Chaplain Chace served as Chief of Chaplains in Europe, was a Cadet

known to visit UFO Interceptor pilots along the flight line early in his
career.

Chapter 1: World Governments share UFO

"On March 21, 1990, The Chief of the Russian Air Defense
Forces, General Igor Maltsev, commented that a 200 meter (328-
foot disc) near a Russian highway was beyond terrestrial
machine capabilities. The UFO encounter took place with MIG
fighters. In other articles, Maltsev shared he believed these
machines have been able to master gravity."[i]
Why is it the World governments do not all come out and admit
UFOs are in our skies when we now have photographic, video, radar,
and eyewitness evidence?
It seems, no matter how much evidence is provided, many world
governments continue to deny the existence of these visitors, even
while these ships hover over our homes, baseball stadiums and
follow our passenger planes.
There is no organized plan to introduce the subject of UFOs to
the worldwide community.
That said, various governments release documents from time to
time to confirm their presence in our skies.
In this first chapter, we discuss countries around the World that
have been sharing data on UFOs (UAPs) for decades.
Australia
The former Royal Australian Air Force Chief, Air Marshal Jones,
released his own UFO sighting on October 16, 1957.

Dr. Fontes shares: "All ships had the general shape of a saucer
with a cabin on top. All of them were of a very light metal, which was
assembled in segments that fitted in deep grooves and were pulled
together around the base. There was no sign of this on the outer
surface of the ships. Some of the ships had portholes made of an
unknown type of glass; many kinds of unknown materials were found
inside the ships."[xi]

On July 11, 1954, an interview with the RAF leader Air Chief
Marshal Lord Dowding declared;
The “London Daily Mail” shared, "the Air Marshal cited the high
volume of UFO reports, were reported speeding up to 9,000 miles per
hour as proof of craft created by an alien super science. Lord
Dowding considered the best evidence for the case for UFOs could
be found in Donald Keyhoe's 1953 book": 'Flying Saucers From Outer
Space.'[xviii]
"If there is a security risk, which I don't think there is, the
public should know the truth." And "If the Air Ministry has
found the answer to whether or not they exist, it is of great
interest to everyone." [xix]
"Mr. George Ward, the Air Minister, replied that RAF units have
standing instructions to report unusual flying objects when they
cannot readily be explained.
Reports which may have a bearing on air defense are
investigated. No special collaboration with Canada or the United
States is required." [xx]

Canadian Scientists
analyze UFO fragments from the U.S.
Wilbert Smith
(Canadian scientist) shared:
"As a general thing, the material differs only in that they are much
harder than our materials."
"I was informed that the disc was glowing and was about 10 feet
in diameter. A glowing chunk flew off, and the pilots saw it glowing all
the way down to the ground. He radioed his report, and a ground
party hurried to the scene. The thing was still glowing when they
found it an hour later. The entire piece weighed about a pound. The
segment that was loaned to me was about one-third of that. It had
been sawed off."
When asked about what they found during the analysis, Wilbert
Smith said, "there was iron rust. The thing was, in reality, a matrix of
magnesium orthosilicate. The matrix had great numbers– thousands–
of 15-micron spheres throughout it."
When asked whatever happened to that fragment after the
Canadians studied it, Wilbert Smith admitted it was returned to the
United States.
When asked if it was returned to the Air Force or Navy, Wilbert
confirmed "No."
In 1955, Col. Buschi, with the office of air attaché, with the Italian
Embassy in Ottawa, desired more information on the history of UFOs'
from the Canadian government. In response, Canadian headquarters
sent the following information:
"Sightings of flying objects have been recorded in the Canadian
press since the turn of the century, but it was not until about 1947 that
the Services (Military) took a more than a casual notice of these
sightings.”
“Since that date, reports of UFO sightings have been collected
by various government departments on a voluntary submission basis.
While these reports were reviewed, the data presented never
appeared to warrant a systematic and scientific analysis.”
“In 1952, however, the sightings became so numerous that the
various Services (military branches) agreed to take a serious look at
the phenomenon.”
“Accordingly, a committee was formed on the Defense Research
Board auspices, the members representing the services, and any
member of the other government departments interested in the
explanation of unusual phenomena in the sky. The terms of reference
of this committee are mainly advisory, and no attempt was made to
systematically collect data.”
“A sightings report form was prepared for the use of anyone
interviewing the observer of an unidentified flying object.”[xxiii]
Canadian Parliament
Members Urge UFO Study
Fourteen years later, on April 21, 1966, a Member of the
Canadian House of Commons made a plea for a new, serious study
of Canada's UFO reports. The Honorable William Dean Howe, of
Ottawa, stated:
"We are long past the time when all UFO reports can be
written off as hallucinations, hoaxes, or alcoholic fantasies."

In March 1964, Air Force Reserve officer S.N. Popov and three
companions, witnessed two disks moving one behind the other and
then reformed to become a pair. This event occurred in
Petropavlovsk, Russia, at approximately 11:00 pm.
As these objects passed over the men, an intense bluish violet
light appeared on them. According to the witnesses, this light made
them feel "oppressed as if some natural calamity had occurred, a
very unpleasant feeling." [xxxvi]
1. "We have seen these UFOs over the USSR; the craft of
every possible shape: small, big, flattened, spherical.";
2. "They can remain stationary in the atmosphere or shoot
along at 100,000 kilometers per hour.";
3. "They are also able to affect our power resources, halting
our electricity generating plants, our radio stations, and our
engines, without, however, leaving any permanent
damage.";
4. "So, refined a technology can only be the fruit of intelligence
that is indeed far superior to man." [xxxvii]
What did he say? – “Is not an alien force already among us”!
2. both countries agree about hiding the truth about UFOs from
the public.
Spain
In 1953, the United States Air Force and the U.S. Navy had its
own independent UFO research agencies.
The U.S. Navy began a separate UFO program when former
Navy secretary Dan Kimball had a personal UFO experience with
several Admirals when returning in US Naval planes leaving Hawaii.
Including these two US military organizations, the countries of
Canada, Britain, France, Sweden, Norway, and Russia had their own
independent UFO study agencies.
At the time, the United States Air Force research staff included
scientists and technicians with over 200 UFO sighting stations with
specially constructed high-speed cameras. The results of
photographs taken by these of these cameras were never reported to
U.S. citizens.
During November 1953, President Eisenhower made a trip to
Canada to see their Super-secret Project-Y, a disc-shaped fighter
plane capable of speeds of 1,500 mph from a vertical takeoff. Further
reports on this Project-Y were never reported in newspapers to the
public.[xliii]
