Basis for a Guidance Program

RATIONALE
Prabu (2015) indicates that guidance as a concept is concerned with the optimal development
of the individual. As a process guidance helps the individual in self-understanding by
understanding one’s strengths, limitations, and other resources and in self-direction the ability to
solve problems, make choices and decision on one’s own. Identifying needs of the students in the
schools shows the need of guidance, in the education, profession, career, social, personal and
psychological areas. Guidance service is needed to help students deal effectively with the formal
developmental tasks of adolescent life situations boldly. Schools should strive to support student
personal growth and development, academic success, career and college readiness, social and
psychological development to ensure today’s students productivity and well-adjusted adults of
tomorrow. It will provide a structure and focus for comprehensive program (Washington State
Comprehensive School Counseling and Guidance Program Model, 2017). The program may lead
them to handle their needs in the form of personal growth and development, academic life, social
life, psychological, and career/vocational guidance.

RATIONALE
This study would be helpful and encourage the students to identify and address their needs. It
will also benefit the school to address the needs of these students for their holistic development
and welfare. The program that will be drafted will be a tool for preventing problems from
becoming more serious resulting in delinquency, failure and emotional disturbance. It requires a
comprehensive guidance program at level. An adequate program aims at addressing psychological
health and development, students understand their abilities and exploit them to their maximum in
scholastic pursuits and aids him to in deciding about his profession that is most suited to him.
Guidance program is an integral part of school total education.
Moreover, a comprehensive guidance program model will establish the guidelines necessary to
ensure a consistent framework that addresses the developmental needs of students. Rather than
operating with random acts of guidance, the framework defines standards and competencies
necessary for schools to deliver a comprehensive guidance program to all students where growth
and learning are developmental. The personal growth and development, academic, social, career,
and psychological students’ needs for success in school and in life are attainable when guidance is
provided in a constant and developmental way for each and every student (Newburg School
District, 2011).

RATIONALE
Thus, the researcher’s motives which prompted to conduct this research has identified and
addressed the guidance needs of the senior high school students in 2nd District of Tarlac Province
to propose a comprehensive program that will benefit the school to help the students grow through
the program towards achieving the goals they have self-identified. This study also served as a
basis that bridge the gap from the student’s identified needs and consequently proposed a
comprehensive program that enhance the competencies in their chosen track and strands. It was
also one of the competencies of a future guidance counselor in crafting a comprehensive program
by means of a study.

FRAMEWORK
This study is anchored with the concept of ASCA National Standards for Students (Alexandria, 2019) outline
the competencies and indicators that identify and prioritize the specific attitudes, knowledge and skills that
students should be able to demonstrate as a result of participating in a school counseling program. Another is the
ASCA Mindsets and Behaviors outline the mindsets and behaviors school counselors need to meet the rigorous
demands of the school counseling profession and the needs of K–12 students. These standards and competencies
help ensure new and experienced school counselors are equipped to establish, maintain and enhance a
comprehensive school counseling program addressing the following competencies and indicators (1) academic
achievement, (2) career planning and (3) personal/social (4) emotional development.
In addition, to the psychological area added in the guidance needs is anchored in the integration of mental
health program to the school to promote the emotional wellness of the students. Education Secretary Leonor
Briones, in DepEd Memorandum No. 132 s. 2019, asked school officials of all public elementary and high
schools to conduct various activities related to the Mental Health Day celebrated every October 10 and in line
with the Mental Health Awareness Week which is observed every second week of October pursuant to
Presidential Proclamation No. 452 s. 1994 as President Duterte signed into law last June 2018 the Republic Act
11036, now known as the “Mental Health Law.” (Manila Bulettin, 2019).
