The following KPIs are GSM Service KPIs.
2.1 CS Accessibility KPIs This describes the CS accessibility KPIs that mainly indicate the call success rate when a MS accesses the network. Low accessibility KPIs directly lead to low user satisfaction. 2.2 CS Mobility KPIs This describes the CS Retainability KPIs that indicate the success rate of handovers on the move. In addition, these KPIs indicate the capability of providing continuous services. A low handover success rate may lead to a high call drop rate. 2.3 CS Receive Quality KPIs This describes the CS Receive Quality KPIs that indicate the mean receive quality rank on the TCH. 2.4 CS Resource Utilization KPIs This describes the CS Resource Utilization KPIs that are used to monitor the load of hot cells and the network. These KPIs can serve as references for capacity expansion. The traffic volume KPIs help to obtain the ratio of busy-hour traffic to idle-hour traffic, to evaluate the utilization of system resources, and to adjust charges. The equipment availability KPIs help to know the running status of equipment, such as the running status of channels. If these KPIs are low, equipment and transmission may be faulty. 2.5 CS Retainability KPIs This describes the CS Retainability KPIs that indicate the ratio of moving MSs to all MSs, the moving frequency. In addition, these KPIs indicate the capability of providing continuous services.A low success rate leads to low user satisfaction. 2.6 PS Accessability KPIs This describes the PS Accessibility KPIs that indicate whether MSs can easily access cells. Poor PS Accessibility KPIs directly affect user satisfaction. 2.7 PS Data Throughput KPIs This describes the PS Data Throughput Rate KPIs. They involve the performance factors associated with the terminals, the radio access network, and the core network. Now, the main performance problem is concerned with the radio access network. Therefore, these KPIs indicate

the end-to-end service data link bearing capability of the GPRS network, which are directly related to user satisfaction. 2.8 PS delay KPIs This describes the PS Delay KPIs that indicate the service response speed of the network. Long delay affects user satisfaction. 2.9 PS Resource Utilization Rate KPIs This describes the PS Resource Utilization Rate KPIs that indicate the utilization of the network resource and the busy states of services. Thus, these KPIs can be used to guide network expansion. 2.10 PS Retainability KPIs This describes the PS Retainability KPIs that mainly involve the uplink and downlink TBF call drop rates. These KPIs indicate the capability of providing continuous services by the network and are directly related to user satisfaction. Thus, an increase in call drop rate directly leads to a decrease in user satisfaction. 2.11 PS Transmisson Performance KPIs This describes the PS Transmission Performance KPIs that indicate the quality of radio transmission links in a cell. If the RLC data block retransmission rate in a cell is high, the quality of the radio transmission links in the cell is poor. Therefore, take corresponding measures, such as RF optimization.

3.1 Accessibility Accessibility is the ability of a user to obtain the requested service from the system. RRC connection and RAB setup are the main procedures of accessibility. These items can be calculated per cell and per RNC, and the RNC level KPI is calculated by aggregating all the cell counters that belong to the RNC. 3.2 Availability Availability KPIs mainly indicate the utilization for several kinds of of network resources such as Radio,bandwith or CPU load. 3.3 Coverage Coverage KPIs are uesed for monitoring cell Interference status and Soft Handover Gain in a RNC or a cluster. 3.4 Mobility Mobility KPIs are used to monitoring the successful ratio for several kinds of of handover features or service mode changing in difference scenarios. 3.5 Retainability Retainability is defined as the ability of a user to retain its requested service for the desired duration once connected. These items can be calculated per cell and per RNC. The RNC level KPIs can be calculated by aggregating all the cell counters and Iur counters. If RNC switch on preemption feature, the release due to preemption is statistic into call drop with abnormal release. 3.6 Service Integrity Service Integrity KPIs mainly indicated the service capabilities for PS/HSPA throughput on busy hour in each cell and the service UL Average BLER for evaluating the UL BLER value of services in each cell. 3.7 Traffic Traffic KPIs are used to evaluate the circulated traffic such as CS Equivalent Erlang,PS Traffic,Mean UE number for several kinds of of services in a RNC or cluster.

3.5 Retainability
Retainability is defined as the ability of a user to retain its requested service for the desired duration once connected. These items can be calculated per cell and per RNC. The RNC level KPIs can be calculated by aggregating all the cell counters and Iur counters. If RNC switch on preemption feature, the release due to preemption is statistic into call drop with abnormal release.
