BUT THIS IS THE FIRST TIME A LOT OF THESE WORLD LEADERS WILL HAVE HAD A CHANCE TO MEET FACE TO FACE SINCE TRUMP’S ELECTION AND CONFRONT ISSUES ABOUT HOW TO PREPARE FOR THINGS, ESPECIALLY LIKE TARIFFS THAT TRUMP HAS THREATENED TO IMPOSE, PARTICULARLY ON CHINA. THAT COULD PROVE A MAJOR ECONOMIC SHOCK. NOW, PRESIDENT BIDEN, FOR HIS PART, WANTS TO USE THIS SUMMIT TO FOCUS ON WHAT HE CONSIDERS TO BE MAJOR ACCOMPLISHMENTS OF HIS ADMINISTRATION. WE’LL SEE THAT WHEN HE SITS DOWN FOR THE FIRST TIME WITH THE NEW PRIME MINISTER OF JAPAN, ALONG WITH SOUTH KOREA’S PRESIDENT. THIS IS A RELATIONSHIP, OF COURSE, THE U.S. HAS STRONG BILATERAL TIES WITH EACH OF THESE COUNTRIES INDIVIDUALLY, BUT IT’S ONLY BEEN UNDER BIDEN’S LEADERSHIP THAT THESE TWO COUNTRIES HAVE IMPROVED THEIR OWN MUTUAL RELATIONSHIP AS PART OF AN EFFORT BY THE ADMINISTRATION TO COUNTER THE RISING INFLUENCE OF CHINA, AS WELL AS DEALING WITH CONSTANT PROVOCATIONS FROM NORTH KOREA. OF COURSE, ONE OF THE HIGHLIGHTS OF THE SUMMIT WILL ALSO BE A FACE TO FACE MEETING. PRESIDENT BIDEN IS SET TO HOLD ON SATURDAY, WITH PRESIDENT XI OF CHINA. NOW, THIS IS PRESIDENT BIDEN’S THIRD FACE TO FACE MEETING WITH THE CHINESE PRESIDENT, WHERE THE AGENDA WILL FOCUS ON PREDICTABILITY IN THIS RELATIONSHIP. PREPARING FOR THAT HANDOFF WITH DONALD TRUMP. THE APEC SUMMIT IS THE FIRST OF TWO STOPS THAT THE PRESIDENT WILL MAKE ON THIS TRIP. HE’S SET TO MEET WITH THE G20 LEADERS IN BRAZIL. BLANCH WAS TRUMP’S LEAD ATTORNEY FOR HIS HUSH MONEY PAYMENT TRIAL, AND HIS FEDERAL ELECTION INTERFERENCE CASE. A BRIDGE IN YORK COUNTY IS CLOSED TO TRAIN TRAFFIC AFTER IT WAS HIT BY A TRUCK. SEVEN VALLEYS BOROUGH POSTED ON FACEBOOK THAT THE TRUCK HIT THE BRIDGE WEDNESDAY, CAUSING ADDITIONAL DAMAGE TO AN ALREADY DAMAGED BRIDGE. THE IMPACT ALSO CAUSED A BOW IN THE TRAIN TRACK RUNNING OVER THE BRIDGE. YORK COUNTY RAIL TRAIL AUTHORITY SAYS THE BRIDGE IS SAFE FOR PEDESTRIANS, BIKERS AND DRIVERS GOING UNDER THE BRIDGE. STATE POLICE ARE INVESTIGATING A FATAL CRASH IN PERRY COUNTY. THE CORONER WAS CALLED TO THE SCENE AROUND NINE LAST NIGHT ON STATE ROAD IN PENN TOWNSHIP. ROADS IN THE AREA WERE CLOSED UNTIL ABOUT FIVE THIS MORNING. A MAN KILLED IN A FOUR VEHICLE CRASH YESTERDAY MORNING ON I-81 IN LEBANON COUNTY IS NOW IDENTIFIED AS JAMES STOKES. THE 27 YEAR OLD, OF MONROE COUNTY WAS A PASSENGER IN ONE OF THE VEHICLES THAT CRASHED AROUND 230 IN THE NORTHBOUND