the relevant Company supplied specifications and documents. The work to be
performed by Contractor shall include, but not limited to:
i. Verify and confirm the size of all the pressure vessels and tanks.
ii. Confirm the design of all vessel internals.
iii. Confirm materials of construction are suitable for their service.
iv. Provide detailed pressure vessel and tank design calculations.
v. Provide detailed pressure vessel and tank drawings and data sheets.
vi. Perform Pressure Vessel internals site assembly (if delivered as shipped loose).
The detailed pressure vessel and tank design calculations and drawings shall be submitted for
Company review and approval prior to material procurement and fabrication.
All pressure vessels shall be in accordance with ASME VIII Div. 1 or Div. 2,
Tank will be designed for underground service, the cathodic protection for the tank shall also be
considered if required. Tank mechanical design can refer to ASME VIII Div. 1 or Contractor may
propose an alternative design based on manufacturer standard subject to Company approval.

c) Pumps
Vendor shall be responsible for the detailed design of all pumps, and their drivers in accordance
with the relevant Company supplied specifications and document. The work to be performed by
Contractor shall include, but not limited to:
i. Verify and confirm the type, capacity, differential head, and performance curve, driver, working
duty (parallel and duty-standby).
ii. Confirm materials of construction are suitable for their service.
iii. Provide detailed flow rate/ capacity and differential head design calculations.
iv. Provide detailed pump, mechanical seal, and driver drawings and data sheets.
The detailed design flow rate and differential head calculations, performance curve and drawings
shall be submitted for Company review and approval prior to fabrication.
The equipment shall be designed and manufactured in accordance with the codes and standards
stated in Company specifications and Company approved data sheets.

The new gas engine shall be able to synchronize and load share with existing power generation
system installed at Biogas plant facilities.

d) Air Compressor Package


Vendor shall be responsible for the detailed design of air compressor package including air dryer
in accordance with the relevant Company supplied specifications and document. The work to be
performed by Vendor shall include, but not limited to:
i. Verify and confirm the capacity/ flow rate, air quality/ dew point, performance curve.
ii. Confirm materials of construction are suitable for their service.
iii. Provide detailed design calculations of the air compressor package and air dryers.
iv. Provide detailed drawings and data sheets for air compressor package, air dryers and the
control system.
The design flow rate, dew point, performance curve, and drawings shall be submitted for
Company review and approval prior to fabrication.
The air compressor package would be designed with 2x100% duty and with lead-lag capability.
The air compressor lead-lag start-stop and air dryer regeneration sequence shall be controlled
using PLC based controller. Soft starter shall be provided for motor driver starting system.

e) Flare Package
Contractor shall be responsible for the detailed design of flare system consist of flare tip, flare
stack and flare ignition system in accordance with the relevant Company supplied specifications
and documents.
The work to be performed by Vendor shall include, but not limited to:
i. Verify and confirm the dispersion and radiation studies.
ii. Verify and confirm the flare stack, flare tip and flare ignition system location and elevation.
iii. Verify and confirm the size of the flare stack.
iv. Confirm the selection of the flare tip design.
v. Confirm materials of construction are suitable for their service.
vi. Provide detailed design calculations of type flare stack, flare tip and ignition system.
vii. Provide detailed drawings and data sheets of complete flare system and accessories.
viii. Provide detail of maintenance method for flare tip assembly.
The detailed design calculations and drawings shall be submitted for Company review and
approval prior to material procurement and fabrication.

f) HVAC (Heating, Ventilation and Air Conditioning)


Contractor shall be responsible for the detailed design, procurement, and installation and testing
of fans and vents for fresh air circulation and air conditioning and ventilation system to maintain
positive pressure on the the new building, maintain the temperature at 24 deg. C and relative
humidity of Rh 40% - 60%.
The work to be performed by Vendor shall include, but not limited to:
i. Provide detailed cooling load for air conditioning and fans capacity calculations.
ii. Confirm materials of construction are suitable.

