ABOUT UPSIFS

Uttar Pradesh State Institute of Forensic Science (UPSIFS), Lucknow


established by the Government of Uttar Pradesh, a newly created institute
spread over fifty acres of land, is a flagship project of the Government of
Uttar Pradesh, and was inaugurated by the Hon'ble Prime Minister of
India in March 2024. UPSIFS is under the aegis of the National Forensic
Science University, Gandhinagar. The institute features world-class
laboratory facilities. We have successfully completed the FirstBatch (2023-
24) of 05 courses in July, 2024. The new academic session 2024-25 has
commenced from 21st August, 2024 for graduation and post-graduation
degrees in fields of Forensic Science, Computer Science, Cyber Security
and Legal Studies.We have introduced a new concept-"LAW with LABS"
for integrating legal studies with hands-on training of law students in the
fields of DNA, Fingerprint, Document Forensic, Ballistics, Cyber Security
etc. so that they may understand fine nuances of science and law.
ABOUT sir B.N. Rau
Sir Benegal Narsing Rau (1887–1958) was an eminent
Indian jurist, constitutional expert, and civil servant,
whose contributions laid the foundation for modern
India’s constitutional framework. Born in Mangalore,
Karnataka, Sir B. N. Rau graduated in mathematics from
the University of Madras and later studied law at Trinity
College, Cambridge. He was called to the Bar from the
Middle Temple, London, in 1910.
Architect of India’s Constitution
Sir B. N. Rau played a pivotal role in drafting the Constitution of India as the
Constitutional Adviser to the Constituent Assembly. His comprehensive
understanding of legal systems and constitutions worldwide was instrumental in
shaping the draft Constitution. He conducted extensive comparative research on
the constitutions of various nations, including those of the United States,
Canada, Australia, and Ireland, ensuring that the Indian Constitution reflected a
fine balance between federalism, democracy, and justice.

Legacy and Contributions


Before his work on the Constitution, Sir B. N. Rau had a distinguished career as
a civil servant in the Indian Civil Service (ICS), holding several prominent
positions in the British Indian administration. He served as a judge of the
Calcutta High Court and as Prime Minister of Jammu and Kashmir from 1944 to
1945. Later, he represented India as its Permanent Representative to the United
Nations from 1950 to 1952, where he contributed significantly to international
law and peacekeeping efforts.

Recognition
In 1938, Sir B. N. Rau was knighted in recognition of his contributions to the
legal and administrative fields. His scholarly works, including his treatise on
constitutional law and governance, remain essentials references for legal scholars
and practitioners worldwide.
Sir B. N. Rau’s vision, intellect, and dedication to nation-building continue to
inspire generations. This essay competition pays a tribute to his legacy,
encouraging young minds to delve into socio-legal issues and contribute
meaningfully to the discourse on governance and justice.
vision of the competition

The 1st Sir BN Rau National Essay Writing Competition, 2024, organized by
UPSIFS, Lucknow, celebrates the 75th Anniversary of the Constitution of India
and the enduring spirit of Azadi Ka Amrit Mahotsav. This landmark event
honours the legacy of Sir Benegal Narsing Rau, one of India's foremost
constitutional architects, and aims to inspire a deeper understanding of the
harmonious relationship between law, justice, and science in the evolving
landscape of criminal justice.
Open to UG, PG students of Law and Forensic Science across India, the
competition revolves around the theme ‘The Harmonious Interplay of Fair Trial
and Scientific Investigation: A Constitutional Odyssey’. It aims to engage
participants in exploring the growing relevance of forensic science, propelled by
technological advancements and the increasing complexity of criminal
investigations.
This platform challenges participants to analyze the critical contributions of
forensic science in upholding the principles of justice enshrined in the
Constitution of India, while fostering innovative ideas for strengthening the
criminal justice administration system in a rapidly changing world. Through this
competition, we aim to inspire the next generation of thinkers to uphold the
ideals of fairness, truth, and constitutional integrity.

1. To Increase Awareness: Encourage students and professionals to explore the
roles and responsibilities of forensic experts in modern criminal investigations
and their impact on legal proceedings.
2. To Enhance Research Skills: Provide an opportunity for students to conduct
detailed research and analyze the integration of forensic science into criminal
justice.
3. To Promote Analytical Thinking: Foster critical thinking as students reflect on
the advancements, challenges, and ethical considerations within forensic science.
4. To Develop Writing Competency: Offer students a platform to strengthen their
academic writing, research, and argumentation skills through structured essay
writing
eligibility
Students currently enrolled in any undergraduate or postgraduate courses in
regular mode programme in any recognized Law School / College / University in
India may make a submission.

2. 2nd PRIZE- Rs. 7,000
3. 3rd PRIZE- Rs. 5,000
4. Three Consolation Prize of Rs.2500 each
Note: All the participants will receive a Certificate of Participation.

registration process
Individuals wishing to participate must fill out the online registration form
provided at the end of this post.
Last day to Register is 10th January, 2025, and late entries will not be
considered.
A non-refundable registration fee of Rs. 250 must be paid online before
submitting the form.

Co-authorship is not permitted.
Word limit: 2500-3000 words, excluding the Footnotes
Font style – Times New Roman
Font size – 14 for Headings, 12 for Body, 10 for Footnotes
Line Spacing – 1.5 for Body, 1.0 for Footnotes
Citation Style – OSCOLA
Margins – 1 inch (i.e., 2.54 cm) on each side
Note: Speaking footnotes are allowed in the submissions but are not
mandatory. If included, they should be limited to a maximum of 50 words
each.
The plagiarism limit is 10% following UGC Guidelines. Proven instances of
plagiarism and use of Artificial Intelligence will result in immediate
disqualification.
Any subsequent publication of the articles after the announcement of results
will require prior approval from the organizers.

evaluation criteria
An Evaluation Committee shall be constituted to review all the Articles
submitted by the Participants.

The decision of the Evaluation Committee shall be final and binding.