LANES NEAR THE 743 EXIT. I-81 WAS SHUT DOWN IN THE AREA FOR MORE THAN SEVEN HOURS. NO ONE ELSE WAS INJURED. A LANCASTER COUNTY MAN IS CHARGED WITH TERRORISTIC THREATS AFTER A CRASH IN AUGUST IN EPHRATA. EPHRATA POLICE SAY SHAUN SHOAF WAS A PASSENGER IN THE DUMP TRUCK THAT CRASHED AT NORTH READING AND SCHNECK ROADS. WITNESSES SAID AFTER THE CRASH, SHOAF CLIMBED ON TOP OF THE OTHER VEHICLE, YELLED AND THREATENED THE DRIVER AND THEN STOMPED ON THE WINDSHIELD. A MARYLAND WOMAN IS CHARGED WITH ATTEMPTED HOMICIDE FOR A STABBING IN CHESTER COUNTY. STATE POLICE SAY SADIE SAPP STABBED ANOTHER PERSON MULTIPLE TIMES WEDNESDAY IN EAST NOTTINGHAM TOWNSHIP, AND THEN GOT AWAY. SAPP WAS TAKEN INTO CUSTODY YESTERDAY AND IS IN CHESTER COUNTY PRISON. WELDING IS TO BLAME FOR SPARKING A FIRE WEDNESDAY AT A CHEESE FACILITY IN LANCASTER COUNTY. VIDEO SHOWS SMOKE POURING OUT OF OAKSHADE CHEESE ON REETH ROAD IN LITTLE BRITAIN TOWNSHIP. THE CHIEF OF THE ROBERT FULTON FIRE COMPANY SAYS THE FIRE CAUSED ABOUT 5000 $500,000 OF DAMAGE AND THAT THE ROOF COLLAPSED OF THE BUILDING. IN RESPONSE TO A LAWSUIT FILED BY A FORMER CHEERLEADER, THE CUMBERLAND VALLEY SCHOOL DISTRICT SAYS THERE’S NO EVIDENCE OF BULLYING OR A RACIALLY HOSTILE ENVIRONMENT WITHIN ITS CHEER TEAM. THE DISTRICT SAYS IT HIRED AN INDEPENDENT THIRD PARTY LAW FIRM TO INVESTIGATE AFTER THE CHEERLEADERS FATHER VOICED HIS CONCERNS TO THE SCHOOL BOARD. IN MAY ABOUT THE CHEER COACHES, THE DISTRICT SAYS THE INVESTIGATION DID NOT FIND ANY BASIS FOR THE CLAIMS. THE FAMILY’S ATTORNEY SAYS THE TIMING OF THAT INVESTIGATION, WHICH WAS DONE OVER THE SUMMER, WAS INTENTIONAL. THEY DID NOT EVEN INTERVIEW MY CLIENTS. WHO WERE THE PEOPLE SAYING THAT THEY WERE SUBJECTED TO THIS BEHAVIOR? WERE YOUR CLIENTS NOT AVAILABLE TO SPEAK TO THEM, OR WERE THEY ASKED TO SPEAK TO THEM, AND THEN THEY JUST COULDN’T ACCOMMODATE SOMETHING? OR WERE THEY NOT EVEN ASKED? THEY WANTED TO SPEAK TO THEM, BUT THEY WANTED TO MAKE SURE THAT THEY HAD LEGAL REPRESENTATION THERE TO ENSURE THAT WHATEVER THEY SAID WASN’T TWISTED AND THEY WERE TOLD THAT THEY WOULD NOT BE INTERVIEWED IF THEY HAD LEGAL REPRESENTATION AT THAT INTERVIEW. AND THE SUPERINTENDENT SAYS TO NEWS EIGHT HE IS CONFIDENT IN THE RESULTS OF THE INVESTIGATION, SAYING IT DOES NOT SUPPORT WHAT HE CALLS SALACIOUS ALLEGATIONS IN THE LAWSUIT. AN UPDATE ON THE ONGOING CONTROVERSY OVER AI GENERATED NUDE IMAGES OF ALMOST 