g) Platform, Ladders and equipment shipped loose materials


Equipment access platform, stairs and ladders shall follow Standard Specification. Vendor may
propose an alternative design based on manufacturer standard for Company approval.
Equipment shipped loose items such as access platforms, ladders, handrails, supports, internals
etc. shall be trial fitted at Supplier’s workshop to ensure there is no misalignment during site
installation.
h) Equipment Identification/ Marking
All equipment shall have proper identification (painted with black color) describing the tag number
and name painted on the visible area.
All equipment shall also have a dedicated SS316 nameplate, all information required to be shown
are stipulated on equipment specifications.
i) Lubrication, Grease and First Fill
Vendor shall provide the detail list of lubrication (lube oil), grease and first fill for the equipment
based on Supplier recommendation. The lubrication equivalencies shall also be detailed on the
list and selection of lubricants is subject to Company approval.
j) Master Equipment List
Vendor shall be responsible for development of Master Equipment List detailing all of mechanical,
instrument and electrical equipment required for the facilities. Such list shall reflect final selected
equipment.
Vendor shall verify and update the information shown in the equipment list at proposal stage.
k) Detailed mechanical engineering activities shall include the support for development of
Operating and Maintenance Manual, engineering registers and core data bases.

Deliverables

5.4.10. Piping Engineering


General
Vendor shall perform piping detailed engineering for the new facilities. Detailed engineering work
shall produce deliverables meeting Company requirements, to the extent required for
procurement, fabrication, construction and installation of equipment and materials required for the
new facilities.
Vendor shall perform the detail engineering of all piping system to meet the performance and
functional requirements. Engineering deliverables shall include philosophies, calculations,
studies, specifications, data sheets, drawings and others necessary to complete Work.
Vendor shall be responsible to gather, verify and update any documentation of existing facilities
having design interface with new facilities, to ensure integration of new facilities to the existing
facilities. Verification of such documents to the actual condition is sole responsibility of Vendor.
Vendor shall be responsible for any cost incurred as a result of piping clashes within the design.

Detail Activities
In performing the mechanical detailed engineering, Vendor shall adhere to the following
requirements:
a) Material Selection Study
Vendor shall be responsible for the Piping material selection required for the facilities.
b) Piping Material Specification
Vendor shall develop Piping Material Specification, based on process condition, material selection
study, pipe wall thickness calculation, etc referring to Company specification. Vendor shall use
existing Pipe Class that applicable for the project and/or create new pipe classes whenever
required.
c) Wall thickness calculation
Vendor shall perform wall thickness calculation using applicable Code for all new pipe sizes or
new piping classes which are not available in the current Company Specification.
d) Site Survey
Vendor shall conduct site surveys for design verification to ensure constructability with a clash-
free design. Detailed activity and check lists shall be prepared prior to site survey and shall be
included in the site survey report. The activity shall include, but not limited to:
i. Determine and/or verify the tie in location.
ii. Obtain all required information of the existing piping and support type adjacent to the tie in
location.
iii. Verify available spaces required for installation of new lines on the existing piperacks.
iv. Obtain documentation of the existing facilities.
Such survey shall be performed to determine:
i. The actual elevation, coordinates, flange type and orientation (flange tilt/inclination) and bolt
holes orientation.
ii. Pipe wall thickness at pipe cutting position.
Vendor shall prepare material requisitions, data sheet, specification, drawing, RFQ, TBE and
other technical documents for the procurement of all piping material, piping insulation, piping
specialty items, spring supports, any piping accessories and necessary bulk materials as
necessary to complete the facilities.
f) Piping and pipe support 3D modelling
Vendor shall adhere to all requirements for 3D modelling.
g) Standard and special pipe support drawing

