The reuse of historic hangars and new construction on a historic landmark site led to fulfilling a program for the NOAA that includes a marine biology lab, a national data center, a dive center, an International Tsunami Information Center, a Pacific Tsunami Warning Center, a National Weather Service office and administration functions.

Additional features include a visitor center with permanent and temporary exhibits, an auditorium and conference center, a library information center, training rooms, a cafeteria and an occupational health and fitness center. A three-story atrium houses public spaces such as the library, dining and fitness areas, and an auditorium. Courtyards in each of the hangar structures open from the roof down to ground level, serving as gathering spaces and providing natural light.

The high-performance sustainable design is rooted in the mission of NOAA, biomimicry and the cultural traditions of the Pacific Region. LEED Gold sustainable design features include a skylight diffuser system that virtually eliminates the need for artificial light during the day.
