1.0 SCOPE

This Transmission Material Standard Specification (TMSS) specifies the minimum


technical requirements for design, engineering, manufacture, inspection, testing and
performance of Splice or Termination Kits for Power Cables rated 69, 110 , 115, 132, 230
or 380 kV, intended to be used in the transmission system of National Grid, Saudi Arabia.

2.0 CROSS REFERENCES

This Material Standard Specification shall be read in conjunction with the latest revision of
National Grid SA General Specification No. 01-TMSS-01 titled "General Requirements for
All Equipment/ Materials", which shall be considered as an integral part of this TMSS.

This TMSS shall also be read in conjunction with National Grid SA Purchase Order or
Contract Schedules for project, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the following Codes and Standards shall be applicable
for the equipment/material covered in this TMSS. In case of conflict, the vendor/
manufacturer may propose equipment/material conforming to one group of Industry Codes
and Standards quoted hereunder without jeopardizing the requirements of this TMSS.

3.1 IEC 60840 Power cables with extruded insulation and their accessories for
rated voltages above 30kV (Um=36kV) up to 150kV (Um=170kV)-
Test methods and requirements

3.2 IEC 62067 Power cables with extruded insulation and their accessories for
rated voltages above 150kV (Um=170kV) up to 500kV

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General

4.1.1 The splice or termination kits shall meet or exceed the requirements of this
Specification in all respects.

4.1.2 Manufacturer's drawings shall show all components of the splice or


termination, together with all pertinent dimensions for National Grid SA
review. The dimensions of cable termination interfaces for SF6 Gas
Insulated Switchgear (GIS) shall meet the requirements of IEC 62271-209
or IEEE 1300. Any variations in these dimensions due to manufacturing
tolerances shall be indicated at the drawing.

4.1.3 Conventional or dry type plug-in or dry type outdoor terminations shall be
provided, as specified in SOW/TS.

4.2 Design Criteria

4.2.1 The design and construction of the splice shall essentially meet the latest
requirements of IEC 60141-1, IEC 60840, IEC 62067 or IEEE 404.

4.2.2 The design and construction of the termination shall essentially meet the
latest requirements of IEC 60141-1, IEC 60840, IEC 62067 or IEEE 48.

4.2.3 The accessory manufacturer shall liaise fully with the GIS, transformer and
cable manufacturer regarding size and dimensions to ensure that the cable
sealing ends interface correctly with GIS, transformer and/or cable.

4.2.4 The ratings shall be as indicated in the Data Schedule.

4.2.5 Gas immersed terminations, fluid filled & plug in/dry type at the SF6
switchgear shall comply with the requirements of IEC 62271-209. The
plug in/dry type cable terminations shall fully comply to the GIS cable
compartment.

4.2.6 The termination shall have a sealed construction in order to avoid any
leakage (gas or oil) between GIS or transformer and cable termination.

4.2.7 The cable glands of the sealing ends shall be insulated from the SF6
switchgear, and transformers.

4.2.8 The sealing ends shall be provided with oil expansion tank where ever
necessary.

4.2.9 Corona shield shall be provided at the top of outdoor termination where
ever necessary. Arcing horns shall be provided at the top and base of each
outdoor termination where ever necessary.

4.2.10 Wherever the sheath potential is connected to the base, the base itself shall
be insulated from supporting steelwork by mounting on porcelain or epoxy
resin pedestal type insulators.

4.2.11 The design of terminations shall include an external high sensitivity partial
discharge (PD) measuring sensor where ever necessary.

4.2.12 The splice or termination shall be designed for service conditions specified
in 01-TMSS-01 (latest revision) and power cable having maximum
emergency loading temperature of 105ºC suitable to work with for 3 hours.

4.2.13 All components of the splice or termination shall perform without distress
under normal cyclic loading and fault conditions. When the dielectric
strength of the cable termination is dependent upon taping or the use of
auxiliary insulation, such insulation shall be used when any design (type)
tests are performed.

4.2.14 Splice shall be from jacket to jacket provided with waterproofing,


mechanical protection, and completely sealed of the cable ends to be
jointed. The Cable joints buried in the ground shall preferably be enclosed
in a fibreglass/coffin box casing and the space between the joint and casing
shall be completely filled with approved appropriate compound. Any
change in this filling compound shall initiate approval from National Grid
SA.

4.2.15 Heat transfer interface within the splice shall be in direct contact to the
compression/mechanical connector.

4.2.16 The splice design shall also prevent the presence of air especially at stress
points, such as splice insulating materials in direct contact to the cable
insulation.

. 4.2.17 Depending on the type of bonding system for power cable, splice and
termination shall be provided with a sheath sectionalizer/shield break
insulation. Metallic sheaths from both sides of the cable splice shall be
overlapped across the sheath sectionalizing insulation before taking any
exit in cross-bonded splice.

4.2.18 The jacket tubing, if needed, shall be generally suitable for indoor and
outdoor installation, be ultraviolet and chemical resistant and with or
without adhesive coatings. It shall also be capable of being stored without
damage as per the manufacturer recommendations.

