ock workers yesterday vowed to strike on Wednesday even as business leaders and the port management accused them of pushing a political agenda. Ocials of the Dock Workers Union endorsed the boycott to press the management to employee 2,500 casuals permanently as agreed last year. They accused Kenya Ports Authority (KPA) managing director Gichiri Ndua of working with Transport permanent secretary Cyrus Njiru to frustrate them. The unions secretary-general, Mr Simon Sang, issued a strike notice last Monday claiming that the management had reneged on its pledge to hire casuals. We have learnt that our demands are falling on deaf ears because the PS is running the port from Nairobi, he claimed. This comes at a time when the port is recovering from a congestion crisis that saw the facility choked with over 20,000 containers in a yard with a capacity of 15,000. But KPAs corporate aairs manager Bernard Osero said the strike was uncalled for since all avenues had not been explored. It is unfortunate that the union is calling for a strike even before they exhaust dialogue with the management, he said. Mr Osero warned the strike would disrupt

Maritime stakeholders also criticised Mr Sang, claiming he had turned the union into a political tool. There is no way any time workers have a dispute with the employer they resort to strikes even before they engage the management, said an industry player who declined to be named for fear of reprisals. But Mr Sang dismissed the claims, saying he was only ghting for his members rights. We called the strike because the management did not want to listen to us. The looming crisis comes in the wake of the controversy over the appointment of new directors to the KPA board by Transport minister Amos Kimunya. It is disappointing to see that the one region has 10 commissioners while some did not get a single slot, Mr Kingi complained. Internal Security assistant minister Orwa Ojodeh defended the list, saying the commissioners were picked on merit. The appointments were based on merit and seniority and not tribes so people should stop reading mischief, he said. The Federation of Women Lawyers also accused the President of giving women a raw deal. But Central Organisation of Trade Unions secretary-general Francis Atwoli said the list was inclusive. Parliament has published the rules that will govern the election of new members to the East African Legislative assembly (EALA), setting the stage for a bruising contest for the nine slots up for grabs. In a special gazette notice published in local dailies yesterday, Parliament empowered the departmental committee for national security and foreign relations to vet applicants for the nine slots available to Kenya at the regional assembly based in Arusha, Tanzania. According to the rules, interested candidates will have to be sponsored by political parties on the basis of their numerical strength in Parliament. A party shall nominate candidates through a transparent and democratic

process and shall keep a written record of the proceedings at which the nal decision to nominate any candidate was made, reads one of the rules which appear to be tailored to eliminate past practices where politicians used their inuence to reward their cronies with seats at the regional assembly. The rules give the clerk of the National Assembly in consultation with the parliamentary committee chaired by Wajir West MP Adan Keynan (pictured) powers to reject any nominations and order a fresh process if it is clear from the list of nominees that they do not reect regional and gender balance. The rules stipulate that at least three of the nominees be women. The nine members nominated to the assembly can only serve for a maximum of two terms. Political parties have started jostling for the nine slots up for grabs three weeks to the expiry of the term of the current assembly. Already, three PNU affiliates are demanding slots in the regional assembly, setting the stage for a potentially long-drawn negotiations.

nited Nations secretary-general Ban Ki-moon yesterday welcomed South Sudans decision to withdraw its police force from the disputed Abyei area. Mr Ban urged neighbouring Sudan to pull out its forces from the area as well, in accordance with the agreement both parties signed in June last year. The UN chief also urged the two countries to immediately begin talks in a bid to end hostilities between them. The secretary-general urges the Governments of Sudan and South Sudan to resume negotiations under the auspices of the African Union High-Level Panel to resolve the outstanding issues between them, said a statement issued by his spokesman. Mr Ban called on both governments to activate the joint border verication and monitoring mechanism to ensure security on their border. The Security Council established the UN Interim Security Force for Abyei in June last year following an outbreak of violence after Sudanese troops took control of the area, displacing tens of thousands of people weeks before South Sudan became independent in July 2011. The UN High Commission for Refugees (UNHCR) has also warned that the new outbreak of violence is putting refugees safety at risk. Addressing the media in Geneva recently, a spokesperson for UNHCR, Mr Adrian Edwards, said people in border areas such as Heglig, Talodi and other parts of the state of South Kordofan in Sudan had been displaced by the ghting. Over the past month, there has been continued aerial bombardment in South Sudan, the latest having occurred in Bentiu town in the countrys Unity state.

