Reflection Paper Activity

“NDRRM Fund”

Disasters are one of the most terrifying events that could happen in this world
because it is inevitable and destructive. We might never know when it will occur and
what could happen. Being one of the survivors of the strongest typhoon in the world
namely super typhoon "Haiyan" made me more cautious and afraid of disasters. What
made it worse is that The Philippines has the highest disaster risk among 193 countries,
with a 46.82 index score, based on the World Risk Index (WRI) 2023. The country's
disaster risk index has been consecutively top-listed for previous years. The Philippine
Government continues to resolve this persistent issue, and that's the primary reason for
the existence of the National Disaster Risk Reduction and Management Council
(NDRRMC).

NDRRMC (formerly known as the National Disaster Coordinating Council) is a


working group primarily responsible for the safety of the well-being and welfare of
Filipino citizens during disasters or calamities. They provided a disaster risk reduction
and management plan which includes the annual allocation of funds for reduction,
mitigation, prevention, and preparedness activities of disaster risks called the "NDRRM
Fund". This fund is appropriated under the General Appropriations Act (GAA) under
RA 10121 or the PDRRM Act of 2010.

As I read the NDRRMF guidebook, I came up with a few realizations. One of


those is that NDRRM Fund is much more substantial than how we thought it was as it
serves various purposes. First, the fund is allotted for Disaster Risk Reduction or
Mitigation which encompasses training individuals, equipment acquisition, and capital
expenditures. Second, it is allocated for Relief recovery, and Reconstruction which

gives support for relief, reconstruction, and other efforts or services related to calamities
that happened in the current year or the 2 preceding years. The utilization of this portion
of the fund is legally approved by the President of the Philippines. Third, NDRRMF is
also to be used for infrastructure projects. These projects are implemented by the
Department of Public Works and Highways (DPWH). While local infrastructure projects
such as bridges, buildings, roads, and other likes may be handled by Local Government
Units (LGUs) with capacity. Fourth, the Quick Response Fund (QRF) provides
additional funding when the balance reaches 50% but is allotted under specific agency
budgets only. These purposes show us how crucial is the NDRRM Fund to the welfare
of the country and its countrymen.

In addition, the National Government Agencies (NGAs), Bureaus and offices of


the national government, State Universities and Colleges (SUCs), Government-Owned
and/or -Controlled Corporations (GOCCs), and Local Government Units (LGUs) are the
parties that may request NDRRMF Fund by filing project proposals which should be
aligned with the principle of mainstreaming reduction of disaster risk and climate change
in the development process, specifically in the area of water, agriculture, environment,
energy, health, education, land use, and urban planning, lessening poverty, and public
infrastructure and housing. Apart from the NDRRM Fund, they can request access to
Special Purpose Funds to finance disaster-related efforts and activities. However, a
project is only eligible to NDRMMF if it meets the following criteria: (1) it should be in the
Menu of Projects, (2) it should not be a prohibited item, and (3) it should be identified as
R/NDRRMC priority. As to the 1st criterion, under this are the NDRRM plan
precedencies on the following but not limited to the construction of endless evacuation
centers, construction of disaster and command operations centers, Nature- grounded
results of DRR, Priority Investment Program of RDRRMC, QRF Augmentation for NGA
with QRF allocation, Social Protection Assistance, Livelihood, and Agrarian Support for
early recovery, and Rehabilitation of Being structure. Now, regarding the 2nd criterion, a
project will not be covered by NDRRMF if: (1) the project has pre-existing damage
before a certain disaster (e.g. poor construction methodology or engineering design and
failure in preventive maintenance and regular inspection), (2) infrastructure rehabilitation

that has new construction in the auxiliary parts of bridge or roads and improvement of
roads, and (3) project request that is excluded from Situation Reports and Rapid
Damage Assessment and Needs Analysis.

Furthermore, I also learned that if an agency would like to seek the support of
NDRRMF with their project, they must secure an endorsement process first. Next, they
must develop and submit a project proposal. The last step is when their project request
undergoes actual processing.

Hence, I concluded that several due processes must be complied with and
obliged by agencies before an NDRMM Fund can be accessible to them. In that way,
there's a fair distribution of funds to any agency, so that, it can reach thousands of
people who might either be at risk, or worse, were already affected by a certain disaster.
Upon reading the guidebook, I've also learned that not all have the privilege of being
funded for NDRRM purposes. So, if you are one of the privileged, use the fund for
development, continuous improvement, and actual realization of your disaster risk
reduction and management plan and projects or activities. If that happens, then a great
number of individuals, if not all, will be prepared, will highly survive, and easily
overcome disasters and calamities.