4.2.19 Components shall not be adversely affected in any manner by contact with
other materials normally used in the construction of cable joints and shall
not increase the rate of corrosion of any metal with which they may come
in contact.

4.2.20 The termination shall be Class 1 per IEEE 48 or equivalent. For GIS or
transformer terminations, the temperature of the medium in direct contact
with the termination (ambient inside enclosure) shall not exceed 55ºC
during normal operation.
The Oil used in indoor and outdoor terminations shall be preferably silicone
oil, poly-isobutylene or equivalent.

4.2.21 All terminations to Low Pressure Oil Filled (LPOF) power cable and GIS
shall employ, as a minimum, a double sealing method/blind ended
construction per IEC 62271-209 to prevent leakage of SF6 gas and oil. The
seals shall have a life expectancy of not less than 30 years.

4.2.22 Non-linear resistance/surge arresters shall be provided and installed


symmetrically between the GIS-side flange and ground, at the cable
termination with GIS having shield break insulation to bypass very fast
transients generated in GIS per IEC 62271-209 or IEEE 1300 The non-
linear resistor shall be calculated and provided as per TES-P-119.41 or If
required cable termination manufacturer shall provide sheath voltage
limiters (SVL), to be installed between the GIS-side flange and the
termination gland to bypass very fast transients generated in the GIS. The
dimensioning/ layout of these SVL’s is in the responsibility of the Main-
Contractor.

4.2.23 In order to avoid the mismatch of power cable and its associated
accessories, the manufacturer/supplier shall provide the precise dimensions
with their tolerance.

4.3 Materials

4.3.1 Connector (If Provided)

a. The connector material shall be suitable for aluminum or copper


conductors. Copper to copper cable connections shall use copper
connectors. Aluminum to aluminum cable connections shall use
aluminum connectors. Copper to aluminum cable connections shall
use suitable bimetallic connectors for the purpose. For outdoor and
indoor terminations, all connectors shall be tin-plated.

For mechanical connectors the connector material shall always be


aluminum alloy and suitable for aluminum to aluminum, copper to
copper and copper to aluminum connections.

b. Connectors used for aluminum-to-aluminum cable connections and


copper to aluminum cable connections shall be tested per ANSI
C119.4 or equivalent IEC standard for thermal and mechanical
withstand capabilities. Similar test protocol shall be followed for
connectors used for copper-to-copper cable connections.

c. For connections wherein the conductor of the cable and the connector
are of the same material, the effective cross-sectional area of the
connector shall at least equal the size of conductor of the cable.

d. Both compression and mechanical type connectors are acceptable.

e. Terminal pad hole size and spacing shall be as per NEMA CC 1


requirements. The number of holes shall be as follows:

4.3.2 Splice Insulation

a. The splice insulation material can be premolded, prefabricated,


laminated or heat shrinkable types. It shall equal or exceed the
electrical and physical properties of the cable insulation.

b. For heat shrinkable materials, the diameter shall reduce to a


predetermined size upon application of heat in excess of 120°C
yielding a maximum longitudinal shrinkage of 5%.

c. The recovered wall thickness of heat shrink insulation tubing over the
connector shall be uniform and equal to or greater than the cable
insulation thickness as given in Data Schedule.

d. The adhesive for heat shrinkable material shall have a softening


temperature not less than 90°C, in accordance with ASTM E28. The
same shall be compatible with other components of the joint and
cable, and after installation shall not flow at normal service
temperatures.

e. The size of the silicon insulating body shall be fully compatible with
the cable insulation.

4.3.3 Splice Jacket (If required)

a. The splice jacket shall be made of material compatible with the cable
jacket material i.e. black Polypropylene (PP), black PVC (type ST2),
linear low-density polyethylene (LLDPE) ST7, linear medium density
polyethylene (LMDPE) ST7 & high density polyethylene (HDPE)
ST7 as per IEC 60840 & 62067. The splice jacket shall be ultraviolet
resistant.

b. The recovered wall thickness of splice jacket shall match or exceed


the thickness of the cable jacket.

4.3.4 Splice and Termination Stress Control

The stress control material can be heat shrinkable, premolded (silicone-


rubber, epoxy or EPDM) or laminated types, enclosed in porcelain, epoxy
insulator or outer heat shrinkable tubing. Premolded type having springs on
both sides of the splice is not acceptable.

4.3.5 Termination Porcelain Insulator or Outer Tubing

a. The porcelain insulator shall be brown with standard glaze.

b. The heat shrinkable outer tube shall be ultra violet resistant and drip
water resistant. The outer tube may be provided on resin glass-fiber
tube to guarantee maximum strength during short circuit.

4.3.6 Grounding

Necessary grounding materials shall also be included in the kit.

4.4 Fabrication

4.4.1 General

a. Splices and terminations shall be supplied in complete kit form with


all materials and components required to complete the installation.
Connectors shall be included in the kit.

b. Components supplied with adhesive coatings shall have means to


prevent the coated surfaces from adhering to other non-coated
components.

c. In case of shielded cable, all items needed for wire or tapes clamping,
roll springs, sheath sectionalizing/shield break insulation (if required)
shall also be included.

d. Wherever necessary the cable enclosure and termination support


structure shall be equipped with means for isolating the cable sheath

to provide cathodic protection of the cable system per IEC 62271-209


or IEEE 1300.