In Yida, for example, more than 1,300 new refugee arrivals were reported in the last four days, and average daily arrivals have tripled since February and March, the agency said.

Timas Ibrahim, 42, South Kordofan Timas says he will never forget the fateful night when a jet from Sudan dropped a bomb, killing several of his friends and relatives in South Kordofan. For the father of nine, life has never been the same again. For the past three months, Timas has been on the run with his family, passing through the Nuba mountain thicket, eating fruits and sleeping on trees and caves. At one point, they encountered Arab militia men who shot at them, killing some of his friends. The journey from Central Sudan to Turkanas Kakuma refugees camp took Timas approximately 100 days. Timas says he has no hope of going back home, where he is faced with uncertainty brought about by an acute food shortage and bombs from Sudan.
Magda Timthoes, 34, Jonglei At Christmas Eve last year, Arab militiamen hit Magdas Village, spraying bullet on anyone they came across. The Arabs shot at us, while the military jets dropped bombs. There was nowhere to hide, recalls Magda. Magda who was breast-feeding her fth born, set out through the forest, running south with her children and sister-in- law. Magdas husband Timthoes died during the attack while trying to protect his children, wife and sister. Magda sister-in-law sustained gunshot injuries and passed away before they reached Makwae in March 2012, where they were helped by a Samaritan to Torit. From there, she was own to Lokichogio and a UNHCR truck brought her to Kakuma refugees camp.
Victoria Ahmed, 45, Darfur Victoria, a Sudanese mother of eight arrived in Kakuma Refugee Camp on Friday last week after walking for three months from Darfur, from where she ed with her family. Victoria lost touch with her husband and three children in Sudan and up to now, does not know where they are. She has also borne the brunt of her fellow Sudanese when eeing. Victoria was confronted by unfriendly Dinka groups in the Blue Nile state who regarded people from Darfur as separatist who did not ght for the unication of South Sudan.We were dragged out of vehicle and beaten up at times by Dinka, although they could not kill us, said Victoria in Kakuma. She plans to make the camp her home until peace returns.
Aziza Tejan, 16, South Kordofan Aziza was running away from two calamities; the falling bombs and an arranged marriage. Despite being in her teens, Azizas relatives had made arrangements for her to marry a local man shortly after the death of her father. But she refused to marry him and the issue was to be discussed by her family when the bombs fell and they had to run for their lives. Some of the teens family were brutally killed when she and her mother ed the village at the onset of the bombings. Her brother also lost an arm protecting Azaz from Arab militiamen. Though she does not like Kakuma, she vows never to return to her home where both elders who want her to marry and Arab militia men await her return

he national Aids agency is seeking to be transformed into a government commission in a bid to boost its coers. The National Aids Control Council (Nacc) has drafted the Kenya National Aids Control Bill that would make it an independent organ directly funded by the government. Speaking at a Mombasa hotel over the weekend, Nacc head of legal services Daniel Konyango said the Bill, if made law, will help in handling anti-HIV/Aids programmes. Mr Konyango said the council is facing many challenges in performing its tasks under a line ministry and dwindling money from donors. HIV funds from donors are on the decline and the organisations budgetary allocation under the Ministry of Special Programmes is inadequate for managing the disease, said Mr Konyango. He added that the proposed commission would help the agency in manage its own resources. Development partners used to contribute up to 87 per cent towards the HIV kitty but have reduced their allocation while the government only gives 13 per cent. warned that the country is likely to lose the ght against HIV/Aids in the next four years without a sucient and steady source of income. The funds currently available to run Nacc activities can only last until 2016, said Mr Okiya. The councils coordination and support deputy director, Dr Sobbie Mulindi, said Kenya could witness a record HIV/Aids infection rate ahead of the elections. He noted that women would be the worst hit by the expected sharp increase in new infections at 80 per cent.
