TERMS OF REFERENCE

FOR
GEOLOGICAL SURVEY

1. INTRODUCTION
This technical specifications detailed herein shall be applied to geological and geotechnical surveys
(the Works) to be conducted for the consulting services of the detailed engineering design which
conducted by the
Client and the Study team (the Consultant).
The objectives of the Works are to in detail as follows:
1) Clarify the geological conditions, geological strata and their characteristics, of the construction site
for design.
2) Determine geotechnical properties of the stratums at the project site.
The Contractor shall carry out the Works in accordance with the T.O.R and related regulations.

2. RESPONSIBILITY OF THE CONTRACTOR


The Contractor shall be responsible to carry out all of the Works, including, but not limited to, the
following:
1) Provision of the necessary numbers of experienced and qualified geologists, geotechnical
engineers, surveyors, supervisors and labours as may be required for the implementation of the
Works;
2) Procurement and use of appropriate equipment, surveying tools and sampling equipment for the
Works, including drilling rigs and equipment, water tanks and pumps, etc;
3) Provision of transportation, operation and maintenance of all equipment and vehicles to be used
for the Works;
4) Provision and use of officially licensed software for the Works, including MS-Word/Excel and
Auto CAD;
5) Procurement of any necessary authorizations, approvals, and wayleave required for the
implementation of the Works;
6) Calibration of all equipments and tools for the Works shall be carried out prior to use. The record
of processes of the Works, test and analysis, such as the date, equipment settings and conditions,
calibration records and original charts shall be maintained by the Sub-contractor and submitted to
the Consultant for quality control purposes. The Sub-contractor shall be responsible for checking
any anomalous results by re-surveying or re-testing, as directed by the Consultant.
7) Ensuring work/worker’s safety with appropriate measures and equipments. Safety management
plan shall be prepared and submitted to the Consultant before commencement of the field works.

3. SCOPE OF WORKS
The survey is divided into nine (9) sub-components:
(1) Mobilization and Demobilization,
(2) Borehole drilling (15 points),
(3) Standard Penetration Test and Field Permeability Test,
(4) Undisturbed Sampling,
(5) Laboratory Test,
(6) Seismic Refraction Survey (length ±3.2 km)
(7) Geoelectrical Survey (length ±1.3km)
(8) GNSS Survey by geodetic gps (15 points)
(9) Reporting
All these surveys will be carried out for the DED on plant facility construction.

3.1 Mobilization and Demobilization


The Contractor shall mobilize immediately with permission of the Client and shall execute the
demobilization as well as mobilization.

3.2 Borehole drilling


(1) Survey Location
The locations of the boreholes are shown in Figure 1 and Table 1. The depth will be changed reflecting
actual geological condition. The Contractor shall measure and record the actual coordinates and
ground surface elevation of each borehole points.

(2) Drilling Machine and Equipment


Equipments for the work shall satisfy the requirements for completing the works described in this
TOR and be used under the approval of the Client. The Client will have the right to require
replacement of the equipments whenever it is judged inappropriate. The drilling machine shall be of
hydraulic driven rotary type, with drilling capacity sufficed to drill the required depth.
For borehole survey in river, the Contractor shall establish temporary working platform such as raft
with enough safety.

(3) Termination of the drilling


The planned depth from the ground of boreholes is shown in Table 1. The Contractor shall submit the
daily and weekly report to the Client, the Client will determine the termination of the drilling referring
to the report if necessary. These depths are subject to change by the Client. Drilling will be terminated
with the confirmation of 5m thickness about the base rock or hard soil layer which shows more than
50 N values and the Consultant’s approval.

(4) Field Operation


 Boreholes shall be drilled with appropriate measures for protection of borehole wall as needed.
 The recovered core samples shall be placed in order in core boxes, in the same length of grooves
of the core box as core samples. A part of no core recovery shall be left vacant in the grooves.
Marks shall be put regularly to the grooves to indicate depths of sampling. All core boxes shall be
marked with the borehole number and depth of the section of which the core samples are put in it.
 The core box shall be separated with wooden plates into 1 m-long core each can be stored. After
the core is placed in the box, they shall be color photographed by the Contractor. Necessary notes
such as borehole No. and core depth shall be clearly marked on each core box.