Vendor shall develop standard and special pipe support drawings required for the facilities.
Special pipe supports with loads equal to or exceeding 20kN, or heights equal to or exceeding
2.2m are subject to Civil/Structural analysis.
h) Plot Plan and Equipment Layout
i. Vendor shall develop a detailed plot plan showing all individual equipment items listed by tag
name on the plot plan. This plot plan is to be optimized taking into account actual factors that
impact the layout on the actual plant site. The Plot plan shall include the existing facilities of
Biogas Plant.
ii. The following key factors must be considered while developing the plot plan:
1. The layout of the equipment shall be developed taking into account code requirements, safety
requirements, operating and maintenance access requirements, equipment spacing
requirements, constructability and good engineering design practice.
2. The layout shall comply with outcome of noise, facility siting, HAZOP studies.
Any required relocation of equipment in order to complete the Work shall be Vendor’s
responsibility and shall not be used as a basis for a Change to the Contract Value and/or the
Contract Schedule.
i) Piping Plan and Layout
i. Vendor shall develop piping plan, section and elevation drawings with required details to define
the pipe routing, location of all valves, pipe supports, etc. These drawing shall be updated to as-
built status after mechanical completion.
ii. Vendor shall prepare detailed piping layouts to define the pipe routing within Installation Site.
The layout shall be developed taking into consideration access and clearance for maintenance of
the equipment, installation, safety considerations and code requirements. Piping layout shall
generally allow for grade access to all operating valves such that the valves can be safely
operated and maintained. Valves located seven feet or above operating level shall be provided
with chain operators or permanent access platforms. Wherever possible stairways shall be used
to access elevated platforms rather than ladders.
iii. Piping layouts shall consider the most efficient and logical layout of piping minimizing use of
fittings and extraneous piping run. Pipe runs shall be only in vertical and horizontal planes.
j) Pipe Stress Analysis
Vendor shall carry out a detailed pipe stress analysis for all the lines. The pipe stress analysis
shall confirm adequate supports (guides, line stopper, anchors, etc) to limit thermal, pressure-
induced, and occasional stresses and static & rotating equipment nozzle loads to allowable
levels. Dynamic analysis shall be performed as necessary to ensure resonance does not occur
for piping connected to rotating equipment. All calculations shall be up-dated to incorporate
Vendor data.
The stress calculation result such as pipe support/pipe rack loading shall be used for
civil/structural design and spring support selection. The pipe stress report shall be submitted for
Company review and approval during detail engineering.
k) Line List
Piping engineer shall assist the process engineering team in the development of line list showing
piping class, size, process conditions, painting and insulation, NDE type, hydrostatic/pressure test
requirements, stress category, stress calculation number etc. for each line in accordance with
Company requirements.

Piping isometrics shall be prepared for all the lines. The piping isometrics shall show dimensions,
pipe support, piping, and components in required detail such that it can be used for procurement
and fabrication. Isometrics shall also include relevant design conditions, testing conditions,
painting and insulation requirements, cleaning requirements and any necessary data required for
fabrication, installation and testing.
m) MTO and bill of material (BOM)
Vendor shall prepare MTO for piping, flanges, manual valves, fittings, and bulk items such as
bolts, nuts, and gaskets shall be extracted from PDMS model. The final MTO or BOM shall
include additional spare quantity as approved by Company. MTO shall consider piping material
for future facilities.
n) Fire water system
Vendor shall develop fire water system piping that can be connected to existing firewater system.

5.4.11. Civil/Structural Engineering


General
Vendor shall perform civil/structural detailed engineering for the new facilities. Detailed
engineering work shall produce deliverables to the extent sufficient for procurement, fabrication,
construction and installation of equipment and materials required for the new facilities.
Vendor shall perform the detail engineering of all foundations, buildings, shelters, concrete, steel,
and other structures to meet the performance and functional requirements. Engineering
deliverables shall include philosophies, calculations, studies, specifications, data sheets,
drawings and others necessary to complete WORK.
Vendor shall be responsible to gather, verify and update any documentation of existing facilities
having design interface with new facilities, to ensure integration of new facilities to the existing
facilities. Verification of such documents to the actual condition is sole responsibility of the
Vendor.
Vendor shall conduct topographic surveys necessary to design the facilities.

