Sub: Schedule of Charges (SoC) for various services of MSEDCL (with effect from 1st April-
2023.)
Ref: Case of Final True Up of FY 2019-20, FY 2020-21 & FY 2021-22, Provisional True Up
for FY 2022-23 and Revised Tariff & Projection for FY 2023-24 to FY 2024-25 under
Section 62 of The Electricity Act, 2003 and MERC MYT Regulations, 2019 Order dt. 31st
March - 2023, (Case No. 226 of 2022)
The Maharashtra State Electricity Commission (MERC or Commission) has put in place
the MERC (Electricity Supply Code and Standards of Performance of Distribution Licensees
including Power Quality) Regulations, 2021 (herein after called as Supply Code Regulations,
2021). Accordingly, each Distribution licensee in the State of Maharashtra has to submit the
proposal of "Schedule of Charges" for various services before the Commission to fulfil its
obligation to supply electricity under the Electricity Act 2003 and other relevant Regulations
during tariff determination in accordance with clause 19 of Supply Code Regulations, 2021.
Basically, these charges are for the recovery of investments made for availing supply
of electricity (from the distributing main to the applicant's premises) and various other
services (such as releasing temporary supply, change of name, meter testing on request,
shifting the utility services on request, Installation inspection & testing of meters etc.)
provided to the consumers. Income from these charges forms a part of the non-tariff income
of DISCOMs.
The Commission vide order under ref. above has approved the revision in "Schedule of
Charges" payable by the consumers for various services provided by the MSEDCL. Such
schedule of charges shall be applicable with effect from 1st April - 2023. The approved
Schedule of charges (SoC) under different heads is as under: —
1.1. The service connection charges will be charged separately for Overhead &
Underground as per construction method of service line.
1.2. The overhead & underground service connection charges are broadly classified into
two categories viz. LT Supply and HT Supply and further well classified in different
load slabs and will be applicable as per Annexure-A (for Overhead)/ Annexure-B (for
Underground).
1.3. The Commission has given the approval to recover the road opening charges on an
actual basis as it varies from area to area.
2.1. The cost of the meter is recoverable only when a consumer opts to purchase the meter
from the MSEDCL or in case of lost and burnt meter.
2.3. In case of lost and burnt meter and metering cabinet/cubicle, the installation testing
fees will be recovered from the consumer before connecting the supply as indicated in
Annexure-E.
2.5. The recoverable charges approved by the Commission shall be charged as per
Annexure-C.
3.1. The Normative charges for application, registration and processing charges are
approved by the Commission and the same shall be charged as per Annexure-D.
4.1.1. The wiring of consumer's premises shall conform to the standards specified in the
Indian Electricity Rules, 1956. As per Rule 47, it is the duty of the supplier to inspect
and test an applicant's installation before connecting the supply. As per Rule 53 (1),
the cost of first inspection and testing of a consumer's installation carried out in
pursuance of the provisions of Rule 47 shall be borne by the supplier and the cost of
every subsequent inspection and test shall be borne by the consumer at the time of
releasing new supply connection.
Therefore, it is to be noted that, the first inspection and testing of the consumer's
installation for releasing new connection no charges shall be recovered and for all the
subsequent tests & inspection of consumer's installation (except for routine checking,
inspection and testing of consumer's installation, wiring and premise), the MSEDCL
shall recover charges indicated in Annexure-E.
4.2.1. In order to create a deterrent to defaulting consumers, the reconnection charges shall
be recovered before restoring the supply as indicated in Annexure-E.
4.3. Changing Location of the Meters within the same Premise (where the shifting of Utility
services are not required):
4.3.1. In case of consumer requests for Change of location of the meter within the same
premises, Commission has approved normative charges (inclusive of the cost of
material required) indicated in Annexure-E.
4.3.2. Whenever the MSEDCL seeks to have the location changed on justified grounds, such
as safety requirements etc. in that case the cost of shifting shall be entirely borne by
the MSEDCL.
4.3.3. The Charges to be recovered are inclusive of Material, Labour and all other costs.
4.4. Shifting of Utility Services (Poles/ Lines/ DTCs etc.) on Consumer's request:
4.4.1. Considering various dispensations and considerations set out by MSEDCL in the
present Petition, and considering fact that the shifting may involve the relocation of
the meter along with Utility's services, it would also involve excavation at public and
private property. This would require additional labour and cost may vary case to case.
4.5.1. MSEDCL has provided the facility to test the various equipments like Summator meter
- module, metering Equipment (CT/PT etc.), Cable and fault detection on Consumer's
and Other Utilities' request.
4.5.2. Such testing charges shall be applicable only in case the consumer/ Generator
requests the licensee for such services.
4.5.3. The Commission has approved the charges for such services as indicated in Annexure-
E.
4.5.4. All the field officers shall further note that the expenditure towards first testing prior to
the release of new connection (even if the meter is purchased by the consumer) and
all routine testing as per Regulation 14.4.1 of Supply Code shall be borne by the
MSEDCL.
4.6. Testing of Meters & metering equipment and calibration of testing equipment at TQA
Laboratories:
4.6.1. MSEDCL has taken initiative by providing facilities for testing of meters, Summator
meter & module, metering equipment etc. and calibration of testing equipment at
NABL accredited TQA laboratories.
4.6.2. To provide such services, the Commission has approved the Testing & calibration
charges of meters, metering & other equipment at TQA Laboratories as indicated in
Annexure-E.
4.6.3. It is to be noted that, the Consumers do have the option to test meter at TQA lab
other than MSEDCL.
4.7.1. As regards to charges for testing of Distribution transformers is concerned, the same
shall be levied only in such cases where such tests are carried out at the request of
the consumer and where DT is covered as part of DDF of consumer or located within
consumer premises behind the consumer meter as per Annexure-E.
5. APPLICABLE TAXES:
5.1. The Commission accepts the proposal of MSEDCL to levy taxes as applicable. Further,
in case any taxes are made applicable or introduced by any Competent Authority in
future MSEDCL is allowed to recover such charges from respective consumers.
5.2. The GST is applicable extra on and above the Schedule of Charges indicated in all
Annexures.
These are the guidelines issued on the basis of MERC Order in the case 226 of 2022
dated 31st March - 2023. For any further clarification, whenever necessary, the detailed order
of the Commission, Act, Rules and relevant regulations may be referred to and the same shall
prevail.