3.3 Standard Penetration Test (SPT) and Permeability Test
1) SPT
 The SPT shall be carried out in accordance with ASTM D1586. The equipments shall also be in
compliance with the standards.
 The SPT shall be performed at every 2.0 m intervals except for the depth of undisturbed sampling.
And the samples shall be put into a polyethylene bag to avoid the change of water content.
 Prior to the SPT, the bottom of hole shall be washed as clean as reasonably possible to be free of
cuttings.
 Drive the sampler with blows from the hammer and count the number of blows in each 15 cm
increment. The first set of count of blows is regarded as test and not applied to estimate the N
value. The next two successive blow counts shall be recorded as the N value of the SPT. (Thus,
the N value is equal to N2 + N3, while N1 is not recorded)

2) Permeability Test
Field Permeability test in Soil and Rock
The permeability (k) is a measure of how easily water and other fluids are transmitted through the
geo-material and thus represents a flow property. In addition to groundwater related issues, it is of
particular concern in geo-environmental problems.
• Lugeon test is carried out in rock section of the boreholes for the purpose of evaluation of
leakage risks of the intake weir.
• Constant-head test and/or Falling-head test method could be performed for soil,
unconsolidated deposits, or intensively weathered rock for which a packer cannot be installed
effectively. The constant-head test will be applied for granular soil (sandy soil), meanwhile the
Falling-head test will be applied for cohesive soil (clay-silty soil).
The quantity for permeability test of soil and rock layer is shown in Table 1.
3.4 Undisturbed Sampling
The quantity of Undisturbed sampling is shown in Table 1. Undisturbed sampling for Soil shall be
conducted in accordance with ASTM D 1587 or equivalent. The sampler shall be pushed in at a
constant speed without stopping in the course of the sampler push-in. The sampler shall be sealed with
a rubber packing or paraffin immediately after the characteristics of the soil are observed and recorded.
The sampling for Rock and Hard soil shall be conducted in accordance with ASTM D 2113 or
equivalent.

3.5 Laboratory Test


The Contractor shall carry out the following laboratory soil tests with using the Undisturbed samples
from boreholes. The laboratory tests shall be conducted in compliance with the standards. The
Contractor shall make a test plan including test items and quantity after completing each boreholes,
and get the Client’s approval of it before the execution.

3.6 Seismic Refraction
Area of interest for seismic refraction can be seen at Figure 1 and consist of:
 Weir site, at both the left and right bank side, including 50 m to upstream and downstream of weir
site.
 Along the tunnel-1 (length ±75m) and tunnel-2 (length ±1.150m)
 Along waterway-after tunnel-1 (length ± 325m)
 Along waterway-after tunnel-2 (length ± 1575m)
Total length for seismic refraction survey is ± 3200m (weir, tunnel, & waterway) and must have a
deep penetration until 200m below the ground, especially in Tunnel alignment.
3.7 Geoelectrical Survey
Area of interest for geoelectrical survey can be seen at Figure 1 and consist of:
- Tunnel-1 (length ± 75m)
- Tunnel-2 (length ± 1.150m)
The geoelectrical survey shall cover for all Tunnel Alignment for both Tunnel-1 and Tunnel-2, with a
total length ± 1.300m.

3.8 GNSS Survey


The Contractor shall measure and record the actual coordinates and ground surface elevation of each
borehole points using Geodetic GPS (Static/RTK Method) or Total Station tied to Existing
Benchmarks. So the coordinates and elevation can be reached more precisely and will be in one
reference with existing project data.
The actual location of bor points will be based on the coordinate (x,y,z) by geodetic gps and shall be
provided in the bor log profiles.

3.9 Reporting
On completion of the Works, the Contractor shall prepare survey report and submit it to the Client.
The survey report shall be prepared in Indonesian and English, in proper forms. The report shall
include the followings:
1) Evaluation of the survey results
2) Actual location of the boreholes,
3) Borehole Logs,
4) Photograph of drilling core samples,
5) Geological profile based on the measured cross-section,
6) Daily drilling report, and
7) Laboratory Soil Test results
The Contractor shall submit one (1) hard copy and soft copy (including original data of
MS-Word/Excel and Auto CAD) of the report to the Consultant.

Prior to submission of final report, the Contractor shall submit one (1) copy of the draft final report
five (5) days before the expiry date of the Agreement for the Client's comments. The final report, one
original and one copy, shall be submitted by the Contractor to the Client by the end of the Contract
Period.

4. WORK SCHEDULE
All works shall be finished within 3.0 Months after closing the contract. In advance of
commencement of the Works, the Contractor shall prepare the work plan including staffing plan, work
schedule, the number of the equipment including drilling machines and safety management plan which
meet the requirements, and submit it to the Client for approval.
