BASIC PLANNING CONCEPTS

What is Barangay Development


Planning?

It is a deliberate, rational and


continuous effort of the
barangay to accelerate the
process of development in the
barangay.

Performing planning functions involves

WHY SHOULD LGU PLAN?

LEGAL BASES:
Sec. 106, RA 7160
“Each LGU shall have a comprehensive multi-
sectoral development plan to be initiated by the
LDC and approved by its sanggunian.”

“Each LGU shall exercise the powers expressly
granted, those necessarily implied from, as
well as powers necessary, appropriate, or
incidental of its efficient and effective
governance, and those which are essential to
the promotion of the general welfare.”
WHY SHOULD LGU PLAN?

“LGUs shall likewise exercise such powers and
discharge such other functions and
responsibilities as necessary, appropriate or
incidental to efficient and effective provisions
of the basic services and facilities enumerated
herein.”

Importance of Barangay Development Planning


• It serves as a guide in attaining the vision
of the barangay;

• It protects common good and promotes


the general welfare of constituents;

• It maximizes the utilization of limited


resources; and

• It serves as a basis for higher local


development councils in integrating
barangay priority projects

The NGO that will be
represented in the BDC
must be duly recognized or
accredited by the
Sangguniang Barangay.

BDC must meet at least


once every 6 months or as
often as necessary.
Duties and Functions of BDC

1. Assist the corresponding sanggunian in


setting the direction of economic and social
development and coordinating development
efforts within its territorial jurisdiction
(Se. 106, LGC);

2. Perform the functions according to Section


109, LGC
• Encourage the citizenry to be
involved in the preparation and
implementation of development
programs and projects;

3. Prepare a development plan based on the


barangay’s priority needs;

4. Monitor and evaluate the implementation


of national or local programs and projects;
and

5. Perform such other functions as maybe


provided by law or competent authority.
BDC Executive Council

The BDC can also create a body that will


act on such matters when it is not in
session.

Sec. 111 of the LGC provides that each


local development council shall create an
Executive Committee to represent it in its
behalf when the council is not in session.

FUNCTIONS OF THE BDC EXECUTIVE


COMMITTEE:

a) Ensure that the decisions of the council


are faithfully carried out and implemented;

b) Act on matters requiring immediate


attention or action by the council; and

c) Act on matters authorized by the council.


Duties and Functions of the BDC
Secretariat
The BDC Secretariat headed by the
Barangay Secretary with the assistance
of the City/Mun. Planning and
Development Coordinator shall perform
the following:
• Assist the BDC with requirements which are
technical in nature;
• Record meetings or events pertaining to
planning;
• Prepare reports; and
• Assist in other activities as maybe required
The BDC may call upon any local official
concerned or any official of national
agencies or offices in the local
government unit (e.g. Municipal
Agriculturist, ENRO, etc.) to assist in the
formulation of their respective
development plan and investment
program.

It is an official
document that
contains the
barangay’s P/P/As
for development
that intended to
provide solutions
to issues and
concerns.
WHAT ARE THE MINIMUM CONTENTS
OF THE BARANGAY DEVELOPMENT
PLAN?
Based on DILG Memorandum Circular No. 92-41 dated
July 6, 1992 entitled “Guidelines in the Preparation of
Local Development Plans and Annual Investment Plans
as Basis for the 1993 Budget Preparation”.

The barangay development plan shall contain at the


minimum the following elements:

1. Description of the Barangay

• this shall include a write-up describing the


barangay socio-economic characteristics or
profile, its problems and immediate concerns, its
vision and goals.

2. Programs and Projects

• These are programs, projects and activities


identified by the barangay to be funded out
of barangay funds and external sources
such as funding assistance from next higher
LGUs, national government, financial
institutions, private organizations, etc.

3. Maps

a) map of geographical location and boundaries of


the barangay;

b) map of existing facilities (schools,


hospitals/health centers, etc.)

c) a map pinpointing where the proposed programs


and projects shall be implemented.
