WHAT IS A SYSTEM ?
Definition : a set of component that work together for a
certain purpose.
E.g. the blood circulatory system
– Components:
• Heart and blood vessels (artery, veins, capillaries)
– Purpose:
• To transport blood which contains oxygen and
nutrients to all parts of the body
• To carry wastes away to be filtered out of the body.

Why Do We Need System :

System is useful when ;


i. Many activities have to be managed together.
ii. Organises and simplifies complexity.
iii. Complex information that are changing have to be
taken into account at all times.
iv. Provide order , structure , and focus on the
purposes and objectives.

Introduction :

• OSH-MS has to be integrated and manage in the


organisation to complete goals,mission and growth.
• Management need to have OSH –MS where it can
monitor performance of activities.
• System help organisation to integrate changing
requirement into its daily management.
WHAT IS AN OSH-MANAGEMENT SYSTEM

• OSH management system :


i. component : Arrangement (plans ,
implimentation ) etc.
ii. Purpose : to ensure safety , health and
welfare ; to comply with regulation.

There are 2 ILO OSH :2001 today :-


1) MS 1722 : 2003 – establish in 2003
2) OHSAS 18001 – establish 1999

Both ILO (international labor order) are based on the Quality management

MANAGEMENT IN THE WORK PLACE

1. The continuation development of safe methods of work.


2. The achievement of a safe working environment.
3. The promotion of good health practices in the workforce.
4. A reduction in the number and severity of injuries in the
workplace.
5. Compliance with all relevant acts, regulation, standard and
codes of practices.

ORGANISATIONS (Section 30 )
HOW TO APPLY THE OSH
MANAGEMENT SYSTEM AT
WORKPLCE?.
Section 30: Establishment of safety and health committee
at place of work.

(1) Every employer shall establish a safety and health committee at


the place of work in accordance with this section if-
(a) there are forty or more persons employed at the place of
work; or
(b) the Director General directs the establishment of such a
committee at the place of work.

Contravenes : penalty not exceed 5 thousand and 6 month


imprisonment.
Composition of safety Committee.
The composition of the Safety and Health Committee shall be as
follows: -

i. Chairman (employer/authorized manager)


ii. Secretary (SHO/Appointed by employer)
iii. Management representatives (appointed by employer)
iv. Worker representatives (appointed by employer or
min 2 if < 100 workers select by worker by voting
min 4 if > 100 workers

Refer chapter 1 OSH regulations 1996. (OSHA 1994)


- Under Regulation (5) .
SPECIFIC FUNCTION OF COMMITTEE

Section 30 (OSHA 1994).

Two function of safety committee :-

1. Shall keep under review the measures taken to ensure the


safety and health of person s at the place of work.

2. Shall investigate any matters at the place of work.

 Which a member of committee or a person employed


thereat considers is not safe or is a risk to health; and

 Which has been brought to the attention of the employer.


SPECIFIC FUNCTION OF SAFETY COMMITTEE

OSH Regulation 1996.(Regulation 11) - OSHA 1994.

Other function under Regulation 11:-


Assist in the development of programmed and safe system
work.
Assist in development and review the effectiveness of
programmed.
Carry out studies and analysis of incident trends and statistic
Report unsafe conditions and unsafe practices and make
recommendation for improvement.
Inspection workplace (at least ones in 3 month)
Investigate an accident (at least ones in 3 month)
Meeting (at least ones in 3 month)
Investigate and accept complaint .
Roles of Management
 Determine which OSHA regulations/standards apply to area or
function of the department.
 Review the status of the applicable safety and health program
and regulatory compliance within the department
 Develop an action plan to address any problem
 Ensure supervisor understand and enforce the requirement of
the applicable standard.
 Periodically conduct self-audit of the safety programs
 Contact DOSH inspector for inspection.
 Any incident resulting in one or more fatalities or hospitalization
of three or more workers must be reported to DOSH within 8
hours.

RULES AND WORKPLACE
PROCEDURES
• While policies and procedures vary by industry, there is a
basic set of rules every workplace can implement regarding
the health and safety of employees.

• The purpose of these rules is to ensure the well-being of


employees, reduce employee absences, lower workers
compensation costs, increase productivity and exercise
compliance with workplace health and safety standards.
WORKPLACE SAFETY & HEALTH
RULES
1. Workplace Hazards

• A workplace must be free from recognized hazards that


will cause employees any type of harm

• Hazards in a workplace include slippery floors, items in


the middle of walkways, low lighting, faulty equipment,
"Exit" signs that are not illuminated, a lack of fire
extinguishers and unsecured shelving units
2. Safety Equipment and Procedures
 Employers must make the workplace safe by installing safeguards
on dangerous tools and machinery, implementing safe work
practices and procedures and encouraging worker safety.

 Examples of items that can help make the workplace safe include
warning signs, protective gear for employees to wear (like goggles
and gloves) and handbooks that tell employees how to stay safe in
the workplace. In addition, frequent employee safety training helps
promote workplace safety
3. Unsafe Workplaces

 Employers must ensure a building meets all safety codes. If for any
reason a building is deemed unsafe, employees must not be allowed
to enter it.

 Examples of unsafe workplaces include buildings that have suffered


fire damage, buildings that do not have functioning or adequate
lighting or buildings that have suffered flood damage and have not
been inspected for safety purposes.
4. Employee Rights
 Employers cannot discriminate against an employee for
exercising his rights regarding workplace hazards.
Employees have the right to report hazards to an
employer or the Occupational Safety and Health
Administration (OSHA), and can request an OSHA
inspection.

 Employees also have the right to see copies of records


regarding exposure to harmful substances or conditions.
