Viewers need adequate information about content to make informed viewing choices based on their personal tastes and standards. As such, broadcasters will provide an indication as to the type of content shown by adopting the classifications provided

under the Content Code 2004.


Explain any three (3) of the above mentioned

classifications.

INTRODUCTION

The Malaysian broadcasting, electronic and online

content sectors are mainly governed on a selfregulatory basis via a content code developed under the Communications and Multimedia Act 1998.

It was drafted and registered by the CMCF It became effective in Sept 2004 and has replaced the

Broadcasting Guidelines and the Advertising Code


under the administration of the Ministry of Information.

PART 2 OF THE CONTENT CODE

It provides the guidelines on content. It is

divided into:
a)

General Requirements
Refer to S.211 of CMA. Standards will be viewed in the context of the countrys social, religious, political, educational attitudes and observances, as

well as to accommodate global diversity in a


borderless world.

b)

Indecent content offensive, morally improper and against current standards of accepted behaviour

( including nudity and sex)


c)

Obscene content Give rise to a feeling of disgust by reason of its lewd portrayal and is essentially offensive to ones prevailing notion of decency and modesty.

( ex: pornography and sexual degradation)

d)

Violence Ravages of natural disaster, outrageous acts of

terrorism, war, human conflict in


fact or popular fiction and some other more.
e)

Menacing Content Causes annoyance, threatens harm or evil, encourages or incites crime, or leads to public disorder ( ex: instructions on bomb-making)

f)

Bad language Use of offensive language and crude words that are contrary to audience expectation.

g)

False content
false materials that are likely to mislead

h)

Childrens content
Children below 14/13 years old, must be closely supervised and monitored on violence, safety, security and imitable acts.

i)

Family values
Equality of both sexes and dignity to all.

j)

Persons with special needs


Risk of offence in the use of humour based on physical, mental and sensory disability even without malice.

ITS CLASSIFICATIONS

Based on the guidelines stated in Part 2 of the content

code, the content then will be classified as below:


i. ii. U PG-13

iii. PG-18
iv. 18 & ABOVE

This is to ensure that the audiences make an informed selection of the content that they consume that suits their personal standards and tastes.

i.

It is for broad general audience. Suitable for viewers of all age. Ex: The Game Plan The U symbol stands for Universal.

A U film should be suitable for


audiences aged four years and over. However, it is impossible to predict what might upset a particular child, especially at this lower end of the category range.

ii. PG- 13

For person below the age of 13, parental guidance is required in viewing the content. This is because, the content may be a great influence to their mind.

It may contain mild physical violence, comedic

violence, comic horror, special effects, fantasy,


supernatural elements/animated violence, mild sexual situations and innuendo.

Ex:

The Dark Knight Rises

PG-13 Parents Strongly Cautioned.


Some Material May Be Inappropriate For Children Under 13. A PG-13 rating is a sterner warning by the Rating Board to

parents to determine whether their


children under age 13 should view the motion picture, as some material might not be suited for them. A PG-13 motion picture may go beyond the PG rating in theme, violence, nudity, sensuality, language, adult activities or other elements.

iii. 18 & ABOVE

The content is restricted only to those above the age of 18.

It is intended for adult viewing and may contain one or more

intense violence, graphic horror


images, graphic language, mature themes and intense sexual situations.

Ex:

CONCLUSION

The classifications of the content shown will make the viewers have an adequate information about the content they are viewing.

It will helps them in making informed viewing choices based on their tastes, standards, suitability and preferences.