Dr Mulindi said the huge amount of money in circulation during electioneering period and the tattered social fabric will contribute to the spread of the epidemic. During the 2002 and 2007/08 elections, the disease rose from 4.9 per cent up to 6.6 per cent and things will not be better this time round given the importance Kenyans are placing on the next elections, said Dr Mulindi. He said Kenya lags behind in the war against Aids compared to countries like Rwanda, Botswana, South Africa and Ethiopia that inject at least 16 per cent of their GDP in dealing with epidemic against a paltry eight per cent the country has earmarked for a similar cause. These countries strictly adhere to the Abuja Declaration of 2001 that require nations to commit 16 per cent of their GDP to ghting Aids, stated Dr Mulindi. He added that lack of political goodwill had negated the war against Aids in Kenya where the trend of infection has shifted to married couples at 44 per cent. The ocial said the new Bill, if passed, would lead to formulation of formidable policies and guidelines necessary in dealing with the scourge. esidents of central Kenya have asked MPs to change the formula used to allocate county funds from the current one based on population size to another that relies on the poverty index. Speaking while giving their views to the Parliamentary Committee on Budget in Nyeri, they faulted using population as the benchmark to allocate the funds, saying the criteria would encourage leaders to manipulate census gures so as to get more funds.
Around 60 per cent of monies allocated to counties will be based on the size of their population while 20 percent will be determined by poverty levels. Fifteen percent of the national budget, which is over Sh200 billion, will go to counties. Going by the complaints already received from places such as North Eastern over the last census results, using population size as the criteria will encourage people to manipulate numbers, said councillor George Gatira from Muranga. The residents proposed that only 20 percent of revenue allocated to counties should be determined by population size, with the largest chunk based on poverty rate. utgoing Cricket Kenya chief executive, Briton Tom Sears, and New Zealands Mike Hesson, who has resigned as national coach, held a joint press conference on Thursday to say why they were exiting the Kenyan cricket scene. Sears, who has been here for almost two years, said he was taking up another job in Ireland while Hesson, who has been national coach for 10 months, said he was concerned about insecurity in Kenya. Its Hessons remarks that left many questioning his motives, having enjoyed Kenyan hospitality with nothing to show for it in terms of performance. Hessons record is not worth writing home about. Its a strange coincidence that Hesson threw in the towel shortly after Kenyas One Day International matches against Namibia were postponed owing to what the International Cricket Council termed as insecurity in the country. It would be window dressing to claim that Kenya is 100 per cent safe, but its rather obvious that the New Zealander saw an easy exit and used it to run away from his unenviable spell as a national coach. On the other hand, Sears departure was long overdue as he did nothing to stabilise Kenyas plummeting standards despite enjoying a hefty pay.

enya is moving towards another one of those historic junctions that happen only once or twice in a generation. This rare historical moment is the 50th anniversary of Independence next year, which coincides with the rst General Election held under the new Constitution and only the second electoral presidential transition. It is at crossroads moments like these that people ask themselves the all-important questions: Whats in it for me and mine, as a family unit? Whats in it for us as a region? And whats in it for us as a nation? It is also at moments like these that those regions of the country which have not enjoyed their fair share of the national economic cake quietly dread being marginalised all over again and being left even further behind. It is not only regions that get left behind. People too go adrift and lose their way, in all places and in all regions and at all times. Kenya has a second chance to extend the principles and the nets of equity and of inclusiveness. And this is where real leadership comes in. As leaders with vision, we must articulate our peoples deepest fears and accentuate their highest hopes. Anyone wishing to contribute to our future, a civil servant, a local or foreign businessperson, a young university graduate, a teacher, a farmer or a volunteer in an NGO can refer to Vision 2030 and select his or her point of entry. The justication for the Vision, the challenges we shall encounter, the resources and resolve that will be required as well as the destination are all described. We know the Kenya we want from modern health centres and small-scale manufacturing parks in rural areas, to training facilities producing world-class professionals, and a modern transportation infrastructure to bring positive change to all parts of Kenya. The new Constitution is the second guide to our future and it breaks with the past in fundamental ways, starting with the sharp separation of the three branches of government the Executive, the Legislative and the Judiciary and the strengthening of the latter two relative to the rst. The Constitution provides Kenyans with a Bill of Rights which forever changes the relationship between individual Kenyans and the State by spelling out the rights and responsibilities of each. It also delineates the functions of the n ational and
