ALMOST 600 million will be
spent on road and hospital-
building projects in Northern
Ireland over the next four
years, the Stormont Execu-
tive has agreed.
The investment will include
a 330 million spend on two
sections of the A5 upgrade.
An upgrade to the A2 be-
tween Belfast and Carrickfer-
gus will cost 57 million and
an additional 105 million
will be spent on the A8 from
Larne to Belfast.
Around 90 million is to
be spent on a new hospital in

Kennedy has hit out at nationalist
politicians in south Armagh
over their opposition to a march
commemorating Protestants
murdered by the IRA.
He was speaking after both the
SDLP and Sinn Fein opposed a
parade retracing the route of the
minibus used by 10 workmen
gunned down at Kingsmills in
1976.
The Newry and Mourne UUP
MLA said: This is a victims
march to refect the atrocities
in south Armagh, including
Kingsmills. Both Sinn Fein and
the SDLP are guilty of attempting
to raise the temperature here but
I very much hope that that can
be avoided.
The Historical Enquiries Team
(HET) described the Kingsmills
attack as sectarian savagery
which had been planned for some
time in advance by the IRA.
Opposing opinions regarding
the event, planned for February
25, were shared with the Parades
Commission yesterday by
representatives of the families of
the Kingsmills victims, the PSNI,
SDLP and Sinn Fein.
The Parades Commission has
yet to reach a decision.

Third tranche of
FMP worth 5.5m
AGRICULTURE Minister Michelle
ONeill MLA has announced
that Tranche Three of the Farm
Modernisation Programme (FMP)
will be worth 5.5m. A total of
4.1 million was made available
in the form of support courtesy of
Tranche 2 of the measure.
The FMP provides fnancial
support towards a list of eligible
modernising items of plant,
machinery and equipment across
the range of farming sectors.
By March 2012 it is expected
that approximately 8.5m of
funding will have been paid to
over 2,900 farm businesses under
the previous two tranches of the
programme.
The minister made the FMP
announcement as she updated
the Agriculture and Rural
Development Committee on her
Departments Programme for
Government commitments.
She said: This scheme has
proved to be extremely popular
and benefcial to the farming
community and I know that news
of the third tranche has been
much anticipated. I have recently
received approval from the
European Commission to make
changes to the Rural Development
Programme to allow me to make
available funding for a third
tranche of the scheme. The total
funding for this tranche is 5.5m
and this is an additional 1.4m to
what was originally planned.
This will allow more farmers to
beneft from the scheme and will
provide signifcant support and a
much needed boost to farmers and
the wider economy in the current
diffcult economic climate.
Under the NI Act 1998, DARD is
required to carry out its functions
while having due regard to the
need to promote equality of
opportunity between Section
75 groups. An Equality Impact
Assessment (EQIA) is a thorough
and systematic analysis of a policy
in order to determine the extent
of differential impact upon the
relevant groups.
Launching the EQIA public
consultation of the Farm
Modernisation Programme, the
minister said: I am keen that the
scheme should open as soon as
possible however it is important
that I adhere to my departments
Equality Scheme. That is why I
am pleased to be able to announce
today the opening of a consultation
period on the scheme criteria and
associated equality impacts.
The Equality Impact Assessment
consultation will run from 16th
February until 18th April 2012 and
it is anticipated that the scheme
will open as soon as possible
following the consultation and
administrative preparations.