Detail Activities
Civil/Structural detailed engineering activities shall include but not limited to:
a) Equipment Foundation
Vendor shall be responsible for the detail engineering of all equipment and other foundations in
accordance with the relevant Company supplied specifications and documents. The work to be
performed by Vendor shall include but not limited to:
i. Provide detailed engineering calculations of all foundations.
ii. Provide detailed engineering drawings of all foundations.
iii. Confirm that materials of construction are suitable for intended service and comply with
Company Specifications.
The Detail Engineering Design calculations and drawings of all foundation shall be submitted for
Company review and approval.
b) Piling
Vendor shall be responsible for the detailed engineering of piling system (design capacity, depth,
diameter, type of material, etc.) in accordance with the relevant Company supplied specifications
and documents. The work to be performed by Vendor shall include, but not limited to:
i. Provide detailed engineering calculations for piling (design capacity, depth, diameter, type of
material, etc.).
ii. Provide detailed engineering drawings for piling (piling layout, pile head treatment, etc.).
iii. Confirm that materials of construction are suitable for intended service and comply with
Company’s specifications.
The detailed engineering calculations and drawings of piling shall be submitted for Company
review and approval.
c) Road, paving, walkway and gravelling
Vendor shall be responsible for the detailed engineering of all Roads, pavement, gravelling and
walkways in accordance with the relevant Company supplied specifications and documents. The
work to be performed by Vendor shall include, but not limited to:
i. Provide detailed engineering calculations for roads, pavement, gravelling and walkways.
ii. Provide detailed engineering drawings for roads, pavement, gravelling and walkways.
iii. Confirm that materials of construction are suitable for intended service and comply with
Company Specifications.
In performing the engineering, Vendor shall adhere to the following requirements:

• Roads shall have gravel surface designed for heavy duty service.
• Concrete pavement walkways shall be designed as light duty.
The Detail Engineering calculations and drawings of Road, pavement, gravelling and walkway
shall be submitted to Company for review and approval.
d) Drainage and Sewer
Vendor shall be responsible for the detailed engineering for Drainage and Sewer system in
accordance with the relevant Company supplied specifications and documents. The work to be
performed by Vendor shall include, but not limited to:
i. Provide detailed engineering calculations of Drainage and Sewer.
ii. Provide detailed engineering drawings of Drainage and Sewer.
iii. Confirm materials of construction are suitable for its service and comply with Company
Specifications.
The detail engineering design calculations and drawings of drainage and sewerage shall be
submitted for Company’s review and approval.
e) Pipe Racks and Pipe Supports
Vendor shall be responsible for the Detail Engineering of Pipe Racks and Pipe Supports in
accordance with the relevant Company supplied specifications and documents. The work to be
performed by Vendor shall include, but not limited to:
i. Provide detailed engineering calculations of Pipe Racks and Pipe Supports
ii. Provide detailed engineering drawings of Pipe Racks and Pipe Supports
iii. Confirm that materials of construction are suitable for intended service and comply with
Company Specifications.
The Detail Engineering Design calculations and drawings of Pipe Racks and Pipe Supports shall
be submitted to Company for review and approval.
The work to be performed by Vendor shall include, but not limited to:
i. Provide detailed engineering calculations of New Building.
ii. Provide detailed engineering drawings of New Building.
iii. Confirm that materials of construction are suitable for intended service and comply with
Company Specifications.
New building shall be designed as a blast resistant building.
New building shall be a single story building with a concrete foundation, structural steel frame,
corrugated metal roofing, and completed with a HVAC system necessary to maintain positive
pressure, temperature and humidity as per design requirements. In addition, bathroom, kitchen,
and praying room shall be provided.
Air Handling Unit (AHU) of HVAC shall be covered by shelter, structurally integrated with building.
The detail engineering design calculations and drawings of new Building shall be submitted to
Company for review and approval.
Vendor shall be responsible for the detail engineering of fire proofing of the facilities in
accordance with the relevant standard specifications and documents. The work to be performed
by Vendor shall include, but not limited to:
i. Provide detailed engineering calculations for fire proofing.