county governments. The economic and political feasibility of devolution were piloted through the landmark initiative, the Constituency Development Fund. Kenyans accepted CDF enthusiastically, making it clear that they were ready for full-scale devolution in the conviction that whenever decisions on development are made close to the beneciaries, they are likely to reect the true aspirations of our people. It falls upon our generation to create and use all the institutions mandated by the new Constitution, make Vision 2030 a reality, and in the process, transform Kenya into a middle income country. The Constitution requires constant vigilance by Kenyans. Any of the three branches can be captured and driven by a disciplined minority to the detriment of the majority. Our only safeguard against the tyranny and dictatorship of the elite or a disciplined minority is to encourage Kenyans to always remain engaged. uring the disputed presidential elections of 2007, Mr Raila Odinga, then ODM ag-bearer, came close to occupying State House, which probably explains why chaos broke out when President Kibaki was declared winner after polling 4,619,768 votes against Mr Odingas 4,381,053. President Kibaki registered 46 per cent of the total valid votes cast while Raila followed him closely by scoring 44 per cent. In fact, Raila was beaten by only two percentage points, a razor-thin margin. In terms of provincial distribution of the votes, both Kibaki and Raila each carried four of the eight provinces. Kibaki won Nairobi, Central, Eastern and North Eastern, while Raila won Coast, Rift Valley, Western and Nyanza. Raila also scored over 25 per cent in six out eight provinces as he only failed to garner 25 per cent in Central and Eastern provinces. President Kibaki only failed to score 25 per cent in Nyanza. The good performance by Raila in the expansive Rift Valley was mainly attributed to the support he received from party stalwarts William Ruto, William ole Ntimama, Henry Kosgey, the late Kipkalya Kones, Sally Kosgei and Franklin Bett, among others. The question is: Can Raila perform the way he did in 2007 with the disintegration of the Pentagon? Though the opinion polls still indicate that Raila is the candidate to beat, they fail to reveal the candidates rating in all the 47 counties or in half or a third of them. Given that the voting trend in Kenya since 1992 tends to follow ethnic and/or regional trends, the exit of key Pentagon members, particularly Ruto and Mudavadi, could injure Railas third bid for the presidency. In 2007, Kalenjin and Luhya votes constituted 23 per cent and 15 per cent, respectively, of the total of Railas national votes, and combined 1.6 million votes representing an aggregate of 38 per cent. Though he may not lose all these votes, particularly in Western Province, which has never accorded any presidential candidate block votes since 1992, it will actually be a Herculean task for Raila to get a region that can compensate for such a huge loss. As the world commemorates the rst anniversary of Olympic marathon winner Samuel Wanjiru, the devastating eects of his untimely death are most felt in my home town, Nyahururu. The protracted dispute over sharing out of his hard earned wealth lingers. In addition to the long list of medals, his millions of shillings gave Nyahururu town and its environs the much needed facelift with a dazzling array of buildings. MPs approval of graft team raises queries, but let them get to work
he endorsement of the three nominees to the Ethics and Anti-Corruption Commission by Parliament despite claims of incompetence and lack of will and integrity is an indication that the ght against corruption is far from being won. At a time like this when reforms are needed in all public sectors, it was totally wrong to go ahead and approve the nominees before carrying out thorough investigations into their characters. If vetting is being carried out on judges in an eort to clean up the judiciary, I dont see why the same should not be done on people taking up the noble task of ghting graft. Bearing in mind that Mr Mumo Matemu appointment to head the agency was widely opposed by quite a number of MPs earlier on, it raises serious questions on his ability to deal with some of the most recent scandals like those involving NSSF and NHIF. It seems the majority MPs who unanimously supported the taking over of the oce by the three are looking forward to manipulating them once they assume duties. The case of former anti-corruption boss Patrick Lumumba is very fresh in our minds. enegals president Macky Sall like his predecessor Abdoulaye Wade could have chosen not to declare his assets, but the new leaders apparent quest to set the pace for a strict nancial discipline to buttress the democratic dividend is inextinguishable. By declaring his assets last week, the President seeks to obtain the legal credence he needed to set the country straight on the path to economic prosperity via the transparent management of the tourism and peanut-based economy. Beyond that, his government intends to pursue some mischievous ocials who turned millionaire during the periods of time they served under the regime of President Wade. Most importantly also, the 51 year-old leader intends to break clean from the practice of impunity for rogue government officials that characterised President Wades regime. The constitutional obligation on a Senegalese head of state to declare his or her assets exists since 2007 at the threshold of President Wades second mandate. That period was characterised by a whirlwind of allegations, claims and counter claims of rampant corruption and financial malpractices among politicians with no credible referee including in the kangaroo courts to hold them accountable for their acts. This situation spurred the civil
