Radio Resource Management
Radio Resource Management (RRM) is responsible for optimal
utilization of the air interface resources
Target for RRM is to ensure the RAN offers:
• The planned coverage for each targeted service
• High capacity i.e. low blocking (new calls, handovers)
• The required Quality of Service (QoS)
• Optimize the use of available capacity (priorities)
Link Quality
HUAWEI TECHNOLOGIES CO., LTD. Huawei proprietary. No spread without permission. Page 36
RRM Tasks
RRM must be able to:
• Predict the impact on interference (power) of Overload
Overload Margin
the admitting a new user for UL & DL Load Target
• Perform appropriate actions (e.g. new call ad
Power
missions, bitrate increase/decrease etc.) in
accordance with prevailing load conditions
• Provide different quality of service for real
time (RT) and non-real time (NRT) users Time
HUAWEI TECHNOLOGIES CO., LTD. Huawei proprietary. No spread without permission. Page 37
RRM Functional Split
RRM is made up of a number of closely interdependent functions (i.e. alg
orithms)
These functions can be divided into;
Cell Based LC
PS
• Load control (LC) RM
AC
• Admission control (AC)
• Packet scheduling (PS) Cell based functions

Load control States
• The load control function within RRM can be divided:
• Preventative load control (e.g. congestion)
• Overload control (e.g. dropping of calls in worst case)
• Preventative actions are performed before the cell is overloaded (threshol
d y)
• Overload actions are performed after cell is overloaded (threshold x)
• RNP parameters define the thresholds for the RRM functionalities
• The thresholds define a stable functionality within a cell and with surrou
nding cells

PS
LC
• LC performs the function of load control in association with AC & PS
• Updates load status using measurements & estimations provided by AC and PS
• Continuously feeds cell load information to PS and AC;
• Interference levels
• BTS power levels
• Non-controllable load
HUAWEI TECHNOLOGIES CO., LTD. Huawei proprietary. No spread without permission. Page 41
Admission Control
Responsible for maximising capacity (throughput) whilst providing the required quali
ty of service for RT traffic.
Checks that admitting a new user will not sacrifice planned coverage or quality of e
xisting connections
Determines whether RABs can be admitted to the RAN
• Handles RT RABs alone by estimating the increase in non-controllable load
• With PS decides whether to allocate resources to NRT RABs
• In the decision UL interference & DL power measurements by BTS are used
• The UL throughput is considered for AC
Provides RLC parameters to PS for NRT users, for example
• Bearer class
• Transport Formats
AC sets quality and power parameters for the radio link, for example
• UL/DL BLER, Eb/No targets, SIR target
• Initial DL transmission power

Packet Scheduler in RNC
• Responsible for scheduling radio resources for
both UL and DL NRT RABs power
Overload threshold
• Scheduling period defined by RNP parameters
Target threshold
• PS relies on up-to-date information from AC
and LC
• Capacity allocated on a needs basis using ‘best

effort’ approach
controllable load
non-controllable load
time
• PS allocation times need to be fast to accommodate changing conditions & accurate (up-to-
date load info)
• Capacity requests sent via traffic volume measurement reports (governed by RNP parameters)
• PS comprises two parts: UE specific & Cell specific

AC - makes admission decision and allocates a 0 bit rate to the NRT radio bearer
PS1 - “Bit rate allocation”, after receiving a capacity request PS allocates initial bit rate
PS2 - “Flexible upgrade”, After receiving a capacity request PS allocates maximum (high) bit rate
PS3 - “Throughput-based optimisation“, PS performs radio bearer reconfiguration to lower bit rate
PS4 - “Flexible upgrade”, PS performs radio bearer reconfiguration to higher bit rate
PS5 - “RRC state transition”, PS initiates state transition to CELL_FACH due to inactivity

Power Control
• Since WCDMA system is interference limited it is beneficial to reduce tran
smission power as far as possible.
• Thus, the target of power control (PC) is to achieve the minimum signal-t
o-interference ratio (SIR) that is required to offer sufficient quality of
the connection.
• PC works on a per-connection basis.
HUAWEI TECHNOLOGIES CO., LTD. Huawei proprietary. No spread without permission. Page 48
Handover Control (HC)
• HC is responsible for
• Managing the mobility aspects of an RRC connection as UE move around network
• Maintaining high capacity by ensuring UE is always served by strongest cell

Resource Manager (RM)
Responsible for managing the logical radio resources of the RNC in co-operation with
AC and PS
The resource manager is responsible for managing the RNC internal resources, downlin
k spreading codes, BTS resources, as well as requesting Iub and Iur transport resour
ces.
The packet scheduler schedules radio resources for non-real time and PS streaming ra
dio bearers for both the uplink and the downlink directions
On request for resources, from either AC(RT) or PS(NRT),Downlink
RM allocates;
Code Type Uplink
Scrambling codes User separation Cell separation
Spreading codes Data & control channels from same UE Users within one cell

Data Collecting Flow
The WBTS combines all the performance management
data into one single XML file at the end of each
measurement period and stores the files to its own file
server. The file generation is done at a fixed 60-minute
interval on full hours (1:00, 2:00, 3:00 etc.).

• Poor coverage or dominance or interference issues in Radio interface
• Capacity issues in Radio or Iub interface
• Configuration issues in WBTS (parameters or HW)
CSSR covers all the steps from the initial RRC connection request from the UE to
the network, through the RRC setup phase and the RAB setup phase, and until user
data is starting to get transferred.

RAB Success Ratio (Drop call rate)
Call is dropped if one (or more) of the following RAB, RB or RL, drops.
PS call drop is different than the other call type drops, RAB service can still exi
ts even if the RB and/or RL drops
Poor RAB success ratio could be reason of coverage or interference issues, SHO prob
lems, missing neighbour, inter RNC problems, just to mention some
Call Drop rate (CDR) is calculated based on RAB activation failures, it can be defi
ned separately for different services
Normal RAB releases are taken into account
Drops during the signalling are not included
