SitRep No. 2: Southwest Monsoon exacerbated by the Tropical


Storm Gener

Issued 8:50 am, September 18, 2024

Weather System: Southwest Monsoon intensified by the Through of


Tropical Storm “Gener”

Synopsis:

September 15, 2024: At 3:00 pm, a Low-Pressure Area was estimated


based on all available data at 460km East of Casiguran, Aurora, Southwest
Monsoon affecting Luzon, Visayas and Mindanao. Strong Winds from
Southwest will prevail over Visayas and will have light to moderate winds
from Northeast to Northwest. At 5:00 pm, Gale Warning was issued (Strong
to Gale-Force winds associated with Southwest Monsoon). Sea Travel is risky
for small seacrafts including all motor bancas of any type or tonnage.

September 16, 2024: At 5:00 am, the Low-Pressure Area was estimated at
375 km East Northeast of Casiguran, Aurora or 400 km of Tugegarao City,
Cagayan. Southwest monsoon affecting Southern Luzon, Visayas and
Mindanao. Tropical Cyclone Outside PAR as of 3:00 Am today (Tropical Storm
‘PULASAN’ with maximum sustained winds: 65 km/h near the center
gustiness up to 80km/h movement: North Northeastward at 20 km/h. At 5:00
am, Strong to Gale-Force winds are prevailing or expected to affect following
areas including Bohol with rough to very rough sea condition. Sea Travel is
risky for small seacrafts including all motor bancas of any type or tonnage.

September 17, 2024: At 3:00 am, the center of Tropical Depression


“Gener” was estimated in the vicinity of Alicia, Isabela with maximum
sustained winds 55km/h with gustiness of up to 70 km/h moving westward at
30 km/h. Southwest Monsoon affecting Luzon, Visayas and Mindanao.
Moderate to heavy rains are expected. At 5:00 am, Strong to Gale-Force
winds are prevailing or expected to affect following areas including Bohol
with rough to very rough sea condition. Sea Travel is risky for small seacrafts
including all motor bancas of any type or tonnage.

September 18, 2024: At 5:00 AM today, Visayas of which island town of


President Carlos P. Garcia is a part of is still under Gale Warning No. 8. Sea
Vessels less than 250GT are still not allowed to said due to big waves.

As reported by the Barangay secretaries, several fishermen were still unable


to go fishing because of the sustained bad weather condition they have
experienced in their respective places halting their primary source of
income. Fishing activities have been completely suspended, leaving local
fishermen without income for the past 3 days. The adverse sea conditions
continue to pose a danger to those dependent on fishing as their main
livelihood. Moreover, some farmers stayed in their houses due to strong
winds and were afraid of trees to be uprooted while others also reported
minor damages to crops due to rainfall and strong winds.

Family Food Packs has been distributed in the four island barangays and the
delivery thereto is at high risk yet we succeed cruising rough seas in time of
ebb tide.

Strong winds causes broken branches of century old acasia to fall down at
the stalls of ambulant vendors located infront of the Bonbonon Elementary
Schools yesterday afternoon. However, no reported injury was reported.
MDRRMO facilitated in the clearing operations.
The fisherfolks in the 19 coastal barangays of this island town has been
halted in their daily fishing activities since Friday last week (Sept. 13, 2024)
due to unfriendly seawater condition. There are some who tried to venture
fishing but could not pursue as the seawaters will only calm down during ebb
of the low tide but will resume its might and roughness as the current shifts
to high tide which is happening on day time. Thus, the economic activities of
this fishermen were totally prejudiced and halted. Requests from the 19
barangays for food and clearing of broken tree branches are currently
received in the Mayor’s office through the MDRRMO and MSWDO.

Hereunder are the list of Fisherfolk in the 19 mainland barangays of the


Municipality of President Carlos P. Garcia who were gravely affected by the
bad weather condition and needing immediate assistance.

The appropriation for pre-positioning of foods and relief assistance allocated


by the MLGU’s MDRRM Fund has been exhausted already during the ENSO
response operation which happens earlier of this year. The last batch of it
has been distributed to the island fisherfolks during TD Enting last month.
With this development, the MDRRM Council through our Chairman, Hon
Fernando Estavilla send information and requests to the Provincial
Government through Bohol PSWDO and DSWD RO7 for requests of
augmentation for food assistance.
