The Relocation and Resettlement
Action Plan (RRAP)
 a comprehensive and integrated

proposal that serves as guide for
planners in both the government and
private sectors who will play vital roles
in relocation and resettlement planning
and implementation.
The RRAP ...
 a road map that will ensure that the displaced
informal settler families (ISFs) shall have
better and improved lives in the resettlement
sites
 attempts to identify immediate, medium and

even long term targets and resources,
integrate/synchronize institutional
arrangements and operating systems to
ensure a well-coordinated and timely
relocation, delivery of services/facilities, and
management and maintenance of
resettlement sites/projects
Objectives of RRAP
 A comprehensive and integrated
framework of standardized
relocation and resettlement policies
and procedures;
 A menu of workable shelter options

that provide improved housing,
better socio – economic living
conditions, and tenurial stability;
Objectives of RRAP:
 Clearly defined institutional linkages

among government and non–government
stakeholders to ensure efficient and
coordinated delivery of basic utilities and
socio – economic services and
maximization of resources; and
Objectives of RRAP:
 Opportunities for the affected families to

participate in relocation and resettlement
planning and implementation so that
they will be fully informed on the
rationale (legal, social, economic and
political considerations) and significance
of the project that requires relocation
and resettlement.
Essential Elements of a RRAP:

 organizational responsibilities
 community and local government

participation at the sending and receiving
points to include program of integration
with host populations
 socio-economic survey (with biometrics)

 legal framework including mechanisms for

resolution of conflicts and appeals procedures
 identification of alternative sites and selection
 valuation of and compensation for lost assets
 land ownership, tenure, acquisition, and transfer

 access to livelihood such as training,

employment, and credit
 shelter, infrastructure, and social services
 environmental protection and management
 implementation schedule, budgets, and

monitoring and evaluation