society to step into the picture and helped to broker plans for the elaboration of a constitutional project that required the president of Senegal to declare assets upon taking oce. The essence of the law was to help the public and auditors to take note of the personal wealth of a president at the time of assuming oce and at the moment of the presidents departure. In Cote dIvoire a similar law requiring the head of state to declare his assets exists, but President Alassane Ouattara, one of Africas leading bankers has still to yield on his possessions. In Senegal, President Macky Sall is apparently using the disposition as his Trojan horse in the fight against impunity, rampant corruption and to promote the spirit of accountability and set the precedence for future leaders to emulate. proceeded with the signature of decree no. 2012-502 which guarantees the setting up of a court for the rst time, to try graft suspects and particularly civil servants accused of illegally accumulating wealth. The presidential decree named a popular magistrate Mandiougou Ndiaye and nine other judges to administer the court while justice minister Aminata Tour heads the instruction commission of the court. But there is a strong wave of protest from the public not over President Salls insatiable quest to set up of a solid foundation for economic prosperity and financial discipline but over the authenticity of his declared private assets, all worth $2.6 million (KSh57m). The question is not over the fact that he is one million euros richer than Frances incoming President Franois Holland, but over the eet of 35 vehicles plus the scores of hectares of land he owns both in the chic Almady district of the Dakar and in the sprawling suburbs of Diamniado around the new airport. Doubts persist in the public opinion even though the Presidents men have tried to justify these assets by stating that they were acquired honestly. For nearly a decade, the France-trained engineer worked with prestigious petroleum and gas companies before taking up his first government job as minister of energy in 2002 through 2008 serving as internal affairs minister, premier for four years and president of the national assembly.

The other question bogging President Sall is the appointment of Judge Mandiogou Ndiaye, his hometown relative who has had a murky past in his career. The presidential decree named Judge Ndiaye to head the court for the repression of illegal wealth. The European Unions High Representative Catherine Ashton has made a statement saying that the union is happy with the dialogue as it marks the beginning of an understanding with Zimbabwe. The statement on consultations with the Zimbabwe re-engagement team was delivered by EU representative in Zimbabwe Aldo Dell Ariccia. The Constitution of Kenya, 2010 substantially changed the governance structure as well as enhanced participation by citizens in the decision making processes. This has necessitated the need to review the energy sector policy and legal framework so as to align them with the Constitution. Pursuant to the above need, on the 28th January 2011, the Ministry of Energy, set up a Task Force made up of various stakeholders within the Energy Sector. The mandate of the Task Force is to review the Energy Policy (Sessional Paper No. 4 of 2004), the Energy Act 2006 and related Subsidiary Legislation and to align them with the Constitution. Collecting and harmonizing proposals and views from institutions in the energy sector that will facilitate the Constitution implementation process. Undertaking a comprehensive audit of the Sessional Paper No. 4 of 2004, Energy Act 2006, sectoral laws, by-laws and regulations, other policies, administrative procedures, government guidelines and circulars relating to the energy sector so as to develop a new energy sector policy and propose legislative reforms. Reviewing other laws with an impact on the operations of various stakeholders in the energy sector with a view to making proposals for amendments as necessary. Identifying new laws and administrative procedures that are required for implementation of the Constitution including but not limited to those listed in the Fifth Schedule of the Constitution. Identifying any international treaty ratified but not yet domesticated by Kenya relating to the energy sector and providing proposals on domestication in accordance with Article 2(5) of the Constitution. Undertaking comparative studies and benchmarking with countries with devolved governance structures and making recommendations on best practices for adoption by the energy sector. Making proposals for the implementation of the devolved governance structures within the energy sector consistent with the provisions of the Constitution. Ensuring a transparent, participatory and an all inclusive process in the development of the new policy, enactment of subsequent legislation and administrative procedures. Any other tasks related to the aforementioned.
The Taskforce has since achieved a significant milestone in its mandate by formulating a Draft Energy Policy 2012. The Task Force, in compliance with the constitutional requirement and government policy of engaging stakeholders and members of the public in the policy formulation process, wishes to inform the public and stakeholders that they are obliged to exercise their constitutional right to participate in the formulation a new energy sector policy. In view of the above, the Task Force recognizes that it is not possible to meet all members of the public or stakeholders and has therefore opened various channels to enable them submit their views. wo politicians have within a week thrown the spanner into the eurozones prevailing economic thinking. It isnt all that bad. One is Francois Hollande, to be sworn as French president tomorrow. He chased the diminutive but combative Nicholas Sarkozy from office with a 51.6 per cent election victory a week ago. Unlike the 58-year-old Hollande, an old timer in the French Socialist Party politics, Greek Alexis Tsipras is a newcomer to parliamentary politics. His Synaspismos party and allied Coalition of the Radical Left emasculated the leading political parties in election last Sunday, making formation of a government impossible. The helicopter-like political ascent of Mr Tsipras, 37, is impressive. He rose from the Communist Youth of Greece to head a parliamentary party at 33. He entered Parliament three years ago. His ability to manage national aairs though remains unknown. Greece isnt an economic shaker in the eurozone or Europe. France is. However, Mr Hollande and Mr Tsipras have one thing in common: they loathe scal austerity. Thats tight control of
government spending. German Chancellor Angela Merkel is the leading proponent. Unfortunately, her sidekick, Sarkozy, is in a political freezer. Governments cant raise all the money they need from their main source of income: taxes. Consequently, they borrow or issue bonds to meet the decit. Debts and bonds arent a problem par se. The problem comes when governments fail to meet repayment schedules or the value of bonds decline to levels that make investors consider them junk. For reasons known to economists and financial wizards, trouble begins when a countrys debt hits 7 per cent of the Gross Domestic Product. At $661.6 billionlots of money in any language--Greeces debt hit 160 percent of the GDP. Athens couldnt meet repayment schedules. There are several ways of dealing with the problem. They include rescheduling, reducing government spending, declaring bankruptcy, and getting a consortium of nations,

multilateral lenders like the International Monetary Fund and regional organizations member states, for a bailout. Bailouts arent free and conditions are attached. Greece isnt the only eurozone country facing this problem. Portugal and Spain are most hit. Italy is staring at one. France, one of Europes top borrowers, fears its headed there. The 17-member eurozone, like a ship crew, prefers all hands,

including the sick, on deck. Better nd a cure for the sick and fast. The cure for the sick members is bailout. Conditions include massive cuts on government spendingausterity. That means many people have lost benets and jobs. They are angry and have voted out political parties responsible. Greek voters were especially vicious. Mr Tsipras, who has described the agreement for the Greek bailout null and void, is riding this wave. However, hes yet to oer an alternative. Hollande, more mellowed by age and temperament, has offered a sweetener to austerity policies, an element of growth. A Portuguese editor has provided a good rationale for this approach in rather apocalyptic language: Austerity brings more recession, which brings austerity that brings more austerity and then you are eating your babies and your sons. Luckily, thats a long shot. Already, a few socialist politicians in other European nations have welcomed Mr Hollandes idea that austerity policies shouldnt be considered the only option. he moment Frances president-elect Francois Hollande is sworn in on Tuesday, he leaves his cosy post-election no-mans land for potentially bruising encounters on the European and world stage. Hours after naming a prime minister, Frances rst Socialist leader since 1995 will y to Berlin for talks with Chancellor Angela Merkel, an ally of the man he defeated last week, centre-right president Nicolas Sarkozy. Mr Hollande campaigned on a pledge to renegotiate the eurozones scal pact agreed in March, which binds member states to austerity measures and which