ADOPTION OF A CODE OF ETHICAL AND PROFFESIONAL
STANDARDS FOR THE PRACTICE OF THE GEODETIC
ENGINEERING PROFESSION.

WHEREAS, one of the powers and duties of the Board of


Geodetic Engineering provided in Section 8 (i) of R.A. No. 8560
known as the Philippine Geodetic Engineering Act of 1998 is
“(T)o Prescribe and/or adopt a Code of Ethical and Professional
Standards For the practice of Geodetic Engineering profession;

WHEREAS, upon request of the Board of Geodetic


Engineering, The GEP Board of Governors drafted a Code of
Ethical and Professional Standards for the Practice of Geodetic
Engineering Profession;

WHEREAS, the Geodetic Engineers of the Philippines,


Inc. (GEP) in its Resolution No. 02-03-01-E Series of 2000-
2001 recommend to the Board of Geodetic Engineering the
adoption of the Code of Ethical and Professional Standards for
the practice of the Geodetic Engineering Profession prepared
by a Committee composed of past Presidents of the GEP.

WHEREAS, the board of Governors of GEP


after reviewing the draft code approved the same
and submitted to the board of Geodetic
Engineering for adoption.

WHEREAS, the Board of Geodetic Engineering also


reviewed the code as proposed by the GEP and finds the same
to have been carefully crafted as it provides adequate
safeguards that will protect not only the clients but also the
geodetic engineering practitioners, apart from infusing
principles that will maintain professional standards for the
practice of the profession.

WHEREFORE, the Board Resolved as it hereby


Resolves to adopt the attached document denominated
as “ Code of Ethical and Professional Standards” for the
practice of the Geodetic Engineering Profession marked
as Annex “A” and made an integral part of this
Resolution.

This code of Ethical and Professional Standards


for the practice of the Geodetic Engineering
profession shall governed the practice of all
Registered Geodetic Engineers in the Philippines.

This Resolution and the Code of Ethical and


Professional Standards For the Practice of
Geodetic Engineering appended thereto shall take
affect after fifteen (15) days following its
publication in the Philippines , whichever is
earlier.
CODE OF ETHICAL AND
PROFESSIONAL STANDARD FOR THE

FOR THE GEODETIC ENGINEERING PROFFESION

Section 1. Rational. Pursuant to Section 8 (I), Article III of RA


8560, otherwise known as the Philippine Geodetic Engineering
Act of 1998, the following Code of Ethical and Professional
Standards for Geodetic Engineering is hereby adopted.
Section 2. A geodetic engineer and junior engineer shall:

a) In all HUMILITY, always recognize the CREATOR as the


source of the light that illuminates his professional path and the
force that leads to the attainment of his objective.
Section 2. A geodetic engineer and junior engineer shall:

b)Always be possessed with the highest standards


of INTEGRITY, HONESTY and COMPETENCE
in rendering professional service to his client.
It will be considered unethical for him to :

1. Act for his client or employer in


professional manners than as faithful
agent or trustee;
It will be considered unethical for him to :

2. Charge his client or employer any remuneration


other than his stated professional charges for
services rendered or to be rendered in accordance
with their contract of services;
It will be considered unethical for him to :

3. Take advantage for fee of his authority to


practice as geodetic engineering work not done by
him personally or executed his direct supervision;
It will be considered unethical for him to :

4. Take advantage of the ignorance , credibility, or confidence


of his clients or employers and other persons with whom he
deals; and
5. Act in any manner or engage in any practice which will be
tend to discredit the honor or dignity of the geodetic
engineering profession.
Section 2. A geodetic engineer and junior engineer shall:

c)Always be FAIR in his dealing with his


colleagues in the profession and other
professions.
It will be considered unethical for him to :

1. Cause injury maliciously , directly, or indirectly to the


good name, the professional reputation, prospect or
business of another geodetic engineer or junior geodetic
engineer.
It will be considered unethical for him to :

2. Attempt to supplant another geodetic engineer


or junior geodetic engineer after definite steps
have already been taken towards the latter’s
employment;
It will be considered unethical for him to :

3. Underbid another geodetic engineer or junior


geodetic engineer by reducing his usual rate after
knowing the rate offered by the other geodetic
engineer or junior geodetic engineer;
It will be considered unethical for him to :