50 STUDENTS AT LANCASTER COUNTRY DAY SCHOOL. THE BOARD OF TRUSTEES SENT OUT A LETTER TO THE LCD’S COMMUNITY. THIS WEEK. IT DESCRIBES THE DEEPFAKE NUDE IMAGES GENERATED BY A FORMER STUDENT A YEAR AGO AS DEEPLY DISTURBING. IT SAYS THE BOARD SINCERELY REGRETS THAT OUR SCHOOL DID NOT ACT MORE FORCEFULLY WHEN IT RECEIVED THE INITIAL TIP, AND WE UNDERSTAND THAT THE SITUATION IS VERY UPSETTING AND PAINFUL. WE STAND WITH THE VICTIMS WHO ARE SUFFERING AND ARE EAGER TO SUPPORT THEM IN EVERY WAY POSSIBLE. THE BOARD SAYS IT FULLY SUPPORTS HEAD OF SCHOOL MATT MICHELLE KENNEY AND BOARD PRESIDENT ANGELA ALHADEFF. THE PARENTS OF THE VICTIMS HAVE CALLED FOR BOTH OF THOSE SCHOOL LEADERS TO RESIGN AND HAVE INITIATED A CIVIL LAWSUIT SEEKING ACCOUNTABILITY AND CHANGES TO PREVENT SOMETHING LIKE THIS FROM HAPPENING AGAIN. A FORMER DAUPHIN COUNTY COMMISSIONER HAS BEEN REMOVED FROM SEVERAL BOARDS AFTER A CURRENT COMMISSIONER RAISED CONCERNS ABOUT ETHICS AND POSSIBLE CONFLICTS OF INTEREST. THE DAUPHIN COUNTY COMMISSIONERS REMOVED JEFF HASTE FROM BOARDS THAT DEAL WITH ASSESSMENTS AND APPEALS, AND THE COUNTY’S REDEVELOPMENT AND LAND BANK. AND A HARRISBURG AREA TRANSPORTATION STUDY. $60,000 IN COUNTY FUNDING WAS ALSO CANCELED FOR A POSITION HASTE HELD WITH THE COUNTY’S ECONOMIC DEVELOPMENT ARM. COMMISSIONER JUSTIN DOUGLAS PROPOSED THE ACTIONS, CITING QUESTIONS RAISED ABOUT THE FORMER COMMISSIONER’S FINANCIAL RELATIONSHIP WITH A PRISON MEDICAL VENDOR AND ITS FOUNDER. MESSAGE TO COUNTY TAXPAYERS IS SIMPLY THAT YOU SHOULD EXPECT MORE OF YOUR ELECTED OFFICIALS. YOU SHOULD LOOK AT THEIR CAMPAIGN CONTRIBUTIONS. YOU SHOULD ASK WHY THEY’RE MAKING DECISIONS. THEY’RE MAKING, AND YOU SHOULD WORK TO SAY, WHEN I GO TO VOTE, MAYBE IT’S NOT AS MUCH ABOUT THE PARTY THAT SOMEONE IS IN, BUT ABOUT THE CONFLICTS THAT EXIST POTENTIALLY. NEWS EIGHT REACHED OUT TO HASTE ABOUT THE DECISION AND THE ALLEGATIONS OF CONFLICTS OF INTEREST. HE SAID IN PART, I ALWAYS TRIED TO DO MY BEST SERVING THE CITIZENS OF DAUPHIN COUNTY AND RESPECT THE COMMISSIONERS DECISION TO MOVE IN A NEW DIRECTION. THE NEW HARRISBURG SCHOOL SUPERINTENDENT HAS UNVEILED A 100 DAY PLAN TO IMPROVE EDUCATION IN THE DISTRICT. DOCTOR BENJAMIN HENRY SAYS THE FIRST STEP IN THAT PLAN IS TO LISTEN TO THE DIVERSE VOICES IN THE DISTRICT AND THE COMMUNITY, AND TO STUDENTS. HE’S CHARGED WITH LOOKING OUT FOR. GET READY. WE’RE GOING TO HAVE A GOOD TIME. WE’RE