Vendor shall be responsible for the detailed engineering of equipment shelters including
Instrument Air compressor, and others as required, in accordance with the relevant standards
specifications and documents. The work to be performed by Vendor shall include, but not limited
to:
i. Provide detailed engineering calculations for equipment shelters.
ii. Provide detailed engineering drawings for equipment shelters.
iii. Confirm that materials of construction are suitable for intended service and comply with
Company Specifications.
k) Fire water system
Vendor shall be responsible for the detailed engineering for Fire Water System including
trenching, crossing, anchor block, fire monitor foundation, etc.), in accordance with the relevant
Company supplied specifications and documents. The work to be performed by Vendor shall
include, but not limited to:
i. Provide detailed engineering calculations for fire water system
ii. Provide detailed engineering drawings for fire water system
iii. Confirm that materials of construction are suitable for intended service and comply with
Company Specifications.
The detail engineering calculations and drawings for fire water system shall be submitted for
Company review and approval.
l) Fire wall for Power Transformers
Vendor shall be responsible for the detailed engineering fire wall for Power Transformer in
accordance with the relevant standard specifications and documents. The work to be performed
by Vendor shall include, but not limited to:
i. Provide detailed engineering calculations for fire wall for Power Transformer.
ii. Provide detailed engineering drawings for fire wall for Power Transformer.
iii. Confirm that materials of construction are suitable for intended service and comply with
Company Specifications.
Each transformer shall be completely surrounded by firewalls except for one side that is required
for maintenance access which shall be fenced.
The detail engineering calculations and drawings fire wall for Power Transformer shall be
submitted for Company review and approval.
m) Fencing and Gates
Vendor shall be responsible for the detail engineering of fencing and gates in accordance with the
relevant standard specifications and documents. The work to be performed by Vendor shall
include, but not limited to:
i. Provide detailed engineering drawings for fencing and gates.
ii. Confirm materials of construction are suitable for intended service and comply with Company
Specifications.

5.4.12. Process Safety Engineering


General
Vendor shall perform process safety detailed engineering for the new facilities. Detailed
engineering work shall produce deliverables meeting Company requirements, to the extent
required for procurement, fabrication, construction and installation of equipment and materials
required for the new facilities.
Vendor shall perform the detail engineering of all process safety systems to meet the
performance and functional requirements. Engineering deliverables shall include philosophies,
calculations, studies, specifications, data sheets, drawings and others necessary to complete
WORK.
Vendor shall be responsible to gather, verify and update any documentation of existing facilities
having design interface with new facilities, to ensure integration of new facilities to the existing
facilities. Verification of such documents to the actual condition is sole responsibility of the Vendor
under this Contract.
Within thirty (30) Days after the Effective Date, vendor shall submit to Company for approval a
plan for the safety review workshops (HAZOP) and safety studies. The plan should detail, as a
minimum, milestones for reviews, the procedure and methodology.
The high commitment to safety and involvement of Vendor to develop, prepare, and produce the
safety engineering deliverables and facilitate respective workshops shall involve methodology to
cover:
i. detail planning;
ii. management coordination;
iii. recording and reporting study findings;
iv. assignment of responsibility for resolving actions;
v. tracking outstanding actions;
vi. acceptance and close out of the actions;
vii. compilation of the final working documents.

Vendor shall actively participate in all safety design activities, applying their experience to identify
potential risks.Vendor is responsible for incorporating any modifications during detailed
engineering into all applicable documentation, drawings, and procedures in a consistent manner.

Detail Activities
Process safety detailed engineering activities shall include:
a) Safety review workshop

The safety review workshops shall be formally structured, facilitated/chaired by an independent


third party, attended by appropriate personnel from both Vendor and Company.
Facilitator/chairman from third party shall be proposed by vendor for Company approval.
Vendor shall be responsible to organize the safety review workshops and shall provide Company
with a prior notice by no later than fourteen (14) Days prior to the scheduled event. Venue of the
safety review workshop shall be subject to Company’s approval.
All action items and recommendations from these reviews shall be documented and submitted to
Company in a formal report.
Action items and recommendations from the reviews shall be addressed and closed out with a
proper documentation in a timely manner. All action items and recommendations shall be closed
out prior to Handover to Company.
Documents to be made available for the review workshops shall include:
i. process flow diagrams;
ii. heat and mass balances;
iii. piping and instrumentation diagrams;
iv. cause and effects diagrams;
v. equipment layouts and plot plans;
vi. electrical / instrumentation hazardous area classification diagrams;
vii. fire and gas detectors layout;
viii. Safety equipment and escape route layout.