4.5 Marking

4.5.1 Splice Kits

A suitable nameplate shall be provided in the splice kit giving the following
information :

a. Manufacturer's name/logo, part identification and date of


manufacture
b Factory Name & Location
c. Maximum voltage rating
d. Cable insulation diameter range, for premoulded splice only
e. Conductor size in mm²
f. 12-TMSS-10, (Latest revision)

4.5.2 Termination Kits

A suitable nameplate shall be provided in the termination kit giving the


following information :

a. Manufacturer's name
b. Type of termination
c. Designation no.
d. IEEE terminator class no, if applicable.
e. Insulation class
f. Maximum design voltage to ground
g. Maximum and Minimum cable conductor size
h. Maximum and Minimum cable insulation diameter
i. BIL
j. BSL (for 380kV insulation class only)
k. Rated internal pressure, kPa
l. Date of Manufacture
m. 12-TMSS-10, (Latest revision)

4.5.3 Connector Kits

For compression type connectors, the surface shall be marked with crimp
position knurls, die index number and manufacturer's code number.

5.0 TESTS

All test results shall be provided for review and acceptance by National Grid SA. The
insulation and screening material used for all one-piece premoulded joints and rubber stress
cone components of prefabricated joints shall be identical to those used in Type Test.

5.1 Design (Type) Tests

An appropriate type test as specified in this clause shall be made, before the
manufacturer supplies on a general commercial basis, the type of accessory described
in this specification in order to demonstrate satisfactory performance characteristics
of the basic accessory design.

In addition, the accessory manufacturer must demonstrate by type test on the specific
cable that any joint or termination that it is intended for use with the cable supplied
for a specific contract is compatible with that cable. The manufacturer shall also
confirm that the joints & terminations are compatible with cable manufactured by
other prequalified cable manufacturers.

5.1.1 Splice Kits for XLPE Insulated Power Cables

All splice kits for 69, 110, 115, 132, 230 or 380kV cable systems shall be
tested per IEC 60840, IEC 62067 or IEEE 404.

5.1.2 Splice Kits for LPOF Power Cables

All splice kits for LPOF cable systems shall be tested per IEC 60141-1 or
IEEE 404.

5.1.3 Termination Kits

All termination kits shall be tested per IEC 60141-1, IEC 60840, IEC
62067 or IEEE 48. Cable termination interfaces for GIS shall also be tested
per IEC 62271-209 or IEEE 1300.

5.1.4 The sheath sectionalizing/shield break insulation (if any) in splice and
termination kits shall be type tested according to Annex G of IEC 60840 or
IEC 62067.

5.2 Production (Routine) Tests

5.2.1 Splice kits shall be tested per IEC 60141-1, IEC 60840, IEC 62067 or IEEE
404.

5.2.2 Termination kits shall be tested per IEC 60141-1, IEC 60840, IEC 62067 or
IEEE 48.

5.3 Special Tests

5.3.1 The Vendor/manufacturer shall submit a Test Certificate proving the


ultraviolet resistance of the heat shrink tube/polymer material where
applicable. The test shall conform to the requirements of ASTM G 154.

The material test specimen(s) shall be subjected to the following test


sequence:

a. Eight (8) hours exposure to UV at a test temperature of 60°C


followed immediately by,

b. Four (4) hours exposure to condensation at a test temperature of


50°C.

The above sequence shall be consecutively repeated to a minimum of 252


cycles (i.e. total cumulative exposure to UV of 18 weeks minimum).

The change in test specimen surface and original tensile strength and
elongation shall be indicated in the Test Certificate.

5.3.2 In addition to the design (type) test given above, all outdoor termination
kits shall undergo a humidity and condensation test when specified in the
data schedule (Appendix "DD" of IEC 62271-201 and IEC 60507
respectively) or the cable out door termination manufacturer shall submit
the type test certificate from the insulator manufacturer including the test
mentioned above.

6.0 PACKING INSTRUCTIONS

In addition to the applicable items in 01-TMSS-01, packing and shipping of the splice and
termination parts shall also conform to the following:

6.1 All components of splices and terminations shall be clearly marked with the
supplier's name and reference numbers.

6.2 Electrically conducting components shall be marked "conducting" clearly and


permanently.

6.3 All components shall be capable of being stored without deterioration within the
temperature range -5°C to + 55°C. Components or materials, if subject to a shelf life
limitation, shall have the final date of use prominently and permanently shown on all
packages.

6.4 Each splice and termination kit shall be packed in its own individual re-sealable hard
board box, and the box shall be printed with the following minimum information:

b. Purchase Order Number/Contract No./Job Order No. (as applicable)
c. Manufacturer's Name
d. Year of Manufacture

f. Expiry Date (if applicable)

6.5 Each crate shall be fixed with an aluminum plate giving the following information:

the installation contractor.