GOING TO MAKE SCHOOL FUN, BUT WE’RE GOING TO LEARN. SO WE NEED TO CREATE AN ENVIRONMENT WHERE KIDS FEEL LOVE, FEEL RESPECTED, FEEL HEARD. ONCE THE 100 DAY PLAN WRAPS UP IN FEBRUARY, DOCTOR HENRY SAYS HE WILL PUT TOGETHER A REPORT ON THE FINDINGS AND DETERMINE HOW TO BEST MOVE THE DISTRICT AHEAD. TEACHERS FROM ACROSS PENNSYLVANIA ARE HOLDING AN ANNUAL TEACHER SUMMIT TO ADDRESS THE TEACHER SHORTAGE IN THE STATE. NEWS EIGHT’S GABRIELLE THOMAS SPOKE WITH THE GROUP. PA NEEDS TEACHERS IN CUMBERLAND COUNTY ABOUT THEIR SOLUTIONS. NOW, THE NUMBER OF TEACHERS IN THE PENNSYLVANIA EDUCATION SYSTEM HAS DECREASED BY 75% OVER THE LAST TEN YEARS. DURING LAST YEAR’S SUMMIT, EDUCATORS PUSHED FOR A STUDENT TEACHER STIPEND THAT WAS APPROVED THROUGH THE STATE’S BUDGET TO RECRUIT MORE CANDIDATES. THIS YEAR’S SUMMIT WILL FOCUS ON ADVANCING QUALITY AND REMOVING BARRIERS THAT COULD POTENTIALLY LIMIT TEACHERS FROM ADVANCING THEIR CAREERS. SINCE PROFESSIONAL DEVELOPMENT IS ONE OF THE CHALLENGES TEACHERS FACE, LEADERS PLAN TO FOCUS ON CERTIFICATIONS AND TEACHER APPRENTICESHIP PROGRAMS TO HELP THEM GROW. WE SPOKE WITH PA NEEDS TEACHERS COALITION AND THEY SAY THEY’RE HOPING TO NOT ONLY RECRUIT NEW TEACHERS, BUT ENCOURAGE CURRENT TEACHERS TO STAY IN THE CLASSROOM. WE NEED TO TAKE A MULTI-PRONGED APPROACH AS WE THINK ABOUT REMOVING FINANCIAL BARRIERS TO ENTRY BARRIERS, PERCEPTION BARRIERS, AND ALSO ADDRESS WORKING CONDITIONS AND OTHER FACTORS THAT IMPACT WHETHER TEACHERS STAY ONCE THEY ENTER THE CLASSROOM. That amount is based on a home assessed at $222,000, which is the county's average home value."To mediate costs, the Board of Commissioners and Finance have met with every county department to thoroughly review budgets and have implemented, and will continue implementing, strategic cost-saving measures to address the budget deficit," Finance Director Ron Snow said. "Costs continue to increase, our county vendors are facing rising costs, and unfortunately, those increases are being passed on to the county."The budget plan will be on public view for 20 days.Residents can see it online or by going to the Cumberland County Commissioners Office in Carlisle during normal business hours of 8 a.m. to 4 p.m. Monday through Friday.The budget will be considered for approval at the Dec. 11 finance meeting. If it isn't approved then, it will be considered at the Dec. 19 commissioners meeting.