Cost of the third party and vendor’s Group Personnel participating in the reviews shall be part of
Lump Sum price.
Safety review workshops shall include but not limited to:
i. HAZOP
HAZOP workshops shall be held upon substantial completion of the detailed design process to
ensure a complete and thorough review of the total facilities.
ii. Fire Water Demand
Vendor shall develop the fire water demand calculation during detailed engineering
iii. Fire Water Hydraulic Calculation
Vendor shall develop fire water hydraulic calculation during detailed engineering
iv. Facility Siting Review
Vendor shall perform facility siting review in the detailed design.
v. Hazardous Area Classification Schedule
Vendor shall develop Hazardous Area Classification Schedule in the detailed design

5.4.13. 3D Modelling

The 3D Model shall capture all equipment, piping, instrument & electrical, safety, ergonomics &
human factor engineering, mechanical handling (for operating and maintenance purposes),
operability assurance and constructability information required to finalize detailed design,
construct, install, commission & start up, and hand over the facilities to Operations.
Contractor shall perform 3D Model review workshops, involving relevant Company personnel, at
30%, 60% and 90% completion of 3D Model.

5.5 Construction

Vendor shall develop all construction plans, procedures, specifications, method


statements, inspection and test plans and other documents, as required to ensure safe
mechanical completion and completion accordance with CONTRACT.
The Construction scope of work in this paragraph is divided into four (4) main overlapping phases,
namely:
a) Construction Site establishment
b) Construction Site Mobilisation
c) Construction Site execution
d) Construction de-mobilisation
Construction Site establishment shall include but not limited to establishing facilities and the
training of Personal, design, supply, production and installation of Site temporary facilities,
establishing pre-assembly fabrication facilities and obtaining required permits for Site
establishment.
Construction Site Mobilisation shall include, but not be limited to, Mobilisation to Worksite of
Vendor’s construction and Site services personnel, construction of the camp accommodation and
offices and related facilities for Vendor’s, construction of other temporary facilities, site preparation,
infrastructure construction of lay-down areas and material receiving and warehousing facilities.
Construction Site execution shall include, but not be limited to provision of field services,
earthworks, fabrication and erection/installation, inspection and testing, completion and
handover activities all as required to achieve/make Mechanical Completion and Completion.
Vendor execution shall include demobilisation of all construction supports, temporary
facilities plan and personnel from site.

8. Construction Execution Plan submitted for review and Approval, it will become a live document,
and will be updated by Vendor during the execution of the WORK, to reflect significant changes
and/or deviations.

5.6 Commissioning and Start-up

1. Vendor shall be responsible for all Commissioning activities until Handover is achieved and
completion of all remaining Punch List, inspection test records, or any other exceptions agreed at
Handover.
2. Vendor shall develop a Division of Responsibility Matrix showing clear division of responsibilities
between construction, engineering, Commissioning
3. Vendor shall define and submit for Approval, the list of system handover. The numbering plan
will enable accurate recording of inspection and test records for the appropriate System.
4. Vendor shall include Company in Commissioning activities. The involvement of company
personnel shall not relieve Vendor of its responsibilities.
5. Vendor shall prepare and submit to Company for review and Approval a recommended
Commissioning spare parts list.
6. Vendor shall be responsible for tagging, storage, tracking and preservation of all Commissioning
materials and Commissioning spare parts.
7. Vendor shall track delivery of Commissioning spare parts and provide verifiable data to show
spare parts arrive prior to system MC dates. Should such dates not meet this requirement, Vendor
shall expedite delivery by fastest method available (e.g. air freight).
8. Vendor shall perform Commissioning activities which include, but are not limited to:
a) Cleanliness verification, flushing and inerting
b) Specialized cleaning (e.g. chemical cleaning, high pressure water cleaning, pigging);

6 PRE-CONDITION FOR TENDERING


a) All VENDOR shall study thoroughly the requirements of the COMPANY as specified in the
tender document and drawings. After having fully understand these requirements each
VENDOR shall then prepare proposal drawings for submission to the COMPANY. These
proposal drawings shall form the basis of tender submission by the respective VENDOR. All
VENDOR are hereby reminded to submit these proposal drawings along with the completed
tender documents to the VENDOR for the purpose of tender evaluation. The COMPANY
reserves the full rights to disqualify any VENDOR who does not fully comply.
b) It is also compulsory for all VENDORS to submit products' catalogues / brochures / manuals
together with the completed tender documents to the COMPANY for evaluation. These
products' catalogues / brochures / manuals are intended to provide sufficient information to the
COMPANY regarding of the types of products to be supplied and installed by the successful
supplier. Similarly, the COMPANY reserves the full rights to disqualify any VENDOR who does
not comply with this tender instruction.