Merkel argues is essential to underpin the continents eventual recovery. The meeting between the leaders of Europes economic powerhouses will be closely watched by European Union partners and by the nancial markets that Hollande declared during campaigning were the enemy. We have positions that are not yet converging, Hollande admitted on Thursday of his upcoming talks with Merkel, while German ocials have sought to play down the encounter. Its, of course, not a decision-making meeting but a getting-to-know-you meeting, a rst gettogether, Merkels spokesman Steen Seibert said on Friday. Merkel wants to hear Hollandes ideas about scal discipline and the promotion of economic growth and jobs, Seibert said. Ideas raised at their talks are expected to be developed at an informal EU dinner summit on May 23 with a possible growth deal to be announced at the full-edged EU summit on June 28 and 29. Market analysts are reassured that Hollande does not reject the budgetary pact itself, but simply wants to add growth stimulus measures, and traders are also keen to avert a vicious circle of recession and austerity. Ahead of the talks, Hollande, who has no
ministerial experience, this week met with the head of the Eurogroup of eurozone nance ministers, Luxembourg Prime Minister JeanClaude Juncker, and EU president Herman Van Rompuy He has also consulted Italian caretaker Prime Minister Mario Monti who supports both Merkels austerity and Hollandes call for growth and could work as a mediator between competing ideologies within the EU. Hollande was forced on the defensive on Friday when the European Commission warned Frances weak growth was slowing and would struggle to reach 1.3 percent of GDP next year, less than the 1.7 percent Hollande has forecast. Michel Sapin, author of Hollandes election manifesto, said that Brussels pessimism was based on the poor performance of Sarkozys government and that the new team would do better than the EU forecast. Background The Kenya Vision 2030 and the First Medium Term Plan 2008-2012 have identified human resource development as a critical foundation for national social and economic transformation. The goal of the Vision in this area is to create a globally competitive and adaptive human resource base to meet the requirements of a rapidly industrializing economy. Kenyas global competitiveness will depend on its ability to create a human resource base that will be constantly subjected to skills upgrading and aligned to the needs of industry and technological changes. Towards this, the Ministry of Labour and the Kenya National Bureau of Statistics (KNBS), in collaboration with key stakeholders, conducted the National Manpower Survey to provide baseline data on labour and manpower statistics in the country. The key expected outputs of the Survey are; a National Skills Inventory, an updated Kenya National Occupation Classification Standards (KNOCS) and the Integrated Human Resource Development Strategy for Kenya. These are Kenya Vision 2030 Flagship Projects. The Ministry therefore, intends to engage individuals/firms to undertake the following consultancies: EXPRESSION OF INTEREST FOR CONSULTANCY ON DEVELOPMENT OF THE NATIONAL MANPOWER SURVEY ANALYTICAL REPORTS Deliverables (REF NO. MOL/18/2011-2012) i. Inception report detailing the consultants interpretation of terms of reference, and preferred methodology and institutional framework for undertaking the Objectives of the consultancy exercise. African Peace Support Trainers Association The African Peace Support Trainers Association (APSTA) is the African Chapter of the International Association of the Peacekeeping Training Centres (IAPTC). It was registered in Kenya as a Non-Governmental Organization (NGO) with the Kenya Government NGOs Co-ordination Board Registration No. OP.218/051/2010/0551/6793 issued on 9th December 2010. APSTA is an umbrella membership organisation bringing together 17 member institutions from across Africa involved in different aspects of training for Peace Support Operations (PSOs) on the continent. Peace Support Operations (PSOs) Violent conflicts are a threat to national, regional and international peace and security. The United Nations Security Council and the African Union adopt various measures and instruments geared towards maintaining and securing peace and security. One of the standard instruments used is Peace Support Operations. APSTA contribution in PSOs Training is an important component in PSOs. For PSOs to be effective there is need for coordination, standardization and harmonization of the training approaches. Working