4. Advertise in self-laudatory language or in other


manner derogatory to the dignity of the profession;
5. Hire the employee of a fellow geodetic engineer or
junior geodetic engineer without the prior knowledge or
consent of the latter.
It will be considered unethical for him to :

6. Review the work of another geodetic engineer or junior


geodetic engineer for the same client except with the
knowledge and consent of said geodetic engineer or junior
geodetic engineer or unless the contract of said geodetic
engineer or junior geodetic engineer with said client has been
terminated formally; and
It will be considered unethical for him to :

7 . Criticize publicly a geodetic engineer or junior geodetic


engineer in connection with a job has done;
8. To use the advantage of being a salaried employee to
compete unfairly with the geodetic or junior geodetic
engineers in private practice.
Section 2. A geodetic engineer and junior engineer shall:

d)Always be LAW-ABIDING therefore observing


and following the prescribed rules and regulations
of the profession and those of other laws affect
directly or indirectly the practice of the profession.
It will be considered unethical for him to :

1. Practice the profession without a valid


license/registration from the PRC and without
paying the priveledge tax to the government
agency concerned;
It will be considered unethical for him to :

2. Join in his professional capacity a firm ,


partnership, association or corporation which
represents itself as a geodetic engineer entity, but
actually is not authorized under the law.
It will be considered unethical for him to :

3. Refuse to serve in his professional capacity


when required by the state in cases under litigation
whether administratively or judicially, or in cases
of national emergency.
It will be considered unethical for him to :

4. Give false testimony in administrative or judicial


proceedings;
5. Undertake a job for which he is not qualified under
the law, e,g a junior geodetic engineer executing a
survey in excess of the limits allowed by law or
regulations;
It will be considered unethical for him to :

6.Refuse or neglect to report to the authorities


concerned erroneous surveys discovered in
the course of undertaking his job;
It will be considered unethical for him to :

7. Refuse to neglect to pay his workers and employees


just wages agreed upon and to provide benefits
mandated by law; and
8. Render service to or work with, any person or entity,
engage in illegal or lawful activities.
Section 2. A geodetic engineer and junior engineer shall:

e) Always participate in IMPROVING and


ELEVATING the STANDARDS of the profession
by exchanging relevant information and
experience through technical publication, lectures,
seminars, conferences and conversations;

f) Always be enthusiastic and devoted in imbuing ESPRIT DE


CORPS to enhance and maintain camaraderie between and
among members of the profession and the integrated
association of geodetic engineering and always comply with
his obligations to the latter like payment of his dues to the
organization to effectively achieve its objectives as defined in
its by-laws;
Section 2. A geodetic engineer and junior engineer shall:

g) Always bear in mind that the practice of the profession


should redound to the improvement of the welfare not only of
the client but also of the community in particular and of the
nation in general, and therefore, he shall always be endowed
with the highest degree of SOCIAL RESPONSIBILTY.

Season 3. Sanctions. Any geodetic engineer or


junior geodetic engineer who violates any of the
above shall be dealt with pursuant to section 22,
Article IV of R.A 8560.

Section 22. Grounds for suspension and revocation of license, cancellation of temporary/special
permit. - The Board shall have the power, upon due notice and hearing, to revoke or suspend the
license of a Geodetic Engineer, or to cancel a temporary/special permit for any cause specified in the
proceeding Sec.s, including but not limited to: the use or perpetration of any fraud or deceit in
obtaining a certificate of registration, or for incompetence, negligence, or for abetment of the illegal
practice of Geodetic Engineering; violation of the provisions of this Act, its implementing rules and
regulations and/or violation of the policies of the Board including the Code of Ethics for Geodetic
Engineers: Provided, however, That such action of the Board shall be subject to appeal to the
Commission, within fifteen (15) days from written notice.
“AN HONORABLE GEODETIC ENGINEER OR
JUNIOR GEODETIC ENGINEER CONSIDERS
FEES OBTAINED THROUGH HONEST AND
COMPETENT PROFESSIONAL SERVICES AS
MONEY EARNED WITH THE HIGHEST DEGREE
OF PROFESSIONAL ETHICS AND
PROFESSIONALISM.”