7 PERFORMANCE GUARANTEE AND WARRANTY


The period of warranty shall be 12 (twelve) months commencing after the issuance of Taking
Over certificate has been applied or as per stated in the contract. The warranty shall include man
power, spare parts, tools and out of pocket expenses for the engineer for the satisfactory
maintenance of these Bio-CNG Package System during the maintenance period.

CONTRACTOR shall meet the expected performance at Technical Specification sheets paragraph
8.2 to 9.4. CONTRACTOR shall have its own option to repeat the Performance Guarantee within

the reasonable periode and maximum number of test run or to pay liquidated damage. Payment of
liquidated damage shall constitute COMPANY’s sole and exclusive remedies for any falure to meet
the Performance Guarantee. Then, the plant shall be deemed acceptance and constitute full and
final settlement of CONTRACTOR’S liability for failure to meet the Performance Guarantee.

Commissioning support by CONTRACTOR is required in order for Performance Guarantee to be in

8 BIOGAS UPGRADING UNIT


Biogas is naturally produced from the decomposition of organic waste. This organic matter, break down
in an anaerobic environment, which is an environment absent of oxygen, will most likely release a blend
of gases primarily consisting of methane (CH4) and carbon dioxide (CO2), as well as a high level of
Hydrogen Sulfide (H2S). Biogas that has been upgraded to a quality similar to that of natural gas and
having a methane concentration of at least 90% or greater is called biomethane or renewable natural
gas or RNG. Biogas upgrading unit consists of two (2) main system :
1) Raw Biogas pre-treatment
- Biogas Cooling (Existing unit at Biogas Plant)  Scope by COMPANY 1
Biogas drying and dehumidification plant by gas cooling with condensate separation. Gas cooling
of the warm and saturated raw gas from the existing Digester and existing Biological Scrubber is
provided by a cooling unit which use Shell and Tube Heat Exchanger type.
- Gas Buffer Tank
Biogas from Biogas Cooling will flow to Gas Buffer Tank. Holding time at Gas Buffer Tank is 30
minutes to 1 hour.
- Gas Blower
To be able to use the gas in the gas treatment system, the gas pressure must be increased with
the aid of the compressor. It operates pressure and frequency controlled.
- H2S activated carbon filter
To protect the gas treatment any hydrogen sulphide (H2S) contained in the biogas must be
reduced. To separate the hydrogen sulphide from the biogas, a special activated carbon filter is
used, which must be replaced with a fresh carbon if necessary (loaded).
2) Biogas Upgrading Plant
- Gas Compressor
The gas compressor conveys the treated biogas to be upgraded and the partial backflows from the
process and compresses them to the required working pressure of the gas upgrading system. The
compressor is installed in the equipment room.
- Gas Cooling
After the gas has been compressed, the gas is cooled in a plate heat exchanger. The coolant
circulates in a closed circuit and is cooled in two stages. The pre-cooling consists of a table cooler,
which seasonally handles up to 35% of the cooling capacity with the outside air. The main gas
cooling stage cools the gas down to the required temperature using a chiller. To save energy for re-
cooling the coolant, the plate heat exchanger is designed to operate in the widest possible
temperature range of the coolant.
- Condensate Separator
The condensate produced by cooling is collected in a specially designed and level-monitored
condensate separator with internal demister. The condensate is discharged at the outlet flange
without pressure by means of a valve lock. The condensate must be collected and discharged into
a suitable condensate shaft on site.

At normal conditions, the expected compositions of biomethane and off-gas at the outlet of the
upgrading unit are given hereafter, for an expected CH4 recovery rate of 97.5 %.

9.4 Pressure Reduction System (PRS)

CNG Gas from Bio-CNG Plant will be delivered to Tarjun Refinery Plant in order to direct injection to the
Tarjun Refinery Gas Grid. Gas grid consist Pressure Reduction System (PRS) that allows the high
pressurized gas to flow from 250 bar to as low as 2 bar.
The PRS also perform a safety function to limit the downstream pressure up to predetermine set point.
