Yes, that is Urbs Roma. Second coin is Constantius II maiorina. The third coin is Antoninian, Florianus

Post 17 appears to be:
Constantine II AE3. Siscia Mint 323-324? AD.
Obverse: CONSTANTINVS IVN NOB C, laureate head right.
Reverse: CAESARVM NOSTRORVM, VOT / X within wreath, SIS in exergue.
Similar to this but with different mint mark:
