(Sec. 399 – 422, Chapter I, Title
I, Book III, Republic Act No.
7160)
Katarungang Pambarangay
 Objective: To provide venue to effect extrajudicial settlement
or out-of-court resolution of conflicts/minor cases between
barangay residents, without intervention of legal counsels and
representatives, to avoid legal action and relieve the courts of
docket congestion.

 In each Barangay, a LUPONG TAGAPAMAYAPA is created


(Section 399 and Section 387 of the LGC)
 The Lupon is composed of the punong barangay as chairman
and ten to twenty members, who shall hold office for 3 years
or until a new lupon is constituted on the third year.
 For each dispute, there shall be constituted a conciliation
panel – PANGKAT NG TAGAPAGSUNDO.

What cases are NOT
included?
1. One party is the government.
2. One party is a public officer.
3. Offenses punishable by imprisonment exceeding
one (1) year or a fine exceeding Five thousand pesos
(P5,000.00);
4. No private offended party
5. Real property from different municipalities
Where is the venue?

 If both parties are residents of the same barangay,


before the lupon of the barangay.
 Different barangays but in the same municipality, in
the barangay of the respondent.
 If real property is involved, in the place of real
property.
 If it involves work, in the place of work.
