OWWA Mandate

The creation of OWWA emanates from the Constitutional


mandate for the State to affirm labor, local and overseas as a
primary social economic force, and to guarantee the protection
of the rights of overseas workers and the promotion of their
interests and general well-being. ( Art. II Sec.1, Omnibus Policies
of the Overseas Workers Welfare Administration)
WHAT CONSTITUTES
OWWA’S FUND SOURCE?

OWWA’S FUND IS A SINGLE TRUST FUND POOLED FROM


THE US$25.00 MEMBERSHIP CONTRIBUTIONS OF LAND-
BASED AND SEA-BASED WORKERS, INVESTMENT AND
INTEREST INCOME, AND INCOME FROM OTHER SOURCES.

* LEGAL BASIS FOR THE COLLECTION OF MEMBERSHIP


CONTRIBUTION IS BASED ON THE LETTER OF
INSTRUCTIONS (LOI) NO. 537.
MEMBERSHIP CAN BE
OBTAINED IN TWO WAYS:
1. BY ENROLMENT UPON PROCESSING OF
EMPLOYMENT CONTRACT AT POEA (PHILIPPINE
OVERSEAS EMPLOYMENT ADMINISTRATION)

2. BY VOLUNTARY REGISTRATION/RENEWAL OF
MEMBERSHIP AT JOB SITES OVERSEAS
(VOLUNTARY MEMBERSHIP PROGRAM OR VMP)
MEMBERSHIP EFFECTIVITY

 Upon payment of membership contribution

Membership has a maximum coverage of two


(2) years

Membership expires upon the expiration of


the employment contract.

Social Benefits
Disability and Dismemberment Benefit

A member-OFW is entitled to a disability /


dismemberment benefit of up to Php50,000.00
or up to Php100,000.00 in case of total
disability, for injuries sustained due to accidents
while working abroad.
Death Benefit
A Php100,000.00 benefit in case of death
due to natural cause and Php200,000.00 due
to accident shall be received by the legal
heirs. On top of the death benefit, a rider of
Php20,000.00 shall be received by the legal
heir for the funeral expenses.
Education and Livelihood
Assistance Program (ELAP)

–Scholarships for survivors of deceased OFWs


consisting of Php5,000.00 for elementary,
Php8,000.00 for high school, Php10,000.00
for college (per school year) and livelihood
assistance of Php15,000.00 for the surviving
spouse.
Education and Training
Program
Pre-Departure Education Program (PDEP)is
a mandatory orientation / training for all
departing OFWs. It consists of the
following:
1. Country specific Pre-Departure Orientation Seminar
(PDOS) – A whole day orientation to ready-to-leave
OFWs consisting of a comprehensive module on
employment contract familiarization, profile of the
country of destination, stages of the OFWs life, health
and safety, airport procedures, government programs
and services.
2. Comprehensive Pre-Departure Education
Program (CPDEP) – A 3 to 6-day live-out
training for Household Service Workers
(HSWs) consisting of language training,
culture familiarization and stress
management to prepare them for life
overseas.
B. Scholarships, Training and Incentive
Programs
B1. Scholarship and Incentive Programs
for OFWs / Seafarers

a) Seafarers‘ Upgrading Program (SUP) –


Scholarships for attendance to short-term
training program for Filipino seafarers. First
availment consists of Php7,500.00 training
assistance. Availment in another training
course every after 3 recorded membership.
B2. Scholarships for Dependents
a) Education for Development
Scholarship Program (EDSP) -
Scholarships for qualified dependents of
OFWs consisting of a maximum of
Php60,000.00 per school year, leading to a
four-to-five year baccalaureate course in
any college or university.
b) OFW Dependents Scholarship Program
(OFWDSP) – Scholarships consisting of a
maximum of Php20,000.00 assistance per
school year leading to a baccalaureate or
associate degree in a state college or
university. OFW parents must have a monthly
salary of not more than $600.
B3. Short-Term Training Programs for
OFWs and dependents
a) Skills-for-Employment Scholarship Program (SESP)
–Scholarships for attendance to short-term training
program consisting of a maximum of Php14,500.00 per
course leading to the completion of a vocational or
technical course in any school accredited by TESDA.
b) Information Technology Program - A joint
undertaking with Microsoft Corporation providing
OFWs and their families free information and
communication technology (ICT) skills training, the
purpose of which is to bridge the communication gap
through the use of internet between the OFW and
his/her family.
Workers Welfare Assistance
Program
On-Site Welfare Case Management

Includes requests for assistance on


OFWs’ whereabouts from NOKs in the
Philippines; psycho-social counseling for
distressed workers; conciliation and
mediation with the employers; airport
assistance for the repatriation of OFWs;
hospital/prison/work camp visitations;
and legal assistance to OFWs who wish to
pursue labor / welfare case in the court of
the host country.
In- Country Welfare Case
Management
Includes requests by families or NOKs (next-
of-kin) for any assistance from Post; and post-
repatriation assistance which includes airport
assistance, transport services, provision of
temporary shelter, stress debriefing/
counseling, referrals, and other concerns.
Requests for assistance by Families or NOKs or
from OFWs can be channeled at the OWWA’s
24/7 Operation Center.
Repatriation Program
Repatriation includes bringing distressed
OFWs back to the country or bringing
back of human remains including personal
effects. Emergency repatriation is also
carried out in the event of any of political
unrest or naturare accorded with airport
assistance, temporary al calamities.
Repatriated OFWs shelter at the Halfway
Home, psycho-social counseling, stress
debriefing, and provision of transport
services or fares for their on-ward travel
to their provinces.

Loan Program (OFW-EDLP)

Program (EDLP)
- Four-phase entrepreneurship development training consisting of (1)
business orientation, (2) project-specific training, (3) demo
farm/immersion, and (4)business plan preparation
- A loan facility, in partnership with the Land Bank of the Philippines
(LBP)
- Business loans amounting to PhP 100,000.00 up to a maximum of
PhP 2million for individual borrowers and up to a maximum of
PhP 5 million for group borrowers
- Interest rate of 7.5% per annum FIXED for the duration of the loan
- Project Cost Sharing : 80/20
• Borrower’s Equity – minimum of 20%of the Total Project Cost (TPC)
• Loan Amount – Maximum of 80% of the TPC

• OWWA certification that borrower is bonafide overseas worker,


has completed Enhanced Entrepreneurial Development Training
(EEDT) and NO credit history.