with the African Union (AU) and its Regional Economic Communities/Mechanisms, APSTA endeavours to ensure that this objective is achieved across its membership. Indeed, the vision of APSTA is to promote and harmonise training for PSOs that will eventually contribute towards a peaceful and stable Africa. The argument put forward is that Chelsea have committed the greatest football crime of the moment: they have knocked Barcelona out at the semi-nal stage. So, the World is deprived of seeing the best side in the World, and the best player, Lionel Messi, who wont be able to add to his phenomenal goal total. Such is Barcelonas appeal that I have a friend in New York, an Indian cricket lover who has never claimed football as his own, complaining when Didier Drogba scored the winning goal in the rst leg tie at Stamford Bridge. I would say to him, as I say to all readers: this is a distorted view of what went on both in London and the return leg in Barcelona. Its good to watch neat passing football, but it doesnt always make for a great spectacle. Think back to last years Champions League nal at Wembley. Barcelona were wonderful to watch, but there was no tension in the game as Manchester United, for the second time against these opponents in a recent nal, rolled over and waited to be beaten. The game between Barcelona and Chelsea, far from being the anti-football that many have described it as, was in fact the most engrossing game for many a year. It had everything: John Terrys act of stupidity in kneeing Alexis Snchez from behind shortly after Barcelona had cancelled out Chelseas one-goal lead from the rst leg, the loss through injury of the other centre back, Gary Cahill to leave a depleted defence. And Chelsea will be without a trio of suspended players: as well as Terry: Ramires, Branislav Ivanovic and Raul Meireles will also have to sit out the nal. In recent games such as the two against Liverpool last week (in the FA Cup and the Premiership), Chelsea have looked as if the season is catching up with them, fading badly. And then there is history. Bayern have faced English opponents in European Cup or Champions League Finals three times before (which says something about the Germans impressive history). against....Barcelona. This was another hard-fought draw from an English side at the Nou Camp and the similarities dont end there. Leeds had gone into the game with a slender one goal lead, having won the rst leg 2-1 at Elland Road. When they went further ahead, a great Barcelona side containing Johan Cruy had to score twice; they only managed one, despite Leeds being reduced to ten men following the sending o of a clumsy central defender, Gordon McQueen. Sounds familiar? Having got to the nal, Leeds suered poor referring decisions and eventually went on to lose 2-0 to Bayern Munich. A repeat score this weekend would be no surprise.

Citys dreams of a rst title in 44 years appeared to be in tatters as 10man Rangers led 2-1 after 90 minutes courtesy of goals from Djibril Cisse and Jamie Mackie following Pablo Zabaletas opener. But as Manchester United prepared to celebrate snatching a 20th league title following their 1-0 win at Sunderland, Edin Dzeko and Sergio Aguero struck twice in two minutes to seal the most enthralling title duel in years. The last few minutes were incredible. This is for our supporters, they deserve this, City manager Roberto Mancini said.

Public universities will also be funded according to courses they oer unlike at present when they are nanced based on the number of students enrolled. The Bill proposes to create the Universities Fund to nance the institutions of higher learning. It is this body that will work out the criteria for differentiating lecturers pay and students funding, either based on the courses taught or learnt. In consultation with the
general disciplines. Also, it means universities oering courses that require a lot of money like medicine, dentistry, engineering, sciences and technology will get more funding compared to those oering humanities. Currently, universities are funded directly by the government and the students given equal amount of money irrespective of courses they pursue. The Bill also seeks to establish an independent body to admit students to public universities and middle-level colleges. The body will be known as the Kenya Universities and Colleges Admission Service. All students admitted to public universities and colleges will be funded by the government, says the Bill. To date, only university students admitted under the regular programmes get State funding.
